Government decides to relax adoption conditions in certain cases

With more than 6,000 parents waiting to adopt children, government has decided to relax certain conditions on humanitarian grounds including for those who have lost their child to sickness or accident and people who want to adopt children with special needs.The Ministry of Women and Child Development, in a recent circular, has announced forming a committee to look into the cases of exceptions or relaxations in the revised adoption guidelines.”The upper and lower age criterion in case of PAPs/PAP (prospective adoptive parents) desiring to adopt special need children or very sick children as also children above five years with siblings,” the circular says.Currently, to adopt a child up to four years of age, the composite age of the parents must be 90 years or below while for single parent it should not be more than 45 years.Similarly, for child between four to eight years, the composite age is 100 years and 50 years in case of single parent. Child above eight years can be adopted by parents with composite 110 years or below and 55 years individual parent.The committee to be headed by Chairperson Central Adoption Resource Agency (CARA) will also include Secretary and Director of the organisation as well as one representative from AIIMS.The others exempted include PAPs who have been in the waiting for more than three years without getting the child as they were with the wrong agency, those leaving abroad for long term assignments, parents who have lost their child to sickness or accident and parents who could not finalise adoption due to upgradation of website of CARA, the nodal agency for adoption. The shocking rape case of a seven-year-old girl in the national capital evoked sharp criticism on Sunday, with DCW chief Swati Maliwal alleging that the victim was “denied” treatment for four hours at the AIIMS.The girl was allegedly sexually assaulted on Friday by a juvenile living in her neighbourhood in south Delhi’s Tigri area, following which a case was registered and the accused was apprehended by the police. Botched eye-surgery in MP: Not possible to restore eye sight of 40 patients, says AIIMS docs

Pandit, however, conceded that a standard procedure was not adhered to while conducting the surgeries. “The eye surgeon who had carried out the operation has said that operation theatre was not in order,” he added.

Most of the patients of botched-up cataract surgery conducted at a government camp in Barwani district last month have complained of a total loss of vision and only three-four of them could get their vision restored, according to an AIIMS ophthalmologist. A team of six expert doctors from the Delhi-based premier institution, led by ophthalmologist Dr Atul Kumar, today started examining the patients who complained of a blurred vision since the surgeries were held last month. “We have examined 45 patients. Of them, 40 have complained of losing their vision completely. Pus formation has taken place in their eyes due to infection,” Kumar said. He said only 3-4 patients, out of 45, may regain their vision. Kumar said the AIIMS was ready to render all possible help to the victims if the Madhya Pradesh government sends them to Delhi for further treatment.<!– Dna_Article_Middle_300x250_BTF –>The patients have been treated at two private hospitals here after they developed swelling in eyes, coupled with irritation and blurred vision, after undergoing cataract surgeries conducted at a government camp in the district during November 16 and November 21. After his discussions with Nadda, the team of doctors was sent to Indore. The state government has announced that it will bear entire cost of treatment of the eye patients. It has also set up a team to probe the incident, and has suspended six people, including an ophthalmologist.

Rajya Sabha was on Thursday adjourned for the day as a mark of respect to sitting member Khekiho Zhimomi of Nagaland People’s Front, who died in New Delhi on Thursday morning.When the House met on the opening day of the winter session, Chairman Hamid Ansari mentioned the passing away of 69-year old Zhimomi. He was admitted at the AIIMS for the past few days and died in the morning after suffering a stroke.An active social worker who strived for upliftment of weaker and backward sections of society, Zhimomi represented the state of Nagaland in the Upper House for two terms – from July 2008 to April 2010 and from April 2010 till date.<!– Dna_Article_Middle_300x250_BTF –>”In passing away of Shri Khekiho Zhimomi, the country has lost a distinguished Parliamentarian, an able administrator and a dedicated social worker,” Ansari said.The House stood in silence as mark of respect in the memory of Zhimomi and three other former members – Ram Kapse, Rudra Pratap Singh and N Rajendran. The report of the DNA tests carried out to determine the parentage of 23-year-old Geeta, the deaf and mute girl who returned from Pakistan after being separated from her family over a decade ago, has been submitted to the Ministry of External Affairs.The Ministry had asked AIIMS to collect samples for DNA tests to confirm if Janardhan Mahato, who claims that Geeta is his first born Heera, is indeed her father.”The DNA tests were carried out at the AIIMS Forensic lab, the report of which was submitted to MEA yesterday evening,” a senior doctor at AIIMS said.<!– Dna_Article_Middle_300x250_BTF –>The AIIMS authorities, however, refused to divulge details about the report. Her story came to light after the release of Salman Khan starrer ‘Bajrangi Bhaijaan’ in which the hero unites a girl separated from her Pakistani mother who was visiting India.

The Central Administrative Tribunal (CAT) has sought a response of the Director, AIIMS on a plea by ex-CVO of the institute Sanjiv Chaturvedi seeking perjury proceedings against the Director. Delhi Health Minister Satyendar Jain says dengue scare is under control

Delhi Health Minister Satyendar Jain on Monday said the dengue scare has not come to an end so far but assured that government has made sufficient arrangements in its all hospitals to fight the vector-borne disease. Jain, however, said the situation is under control and there is no need to be panic due to spurt in dengue cases in the national capital.”We should not focus on numbers of dengue cases as the situation is under control. We have increased the numbers of beds in government hospitals in such a manner that some beds are lying vacant,” the health minister said. A 21-year-old soldier, hailing from Darjeeling, was hospitalised with severe head injury after allegedly being racially abused and beaten up by a group of around 12 locals in south Delhi’s Vasant Gaon area on Thursday.The victim, identified as Lobsang Sherpa, is posted at the Air Force base in West Bengal and he is presently attached temporarily at a course in Delhi, for which he lives at a rented accommodation in Vasant Gaon, said a police official.According to the police, the incident was reported today evening when Sherpa went for a haircut. After that the temperature will cool down and November onwards we will see the decline and naturally in December, January, it would disappear. There is humidity, temperature and the total environment that the mosquito gets to breed and which starts with the monsoon setting in. So the cases have started coming in from mid-June onwards and after that there has been a surge. Gurmeet Ram Rahim Singh: Meet the the man behind MSG cult

It was a foggy cold winter on December 31, 2014 when I drove to Sirsa from Delhi to interview Dera Sachcha Sauda head Gurmeet Ram Rahim Singh. A movie produced by him and featuring him as lead star, singer, stuntman was about to be released. It also marked a clear deviation from usual perception of a religious guru or preacher.

India, of course, is no stranger to such deviations as there are various god men and god mothers known for their odd variants of spiritualism. But Gurmeet Ram Rahim evokes curiosity for different reasons – his influence on politics and social life of Punjab and Haryana. He was targeted by Sikh hardliners for wearing attire that resembles the clothes of last Sikh Guru Gobind Singh. In Punjab elections, he successfully flexed his muscles and was much sought after man by the Congress and the BJP.

But in Haryana elections, the BJP literally bent over backwards to win over “Guru ji” as Gurmeet Ram Rahim is fondly called by his disciples. BJP president Amit Shah sent his emissaries to negotiate with him and earn his support for party candidates. The Dera Sachcha Sauda (DSS) extended full support and largely tilted the balance in favour of the BJP. In this context, he emerged as a bit of a power broker.

Before leaving from Delhi, I got in touch with Dr Aditya, an eye specialist who deals with glaucoma. He also looks after Gurmeet Ram Rahim’s public relations. As I reached the sprawling DSS enclave spread over hundreds of acres, Dr Aditya greeted me outside a convention centre. He informed me that the interview could be held only late in the evening. It meant that I could leave Sirsa for Delhi only next morning as the visibility in the night was almost negligible.

Soon, I was taken to a hall where Gurmeet Ram Rahim was delivering his regular discourse. Enclosures for hoi pilloi were at a distance from the stage where Gurmeet Ram Rahim appeared while a section of suave gentry were given a closer space. I was told that most of the people are professionals, some of them highly qualified doctors from prestigious All India Institute of medical science (AIIMS). Dr Aditya tells that the Sirsa estate of the DSS houses one of the best equipped eye hospital and second biggest eye bank after AIIMS. Given that senior AIIMS doctors belonged to the Guru’s fan-club, Dr Aditya’s claims rung true.

I was soon ushered into a room where Gurmeet Ram Rahim was sitting on an exalted pedestal in his usually grotesque dress.

I asked him if he is trained actor or singer. He denied but confidently said , “I do not find acting or singing difficult. Why can’t I do it as others can do it?”.

“But how can you sing unless you are trained?” I persisted.

“In fact I started rapping and singing fast songs to lure youth away from the fast music that induced drugs to youth,” he gave a rather strange explanation.

In his view, he is targeted by his opponents (say the Akalis) not because of his dressing style but due to his war against the drug warlords in Punjab and Haryana.

Who does he find politically closer to him? I asked. And unambiguous reply was “the BJP and Prime Minister Narendra Modi”.

He sounded like a politically correct and reasonably tolerant person. But that was not true of his devotees, particularly women, who raised objection over questions related to certain unsavoury controversies surrounding him.

Those who know Gurmeet Ram Rahim in Sirsa are hardly impressed by his façade of social service and fight against drug mafias. Yet his influence in the social life is overwhelming. Apparently much of it came from the institutions like hospitals and schools he has built all around the state. The large tracts of land owned by the DSS enables it to have control over the political economy of the region where a large section of dalits and OBCs in Haryana and Punjab get attracted to a new religious order that accommodates those living on the margins.

Gurmeet Ram Rahim’s sartorial style, his antics, his expensive cars, motorcycles and his idiosyncrasies in movies and music can hardly be called impressive. Yet he has an impressive following of underdogs and a section of elites as well. After nearly an hour long interaction with Gurmeet Ram Rahim, I stayed back at his guest house which has all the facilities of a five star hotel. I returned Delhi next morning i.e January 2015.

For the next nine months, I never gave Gurumeet Ram Rahim another thought — until the release of his second movie – MSG. I saw him attired in the same grotesque dress, whizzing past in expensive cars with police cars in tow and moving around TV studios in Noida. It seems like there is little difference in his life and the movie. It’s one and the same.

Previously, the Ansals had been given the maximum sentence of 2 years by a trial court, which was reduced to one by the Delhi High Court and completely done away with by the Supreme Court.The judgement sent ripples of shock among the families, which had united under the banner of AVUT and fought the case for 18 years. Krishnamoorthy had said then that she wished she had picked up a gun against the Ansals; that she was tired and defeated. At Saturday’s protest, she said her resolve to keep fighting was back but stuck by her wish to take up arms.Declaring their loss of faith in the judiciary, Krishnamoorthy and other families tore apart the Supreme Court’s reasoning that the Ansal, 67 and 76 years of age, were too old to be jailed. If Subrata Roy at 67 and OP Chautala at 80 could be jailed for economic offenses, then why not the Ansals, whose negligence had taken 59 lives, Krishnamoorthy demanded to know in her speech. On a big black banner AVUT had put up the pictures of the aged Ansals and the youngest victim of the fire, a month old baby girl Chetna.Chetna died along with 6 others from her family, her mother and father, her aunt, uncle and two cousins. Her grandfather, Satya Pal Sudan, found out about his family’s death on June 13, 1997, by watching the evening news, that said a cinema had caught fire and the bodies had been taken to All India Institute of Medical Sciences. They retrieved all seven bodies the next morning and cremated them in Mehrauli, a massive cremation ground that Sudan said was choc a bloc with people coming out to offer condolences.Ajay Kumar lost his father and his then 16-year-old younger brother that day. He, then a 20-year-old had gone out for work when his mother, his two sisters, his father brother and a cousin went to watch the 3pm show of Border in Uphaar. “They read about the new renovated cinema in a magazine and wanted to see it,” said Kumar. Later in the evening,her received a call from a policeman at AIIMS saying there had been a fire and his sister was in the ICU. The policeman knew nothing about his other family members. Kumar recounted how he went into absolute shock. He asked his neighbour to drive him down to AIIMS, while his uncle also came running.”AIIMS was crazy that evening, there were so many people. I kept running up and down the stairs but couldn’t find my family. ” It was his uncle who discovered his father’s body. “I refused to accept he was dead. At that moment I wanted to kill myself.” said Kumar. Half an hour later his brother’s body was found. His mother and younger sister were in the ICU for ten days and couldn’t be told about the deaths.Vikas Abhua, similarly, lost his father in the fire, when he was 13 and his younger brother was 6. His father and friend had said they were going to watch a movie in the Moti Nagar cinema, but ended up in Uphaar, where they were trapped in the balcony. After his father’s death, Abhua had to leave school and start working. None of his siblings could complete their education.What galled the families was how the verdict seemed to have substituted money for justice; that the rich could pay their way through taking people’s lives. Karat said that the case had been diluted from the beginning, when it was registered under ‘rash and negligent act’, instead of ‘culpable homicide’. All the speakers said that AVUT’s fight was not for their personal gain but for ensuring safety in public spaces. Krishnamoorthy called out to all present to join in this fight, so that future tragedies could be prevented.Those who had been present throughout the trial talked about how the Ansals’ would be given five star treatment in the court, till Krishnamoorthy complained to the judge, and how the trail was stretched to benefit the brothers.Lamba and Pandey both reiterated Delhi Chief Minister Arvind Kejriwal’s promise to try and decline the Supreme Court ordered compensation, which many called blood stained money.At the moment, the families have filed a revision petition against the Supreme Court order, and Krishnamoorthy is fighting another case alleging harassment and intimidation on the part of the Ansals.

830 cases of dengue recorded this year; August reports highest number at 778 cases

Over 830 cases of dengue have been reported this year till August, the highest number for the period in the past five years, according to a municipal report released on Monday. The August month has reported its highest number, with cases rising to an alarming 778. At least 780 cases were reported till August 28, and among the fresh 250 cases last week, included a Palestinian diplomat and his two sons. First Secretary in Palestine Embassy Abd Elrazeg Abu Jazer was admitted to a private hospital in Chanakyapuri on August 26 while his two sons Ashraf (23) and Amzad (16) were admitted to a hospital on August 28.<!– Dna_Article_Middle_300x250_BTF –>Salvatore Girone, one of the two Italian marines facing murder charges, is down with dengue in New Delhi after which the Italian defence ministry had dispatched two military doctors to India. As per municipal norm, only ELISA test confirmed cases are taken in the official death count from the disease.In Delhi, out of the total cases, north Delhi recorded the highest at 352, south Delhi at 220 while east Delhi posted the lowest with 73 cases. 115 cases were reported from areas outside the jurisdiction of the municipal corporations in the city while 30 cases were reported from Uttar Pradesh and 8 from Haryana. 33 cases were reported from other states.Last year, the city had reported three deaths and recorded nearly 1,000 cases. Till August 29, the number of houses found positive for mosquito breeding stands at 1,48,745 while number of prosecution launched in the same period is 13,050.Uptil recently, the SDMC had issued over 80 challans to government and educational institutions in the city, including JNU, DDA, DTC and PWD for breeding of mosquitoes in their premises.

AIIMS Student Suicide: Was ragging responsible?

“The preliminary inquiry has ruled out any ragging for the alleged suicide of Khusboo Chaudhary. AIIMS has zero-tolerance policy for ragging,” Gupta said.

Ruling out ragging as a possible cause for the alleged suicide of a first year MBBS student of the All India Institute of Medical Sciences (AIIMS), the Public Relation Officer(PRO) of the reputed institute, D.R. Amit Gupta said they have zero-tolerance policy towards ragging.”The preliminary inquiry has ruled out any ragging for the alleged suicide of Khusboo Chaudhary. AIIMS has zero-tolerance policy for ragging,” Gupta said.Describing the unfortunate incident in a press conference he said “A first year MBBS student of the All India Institute of Medical Sciences (AIIMS) was found hanging in her hostel room in the early hours of today(August 30). AIIMS student found hanging in her room in girls hostel

New Delhi: A female medical student was found hanging in her room in a girls hostel at AIIMS on Sunday morning, officials said.

“The body of a female student, Khushboo Chaudhary, who had recently joined the first year MBBS course, was found hanging in her room in the girls hostel on the campus,” All India Institute of Medical Sciences spokesman Dr Amit Gupta said in a press release here.

AIIMS authorities said preliminary inquiry had ruled out ragging.

Other hostel inmates informed authorities, who called the police.

“Police are investigating and have seized her mobile phone to look for clues. However, no suicide note was found in her room,” Gupta said.

A resident of Bikaner in Rajasthan, the medico had joined the institute in July.

“She was a cheerful girl and spent Saturday evening with most of her friends, shopping and going out,” Gupta said.

Delhi hospital that withheld infant’s body in damage control

One of the city’s most high-end, premier private medical facilities made headlines when news emerged that, on the intervening night of August 22-23 they had withheld the body of a deceased 17-day old infant, until the family coughed up an outstanding amount of 3,500 to cover their bill.Speaking to dna, Dr Simmar Gill the zonal officer of Fortis, said that the baby was provided the best care possible, the hospital did not realise the family was EWS initially and, once they did, they waived the outstanding sum and released the body.<!– Dna_Article_Middle_300x250_BTF –>On the night of August 22, Sandeep Kumar, a driver living in Masoodpur village, near Vasant Kunj, rushed his baby boy, gasping and wheezing for breath to Fortis, Vasant Kunj, the nearest hospital for him. The boy had been born with a congenital heart defect, but doctors in AIIMS had told Kumar the baby would live as long as he was on proper medication. Kumar recalled their instructions, if the boy was to have the slightest shortness of breath rush to the nearest hospital and clinic.This is how he ended up in Fortis, his first time in a government hospital, where neither he nor any of his family knew they were entitled to free treatment as BPL card holders. Instead, when asked for a deposit of Rs 18000, the extended family hurriedly put together 14,500.”It took two hours to get the money, and only then did the main doctor show up,” said Kumar. “If they had come on time maybe my son would be alive. When I told the doctor that he said that a doctor is god. “Dr Gill refuted this saying that the child came in “seriously sick” and “at midnight a neonatologist was attending to him. However, he died of cardio-respiratory arrest.” He flatly denied any rudeness from his staff. Kumar said that the staff told him his baby’s body would rot there till he gave the money. According to Gill said that the entire staff had been checked and no one spoke in such a manner.”We have notices and boards announcing the number of EWS beds available and with guidelines for patients. One a few weeks ago we received a letter from the government authorities after a surprise check, commending our EWS services,” said Dr. Gill. By his own admission, Fortis is one of the identified private hospitals that has to give free treatment to 25% OPD and 10% IPD EWS patients. As of today, the hospital says they have 38 outpatients seen on Tuesday, 7 in patients in the morning, 4 of whom got discharged by evening.Kumar, who could not read any of the boards in the hospital, who said that the staff was of no help at all, only learnt about his right as a BPL card-holder on Sunday morning after a hospital guard took pity and told him. Even then, as he did not have his original card on him, the hospital refused to accept copy faxed from his village in Jharkhand. They also refused to accept Kumar’s brother’s card, saying that would cause irregularity in paper-work.It was only when Kumar contacted the local AAP workers did he get his son back.”Perhaps that is something we can learn from this, better communication with those who cannot read or understand our notices,” admitted Gill. He also said that the hospital would refund the money the family had initially deposited, though as of now Kumar has not heard from them in this matter.This baby was the first successful live birth Kumar and his wife had after four miscarriages. His wife has not eaten anything in the past two days. “The AIIMS doctors told me we will make him completely fine. He looked like such a healthy child. The Delhi High Court on Monday pulled up AIIMS forensic department head Sudhir Kumar Gupta for not serving the copy of his reply to the institute and other parties, observing that he was trying to “delay” the proceedings on a plea seeking his replacement.”Counsel for petitioner (AIIMS) says that he has not received the copy of reply which has been filed by the respondent (Gupta). To this, the bench observed, “you can’t continue to be a head of department forever.” The counsel then alleged that Dr D N Bhardwaj, whose appointment as the new head of the Forensic Medicine and Toxicology Department is being sought by AIIMS, is not a competent person to hold the post.”He (Bhardwaj) has Parkinson’s disease and he is the person who has left a bullet during an autopsy of victim in a Ponty Chadha case,” Sharan alleged, adding that Bhardwaj does not deserve to be the head of a department.To this, the bench said “may be he has Parkinson’s disease of a very initial stage. This can’t be a ground for not allowing a person to be a head of department.” The bench then posted the matter for September 3. On July 1, the court had sought Gupta’s response on a plea by AIIMS seeking its permission to appoint Bhardwaj as the new head of its forensic department.The application was moved by AIIMS against the backdrop of the court’s March 25 direction asking the institute to take its permission before replacing Gupta. The court order had come on Gupta’s plea challenging a March 4 decision of the Central Administrative Tribunal (CAT) rejecting his charge that one Dr O P Murty was promoted after purging his seniority, with the purpose of obtaining a “tailor-made report” in the sensational murder case of Sunanda Pushkar Tharoor.Gupta had also alleged that AIIMS had illegally purged his seniority with “malafide intention” to punish him for refusing to act unprofessionally in the autopsy matter. BJP leader Subramanian Swamy had also filed an application seeking court’s permission to be heard in the matter. Swamy informed the court that even though the issue related to service matter, the alleged controversy was of public interest and so he wanted to address the court on it.The BJP leader said that Gupta’s decision not to give favourable report in the Pushkar case was correct. In its application, AIIMS had said that Bhardwaj was senior to Gupta by four years and the latter had not challenged the former’s seniority either before CAT or in the high court.Absolving former union minister and Congress leader Shashi Tharoor of the charge of any wrong-doing, CAT had said “the email sent by Shashi Tharoor, the then Union Minister, to Dr Rajiv Bhasin, on January 26, 2014, and the notice dated June 2, 2014 issued by Dr Adarsh Kumar, Member Secretary, Medical Board, AIIMS, do not reveal anything to show that any pressure was put on the applicant to submit a tailor-made autopsy report in Sunanda Pushkar’s case.” In his complaint before the tribunal, Gupta had alleged he was asked to prepare tailor-made autopsy report giving clean chit, irrespective of his professional conclusions, after conducting autopsy on Pushkar’s body.The government had denied the allegations before CAT on August 27 last year, stating that the matter regarding Murty’s promotion was referred to the Department of Personnel and Training and he was promoted only after its clarification.

Whistleblower Indian Forest Service (IFS) officer Sanjiv Chaturvedi has secured a Director -level promotion, nearly two months after he approached the Central Administrative Tribunal (CAT) in this regard.Named as one of the winners of the Ramon Magsaysay Award for 2015, Chaturvedi was also in the spotlight after being removed from the post of Chief Vigilance Officer last year at the All-India Institute of Medical Sciences (AIIMS) over what he claimed was his role in exposing alleged corruption at the premier institute. After the promotion, Chaturvedi’s designation would change from Deputy Secretary to that of Director. “It was my legitimate right. But it is unfortunate that to get it also I was compelled to move CAT. It was only after the court’s notice that the promotion order was issued just two days before the hearing as the government had no reply,” he told PTI.Chaturvedi, a 2002-batch IFS officer, was to be promoted from January 1 this year. However, his promotion was withheld for allegedly exposing corruption at AIIMS and during his stint in Haryana. He had submitted a number of representations but his case was not even considered in two Departmental Promotion Committee meetings held on January 27 and June 16, this year. Meantime, all his batchmates were promoted.Chaturvedi, who is presently serving as Deputy Secretary in AIIMS, had approached CAT on June 29 claiming that his promotion has been kept pending due to his expose of corruption at AIIMS and his refusal to withdraw a case filed by him before Supreme Court seeking a CBI probe against certain bureaucrats and politicians in Haryana for their alleged involvement in corruption,.The court had admitted his plea and notices were issued to the Centre and Haryana government on July 1. The hearing of the case was scheduled for today. However, on Friday his order was issued. Chaturvedi’s cadre was recently changed to Uttarakhand from Haryana.

Noting that patients have to wait for “too long” for surgeries and tests at AIIMS in Delhi, a parliamentary panel has recommended putting in place a grading system under which those with severe diseases are served first.”Straitjacketing” of surgeries on a first-cum-first-serve basis does not do “justice” to the patients having serious complications, the department related parliamentary committee on Health and Family welfare observed on the functioning of the All India Institutes of Medical Sciences (AIIMS).<!– Dna_Article_Middle_300x250_BTF –>The panel also recommended that all essential medications should be provide free of cost by the institute to patients belonging to the economically weaker sections (EWS). “The committee is of the opinion that a screening wing of each department should be opened which would, depending on the severity of the disease, put in place a grading system under which patients having disease of severe nature can be operated earlier …and those who have a less serious complication can be operated later as straitjacketing of surgeries on first-cum- first-serve system does not do justice to the patients having serious complications,” the panel, chaired by Satish Chandra Misra, said in its report.The committee observed that the average waiting time for patients in getting dates for surgeries, various processes and tests is “too long” and it is also aware of the fact that in view of the heavy load of patients, the dates for getting surgeries etc are “unduly” delayed.”The committee recommends that the institute should devise a screening wing of each department which the committee feels would be much better and practical than the current system of first-cum-first-serve,” it said.It also noted that a definite element of priority should be accorded to the patients coming from outside Delhi as they come to the institute only after exhausting all medical avenues and resources at their place of stay and their plight is worst amongst all the patients visiting the institute.”As another patient-friendly step, the committee recommends that all essential medications should be provides free of cost by the institute to the economically weaker patients… Moreover, once a patient is admitted in general ward, she/he should not be compelled for any out of pocket expenditure,” the report states.The committee has also asked the premier health instituteto create multiple information desks where qualified social workers are deployed to enable a patient-friendly ambiance right from the time a patient enters the hospital.”The committee feels that these measures would go a long way in making the institute truly patient-friendly and patient-caring,” the committee said in its report.Noting that students are the backbone of AIIMS as in the case of any university, the committee also recommended that the government should ensure that all facilities for academic pursuits, research activities, infrastructure and welfare of students should be put in place on “war footing”.”There should be reservation for AIIMS students in postgraduate entrance examination as is being done in Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER).”It also recommends that PhD candidates should be granted scholarships for the entire duration of their study period.The committee further desires that professional counselling and other such measures should be put in place to help the students facing difficulty with their syllabi,” it said.

The Ramon Magsaysay Award winner was given clearance for his inter-cadre deputation by the Appointments Committee of the Cabinet on August 12.Earlier, Chaturvedi was removed from the post of CVO of AIIMS. This was done even though his appointment order had been for a fixed tenure of four years, ending in June 2016. Patient dies after AIIMS live surgery workshop

The patient was suffering from liver cirrhosis and liver cancer and was selected for a liver resection during which he had excessive bleeding and was later admitted in the intensive care unit.

A 62-year-old patient died on July 31 when he was being operated upon by a Japanese surgeon as part of a live surgery workshop at AIIMS following complication that arose during the surgery.Shobha Ram, who had been suffering from liver cirrhosis and liver cancer, was selected by doctors for demonstration of laparoscopic liver resection. Ram who had developed liver cirrhosis after a hepatitis B infection was referred to AIIMS from Delhi Government-run G B Pant Hospital.The surgery, which started at 9 am on July 31, was being broadcast live to a few surgeons. It was being performed by Dr Goro Honda from Japan’s Tokyo Metropolitan Cancer and Infectious Diseases Centre. Honda continued with the laparoscopic technique for almost seven hours, following which there was an excessive bleeding and the patient had to be shifted to ICU where he died within an-hour-and-a-half.<!– Dna_Article_Middle_300x250_BTF –>According to a statement issued by AIIMS, “The patient, Shobha Ram, had cirrhosis of the liver due to hepatitis B virus infection and a liver cancer. The patient had a detailed preoperative assessment for feasibility of removing the tumour surgically. He was planned for a laparoscopic surgical resection by a very renowned and experienced GI surgeon. During the course of the surgery there was bleeding, which is a known complication of the procedure. The procedure was converted to an open procedure and all measures were taken to control the bleeding. The bleeding was controlled and the patient was shifted to the intensive care unit. The total surgical procedure lasted for about 9 hours.”Unfortunately, because of the underlying liver disease he did not do well and succumbed at 11.30 pm. The patient’s relatives were kept informed of the patient’s condition after shifting to the intensive care unit and subsequently,” AIIMS said.The mortality rate of this procedure in patients with cirrhosis in most centres of the world is in the range of 5% -10%, doctors said.

DA case: Court asks AIIMS director to examine Ajay Chautala

“Accordingly, Director AIIMS is directed to get the accused examined from eminent doctors and file report if his admission in the hospital or in ICU is required If previous opinion and advises given by the Board earlier constituted in AIIMS, have been followed in the treatment of accused no. 1,” the court said in its order.

The director of AIIMS has been asked by a special court to get INLD leader Ajay Chautala, facing trial in a disproportionate case, examined by a team of doctors and file a report on his medical condition.Taking note of the fact that Ajay, son of former Haryana Chief Minister Om Prakash Chautala, has been repeatedly seeking exemption from appearance in the court on the ground that he has been admitted at Medanta Hospital in Gurgaon, special CBI judge Sanjay Garg-I said a second opinion should be taken from the doctors of AIIMS on his medical condition.<!– Dna_Article_Middle_300x250_BTF –>A report was called from the private hospital’s medical superintendent (MS) regarding his medical condition. The MS in the July 6 report mentioned the medical status which had necessitated his admission in ICU on June 18, the court noted.”Therefore, a second opinion regarding medical status of accused no. 1 (Ajay Chautala) necessitating his admission in ICU, needs to be taken. Keeping in view the fact that earlier twice he had been examined by the medical board constituted by Director AIIMS on the directions of (Delhi) High Court, now again accused be sent to AIIMS for getting fresh opinion regarding his medical status,” the judge said.”Accordingly, Director AIIMS is directed to get the accused examined from eminent doctors and file report if his admission in the hospital or in ICU is required If previous opinion and advises given by the Board earlier constituted in AIIMS, have been followed in the treatment of accused no. 1,” the court said in its order.It also directed the MS of AIIMS to file report on the next date of hearing, August 25, and also asked the jail superintendent to produce Ajay before the MS after taking prior appointment.”Put up for prosecution evidence on August 25 and 26.Sufficient number of witnesses be summoned. Fresh production warrant of accused no. 1 be issued for the next date. Copy of this order be sent to Superintendent Jail and MS AIIMS for necessary compliance,” the court said.It passed the order noting that Ajay has not appeared before it in the case from past several dates and everytime he sought exemption on the ground that he was admitted in Medanta Hospital.The special prosecutor had also objected to Ajay’s exemption from appearance before the court.The court was hearing a disproportionate assets case against Ajay. Two other similar cases are pending before it against his brother Abhay and their father and INLD chief O P Chautala.The cases were filed on a complaint by Haryana Congress leader Shamsher Singh Surjewala.Ajay is at present serving 10 years imprisonment awarded in January 2013, by another CBI court in the 1999-2000 junior teacher recruitment scam.OP Chautala was also sentenced to 10 years imprisonment in the same case. Recently the Supreme Court had dismissed the appeals of O P Chautala and Ajay and upheld their 10 years jail term in the case.Ajay is accused of possessing assets exceeding his legal income by 339.27 per cent. His legal income between May 1993 and May 2006 was Rs 8.17 crore. However, he acquired assets worth Rs 27.7 crore, CBI alleged.The probe agency also accused O P Chautala of possessing 189 per cent more assets than his legal income between 1993-2006 while Abhay was accused of owning assets worth over five times his income during 2000-2005.

Jammu bandh: Farooq Abdullah cautions against ‘engineering regional divide’ in J&K

“By engineering regional divide, the coalition cannot divert the attention of people from governance failure,” Abdullah said while addressing gatherings enroute Rajouri. Accompanied by NC’s provincial president Devender Singh Rana, he interacted with people at Sunderbani, Lambedi, Nowshehra, Narian, Chingus, Moradpur and Badoon during the first leg of his four-day tour to Rajouri and Poonch.
Abdullah also participated in the Urs of Sain Lal Din Mundrian Walla at Kotranka. “Governance deficit and hollow promises made by PDP and
BJP were leading to discontent and unrest in Jammu, Kashmir and Ladakh with people suffering on all fronts,” he said.
Referring to the ongoing agitation in Jammu on the AIIMS issue, Abdullah said instead of seeking a resolution by prevailing on the Centre to announce another full-fledged facility, the state government and the BJP in particular has adopted a “confrontational attitude”. “This is not a solution to the problem,” he said.

“In a similarly placed situation on the issue of central university, the NC-led government had ensured that both the regions get two separate varsities,” he added. Since the state government has failed in finding a solution, there is need for an all-party delegation to go to Delhi and urge the Centre to take a call on immediate basis, he added.
Expressing concern over problems being faced by residents in the wake of continued bandh in Jammu over the AIIMS issue, Abdullah said he hoped the government will realise its responsibility and take appropriate measures. Stating that public anger cannot be doused by diversionary tactics or indulging in rhetoric, the NC president said, “It cannot be averted by bringing the people of different regions and communities on eyeball to eyeball situation, as is being attempted.”
He reiterated his party’s support for a separate AIIMS in Jammu, saying health for all is a basic right. “There is immense need for creating adequate  infrastructural facilities in this key sector in all the three regions,” he said.

“We strongly condemn the attempt to disrupt the movement of Coordination Committee for AIIMS and the alleged attack on the agitating and peaceful members of Bar and Coordination Committee by some frustrated elements at Kachhi Chowni area outside BJP office and urge people to unitedly strengthen the movement and expose the sabotage by the BJP,” Sharma said.

The Congress spokesman accused the BJP of betrayal and deception and said the party was trying to sabotage the movement for AIIMS. The CPIM today said the government is creating a wedge between the people of Jammu and Kashmir regions in the name of AIIMS. “The AIIMS is necessity for both the regions of the state to provide latest medical facilities to the people of the state”, a CPIM spokesman said.

Reports from Kathua, Samba, Udhampur, Reasi districts said bandh was observed in these towns while reports from other districts of Rajouri, Poonch, Ramban, Kishtwar and Doda said partial bandh was observed in these areas.

Jammu: Clashes broke out between activists of AIIMS Coordination Committee (ACC) and the BJP on Friday in Jammu, where a complete bandh was observed over  demand of establishment of AIIMS in the region, following which police used cane charge to bring situation to normal.

ACC has gone ahead with a three-day bandh in Jammu, which started here today, after rejecting the Centre’s announcement for “AIIMS-like facilities” in the region. ACC activists took out a rally in the city in a cavalcade of vehicles. As they raised anti-BJP and anti-government slogans, BJP activists also came out of the party headquarters and raised counter slogans against the ACC and Jammu Bar Association resulting in clashes. Some activists also pelted stones forcing police to resort to minor cane charge and teargas shelling in a bid to disperse the protesters.

“There was clashes between BJP activists and protesters at Kachi Chawani area here. The situation has brought under control. There was minor cane charge. No one has been injured,” SP Jammu, Rajiv Pandey told PTI.

Jammu observed a complete bandh over the demand of setting up of an AIIMS institute in the city. All business establishments, market places and shops remained closed and public transport remained off the roads. Protestors broke window panes of some matadors and trucks on Akhnoor-Canal road and highway. People blocked the highway for two hours and burnt tyres as a mark of protest.

“We will continue the bandh unless and until the Centre does not announce full-fledged AIIMS institute for Jammu. What has been announced by Health Minister J P Nadda is a cruel joke with people of Jammu”, ACC Chairman and Jammu Bar Association President, Abhinav Sharma told reporters here.

“The BJP has yet again betrayed and cheated the people of Jammu region by saying that the Health Ministry yesterday agreed to provide AIIMS-like facilities to Jammu region,” Sharma further said.

“The statement of AIIMS-like facilities are attempts to mislead the people, by the BJP leaders, to sabotage the agitation and Jammu bandh,” Jammu and Kashmir Pradesh Congress Committee (JKPCC) Spokesman, Ravinder Sharma said.

Health Minister J P Nadda made the announcement on Thursday after meeting with a delegation from the region that has been on the boil over the earlier decision of the Centre to have an AIIMS-like institution in Srinagar and not Jammu. “Both the regions, Jammu and Srinagar, will be provided with AIIMS facilities and similar facilities (AIIMS) will be there in Srinagar and Jammu,” Nadda said after meeting the delegation.

A coordination committee formed for pressing the government for setting up an All India Institute of Medical Sciences (AIIMS) in Jammu comprises lawyers, traders, industrialists and civil society members.

“The Jammu region will remain shut on July 31, August 1 and 2,” Abhinav Sharma, chairman of the committee and president of Jammu Bar Association said at a hurriedly convened midnight press conference here.

“It became clear on July 20 that BJP had taken recourse to dirty politics as it failed to stand by its commitment to ensure that AIIMS for Jammu region is announced,” he said.

Deputy chief minister and senior BJP leader Nirmal Singh had given a written assurance that AIIMS would be announced before July 21.

The central government has announced setting up of an AIIMS in the Kashmir Valley, and an IIM in the the Jammu region.

“The NDA government under the leadership of Prime Minister Narendra Modi is committed to provide healthcare facilities for all regions. And we are committed to balanced regional growth when it comes to healthcare facilities,” Nadda said.

However, doctors who conducted the autopsy had “reserved” their opinion on the cause of death, following which the samples were brought to Delhi.Singh, who was working with Delhi-based TV Today Group, was suddenly taken ill and died last Saturday after having interviewed parents of a girl Namrata Damor, who had been found dead near railway tracks after her name figured in the Vyapam scam.The demand for sending the viscera outside the state was made by Singh’s sister in a letter to Chouhan. India Today group, for which Singh worked, had also urged Madhya Pradesh government to send his viscera sample to a forensic laboratory outside the state, preferably AIIMS at Delhi, for a transparent examination.A large number of accused and witnesses in the scam – a massive admission and recruitment racket involving several middlemen, medical college owners, bureaucrats and politicians – have died so far under mysterious circumstances.Bowing to public outcry, Chouhan said he will request the High Court to order a CBI probe into the Vyapam case, including the large number of deaths of people allegedly linked to the scam.

Vyapam scam: Shivraj Chouhan agrees to send Akshay Singh’s viscera to AIIMS

Madhya Pradesh Chief Minister, under pressure over two more deaths in connection with the Vyapam scam, has now agreed to send the viscera samples of journalist Akshaya Singh to Delhi’s AIIMS, reported news channels.

This came after Pakshi Singh, the sister of television reporter Akshay who died in Madhya Pradesh under mysterious circumstances while covering the Vyapam scam, had requested that the viscera samples of her brother should be sent to Delhi for test.

In a letter addressed to Madhya Pradesh Chief Minister Shivraj Singh Chouhan, Pakshi said: “As you know, he died in mysterious circumstances.”

“I request you to get examined his viscera outside Madhya Pradesh, preferably at AIIMS Delhi for free and fair investigation,” the letter said.

India Today Group also made the demand that the viscera samples be sent outside Madhya Pradesh for test.

In a statement shared on Facebook page, India Today Group demanded a “fair and independent inquiry”.

“The circumstances of the untimely death of TV Today journalist Akshay Singh merits a full, fair and independent inquiry. We urge the Madhya Pradesh government to immediately have the viscera sample sent to a recognised forensic laboratory outside the state, preferably Delhi’s All India Institute of Medical Sciences, for a thorough and transparent examination,” the statement said.

“This would assuage the family, friends and well wishers of Akshay who seek some closure,” the statement added.

“Nothing we do will ever bring back Akshay, a brave and fearless journalist. The India Today group stands by the family in their hour of crisis,” the statement said.

On Saturday, Akshay Singh was in Meghnagar in Jhabua district to talk to the family members of scam-accused Namrata Damor who too was found dead under mysterious circumstances.

Jhabua Superintendent of Police Abid Khan told IANS that Akshay Singh and his two colleagues interviewed the family for around an hour after which the journalist suddenly fell ill.

He was rushed to a hospital where doctors declared him dead.

Sidelining the controversy surrounding the International Yoga Day, a group of Hindus in the Mahoba district of Uttar Pradesh has observed Roza with their Muslim neighbours during the Ramzan fasting. “As per the pre-decided programme around 70 people, including 21 Hindus, observed Roza and sat on Udal Chowk on the first day of Ramzan yesterday,” said Tara Patkar, Coordinator of Bundeli Samaj. It asks the central government to investigate the manipulation of the roster and the “wrong plotting of 3 vacancies” in recent faculty selections, where it claims reserved seats were given to candidates from the general category. Also, to check the “deliberate and biased non-fulfilment of reserved seats by declaring SC/ST/OBC candidates as ‘not found suitable’.”AIIMS faculty members, under the banner of Forum for Rights and Equality have written previously to the centre raising these concerns, most recently in May, where they accused the institute’s administration of trying to bypass the proper roster system in faculty selection. In December last year, members of parties such as the SP, the BSP, JD-U and the Congress raised the issue in Parliament asking that the then ongoing faculty selections be stopped till a probe is completed. However, in January this year, the faculty selection process was completed despite much furore.

Sunanda case: Emails between AIIMS director and Shashi Tharoor for tailor-made post-mortem report, claims doctor

The HC asked the Institute not to replace him without its permission. Subsequently, AIIMS has asked for such permission on Tuesday. AIIMS director Dr MC Mishra has filed an affidavit in the Delhi High Court seeking removal of Dr Gupta as head of the forensics department.
