Telecom stocks Idea Cellular and Bharti Airtel witnesses selling pressure on Friday, falling as much as 3.3%, after regulator Telecom Regulatory Authority of India (Trai) raised the penalty on operators to up to Rs 2 lakh for call drops on mobiles and poor quality of service.Shares of Idea Cellular declined by 3.24% to Rs 147.65, while Bharti Airtel was down 2.98% to Rs 340.95 on BSE.The penalty amount would be as high as Rs 2 lakh if the operators are unable to meet the benchmark set for the quality of service in two or more subsequent quarters, Trai said on Thursday. <!– Dna_Article_Middle_300x250_BTF –>The penalty will kick-in if call drops in a quarter average go beyond 2% of the total traffic in a telecom circle. As per the rules, call drop, availability of mobile towers, time taken for a call to connect, network congestion, voice quality and network related issues feature in the Trai’s service quality parameters.Regulator Trai also said there is no significant improvement in the call drop issue in Mumbai and Delhi as operators are lagging on various fronts in meeting the standards. At a time when telcos and government are claiming that call drop issue is improving, the regulator has said that in Mumbai, no operator is meeting the benchmark while in Delhi three top players Airtel, Vodafone and Aircel are found to be lagging in offering good quality services.Trai is likely to soon come out with recommendations on compensating consumers for call drops.

The meeting was adjourned after LK Advani gave a go-ahead.

The Opposition was surprised on Thursday, to find BJP veteran LK Advani on their side at a parliamentary standing meeting committee on net neutrality. As per a Hindustan Times report, Advani supported the Opposition in asking the meeting to be called off even though service providers Airtel, Vodafone and Idea were invited to present their stand on the controversial net neutrality issue.<!– Dna_Article_Middle_300x250_BTF –>The Opposition claimed that the telecom operators provided them with a 120-page background note only an evening before the meeting, leaving them no time to go through the whole copy. But the panel on information technology headed by BJP MP Anurag Thakur and Sunil Gaikwad reportedly insisted on going ahead with the meeting. When Advani came to the fore to speak, he reportedly said, “Both points of the opposition leaders are relevant. Let us call a meeting later.”The opposition praised Advani’s decision and stressed on calling the meeting off. Anurag Thakur, thought disappointed, had to go by Advani’s order, and thus the meeting was adjourned. The Network Neutrality issue is currently being heatedly debated and gained considerable momentum in India, with the Telecom Regulatory Authority of India (TRAI) inviting comments on the same from stakeholders in its consultation paper released in March 2015. TRAI has couched the issue of Net Neutrality within the context of “Over the Top” applications. “Over The Top” applications are the “apps” that one uses on communication devices such as WhatsApp, Skype, Viber etc.TRAI’s consultation paper is not a consultation on Net Neutrality per se, but its implications on telecom operators such as Airtel, Vodafone etc. The TRAI paper argues that in order to have a robust, competitive and innovative market, telecom operators should be allowed to charge not only the end consumer who uses internet, but also the application providers for the data used.
A battle that could decide the future of the internet in India is being fought online, between telecom users and operators, writes technology writer Prasanto K Roy.
Net neutrality was destined to remain an esoteric subject in India until a controversial comedy group released an entertaining video appeal.
New Delhi: A committee on net neutrality, set up by the Department of Telecommunications (DoT), will submit its report by the second week of May to help the government make a comprehensive decision on the contentious issue, Communications and IT Minister Ravi Shankar Prasad said on Monday.
Net neutrality means that governments and internet service providers should treat all data on the internet equally – therefore, not charging users, content, platform, site, application or mode of communication deferentially.
Prasad told media persons in New Delhi that since internet is created by human beings, the common man should have access to it without any discrimination. He said this entire process of a committee of experts going into the pros and cons of the issue will benefit the government in making comprehensive decisions. “This is the reason we are doing it independent of TRAI (Telecom Regulatory Authority of India),” Prasad added.
The internal panel, which will conduct the study and submit its report, consists of six members.
In March, telecom regulator TRAI released a paper inviting comments from users and companies on how over-the-top services should be regulated in the country. It has asked stakeholders to send suggestions by 24 April and counter-arguments need to be submitted by 8 May.
Bharti Airtel recently launched Airtel Zero, an open marketing platform that will allow customers to access mobile applications at zero data charges.
The US Federal Communications Commission has defended its stand on net neutrality and its commissioner Mignon Clyburn said: “The rules will ensure that the internet remains the great equalizer of our time.”
