Did the judiciary help avoid another AAP-Delhi police confrontation over Odd-Even formula?

Some quarters of the Delhi police had begun to anticipate yet another confrontation between the Aam Aadmi Party government and the Centre

Delhi CM Arvind Kejriwal

As the Delhi government announced its decision to allow even and odd number cars to ply in Delhi on alternate days, senior police officers, in meetings held soon after, had voiced their concerns about viability of the plan introduced to counter air-pollution. Some quarters of the Delhi police had begun to anticipate yet another confrontation between the Aam Aadmi Party government and the Centre. However by December 7, three days after the AAP government’s decision, the mood within the Capital’s police had changed. A senior police official, who witnessed the growing opposition within police ranks to the odd-even formula, said, that had it not been the ‘supporting statements’ made by judiciary, especially, Tirath Singh Thakur, the Chief Justice of India, the already rocky relationship between Delhi police and AAP would have suffered another blow.<!– Dna_Article_Middle_300x250_BTF –> “Initially there wasn’t any communication between the state government and police about the latest steps taken to reduce air pollution. Naturally a lot of pessimism about the odd-even formula existed, especially among the senior police officials. The concerns were raised in a series of inter-department meetings on Friday last week. But statements in support of the formula made the police re-think its approach,” said the senior police official requesting not to be named. The official added that statements made by CJI Thakur had especially helped to ‘reduce doubts’ among senior police officials. “The top rung of Delhi police now believes that the judiciary, like many other people of the city, wants to at least try the formula. We are now working out a plan to enforce the plan effectively,” the official added. “If a judge of the Supreme Court can pool cars, it sends a message to the people that we have no problem. We can walk down or even take a bus,” Mr Thakur had said. In response Delhi Chief Minister Arvind Kejriwal had tweeted, “His (CJI Thakur’s) support to odd-even formula is welcome and a huge encouragement”. “Supreme Court judges pooling cars would inspire millions to follow. Thank you My Lords.” Another senior police official told dna that not only the statements in support of the odd-even formula had helped to cool down possible confrontation between the Centre and AAP, the rejection of a petition to block Delhi government’s proposal had ‘more or less sealed the deal’. The Delhi High Court on Tuesday had refused to block the Delhi government’s proposal to allow vehicles with odd and even registration numbers on alternate days from Jan 1 stating the petition filed against the plan was “premature”. dna contacted Special Commissioner of Police (Traffic) Muktesh Chander, the officer at the helm of the affairs in the national capital. When asked to confirm if the Delhi police in its entirety supported the formula, the official said, “I cannot speak on behalf of other senior officials. The officials at their personal levels might have varying opinions but the department follows orders and that is what we will do,”. He added that the police department has held multiple meetings with representatives of the Delhi government to work out the details of the formula. “We are also researching on cities that have enforced such a formula and taking notes. Besides this there are discussions to be held on decisions as under which law is the traffic police to fine persons not following the odd-even formula. If it is under the Motor Vehicle Act, then it is under our domain, but if the Environment Protection Act is to be evoked than the Environment Ministry has to be taken on board,” said the senior police officer.

AAP suspends NRI cell co-convener Munish Raizada for ‘anti-party activities’

AAP has alleged that Raizada was recently involved in “anti-party activities” by putting its internal affairs in public domain and the action came after his reply failed to convince the leadership, party sources said

Munish Raizada

Aam Aadmi Party (AAP) has suspended its Chicago-based co-convener of NRI cell Munish Raizada from the primary membership for indulging in “anti-party activities by putting internal affairs in public domain.” Raizada, who had been handling AAP’s overseas affairs, was associated with the party right from its formation and before that with India Against Corruption (IAC).AAP has alleged that Raizada was recently involved in “anti-party activities” by putting its internal affairs in public domain and the action came after his reply failed to convince the leadership, party sources said. A disciplinary notice was sent to Raizada on November 7 and he was suspended from the membership yesterday, which was convyed to him through an e-mail sent by the party’s overseas affairs wing. The email states, “You (Raizada) have not only put internal party correspondence in public domain but also shared it with undisclosed recipient(s), clearly showing that you have no intention of stopping your anti-party activities of creating structures or forums without the permission of the party and misleading volunteers.”<!– Dna_Article_Middle_300x250_BTF –>”We thereby relieve you from any organisational responsibility given and suspend your primary membership of AAP with immediate effect,” it said. The mail has also been sent to AAP leaders Kumar Vishvas, Adarsh Shastri, Preeti Sharma Menon and others. Refuting the charges levelled against him, Raizada said, the truth is that AAP has lost its democracy within. “I was trying to keep it alive by having talks on common platform. I have been suspended from the party, but as a solider of democracy and the party, I would be striving for it,” he told PTI from Chicago.Raizada, along with Jai Nath Misra of London have launched an internal group called Lokpal, which they said was a platform of volunteers of AAP and its main objective was to have an assessment whether AAP was on the path of Swaraj and inner democracy or not. “Every volunteer is Lokpal in himself. It is an attempt to channelize the energy of the volunteers and well wishers of the party to preserve the ideals for which Aam Aadmi Party was founded,” said Raizada, adding that AAP has deviated from its base.Raizada, an MBBS from Mahatma Gandhi Institute of Medical Sciences, Wardha, and practising as neo-natalogist in the US, said he had made sacrifices for the party and never thought that its internal democracy would fade away so soon. “I sacrificed my job and took long leaves to strengthen the party across the country. I was very much impressed with the ideology with which (AAP convener) Arvind Kejriwal had raised a hope among all the Indians. Even I donated from my pocket into the party fund. But I did not anticipate that internal democracy from the party would die this way,” he said.He also termed expulsion of leaders Yogendra Yadav and Prashant Bhushan from AAP as “unfortunate” and said that had there been internal democracy in the party, this situation would not have arisen.”

AAP announces money for more mohalla clinics

The government said today, after a cabinet meeting, that “the average OPD attendance in this clinic 140 patients with peak attendance of 230”.

The Aam Aadmi Party government in New Delhi announced, on Tuesday, allocation of Rs 209 crore to set up 1000 “Aam Aadmi Mohalla Clinics” in the city. After opening the first of their projected 1,000 clinics in a resettlement colony in West Delhi in July, the AAP government’s announcement is finally another push to their ambitious plans for improving the public health infrastructure in Delhi. The mohalla clinic has been a pet project of the government, with health minister Satyendra Jain having expressed previously complete confidence in the concept, and his other plans for the city’s health. The clinic in the JJ colony in Peeragarhi, as dna had reported, was a success with the residents, as it was a primary care facility right in their midst, eliminating problems to commuting to hospitals or government dispensaries further away.<!– Dna_Article_Middle_300x250_BTF –>The government said today, after a cabinet meeting, that “the average OPD attendance in this clinic 140 patients with peak attendance of 230”.The Peeragarhi model is set to be replicated elsewhere, as the clinics are slated to serve people within a kilometre distance, so that “people will not have to walk for more than 10-14 minutes to have access to primary health care.” This concept has provided relief to the JJ colony residents as many had expressed physical and financial difficulties in accessing other hospitals and dispensaries. The staff of these clinics is also to be increased, as the government said they will be manned by a medical officer, a pharmacist, an auxiliary nursing midwife, a lab technician and an outsourced security guard. The clinics will also be linked to the AAP poly clinics for referrals to specialists.Delhi Chief Minister Arvind Kejriwal inaugurated the AAP government’s first poly clinic on Monday, the first of a projected 100.In his speech Kejriwal had said that these poly clinics would be the second rung of a three tier health system, providing a much needed link between the mohalla clinics serving as the primary facility and hospitals which ideally should be tertiary facilities. However, currently Delhi’s hospitals are overburdened with surge after surge of patients needing primary medical aid. The mohalla clinics, if successful, could plug this gap in the system, relieving hospitals. Such was the hope expressed by many officials in the central health ministry to dna, albeit anonymously, when the first mohalla clinic opened. The AAP government, in its annual budget earlier this year, gave health the second highest allotment of Rs 4,787 crore.

They want everything,’ he added. An independent panel has recommended a hike in the salary of the MLAs of Delhi. The panel has recommended that the MLAs’ salary should be increased to Rs. 50,000 from the current Rs. 12,000 and Rs. 70,000 for assistance. Buoyed by its student front ABVP’s victory in Delhi University students union elections, BJP on Saturday claimed the win “is a reflection of the views of young India and would yield good results in Bihar assembly polls.Citing the results, senior BJP leader and Union Minister JP Nadda attacked Aam Aadmi Party and Congress saying “it clearly shows that the country’s youth has rejected the Arvind Kejriwal-led Aam Aadmi Party’s negative” politics and Congress party’s “anti-development” agenda.<!– Dna_Article_Middle_300x250_BTF –>Asked whether ABVP results would have any bearing on Bihar elections, Nadda told reporters here that the mood of country’s youth reflects that Bihar polls will yield “good results”.”The results also clearly show that the country’s youth have rejected false, negativism and confrontationist politics of Arvind Kejriwal. It is very clearly seen the way Kejriwal government was trying to stall the country’s development by obstructing merely for the sake of it and stall development and progress of the country.”It is a reflection of the views of the young India which has put its stamp on Prime Minister Narendra Modi’s roadmap of taking the country towards progress and take India forward on the international map as an economically strong nation,” Nadda said.Asked about DUSU polls having any bearing on Bihar polls and if it would benefit BJP, Nadda said “people of Bihar want development and is keen to follow on the path of Narendra Modi government which is committed to development and there will yield good results.”Attacking Congress, Nadda said it is yet to emerge from its defeat in Lok Sabha elections last year and thus its reactions are “anti-development, full of negativism and obstructionist and its statements are full of desperation, reactionary and not well thought”.He said “Congress party is trying to mislead the country and we will apprise the people of the truth.” Asked if caste equations and the entry of Asauddin Owaisi’s AIMIM will make any difference in Bihar polls, Nadda said “development is our issue in Bihar polls and youth of Bihar wants development and will not decide on such issues.” Nadda hit out at Congress on land acquisition issue, allleging it has no right to talk about farmers’ interests as it is the same party which had bartered and mortgaged the interests of farmers at WTO and other platforms.”They have no right to speak in favour of farmers. They took decisions while keeping aside the interests of India’s farmers at all platforms. As far as Modi government is concerned, Narendra Modi has moved forward while keeping development and common man in mind.BJP’s student wing Akhil Bharatiya Vidyarthi Parishad on Saturday swept Delhi University Students’ Union polls, retaining all four top posts for the second consecutive year defeating Congress-backed NSUI while AAP’s CYSS finished third in the vote count in its debut.

Congress and BJP on Thursday accused the Aam Aadmi Party of “misusing” the government machinery in trying to “bribe” students by organising events such as the recent rock concert at Talkatora stadium, ahead of the Delhi University polls. AAP hit back saying the parties were attempting to “remain relevant” by resorting to such tactics and that CYSS was merely being innovative in mobilising students. Delhi Congress chief Ajay Maken alleged that AAP’s students’ wing CYSS was setting a “bad precedent” by spending “crores” in putting up advertisements on billboards, bus shelters across the city. This never happened earlier, he said. “We have never seen such a kind of money being spent on Delhi University elections. Functions like the one in Talkatora stadium will cost crores of rupees. The AAP is setting a bad precedence by such misuse of official machinery,” Maken said.<!– Dna_Article_Middle_300x250_BTF –>The star-studded event at Talkatora stadium, organised by CYSS for freshers’, was addressed Chief Minister Arvind Kejriwal, his deputy Manish Sisodia, Transport Minister Gopal Rai on September 1. It is so easy for them to abuse Aam Admi Party and make space for 2-3 column news story in newspapers. The CYSS is merely being innovative in its fight against money and muscle power,” AAP Delhi chief Dilip Pandey said. State BJP chief Satish Upadhyay alleged that CYSS was violating Lyngdoh panel guidelines by flashing Kejriwal’s face in posters. “It is shameful. In last 40 years DUSU elections have never seen pictures, posters of regular political leaders but violating all Lyngdoh Committee guidelines, CYSS has put up Kejriwal’s pictures all over Delhi,” he said. The Delhi University Students Union (DUSU) elections will be held on September 11. With the entry of CYSS, it is set to be a triangular contest with the other players being NSUI and ABVP.

He also threatened retaliation by ‘lathi-wielding’ BJP workers in the future in case of such incidents.

“The policy envisages categorization of witnesses, creation of a witness protection fund, procedure for processing such requests by the competent authority and the types of protection,” the government said in a statement.

The statement said pursuant to the court order, home department had constituted a sub-committee comprising officers from law department, home department, directorate of prosecution and Delhi Police.

The Aam Aadmi Party government also claimed that Delhi would be the first state to have such a comprehensive policy.

“Delhi is the first state to notify witness protection policy today,” Home Minister Satyendra Jain said in a tweet.

The Delhi High Court had called for a witness protection programme in the Jessica Lal and Nitish Katara murder cases, after which the policy has now been brought about, reports The Times of India.

TOI reports that witnesses will be divided into three categories based on the level of threat perception. Based on the categories, several measures can be taken for their protection, including regular police patrolling outside the house, temporary change of address or telephone number, or installing CCTVs outside the house.

According to the Indian Express, the scheme also suggests steps to ensure protection of witness. These include prohibition on publishing the name or other important details of the witness, provisions for relocating the persons and in-camera proceedings.

AAP dismisses its Punjab state disciplinary committee chief

Citing a letter received from AAP’s national disciplinary committee, Singh said, “You did not follow the Constitution of the party while staying in AAP.

A week after he raised his voice against AAP’s national spokesperson and state convenor, the party today dismissed the chairman of its state disciplinary committee Daljit Singh on charges of indiscipline. “I received an e-mail from the national disciplinary committee of the party in the morning today. It has been said in the e-mail that I am being expelled from the party for breaching its disciplinary code,” Singh said.Citing a letter received from AAP’s national disciplinary committee, Singh said, “You did not follow the Constitution of the party while staying in AAP. In the notice, Singh was accused of high-handedly serving notices to party members and an explanation was sought from him.Meanwhile, Singh refused to divulge his next course of action. On July 9, Daljit had alleged that state convener Sucha Singh Chhotepur and national spokesperson Sanjay Singh were “adamant to destroy the party in the state”.

The Aam Aadmi Party, which has been backing him throughout the controversy, might finally be losing patience. The Times of India reports that Arvind Kejriwal is upset, especially since Tomar had assured him that his papers were in order.

Zee News reports that Tomar even showed him a false RTI reply when the row over his alleged fake degrees erupted.

The party dissociating itself from its controversial MLA comes as little surprise even as the Delhi police claim to find more evidence that Tomar’s degrees may not be authentic.

The police is taking Tomar to a Bihar university on Friday to verify his claims that he obtained his law degree from that institute, according to the reports from the Hindustan Times.

On Thursday, Tomar was grilled for the second day in Faizabad by the Delhi Police over his law degree.

An FIR was registered against Tomar on June 8 at Hauz Khas police station and he was booked for alleged offences of cheating, forgery, using forged documents as genuine, forgery with intent to cheat and criminal conspiracy.

Delhi Police has claimed that a nearly month-long investigation found that Tomar not only submitted fake science graduation degree and law mark sheets to register with the Bar Council of Delhi but forged a migration certificate also.

Somnath Bharti rejects allegations of domestic violence as ‘baseless’ as wife files complaint with DCW

In more controversy for ruling Aam Aadmi Party, its MLA and former Delhi Law Minister Somnath Bharti was on Wednesday slapped with notices by Delhi Commission for Women after his wife filed a complaint levelling charges of domestic violence, mental torture, dowry and forgery which the lawmaker has rejected as “baseless”.

Additionally, she also reached the police headquarters to meet police officials regarding her domestic violence case.

AAP leader Somnath Bharti in trouble again. PTI

“Summons have been issued to Bharti and he has been asked to appear on 26 June,” said Barkha Singh, chairperson of DCW.

Singh added that Lipika has been living in Dwarka separately for the last three years and Bharti used to visit her.

“She approached us this afternoon and lodged a complaint alleging assault and domestic violence by her husband Somnath Bharti since 2010. We have issued notices to Bharti asking him to appear before us by June 26. She now wants an end to the torture,” said Barkha Singh.

As per her complaint, Lipika works in a multinational company and married Bharti in 2010. Bharti had also demanded dowry and a car, said Singh.

“She said Bharti had lied to her. Before marriage, Bharti had said that he owned an international law firm but later she realised that he did not. She has also complained of physical and mental torture. After making the complaint, she is scared,” the DCW chairperson added.

On her part, Lipika said she has been going through difficult time since 2010. “It would be difficult for me to summarise all these. It’s going on for a long time. It has been going on since 2010. I want separation, I want to be out from this marriage. I want to live with dignity with my children. It has been a continuous process through which I was going through.”

In her complaint, Lipika said, “Me and my children are subject to harassment and torture– mental, physical and oral — by my husband Somnath Bharti… There is a persistent threat from my husband and his supporters,”

Somnath Bhartti finally broke his silence on the issue and tweeted the following-

Talking to the media, Bharti appealed to his wife to not lie. “All these started after I missed my son’s birthday. I missed my son’s birthday as there were two days of the Delhi Assembly sessions. I missed it and I forgot it and that led to all these,” Bharti said.

“She had threatened me that she will spoil my political life and probably, this is the way she chose fulfil that. With folded hands, I request her that she should not lie and she should not spread lies in public domain,” he added.

He also revealed that his wife had made two demands, which he was unable to fulfill.

“For 5 years she is making a demand that I have to choose between my mother and her. I cannot fulfill this demand, where should I send my mother?” he asked, adding that he doesn’t have enough money to run two houses.

“Her second demand is that I should leave politics, because I don’t have a private life being in politics,” he said.

He also requested that the party should not be dragged in this matter as it is a personal matter between him and his wife.

Commenting on the issue, BJP’s RP Singh said, “Kejriwal is answerable for such AAP leaders involved in unlawful activities.”

Satish Upadhyay, President of Delhi’s BJP unit asked if a woman at home is not safe, then how can women of Delhi feel safe?

AAP on the other ahnd, has distanced itself from the issue.

This is not the first time Somnath Bharti has courted trouble. In the past, he was accused of molesting African women during his midnight-raid of a sex and drug ring operating out of the Malviya Nagar neighbourhood.

Bharti along with others were chargesheeted by the Delhi Police sections 354 (molestation), 147/149(rioting), 341 (wrongful restraint), 506 (criminal intimidation), 509 (outraging modesty of a woman), 153A (promoting enmity between two groups), 323 (assault) and 427 (criminal trespass) of the IPC.

Around five foreign women had recorded their statements before a magistrate in which they alleged that Bharti, the MLA from Malviya Nagar in south Delhi, had barged into their house along with his supporters on the intervening night of 15-16 January.

Somnath Bharti was the Aam Aadmi Party candidate for the Malviya Nagar constituency in the 2013 Delhi Assembly Elections. He won the seat and held the post of Law Minister for a brief time.

However, he was not part of the Arvind Kejriwal-led Cabinet this time around, to which he alleged that he had willingly decided not to take any responsibility because he wants to focus on building his constituency as a model one.

Kejriwal’s AAP is already facing the heat for the fake degree case involving former Law Minister Jitender Singh Tomar.

AAP leader Sanjay Singh also tweeted about Tomar’s arrest and alleged that he had been arrested without any prior notice.

Delhi police commissioner BS Bassi refused to comment on the incident and said that he would give a statement only after receiving a full report.

BJP leader Nupur Sharma said that it was all a ‘drama’ by AAP and it was not sure whether Tomar had been arrested or just detained.

Modi-led NDA trying to cut down rights of Delhi Government: Manish Sisodia

I think the central government is implementing things on their own but this is the assembly of people and there is nothing powerful than that: Manish Sisodia

Delhi deputy chief minister Manish Sisodia on Sunday accused the Prime Minister Narendra Modi-led NDA Government of trying to cut down on the rights of the Delhi Government. “BJP had said they would give full statehood to Delhi, but now they are busy cutting-down on the rights of Delhi Government. Today, Arun Jaitley ji is saying that it needs national consensus. I think the central government is implementing things on their own but this is the assembly of people and there is nothing powerful than that. We will discuss it in the assembly and see what comes out,” said Sisodia.<!– Dna_Article_Middle_300x250_BTF –>Meanwhile, Bharatiya Janata Party (BJP) leader Ashwini Upadhyay said that Delhi Chief Minister Arvind Kejriwal-led Aam Aadmi Party (AAP) is busy doing dramas and fooling people rather than doing some concrete work, over the completion of 100 days of the AAP Government. “100 days have passed and the people of Delhi are waiting for the AAP Government to do some concrete work, but he (Kejriwal) is busy in fighting with everyone. The notification by MHA is just a clarification. They are just fooling the people. The last time we saw part one of the drama and now it is part two of the drama,” said Upadhyay. The Government of Delhi on Saturday called for a special session of the state Assembly on May 26 and 27.“We will talk about the MHA’s guidelines that have been released, on 26th and 27th in the special session of Delhi Assembly,” Delhi’s Deputy Chief Minister Manish Sisodia said. The Ministry of Home Affairs (MHA) issued the notification on Friday, saying that Lieutenant Governor Jung has primacy in postings and transfers of officers belonging to Central services. On this, Delhi Chief Minister Arvind Kejriwal had reacted strongly to it, saying that the NDA Government at the Centre was trying to run the national capital through the ‘backdoor’.Kejriwal had also stated that the notification was indicative of the Bharatiya Janata Party’s (BJP) nervousness about the Aam Aadmi Party’s anti-corruption efforts.

Is AAP trying to form a political bureaucracy?

Appointment of MLAs as parliamentary secys to ministers, party volunteers in ministries attract flak

Though city bureaucrats say the stand-off between the Aam Aadmi Party (AAP) government and Lt Governor Najeeb Jung’s office might get resolved after Tuesday’s meeting between Delhi chief minister Arvind Kejriwal and President Pranab Mukherjee, they feel the entire confrontation has set a dangerous precedent. Some officials even suggested that a mechanism to put in place a ‘parallel or political bureaucracy’ favouring the ‘Aam Aadmi Party agenda’ has already gained momentum. The AAP government, in March, had appointed 21 MLAs as parliamentary secretaries to each cabinet minister to “fast-track work”. But an RTI query revealed that the government was not aware of the law under which they were appointed and merely acted on a ‘note’ from chief minister’s office.<!– Dna_Article_Middle_300x250_BTF –> According to the RTI reply, these MLAs were not receiving any remuneration or perk as parliamentary secretaries – meaning no burden on exchequer. The AAP government had also attached quite a sizable number of party volunteers with ministers to ‘assist’ them. “While some volunteers attended phone calls, others released information about ministers’ schedule and so on. This was not there during the previous government’s regime,” said a former bureaucrat. The Delhi Dialogue Commission, he said, was “yet another example” of empowering the party along with the government. Parties, especially the Congress and the BJP, see the confrontation as not just disempowering bureaucrats. They say it’s about AAP asserting its might as well as the looming threat of governance issues. “Electricity tariffs are about to be hiked. People will ask questions and it will be a matter of time before the AAP government blames the Centre, which, they allege, is trying to rule Delhi through the office of the LG. It was never about which bureaucrat is good or bad,” said a senior Congress leader. Delhi government spokesperson Nagender Sharma said that the AAP regime had not recommended any of the six bureaucrats, whose names were sent to the LG’s office, to the chief secretary’s (CS) post. “Reports that we wanted Parimal Rai as acing CS were wrong. All that we wanted was adherence to constitutional procedures.. AAP has the mandate of the people to govern Delhi without any negative interference,” he said. Naini Shilan, SP Singh, Arvind Ray, Shakuntala Gamlin. Parimal Rai and S N Sahay were the six. Another government official told dna that while Shilan and Rai opted out of being the acting CS, Sahay was not the ideal choice, being the juniormost. Singh and Ray, according to Sharma, were not a choice by both the LG as well as the CM’s office. Ray was on Tuesday appointed as principal secretary (general administration), bypassing Jung’s order removing Anindo Mukherjee from the same post as void. “No matter what the outcome of confrontation is, it will be a win-win situation for the AAP government. If they are asked to budge, they can always claim to be martyrs, and if the LG’s office decides to take a step back, AAP will consider it as a political victory,” added the Congress leader. A former power ministry official, however, says, in the end, it’s the bureaucrats who are going to suffer the most. AAP has shunted several top bureaucrats in its first three months. “Hopefully, this storm will be followed by calm,” he said.

AAP faces another embarrassment as Kumar Vishwas faces allegations from woman

The Aam Aadmi Party was on Monday grappling with yet another raging controversy after a party volunteer accused senior leader Kumar Vishwas of not rebutting “rumours” about an illicit liason with her and ruining her reputation, giving a handle to Congress and BJP to attack it.

The Aam Aadmi Party was on Monday grappling with yet another raging controversy after a party volunteer accused senior leader Kumar Vishwas of not rebutting “rumours” about an illicit liason with her and ruining her reputation, giving a handle to Congress and BJP to attack it.The Delhi Commission for Women issued summons to Vishwas, considered close to Chief Minister Arvind Kejriwal, and his wife, asking them to appear before it on Tuesday after the volunteer approached it seeking its intervention in forcing the AAP leader to dispel the allegations. The woman, who claimed to have campaigned for Vishwas in Amethi in 2014 Lok Sabha elections, said she had also written separate letters to Kejriwal and Police Commissioner B S Bassi on the issue but neither of them have responded.<!– Dna_Article_Middle_300x250_BTF –>Facing the heat, Vishwas, a member of AAP’s Political Affairs Committee, said the allegations against him were false and baseless and it was part of a defamation campaign against the AAP by rival parties. DCW Chairperson Barkha Singh said, “It is the same volunteer who has been coming to us for quite some time now.He (Vishwas) should come since the complainant is his own party’s volunteer. The volunteer’s marriage is falling apart because of him, she has alleged.” Delhi Police said it has already registered an FIR and investigation was underway on the complaint filed by the woman. The ruling AAP in Delhi has been battling internal strife apart from a string of controversies including over the educational qualification of its law minister and suicide of a farmer at a rally here in Jantar Mantar last month.”The allegation against Vishwas is totally false and baseless. AAP is being targeted. There is no basis for the allegation. Please spare our families,” AAP leader Sanjay Singh said, addressing a press conference. Besides slamming Vishwas, Congress targeted Kejriwal accusing him of showing insensitivity as the victim had “knocked” at his door seeking help. “The victim approached Chief Minister Kejriwal but he remained silent when her own party volunteer approached him for justice…Such apathetic and insensitive behaviour from him is very unfortunate,” party spokesperson Shobha Oza said while demanding a thorough investigation into the issue so that the “culprits” be punished.Delhi BJP leader Vijendra Gupta said that Vishwas and the Delhi Chief Minister should come forward to clarify. Earlier, speaking to PTI, Bhapkar said that more members could quit the party in coming days as “we will start to sensitise everyone about the democracy being murdered within AAP”. “We are now with Yogendra Yadav and Prashant Bhushan to strengthen their hands. You can imagine the insensitivity of this so-called leader, Arvind Kejriwal…a farmer died before his eyes and he kept on delivering his political speech,” Bhapkar said.Manav Kamble, another senior AAP member, too has joined hand with Bhapkar. Commenting on the development, the state unit of AAP sought to downplay the matter. “Only a handful party workers are leaving and it includes no senior leaders or workers. So I don’t think they would have any impact on the party,” said Ravi Srivastava, member of the party’s state executive committee.Subhash Ware, the head of Maharashtra unit of AAP, could not be contacted for reaction. Meanwhile in a late evening statement, Maharashtra unit of AAP denied that volunteers had quit the party in a large number. “The news doing the rounds is that over two hundred AAP volunteers, after resigning, will subsequently join the Swaraj Samvad movement. The fact is that we have received no such resignations,” it said.”Maruti Bhapkar, Shakeel Ahmed and a few other members associated with Swaraj Samvad have been sending emails to AAP volunteers exhorting them to resign. This activity is clearly anti-party and the complaint as regards the same has been filed with the Maharashtra state grievance redressal committee of the party. “Due process for the same has been initiated. The work of organisational building activity of AAP in the state has been receiving overwhelming support at all levels,” it added.

No free passes for AAP MLAs or ministers: Arvind Kejriwal

According to a source, Kejriwal has told his Principal Secretary to communicate with all the departments to put a blanket ban on demands of free passes of entertainment events in the city by Aam Aadmi Party (AAP) MLAs and ministers.

Chief Minister Arvind Kejriwal has directed all the government officials not to entertain the requests of MLAs or ministers seeking free passes of high profile events or concerts.According to a source, Kejriwal has told his Principal Secretary to communicate with all the departments to put a blanket ban on demands of free passes of entertainment events in the city by Aam Aadmi Party (AAP) MLAs and ministers. Kejriwal has also directed that if someone makes a request for free passes then department head should also inform the Chief Minister’s office about the same.<!– Dna_Article_Middle_300x250_BTF –>”Kejriwal also directed that if anyone wishes to attend any event or concert then they can buy the tickets of the programme and attend it,” a senior officer said. Ministers and MLAs can only attend the event if they have bought the tickets or they are invited by the organiser for an event. In past, practice of demanding free passes for high profile events like IPL matches, plays and music concerts were common by the ministers and MLAs. Various departments used to arrange passes from the organisers in exchange of assuring hassle free events. The source confirmed that recently, a similar request was brought into the notice of Chief Minister who denied giving permission. Recently, a delegation of the Event and Entertainment Management Association (EEMA) met Chief Minister and highlighted the issue of corruption faced while organising an event.Delegation told Kejriwal, that they face corruption at several steps while conducting any event. To hold an event in Delhi, organisers have to give 20 to 30 per cent of passes free for VIP entry. Kejriwal assured that Delhi government doesn’t want any passes for the events and even he will buy tickets if he has to attend any concert.

Addressing a public-rally in Karawal Nagar of northeast Delhi, Kejriwal said people don’t have to face the problems of water shortage during summer.

“Government has made a plan in all areas pertaining to the timing of water tankers. As per plan, an annoucement will be made as to when water tankers will come and where they will stop and by doing this, there will be no shortage of water,” he said.

The Chief Minister, his deputy Manish Sisodia and DJB vice-chairman Kapil Mishra will monitor the water situation, he said, assuring that there will be no water crisis in the national capital this time.

On AAP’s poll promise, he said that government is giving free water up to 20,000 litres and power bills have also come down by 50 percent since AAP has come to power.

Kejriwal also said that his government has made a plan to prevent price-rise of vegetables.

“In summer, there is sudden rise in prices of vegetables, but this time, we have made such plan, according to which, price of potatoes and onions will not increase. We will announce our plan within next one week. For the first time in country, such experinment is being done.

“If our plan succeeds, there will be no rise in prices of potatoes and onions during summer,” he said.

Stating that his government is working for the welfare of all sections of the society, he appealed to people not to refuse if anyone asks for a bribe, but instead “use your phone to record his voice, give it to government.”

“Hundreds of e-rickshaw drivers have been given licenses so far…government has also given powers to people by introducing anti-corruption helpline. Mobile phone is new weapon of people to fight against corruption,” he said.

Transport Minister Gopal Rai, who was present at the rally, said it was only the Aam Aadmi Party led by Arvind Kejriwal which could stop the victory march of Prime Minister Narendra Modi.

“The victory march of Narendra Modi has been successful in Maharashtra, Haryana and other states, but in Delhi, you (people) told Modi that although the entire country is with him, people in Delhi are with Kejriwal and we stand with him.

“By giving 67 seats to Aam Aadmi Party, government of overwhelming majority has been formed in Delhi,” Rai said in New Delhi.

Scrap flawed, vision-less development plan, AAP says at awareness meet

The Aam Aadmi Party on Sunday held what it said was “one of the many meetings” aimed to start public discussions on the new development plan (DP), which should be scrapped, says the party, as not only is it erroneous, but it is also without vision.

The Aam Aadmi Party on Sunday held what it said was “one of the many meetings” aimed to start public discussions on the new development plan (DP), which should be scrapped, says the party, as not only is it erroneous, but it is also without vision. At the meeting held at Antonio D’silva High School, party members made a presentation on the various lapses in the DP, made comments and took suggestions on the issue. Architect Sanjay Porwal, AAP member who made the presentation, stated that it was made without any vision for the city.”Ideally you should have a vision and then plan it out. In this case, there was no vision for the city while the development plan was made. It gives little or no significance to the mass transport system in the years to come,” said Porwal.<!– Dna_Article_Middle_300x250_BTF –>The chief minister had recently made an announcement in the legislative assembly about extending the period of the committee headed by chief secretary to study the DP issue. He had also said the government had an open mind on the subject and could make changes to the DP or scrap it altogether. At the meeting, the presentation went on to describe the FSI allotted in various parts of the city, the introduction of commercial-residential and residential-commercial reservation among others. “They are talking about sector-wise development in the DP, which until now was done ward-wise. But there is nothing in the Development Control Regulation (DCR) that comments on how it should go about. How can one go ahead with it?” said Porwal.”We want DP to be in a way that it is mobile friendly, so that people can see on their phone what is being planned next to their plot etc. Even the base data should be available to everybody. Right now, it is in pdf format. Once on mobile, it will get more people involved. As of now, the DP is something that sounds exotic to lay people. In fact, that is not the case. Once available to them, it will get very friendly. It can later be integrated with Google maps,” said Mayur Shetty, another architect who was present at the meet.At the meeting, a bunch of errors were pointed out: Landmarks that have not been shown, open spaces marked as residential or slums, and so on.”It is a short-sighted plan which, like all things, is favoured for builders. We want this to be scrapped and a new one prepared in consultation with the citizens. It should talk of affordable housing and more space to people, and better mass transit plan and community-based development,” said Gandhi.

Despite the NDA government at the Centre limiting relief for affected farmers, Delhi has gone ahead to enhance relief to Rs 20,000 per acre from its own kitty. Delhi chief minister Arvind Kejriwal on Saturday announced a new compensation for the Capital’s farmers in light of destroyed crops in unseasonal rains. This move comes a few days after the Modi government announced new compensation norms, which limit the amount farmers get to Rs 2,750 per acre in rain-fed areas and Rs 5,465 per acre in assured irrigation areas. The Kejriwal government has, so far, not made any differentiation area-wise and only announced a blanket sum of Rs 20,000 to all farmers in Delhi’s territories. Nor has it announced the source of the money, only saying that it comes from taxes paid by Delhi’s residents. This is a move in direct competition with other states, topping Maharashtra’s compensation of Rs 10,000 per acre to farmers.<!– Dna_Article_Middle_300x250_BTF –>In his first rally since the Aam Aadmi Party swept the Delhi elections, Kejriwal accompanied by AAP leaders Sanjay Singh, Ashutosh and local MLAs, travelled through villages of Narela, Bawana, Mundka, and rural territories in outer Delhi.Addressing a moderate crowd of some 1,500 people, mostly men, Kejriwal made the announcement, calling it the biggest compensation amount for farmers in the country. He added more freebies to the list, saying that the government was chalking out subsidies for fertilisers and seeds, cheaper electricity for farming purposes and taking care of long pending applications by farmers for tube well connections.Till this point the crowd was quiet, borderline sleepy and unaroused by Sanjay Singh’s loud sloganeering. The sheet amount of money declared by the CM finally got cheers and applauses out of them.Calling this the public’s money being returned to them, Kejriwal repeated his barbs against other political parties from his pre-election campaign speeches. “Before AAP, the money was stolen from the public by those with corrupt intentions. Now it is being given to the public,” he said. However, unlike the pre-election rallies, the crowd at mundka was more jaded than jubilant. Kejriwal’s political statements, his comments against the NDA government, against the media, against people hatching conspiracies against AAP were met with silence. The farming community, beaten down by the loss of thousands of hectares of land, was not interested in cheering the CM’s every statement. They responded only when Kejriwal said something that direct my affected them.According to the delhi Gramin Morcha organiser, Deep Khatri, after the April 2, rains crops on close to 80,000 acres of land have been destroyed. These figures are yet to be verified. This rally was also not the show of strength the party had hoped it to be. Sources say that the MLAs were preparing for a crowd of 10000 people. Barely 1500 showed up at the grounds in Mundka. However, the reaction to the compensation amount and the pro-farmer freebies proved that Kejriwal still knows how to be the people’s favourite.

Amid a row over Maharashtra government’s move to reserve prime time slots in multiplexes for screening of Marathi movies, the Aam Aadmi Party (AAP) on Thursday came out in support of noted columnist Shobhaa De who has raised hackles of Shiv Sena by criticising the proposal.”Marathi culture needs encouragement. We have a pool of classic Marathi actors, filmmakers, theatres which are not exploited commercially…Government should support this (Marathi film) industry by giving them incentives such as tax benefit, creating government facilities for their broadcast,” said AAP national spokesperson Preeti Sharma Menon. She said government cannot tell private enterprises how to run their affairs.<!– Dna_Article_Middle_300x250_BTF –>De has invited wrath of ruling Sena over her tweet in which she slammed government for its directive asking private multiplexes to screen Marathi films in prime time slots between 6-9 PM.Taking a dig at government, Menon said, “Today, you are telling multiplex owners to screen a particular movie at a particular time, tomorrow you would ask hoteliers to offer (only) Marathi cuisine and then you would issue a diktat asking cloth merchants to sell only Marathi saris. As per constitution, we have the liberty to choose means to earn livelihood.”She also termed as “ridiculous” the Sena’s move to bring a breach of privilege motion against De in the Legislative Assembly.”We believe people should not be prosecuted for (expressing) their opinion and a privilege motion is ridiculous,” she added. In her tweet against government’s order on screening of Marathi movies, De had remarked that popcorns will now be replaced by ‘dahi misal’ and ‘vada pav’ in multiplexes. Irked by this, Sena has accused her of ‘demeaning” the Marathi culture and yesterday sought to move a breach of privilege motion against her. Sena is yet to submit the notice to this effect.Incidentally, government today amended its earlier decision on reserving prime time slots for Marathi movies. As per the fresh decision, Marathi films can be screened on any one screen in multiplexes any time between 12 noon to 9 PM, depending on the demand of the producer to the exhibitor.

BJP on Wednesday filed a complaint with Delhi Police against Aam Aadmi Party for allegedly defaming the party by making fake calls and offering bribes to several of its own MLAs impersonating leaders of the saffron party.Delhi BJP spokesperson Ashwani Upadhyay has written a complaint to Police Commissioner BS Bassi, demanding through investigation and the persons behind this be punished as per law.”It gave me an utter shock by going through the news of such matters. It is pertinent to mention that during that period, the leaders of AAP made several statements falsely and deliberately accusing the leaders of BJP for making telephonic calls to the MLAs of AAP and offering bribe to support the BJP in Delhi,” Upadhyay said in his complaint. On Tuesday, former AAP MLA Rajesh Garg alleged that calls, with Arvind Kejriwal’s “consent”, were made to several party MLAs impersonating officials from Union Ministers Arun Jaitley and Nitin Gadkari’s office and offering them crores of rupees to support BJP, prompting the saffron party to demand a public apology from Delhi Chief Minister.”The falshood by the AAP has malinged the reputation of the BJP in the country as well as in the national capital,” he also said.

Delhi: BJP slams AAP government’s direction to route all files through Kejriwal

Delhi BJP on Wednesday criticized the Aam Aadmi Party government’s direction to reportedly route all public order files related to police, services and DDA through chief minister’s office (CMO).

Delhi BJP on Wednesday criticized the Aam Aadmi Party government’s direction to reportedly route all public order files related to police, services and DDA through chief minister’s office (CMO).Leader of Delhi BJP Legislative Party Vijendra Gupta has urged the Lt Governor Najeeb Jung to send a report in this matter to the Union Home Ministry and obtain direction in this regard, demanding that till then, no files be sent to city’s government ministers.Gupta also said that Delhi being a union territory as per the constitutional provisions powers to take all decisions pertaining to land use, law & order and transfer postings of senior level vest with the Union Home Ministry.”From time to time, Central government and the Lt Governor have invited suggestion of elected govt in Delhi. In fact former Union Home Minister LK Advani had allowed some written relaxation too in 1998 but never in city, there has been confrontation between the chief minister and the L-G on the matter of public order files,” Gupta said in a statement. However, Deputy Chief Minister Manish Sisodia said that the state government wrote a letter to February 25 last month, saying that we followed all rules and there is no conflict between L-G office and CMO.”Kejriwal is unduly interfering to create a politically vicious atmosphere. His intention is creating a politically confronting atmosphere just to divert public attention from his failing promises to people and ruthless autocratic functioning within his party,” Gupta also alleged.

Renowned astrologer predicts Arvind Kejriwal will disappear by Jan 2017 and AAP will collapse

It seems Aap is going nowhere but down. Apart from the bitter infighting within the Aam Aadmi Party, Arvind Kejriwal‘s own party members are doing sting operations on him while others are accusing him of dictatorial tendencies, and to make matters worse, a renowned astrologer has now predicted that AAP will collapse by 2017.

“The party will collapse by January 2017, and there will be a vertical split before June 15 this year. There is a possibility of another faction of the party being launched. Arvind Kejriwal will disappear by 2017, and there will be a big revolt against him on Delhi’s streets for not fulfilling the promises he made. Kejriwal may even get physically assaulted. It will be like the Battle of Waterloo for him,” DNA quoted astrologer Sushil Chaturvedi as saying.

The same astrologer had predicted in December 2013 that the Aam Aadmi Party (AAP) would either witness infighting or withdrawal of support by the Congress. In fact he even predicted the assassinations of Indira Gandhi and Rajiv Gandhi, the divorce of Prince Charles and Lady Diana and the BJP’s coming to power at the Centre in February 1996, and his clientele include Mukesh and Anil Ambani, Raj Kapoor and Ramkrishna Bajaj, and others from the world of film and business, according to this Times of India report.

Chaturvedi’s prediction comes as AAP leaders Yogendra Yadav and Prashant Bhushan were last week expelled from the National Executive (NE) for allegedly “backstabbing” and “hatching conspiraces” against the party, according to PTI.

At an “emergency” NE meeting in New Delhi, the party also removed Admiral Ramdas, a former navy chief, as internal Lokpal and set up a new Lokpal panel.

“It is with great surprise and sadness that I heard today from a reporter that the Aam Aadmi Party no longer requires my services as its internal Lokpal. Various media reports have subsequently confirmed this news…I am disappointed that the leadership of the party did not… inform me first before making this decision public,” Ramdas said in a statement.

Ever since Arvind Kejriwal was sworn-in as the Delhi CM in February after AAP’s landslide victory in the Delhi polls, Yadav and Bhushan have made statements against him, alleging that his dictatorial tendencies were stifling internal democracy and transparency in the party.

The two leaders on Sunday termed their sacking from the party’s national executive a “farce and illegal”, saying they might seek legal recourse. They also hinted at floating another party if required, claiming the support of a big section of AAP workers.

The nearly month-long war between Kejriwal and the two leaders ended with a showdown on Saturday with the two founder-members being ousted in a 247-8 vote at the 311-member NC meet that was marred by chaos, charges and counter charges.

On the other hand, Kejriwal alleged that it was Yadav and Bhushan who had backstabbed him and the party and constantly worked against AAP. “When the whole Delhi stood behind us, some friends of ours cheated us. I am saying this with a heavy heart that when the whole of Delhi was with us, some friends backstabbed us,” he said in a speech at the National Council on Sunday.
