Close to 600 patients are registered with the ZTCC to receive a kidney. The number of patients waiting is up to 10 times more than those who end up receiving one.Dr Rajesh Kumar, nephorlogist at Dr LH Hiranandani hospital, said: “It is a good decision and will help end-stage kidney patients get good health care. Unlike other states, Maharashtra had VAT as well as Octroi. For buying a single dialysis, we spent Rs60-70,000 only on taxes. For a single filter which is used in the dialysis, we paid Rs100 on taxes.”

RSS pracharaks as BJP’s state unit chiefs – exceptions or new trend?

A party leader said earlier RSS pracharaks came to the BJP generally as organisational secretaries. Prime Minister Narendra Modi was one of the first pracharaks to hold a government post as chief minister and Kushabhau Thakre, also a pracharak, was party president. From 2004, more pracharaks entered the party fold. Once a pracharak joins the party, he has to give up the “veya patra” or statement of expenditure, as advance money is given to pracharaks for monthly expenditures.

Delhi High Court says school buses cannot be forced to ply during odd even rule

The odd even scheme is just a day away, but the schools in the national capital have raised concerns over how the school buses that have been procured by the Delhi government to aid their initiative will be used. With the lack of clarity still prevailing, the Delhi High Court observed that the Delhi government cannot coerce, compel or otherwise force private, unaided and recognised schools to provide their buses during the 15-day period whilst the scheme is on.In order to successfully implement the odd even scheme to combat pollution for a trial period of two weeks, the Delhi government announced 4,000 ‘general’ buses would ply the streets of which around 2,000 would be procured from schools. According to a notice issued by the Department of Education (DoE) dated December 18, the Delhi government not only declared a two-week holiday during this period, but also announced the requisitioning of school buses to augment the DTC fleet.A circular issued by transport minister Gopal Rai on December 21, requested the schools to register their buses at the nearest DDE with copies of the Contract of Carriage, Insurance and Fitness Certificates. According to the same circular, failure to comply with the directions would be dealt with seriously.A few schools objected to this forcible closure and the government’s demand to use the buses as well. “This commandeering of the school buses is in complete violation of Article 14, 19 and 21 read with Article 300A of the Constitution,” says advocate Pramod Gupta. The lawyer represented the petitioners Action Committee of Unaided Recognised Private Schools that comprises around 400 private and unaided schools. The school authorities were also concerned about the school buses being used for purposes other than ferrying students, teachers and other school staff which would be in violation of the terms and conditions of the insurance policies taken out on the vehicles concerned.”The RTE is there to regulate school education and matters of education for children. It cannot be used to direct school buses — properties of autonomous bodies — to the DTDC for the implementation of a government scheme,” Gupta further argued. Recognizing the matter, Judge Hima Kohli who presided over the bench questioned the petitioner which school was forced or coerced to which there was no answer. Taking cognizance of the matter she further directed the government not to coerce, force or compel the schools to provide buses.Responding to the allegations, standing council for the Delhi Government Rahul Mehra stated that so far 1,700 school buses have registered on a voluntary basis. With around 400 school apparently not willing to part with their fleet – the number of buses may figure more than 1,000 – it is difficult to quantify how this will affect the number of buses that will actually ply on the streets during the coming two weeks.<!– /11440465/Dna_Article_Middle_300x250_BTF –>

Coastal road clears major hurdle, Fadnavis thanks PM Modi

As first reported by dna, the 35.6-km coastal road project between Nariman Point and Kandivli has got a go-ahead from the Union Ministry of Environment and Forests as it issued a notification to implement this big-ticket project.On Wednesday, chief minister Devendra Fadnavis tweeted, “Thank you @narendramodi ji & @PrakashJavdekar ji for issuing notification allowing Coastal Road construction. Its dream come true for Mumbaikars.”As per the notification issued on Wednesday by the Ministry of Environment and Forests and Climate Change for amending Coastal Regulatory Zone Notification, 2011, reclamation may be permitted for “roads, mass rapid or multimodal transit system…”The project has been facing stiff opposition from environmentalists, resident groups and transport activists in Mumbai on various counts – right from damaging the environment, to the project being looked at as promoting ownership of private vehicles instead of diverting the same funds for improving public transportation systems in congested Mumbai.The Brihanmumbai Municipal Corporation (BMC) will implement the project, pegged at Rs9,000 crore. Funds for this is already being collected by the civic body through Fungible Floor Space Index (FSI).The project, when ready, will considerably save travel time. Presently, it takes above two hours to travel between Kandivli and Nariman Point, but on the Coastal Freeway it will be well within 45 minutes.dna had on April 7 reported about the state government’s plan to scrap chain of sea-links on the western coast of Mumbai for Coastal Road.Meanwhile, chief secretary Swadheen Kshatriya informed dna that the proposal for the planned Navi Mumbai International Airport would also receive sanctions from Union as well as State governments in the month of January.He added that the Cabinet note for the airport project is also ready and since it involved permissions from Civil Aviation department, it has been sent to the Union government for necessary approvals. “We are hopeful that the airport project would be cleared in the month of January after which works on phase one would commence,” said Kshatriya. The first phase, which involves building a capacity of 10 million passengers, would be created in three years’ time. Union environment ministry issues fresh directions to control air pollution

The MoEF&CC and environment ministers of the five NCR states had met three times this year to take steps on the issue of air pollution. Preventing stubble burning of crops in Punjab and Haryana and burning of biomass was also one of the issues taken up during these meetings and for which the ministry issued directions on Wednesday.

MoEF and WII to begin captive breeding of Great Indian Bustard

Annually, GIB lays one egg and two eggs on some rare occasions. But with proper nutrition, ideal location, temperatures, food and management they can produce more than two eggs per year. The ministry has envisaged that about 25-50 eggs of GIB will be collected from wild habitats over a period of five years. These eggs will be incubated, hatched and their chicks will be reared to achieve a breeding population target of 50-100.The union environment ministry has approved a budget of Rs.33.85 crore for the project. While Rs.81.7 lakh has been sanctioned for Rajasthan, Maharashtra will receive Rs.1.38 crore. Gujarat’s share of Rs.1.10 crore is still under process.

“Searches have been conducted at 14 places, including residential and official premises in Chennai, Palani and other places in Tamil Nadu, which led to recovery of documents relating to property worth several crores of rupees, locker details, investments in shares, investments in a private firm and also investments in another company,” the official added.

CBI registers disproportionate assets case against IAS officer

Trapped by CBI
Sanjay Pratap Singh, who was the principal secretary of Delhi government’s welfare department, was arrested by the probe agency on December 8, along with his PA, when he was caught red-handed in a trap laid by the CBI. This was after a complainant, who is apparently an AAP volunteer, approached the CBI and accused Singh of demanding a bribe from him.

BMC has a New Year gift for Bhendi Bazaar

The year 2016 could probably herald a sea change in the fortunes of Bhendi Bazaar if everything goes as planned. Its much talked about Rs4,000-crore cluster redevelopment project has finally received the commencement certificate (CC) and works on the project are likely to commence soon.”We have received the CC for our sub-cluster development from the Brihanmumbai Municipal Corporation (BMC). We will rehabilitate the tenants in this sub-cluster, providing them a minimum of 350 sq.ft carpet area and 300 sq.ft of commercial space under redevelopment plan. As many as 4,500 units will be constructed as part of the project,” said Abbas Master, CEO of Saifee Burhani Upliftment Trust (SBUT).It’s the SBUT that has undertaken the 16.5-acre cluster redevelopment (33.9) plan, located in the heart of South Mumbai. It has already engaged the New York-based architect and designer firm, Perkins Eastman to work on the project.The sub-cluster area is around four acres, and around 700 tenants and 300 commercial establishments will have to be rehabilitated. “We will complete this sub-cluster works in three to 3.5 years, while the entire project will take 10 years. It is one of the biggest cluster redevelopment in the entire country. The Centre and Maharashtra are supporting this model project and are keen on replicating it in other parts of India,” Abbas Master said.He said the unique features about the project are its self-sustainable and eco-friendly aspects. “Each cluster will have its own sewerage treatment and power plant. There will be rainwater harvesting facility and solar panels to generate electricity. While there is no green cover at present, the redeveloped area will have 700 trees of various categories. Besides, it will have a 3.5-km-long shopping street. It will be of multiple levels where people will enjoy the shopping experience,” Abbas Master said.”The proposed roads will be 15 to 16 metres in width, and huge area will be earmarked for parking and recreation, with emphasis on greenery,” said Master adding, “Our primary agenda is to rehabilitate the people hit by the project.”Master said that the project will not only change the face of South Mumbai but also improve people’s living condition. “It will transform Bhendi Bazaar into a diverse sustainable community with a healthy neighbourhood, creating a vibrant urban area,” he said.Since the inception of the cluster development programme in 2009, a total of 46 projects were planned.
