China, India dealt with border differences properly: PLA

Both sides this year have focussed their dialogue on frequent “incursions” by the Chinese troops specially in the Ladakh sector, which caused tensions at the borders. Two of such incursions happened during the visit of Chinese Premier Li Keqiang to India in 2013 and President Xi Jinping in 2014. On both the occasions, the prolonged standoffs were resolved through hectic parlays at high levels.

Heroin trade strained India-UK relations in 1980s: UK files

India’s reluctance to allow Britain to position British officers in New Delhi and Mumbai to monitor illegal heroin trade in the 1980s strained India-UK relations, according to newly-released UK cabinet files. Then British Prime Minister Margaret Thatcher’s government believed that “illicit heroin movement from India” was at an “all-time peak” and wanted her Indian counterpart Rajiv Gandhi to agree to two British Drug Liaison Officers (DLOs) to be appointed in India. However, Gandhi resisted until India had received information of its own on offenders seeking refuge in the UK, according to newly declassified documents in the National Archives. In contrast, Pakistan under President Zia-ul-Haq seemed more receptive to Britain’s requests with DLOs placed in Karachi and Islamabad happy with “effective steps to tackle the problem of heroin production”.”The evidence was that Pakistan was getting on top of the drug production problem,” a letter to Downing Street dated December 4, 1985, noted following a visit by then UK health minister David Mellor to Pakistan. It went on to warn of the problem shifting to India, saying “Mr Mellor believed that, as drug controls were increased in Pakistan, and particularly at Karachi Airport, much of the traffic was now taking the land route to India”.”This would inevitably have an impact on the extent of heroin used and production in India itself. India might replace Afghanistan and Pakistan as the major world supplier,” it said. Mellor was concerned about delays in securing India’s agreement to the secondment of two Customs officers. Following a telegram from Thatcher questioning the reason for the delay, Gandhi responded “I feel that there is a communication gap somewhere. We are determined to combat the drug menace with every resource at our command. We had readily agreed, in principle, to British drug liaison presence in India.”We have an equally pressing problem in relation to economic and commercial offenders, who operate from or seek foreign sanctuaries. Our Parliament and people continue to be exercised on what is perceived to be lack of adequate action against such offenders,” Gandhi wrote.Britain finally got its way and Hartley Booth, an adviser to Thatcher, confirmed the success in a memo dated November 28, 1986, “After 31 approaches from officials and FCO (Foreign & Commonwealth Office) ministers during the last 15 months, India relented on November 20 and accepted the appointment of two drugs liaison officers from the United Kingdom to India”.<!– /11440465/Dna_Article_Middle_300x250_BTF –>

“This money will be used by the government for various purposes like waiving off school fees of children and payment of electricity bills of farmers. The government anyway has to do all these works when it declares drought,” he said. The former chief minister also said BJP’s ally Shiv Sena is “aware that Fadnavis is only a man of words and not action”, but cannot do much about it due to the “compromise” it has done with the BJP on several issues. “This has now reduced the Sena into a party that needs to compromise on issues to stay afloat. It has no relation with ‘Hindutva’ and ‘Marathi manoos’ anymore,” he said.

Separatist leader Asiya Andrabi dismisses allegations of any IS link

“We do not have any connections with any other group outside the state,” she claimed. Three Hyderabad-based cousins, who allegedly planned to join “jihadi terror groups”, were picked up from Nagpur international airport while on their way to Srinagar, months after they were put under watch for being influenced by online ISIS propaganda. The trio allegedly aspired to meet Andrabi using the name of their late uncle, former chief of Students Islamic Movement of India (SIMI), Syed Salahuddin. <!– /11440465/Dna_Article_Middle_300x250_BTF –>

BJP rubbishes Mamata Banerjee govt’s claims on West Bengal’s growth

Buttressing his point that Bengal’s 10.48 per cent growth in 2014-15 was due to its low base, he said a poor state like Bihar had grown by 17 per cent for the same reason. The state government’s claim about starting of projects worth over Rs 91,000 crore was also “misleading”, he said, noting that work worth over Rs 70,000 crore pertained to the Centre. He also hit out at the Congress government in Assam for registration of a criminal case against BJP workers over their protests at its office. He alleged that that it took no action against its leaders involved in targeting BJP leaders and the party office. “It is a case of double standards,” he said.

Government decides to relax adoption conditions in certain cases

With more than 6,000 parents waiting to adopt children, government has decided to relax certain conditions on humanitarian grounds including for those who have lost their child to sickness or accident and people who want to adopt children with special needs. The Ministry of Women and Child Development, in a recent circular, has announced forming a committee to look into the cases of exceptions or relaxations in the revised adoption guidelines.”The upper and lower age criterion in case of PAPs/PAP (prospective adoptive parents) desiring to adopt special need children or very sick children as also children above five years with siblings,” the circular says.Currently, to adopt a child up to four years of age, the composite age of the parents must be 90 years or below while for single parent it should not be more than 45 years.Similarly, for child between four to eight years, the composite age is 100 years and 50 years in case of single parent. Child above eight years can be adopted by parents with composite 110 years or below and 55 years individual parent. The committee to be headed by Chairperson Central Adoption Resource Agency (CARA) will also include Secretary and Director of the organisation as well as one representative from AIIMS.The others exempted include PAPs who have been in the waiting for more than three years without getting the child as they were with the wrong agency, those leaving abroad for long term assignments, parents who have lost their child to sickness or accident and parents who could not finalise adoption due to upgradation of website of CARA, the nodal agency for adoption. The circular also says it will refer prospective parents to those children who have not been adopted even after 10 referrals.<!– /11440465/Dna_Article_Middle_300x250_BTF –>

This is apparent from the fact that the Prime Minister, who is never tired of travelling, thought it unfit to visit any village or state where a large number of farmers have recently committed suicide,” the Congress spokesperson said.
