No interviews for Class-III, IV govt jobs from Friday: PM Modi

The ministries have been asked to send a consolidated report to the DoPT by January 7 in this regard. “Report so to be furnished with the approval of the minister or minister in-charge shall include the details of the name and number of posts where the interview is discontinued and posts for which the exemption has been sought within the purview of the administrative ministries or departments,” the order said.

Come January 1, eatables in Parliament canteen to get costlier

The rate hike will apply to all MPs, officials of Lok Sabha and Rajya Sabha, media persons, security personnel as well as visitors, the statement said. Subsidy outgo on Parliament canteen is Rs 4 crore annually. On an average 8 per cent of food is consumed by MPS, 9 per cent by media, while staff and security personnel consume 50 per cent. Visitors and official meetings account for the remaining.

BJP loses 7 out of 10 urban bodies to the Congress in Chattisgarh

In nagar panchayats, Congress’ Foharabai Meri won from Maro, Mausam Jaya from Konta and Kameshwar Gautam from Bhopalpatanam. BJP won from only three nagar panchayats of Bhairmgarh (Bijapur district), Narharpur (Kanker) and Premnagar (Surajpur) with Dasrath Sarbuliya, Bhopesh Netam and Dularbai Shandilya defeating their rivals on these seats, respectively. The party has won 88 out of 121 wards in ten urban bodies (as counting of votes is underway in Bhilai), followed by the Congress (62) and independents (21). The victory came as a relief for the Congress which lost the Mayoral post to the BJP in Birgaon municipal corporation poll held last month.

Maharashtra: Sales tax on kidney-related medicines waived off

Close to 600 patients are registered with the ZTCC to receive a kidney. The number of patients waiting is up to 10 times more than those who end up receiving one.Dr Rajesh Kumar, nephorlogist at Dr LH Hiranandani hospital, said: “It is a good decision and will help end-stage kidney patients get good health care. Unlike other states, Maharashtra had VAT as well as Octroi. For buying a single dialysis, we spent Rs60-70,000 only on taxes. For a single filter which is used in the dialysis, we paid Rs100 on taxes.”

“This money will be used by the government for various purposes like waiving off school fees of children and payment of electricity bills of farmers. The government anyway has to do all these works when it declares drought,” he said. The former chief minister also said BJP’s ally Shiv Sena is “aware that Fadnavis is only a man of words and not action”, but cannot do much about it due to the “compromise” it has done with the BJP on several issues. “This has now reduced the Sena into a party that needs to compromise on issues to stay afloat. It has no relation with ‘Hindutva’ and ‘Marathi manoos’ anymore,” he said.

New sanitation survey under ‘Swachh Bharat’ to be undertaken between Jan 5-20

In the earlier survey of 476 cities, in which Mumbai was ranked 147th, solid waste management had a weightage of only 13 per cent, as against 60 per cent in the new survey. Household and community toilets have a weightage of 30 per cent and city level sanitation plans and ‘Information, Behaviour Change Communication’ 10 per cent. The results of the survey will be announced on the MyGov website on January 25, he added.

The Delhi government has ordered a commission of inquiry and appointed former solicitor general of India Gopal Subramaniam as its head. “The Delhi government does not have any jurisdiction to order a commission of inquiry in the first place. They could not find anything against Jaitley, who has always had a clean image and now AAP is stooping to such low levels,” said Shrikant Sharma, national secretary, BJP.

Fragile Western Ghats paying price of development

On Friday, dna had reported that Maharashtra, Karnataka, Goa, Gujarat and Kerala have recommended that only 19,702.85 sqkm of eco-sensitive area (ESA) should be retained as against the 56,825 sqkm that was identified by the K Kasturirangan-led committee, opening up the rest for development and commercial activities. The state governments were unhappy with the Kasturirangan report and thus the central Government had allowed them to physically verify their ESAs.

Security personnel were thrown into a tizzy today when Chief Minister Akhilesh Yadav and his wife Dimple Yadav were stuck in a VIP lift at the state Assembly building in Lucknow for nearly 30 minutes. The incident created panic in the building as both the Chief Minister and his MP wife failed to come out of the lift despite efforts by the CM’s security staff.Officials in the assembly complex said the incident took place because of some technical problem and added that facts would come out only after a thorough investigation.<!– Dna_Article_Middle_300x250_BTF –>As the couple could not come out even after 20-25 minutes of struggle, gas masks were requisitioned and an ambulance was kept ready in case of any exigency as an anxious crowd of Vidhan Bhawan employees and officials gathered outside the lift. It is a known fact that who is responsible for the delay in appointment of new Lokayukta in the state,” Akhilesh said without taking any name. Following the incident, Defence Minister Manohar Parrikar had said that Sartaj was being given accommodation at IAF’s Subroto Park residential complex in Delhi.Amidst debate in political circles over the issue, the Union government told Parliament during the current Winter Session that though no inquiry has been initiated by the Home Ministry into the Dadri lynching, a report has been sought from the state government.

His party colleague V Sathyabama urged the Centre to establish a knitswear board in Tamil Nadu at Tirupur, which has a big knitswear industry. Sumedhanand Saraswati (BJP) said the Centre should look at setting up a sports university in Rajasthan.

I was vindicated, but I’m no crusader: UP officer who dared to stand up to Mulayam

With there being so many cases recently of officers being hounded for daring to say no to their political bosses, the most recent judgment of the Supreme Court in case of an Indian Forest Service (IFS) officer has once again brought the issue into focus.

The Supreme Court has ordered the UP government, headed by Akhilesh Yadav, to pay Rs 10 lakh to Ram Lakhan Singh, retired Principal Chief Conservator of Forests, as compensation for undue harassment of Singh at the hands of – ironically – Akhilesh’s father Mulayam Singh Yadav.

Ram Lakhan Singh says he believes he had been a victim of circumstances, “because at that time, Mulayam wanted to oblige the then minister Raghuraj Pratap Singh (Raja Bhaiya) by getting the Benti land denotified, since Raja Bhaiya had helped Mulayam form a government with the help of some legislators brought over from the other party. And I happened to say no to Mulayam, therefore his ego was hurt so badly that he wanted to punish me. Interestingly, I met Raja Bhaiya several times but he never asked me to denotify the land under question, whereas he could easily have said so, being a powerful minister at that time.” Interestingly, he recalls his experience with three politicians in the past to whom he said ‘no’ and all the three respected his decision. These are the late Prime Minister Indira Gandhi, Rajnath Singh when he was the national president of the Bharatiya Janata Party, and the former UP Chief Minister Mayawati.

“Not only this, I have very good relations with the present Chief Minister Akhilesh Yadav. I met him four-five times in the last two years, and most recently a few months ago when he called me for discussion over the Etawah Lion Safari. He never talked about anything else, even though he knew that I had filed a case against his father.”

He feels the government cannot compel its officers to do something which is wrong in law. “And if an officer does so, he does it to curry favour with political bosses, or under duress, or because of personal interests such as eyeing a political career. I feel the government takes good care of its officers, with decent salary, pension and other perks, and therefore they are duty-bound to protect its interests.”

But he also feels there is no need for a public servant to turn into a crusader. “Anyone who is aggrieved need not commit suicide or pick up a gun. Our system has sufficient forums to correct a wrong. In my case, I approached and got support from the Press Council, the Bar Council, the Lower Courts, the High Court, the Supreme Court and even the President of India.”

He says it is not a government officer’s job to eradicate corruption. “That requires multi-layered actions not in their domain. You are not obliging anyone by being honest, doing your job honestly is what is expected of you — no more, no less. Public servants can dare to say ‘no’ to illegal demands of politicians and they must do so with leaders of every political party,” he said.

In the last three years, there have been many cases of officers earning the ire of the Samajwadi Party and the government who refused to toe the line. One of the earliest examples in this regime was that of woman IAS officer Durga Shakti Nagpal who was suspended for cracking down on the sand mining mafia in west UP. She ultimately took a deputation to the Centre. Surya Pratap Singh, a senior officer who is suspended for the last several months because of his face-off with the SP regime, agrees by saying that “unscrupulous politicians will always try to put pressure on the executive. But it is up to the officers to stand up for the right thing,” he said. Welcoming the Supreme Court judgment, he says the bureaucracy needs to work in the interest of the people, rather than in the interest of some politicians.

Amitabh Thakur, an IPS officer currently under suspension for filing a complaint against Mulayam for having allegedly threatened him (Thakur) over phone, said Singh’s case “has once again given me complete faith that sooner or later I shall also get full justice against the harassment being meted to me by misusing Vigilance agency.” He said he had congratulated Singh on the Supreme Court judgment and also on Singh’s courage in presenting his case personally before the Supreme Court against the state government which had “used lakhs of public money to hire top advocates like Kapil Sibal and Rakesh Dwivedi against Ram Lakhan Singh.”

Incidentally, the Supreme Court had in September 2014 ordered the UP government to pay Rs 5 lakh as damages to IAS officer Vijay Shankar Pandey, against whom disciplinary proceedings were initiated after he joined a campaign to bring black money back.

A retired IAS officer who has been vocal on the issue of transparency in public life feels that government officers today prefer to swim along the tide, and there is no premium for honesty or neutrality in government service. “Bureaucrats should jointly oppose such attempts to browbeat them. Unless we fight this malaise together, the rare honest ones will continue to suffer,” he said.

The 23-year-old Russian national had suffered 46 per cent burn injuries after a local youth threw acid on her on November 13 in Nand Nagar area of Varanasi.

External Affairs Minister Sushma Swaraj has sought a report from the Uttar Pradesh government on the incident of acid attack on a Russian woman in Varanasi. “As I learnt about the acid attack on the Russian girl in Varanasi, I asked for a report from UP Government,” Swaraj said in a tweet. They had a quarrel over the issue after which Srivastav threw acid on her,” Senior Superintendent of Police Akash Kulhary had said.Srivastav’s mother heard the woman’s cries and rushed her to hospital.On the next day, Srivastav, who had fled to Allahabad after committing the crime, was nabbed when he came back to visit the victim in the hospital, Kulhary said. A guilt-ridden Srivastav said at a press conference called by police, “I really feel shameful for my act, I don’t know whether I would ever be able to meet her in my life.” The victim was admitted to Safdarjung Hospital in Delhi yesterday.Varanasi District Magistrate Rajmani Yadav told PTI that her health condition is stated to be stable. Nitish Kumar’s oath-taking ceremony: Sonia, Rahul Gandhi to attend

Patna: A number of leaders, including Congress chief Sonia Gandhi, Delhi Chief Minister Arvind Kejriwal and West Bengal Chief Minister Mamta Banerjee, will attend Bihar Chief Minister Nitish Kumar’s oath-taking ceremony in what is being described as “a new beginning of opposition unity in the country”.

Besides Sonia Gandhi, Congress Vice-President Rahul Gandhi too be present at the oath taking ceremony on 20 November.

Uttar Pradesh Chief Minister Akhilesh Yadav will be there along with Odisha Chief Minister Naveen Patnaik and his Assam counterpart Tarun Gagoi.

Former Prime Minister Deve Gowda as well as former Jharkhand chief ministers Babulal Marandi and Hemant Soren and Indian National Lok Dal leader Abhay Chauthala have been invited to attend the oath-taking ceremony.

“We have decided to invite all leaders opposed to BJP to attend the oath-taking ceremony of Nitish Kumar,” JD-U spokesperson Ajay Alok said in Patna on Thursday.

RJD chief Lalu Prasad and JD-U president Sharad Yadav will be the main guests at the function.

JD-U general secretary KC Tyagi said that all the big leaders opposed to the Bharatiya Janata Party’s (BJP) brand of politics will come together to express their show of unity during the oath-taking ceremony.

“It will be a new beginning of opposition unity in the country,” he said.

Nitish Kumar on Wednesday said he will recommend dissolution of the state legislative assembly on 14 November after holding the last meeting of his cabinet. He will stake claim to form his new government after a joint meeting of the grand alliance on the same day.

According to JD-U leaders in Patna, Nitish Kumar will again take oath as chief minister along with a 36-member council of ministers after the Chhath festival to be celebrated in the third week of November.

The Grand Alliance routed the BJP in Assembly elections, the results of which were announced on Sunday. The RJD emerged as the single largest party with 80 Assembly seats, followed by the JD-U with 71 and the Congress with 27 seats.

There will be 16 ministers from Lalu Prasad’s RJD, 15 from the JD-U and five from the Congress.

The exercise will be carried out at the behest of party chief Mulayam Singh Yadav, and with an eye on the 2017 state elections. Akhilesh Yadav’s big shot at image makeover: 8 ministers get the boot; 9 stripped off ministries

Lucknow: In a move widely believed to be an attempt at reviving the sagging public image of his government, Uttar Pradesh Chief Minister Akhilesh Yadav on Thursday undertook a major reshuffle in his team, dismissing eight ministers and withdrawing the departments from nine ministers. It’s also being seen as a move from Akhilesh to move out of the shadows of his father Mulayam Singh Yadav and have his own stamp on the ministry.

Interestingly, the move was expected after the Bihar assembly elections early next month scheduled to end next month, and the sudden announcement came as a shock to the sacked ministers. The charges of all 17 ministers will vest in the chief minister till the oath-taking of new entrants and allocation of work, which will be held on 31 October.

Speculations about this exercise had grown after Akhilesh met the state Governor Ram Naik in Lucknow on Wednesday 28 October to discuss the expansion of his cabinet. According to a notification from the Raj Bhawan, the Governor, on the advice of the Chief Minister, removed Cabinet ministers Raja Mahendra Aridaman Singh (Stamps, Registration and Civil Defence), Ambika Chaudhary (Backward Classes and Handicapped Welfare), Shiv Kumar Beriya (Textiles and Silk), Narad Rai (Khadi and Village Industries), Shivakant Ojha (Technical Education), Ministers of State Alok Kumar Shakya (Technical Education), Yogesh Pratap Singh (Basic Education), and Bhagwat Sharan Gangwar (Micro, Small and Medium Industries).

In a more surprising move, the departments of nine cabinet ministers have been withdrawn. These include Ahmad Hasan (Health and Family Welfare), Raghvendra Pratap Singh ‘Raja Bhaiya’ (Food and Civil Supplies), Awadhesh Prasad (Social Welfare, Scheduled Castes and Tribes Welfare), Paras Nath Yadav (Horticulture and Food Processing), Ram Govind Chaudhary (Basic Education), Durga Prasad Yadav (Transport), Brahma Shankar Tripathi (Home Guards), Iqbal Mahmood (Fisheries and Public Enterprises) and Mahboob Ali (Secondary Education).

Significantly, there has been a complete revamp in the field of education, and there will be new faces handling technical, secondary and basic education.

Whereas the talk of a major overhaul of the ministry had been making the rounds for several weeks, it was believed that it would come next month. Most of the leaders affected in the reshuffle are veterans in the ruling party, and the action against them indicates a sense of urgency on the part of the chief minister to undertake an image makeover. It also indicates that Akhilesh could finally be taking decisions on his own, since most of the individuals included in Thursday’s exercise are considered to be close to the Samajwadi Party president Mulayam Singh Yadav. Notable among them are Raja Mahendra Aridaman Singh, Ambika Chaudhary, Shivakant Ojha, Ahmed Hasan, Raghvendra Pratap Singh, Durga Prasad Yadav and Paras Nath Yadav.

According to party sources, most of the affected ministers were found unable to control growing factionalism in the party in their districts, while others, especially in education and industries, were facing charges of corruption. For the last several months, Mulayam Singh Yadav had been saying at public platforms that many ministers were not doing their jobs properly and had asked Akhilesh to remove them. Mulayam had also been saying that he was receiving complaints from party workers about many ministers failing to get any work done in their areas.

The exercise, it is learnt, is aimed to give Akhilesh greater say in choosing individuals of his choice for the rest of the tenure of his government. Many young SP leaders might be given ministerial berths, while some others considered close to Akhilesh could be elevated to the Cabinet level. Uttar Pradesh has a maximum permissible strength of 60 for the council of ministers. It is being speculated that up to ten members could be inducted into the Akhilesh ministry.

In a quick reaction, the state president of Bharatiya Janata Party Laxmikant Bajpai held a press conference to claim that the state Government would not get any mileage from this move as the “people have made up their minds to get rid of the government itself.” He also asked why the Minister for Mining Gayatri Prajapti had not removed despite several charges against him leveled by officers, local people and the BJP itself. He also wondered whether the chief minister agreed with the recent statements of senior minister Mohammad Azam Khan.

BJP’s spokesman Vijay Pathak said it was surprising that the ministers were dismissed whereas the Chief Minister could easily have asked them to resign.
The state president of the Congress Nirmal Khatri said that it was a “half-hearted” and belated step by the chief minister. He also wondered why many other minister facing serious charges of corruption had not been removed. “It appears that the chief minister has taken this step to settle the caste arithmetic, and the people have seen through it,” he claimed.
