The Tihar authorities on Wednesday launched a yoga teachers training course for inmates in an effort towards their rehabilitation after release. The course was launched with 200-odd inmates selected from all the jails of the prison complex, beginning their training under the guidance of 20 trainers of NGO Panchvati Yoga Ashram and Nature Cure Centre.”This is the first-of-its-kind initiative started in any jail in the country to train inmates as qualified yoga teachers,” Director General (Prison) Alok Kumar Verma said, unveiling syllabus and curriculum of the course designed by Panchvati Yoga Ashram.<!– Dna_Article_Middle_300x250_BTF –>On successful completion of the course, the trainee inmates will be provided certificate as yoga trainer which will help them find a suitable employment after their release, said Additional IG (Prison) and Tihar spokesman Mukesh Prasad.Tihar had created a record of sorts when over 10,000 of its inmates had participated in a mega yoga session organised on the occasion of World Yoga Day on June 21.”The yoga revolution started at Tihar is going to be a life changing event for a number of inmates,” said yoga guru Ashutosh Kumar of Panchvati Yoga Ashram.

The Gujarat High Court on Tuesday asked the state government to ban manufacturing, sale and use of sky lanterns within two days, noting that these small hot-air balloons, launched during the kite-flying festival on the occasion of Uttarayan, are known to start fires.The bench of acting Chief Justice Jayant Patel and Justice V M Pancholi passed the order on a public interest litigation filed by Mehsana resident Jivanbhai Rabari. The PIL said that last time 21 incidents of fire caused by sky lanterns were reported in Ahmedabad city alone. In an incident in Ramol area, three children were charred to death as several huts caught fire after a lantern landed on one of them.<!– Dna_Article_Middle_300x250_BTF –>The petition was filed in February. In their affidavits, the state government and the police have admitted that sky lanterns are hazardous. As the final order of the HC is yet to come, the petitioner had sought an interim order as this year’s kite flying festival is approaching.The HC noted during the hearing that a majority of the victims of fires caused by sky lanterns are poor people. It directed the state Home Secretary to issue a notification announcing the ban in two days. The ban shall be in operation till January 31.

In a blow to the 11 policemen whose life sentence was suspended for a period of six months by Maharashtra government, the Bombay High Court on Monday granted an interim stay on the suspension order and directed them to surrender by January 4.The state government had last month passed an order by which it suspended for six months the life sentence imposed on 11 policemen convicted and sentenced to life imprisonment for the fake encounter of alleged Chhota Rajan gang member Ramnarayan Gupta alias Lakhanbhaiya in November 2006.<!– Dna_Article_Middle_300x250_BTF –>Lakhanbhaiya was shot dead allegedly by the policemen in suburban Versova. Six fishermen of Pudukottai district were arrested by Sri Lankan navy while they were fishing near the Lankan coast, authorities said on Sunday.Assistant director of the fisheries department, Sekar, said the fishermen of Jegathapattinam village were fishing at Neduntheevu last night when the Lankan navy arrested them.The fishermen along with their boat were later taken to Kangesanthurai, he added. Even as the juvenile convict in December 16 gangrape case is set to walk free on Sunday after serving three years in a correction home, some residents of his native village here are not happy with the prospect of his return. The youth, now 20-years-old, was convicted of brutally assaulting and raping a 23-year-old medical student in a moving bus in Delhi on December 16, 2012, along with five others. The girl succumbed to her injuries in a Singapore hospital on December 29, 2012.Residents of the convict’s native village in Badaun district maintained that the youth, who did such a heinous crime, had no place in the village. A senior resident Phoolchandra said that the incident has brought much infamy to the village and the country in the eyes of the world. He claimed that after the infamous episode, the village youth studying outside were also looked at contemptuously and are usually denied employment. As a result of which, employment is increasing in the village, he said.<!– Dna_Article_Middle_300x250_BTF –>In a stark contrast, the poverty-struck family members of the youth are eagerly waiting for his return. The family members said that the youth should be given a chance to repent and start a new life after returning to the village.The convict’s mother said that though no family member would go to Delhi to receive him, it was her wish that he returned to the village and helped the family living in abject poverty. She said that her husband was mentally challenged and her two daughters worked as labourers to support the family, therefore she needed her son to come back.Haji Tauseef Raza and few other village residents also seconded her opinion. They said that the youth, having served his sentence, had learnt a big lesson and should be allowed to start afresh. Raza said people of the village would fully support him.The Delhi High Court had on Friday refused to stay the release of the convict, stating he could not be stopped from walking free under the existing provisions of law. Meanwhile, the youth’s release was widely criticised by the parents of the victim and various other bodies, saying he must be kept in observation home until his reformation was ascertained.

A 30-year-old man died after he allegedly jumped in front of an oncoming Metro train at Jorbagh station in New Delhi on Friday. The deceased was identified as Manjeet Singh, a resident of Sangam Vihar colony in south-east Delhi. Metro services were briefly affected because of the incident on Friday.No suicide note was recovered from the deceased and police are trying to ascertain the reason behind him taking the extreme step, said a senior police official. The number of social media pages blocked by the government for carrying objectionable content rose to 844 till November this year, Parliament was informed on Wednesday.Out of the total, the government blocked 492 web pages under Section 69A of Information Technology Act, 2000 based on recommendation of a committee set up in this regard, compared to 10 blocked in 2014, Telecom Minister Ravi Shankar Prasad said in a written reply in the Lok Sabha.Under Section 69A of IT Act, the government has power to block any information in any computer resource in the interest of sovereignty and integrity of India, national security, friendly relations with foreign states or for maintaining law and order.<!– Dna_Article_Middle_300x250_BTF –>”A total of 136, 13 and 10 and 492 URLs of social media websites were blocked in 2012, 2013, 2014 and 2015, till November 30, 2015, respectively under Section 69A through the Committee constituted under the rules therein,” Prasad said. The social media links that were blocked on court orders stood at 352.”Further, a total of 533, 432 and 352 URLs of social media websites were blocked in compliance with the directions of the competent courts of India in 2013, 2014 and 2015, till November 30, 2015,” Prasad said.The minister said that the government does not separately maintain data on web pages blocked for anti-religious content. He said that in 2014, a total of 4,192 cases were reported under Section 66A of IT Act which had provision of jail term for sending offensive messages online, but the section is no longer valid since Supreme Court annulled it in March 2015.As per data of 2014 shared by Prasad, 2,423 persons were arrested, out of which 1,125 were charge-sheeted and 42 were convicted under Section 66A of IT Act.

According to a report in HT, the sessions court ordered the police to return her driving licence. Gadkar was reportedly allowed to take her licence back after she submitted the required endorsement from the regional transport office (RTO). RTI online portal to be converted in Hindi: Govt

Till now, 463 public authorities have been aligned to the portal. It is proposed to extend the RTI online portal to more public authorities and also to make technical improvements in it during the next year, an order issued by the DoPT said.

A website meant for filing of RTI applications will be converted into Hindi language as well, the government said on Monday. At present, the portal– www.rtionline.gov.in– is available in English language only.The website was launched in August 2013 by the Department of Personnel and Training (DoPT) for all Central government ministries with a view to provide a facility to citizens to file RTI applications and first appeals online.Till now, 463 public authorities have been aligned to the portal. Underage drivers and those without licences cause 1.62 lakh accidents across country

As many as 1.62 lakh road accidents were caused by underage drivers and those without licences between 2012 and 2014, the government said on Monday.Accidents caused by drivers without licences during the period was 1.01 lakh, Minister of State for Road Transport and Highways Pon Radhakrishnan told Rajya Sabha in a written reply. He said under-age drivers, below 18 years old, caused 0.60 lakh accidents in the three years.”Section 180 of Motor Vehicles Act, 1988 provides for punishment of imprisonment or fine or both for the offence of a owner or persons in-charge of vehicle permitting an unlicensed person or under-aged person to drive it,” the minister said.<!– Dna_Article_Middle_300x250_BTF –>Section 181 of the Act provides for punishment of imprisonment or fine or both for the offence of driving by an under-aged person, he added. A 14-year-old girl was allegedly abducted when she was on her way to school and later raped by six youths, including a neighbour, inside a van at Dichaon village near southwest Delhi’s Najafgarh area, police said on Friday. While five of the accused, identified as Rahul (19), Suraj (19), Sandeep (21), Ramesh (27) and Narender (20), have been arrested, their accomplice, Aman (23), is still at large, said DCP (West) Pushpendra Kumar.When the girl was on her way to school around 7.30 AM yesterday, the accused waylaid her near her residence in west Delhi’s Jai Vihar area, and allegedly pushed her inside a white Tata Sumo, said police. The traffic personnel forwarded the information to the police station concerned, said police. The police also impounded the vehicle in which the accused allegedly raped the girl. The van is registered in the name of a private enterprise and Narender was its driver, police said.”A case of abduction, gang-rape, criminal intimidation and hatching a criminal conspiracy under IPC and relevant sections of the POCSO Act has been registered in connection with the incident. Efforts are on to nab Aman,” Kumar added.

Deputy Chief Minister Manish Sisodia said that government has received a proposal to close schools from January 1 to January 15 and if needed, they will announce holidays. Amid apprehension raised by Nirbhaya parents, the Union Home Ministry is contemplating to ask the juvenile convict to sign a legal bond affirming good behaviour after his release. 300 persons prosecuted under Maharashtra’s beef ban law within 8 months

The state government on Saturday in its affidavit before the Bombay high court, provided the information that over 300 persons have been prosecuted under Maharashtra’s new beef ban law ever since March 2015, as reported by an English daily. The division bench consisting of Justices Abhay Oka and S C Gupte, was made aware about the conditions in the state right from when the law was brought into force to October, wherein 155 cases were lodged under the Maharashtra Animal Preservation (Amendment) Act. While Amravati topped the list with 54 cases, Mumbai only registered two FIRs. <!– Dna_Article_Middle_300x250_BTF –>The cases registered were related to the sale or transport of bulls, bullock for slaughter as well as for possession of meat of a cow, bull or bullock. Eating a particular food does not entitle the constitution of a minority… The state’s objective is not to impose a vegetarian regime.”The next hearing of this case has been scheduled for December 9.

Centre begins process of declassifying Netaji files

The central government on Friday handed over the first batch of 33 files related to Netaji to the National Archives of India, setting the stage for their declassification beginning on January 23, 2016. Prime Minister Narendra Modi, during his meeting with the extended family of Netaji Subhas Chandra Bose on October 14 had assured that the files labeled classified so far will be made public.Principal secretary in the PMO Nripendra Misra, on Friday officially handed over the first set of files related to Netaji to the Director General, National Archives of India Serya Guha. Emphasizing that history cannot be created by those who forget their own history, the Prime Minister had categorically stated that his government did not believe in constraining or strangulating history in any way, and was committed to opening up information on Netaji to the people of India. According to an RTI reply, the PMO had said there were a total of 58 files related to Netaji in its custody. Recently the government told Rajya Sabha that there were 134 classified files which are being examined for the purpose of declassification.<!– Dna_Article_Middle_300x250_BTF –>In a written reply, minister of state for home affairs Haribhai Parathibhai Chaudhary said, “Government is examining all the files in its custody for the purpose of declassifying the same. “As per available records on date, Ministry of Home Affairs is in possession of 12 files. He said as per available record, as on date, the Prime Minister’s Office is in possession of 58 files.Prime Minister had assured Netaji’s family that all possible effort towards the same would be made, from the declassification of Netaji files to taking up the matter with other nations. He had further promised that the declassification and public release of the files would begin on 23rd January, 2016, the Birth Anniversary of Netaji. “Working towards this commitment, the government has been undertaking the process of due diligence stipulated under declassification procedures and guidelines,” said a government spokesman. He said the Ministry of Home Affairs and Ministry of External Affairs were separately taking action for release of files under their custody. “This marks an important milestone in fulfilling the long pending demand of the people of India, for the declassification of files related to Netaji,” he said,The Centre last April had also set up a committee headed by the cabinet secretary to review the Official Secrets Act in the light of increasing demands for declassification of the files on Netaji. Early this year, it had emerged that the Intelligence Bureau had spied on Bose’s family for over 20 years starting under Prime Minister Jawaharlal Nehru’s government. In past, the government had stonewalled all queries related to these files, saying their declassification will hamper India’s relations with some foreign countries.Most democracies in the world declassify secret documents after 25 to 30 years. But in India the Official Secrets Act an archaic law perpetuated by the government hampers access to government material even for research purposes. In the US, declassification is automatic after 25 years – with nine exceptions – while in the UK, all classified files are reviewed after 30 years to ascertain whether they still need to be kept under wraps. India amended the 1925 Act in 1967, but instead of making it liberal, made it it even more stringent.

A juvenile who allegedly raped a woman and strangled her to death at her residence in northwest Delhi’s Mukundpur area has been apprehended, police said on Monday. The juvenile’s friend and accomplice in the crime, identified as Abhimanyu (22), is still at large, said DCP (northwest) Vijay Singh.”Both accused live in the same neighbourhood and the minor boy knew that the woman was alone at home. The duo, allegedly sexually assaulted the woman even after she was dead and her body was dumped at a forested area in Bhalswa Dairy area,” said a senior police official.<!– Dna_Article_Middle_300x250_BTF –>The woman was pursuing a vocational course in fashion designing. Her brothers live abroad and parents had gone to their native village in UP, leaving her alone for a few days, said the official. They found the woman sleeping and allegedly used chloroform to make her unconscious, while they allegedly raped her. The woman suddenly gained consciousness and resisted the assault, for which one of the accused allegedly strangled her to death.Once they realised that the woman was dead, they lifted it up and put it in the mini-truck in which they had come. They drove to a forested area around 2-km away from the woman’s residence and dumped the body there. The duo again sexually assaulted the body there and fled from the spot.The woman’s parents started calling her up in the morning and when she did not take the calls, they asked neighbours to check, said police. Even when the neighbours could not trace her, they informed her relatives in Delhi, said a senior police official. Later, a missing complaint was registered, said police. It was in the evening that some locals found her semi-naked body and raised an alarm.In the initial phase of the investigation, the police had zeroed in on the juvenile, but he allegedly managed to mislead cops, delaying the probe. The mini-truck used in the crime and the woman’s mobile phone have been recovered, police said. Abhimanyu’s relatives are being questioned and the police are searching his potential whereabouts, police added.

Therefore, acts of physical relations between the accused and prosecutrix tantamount to offence of rape as defined under section 375 of IPC. The court would pronounce its order on sentence later this week.According to the prosecution, the woman alleged that Naim, who was staying near her house, had befriended her six years ago and had concealed his marital status. The alleged that he persuaded her to divorce her husband, with whom she had three kids, and after assuring to marry her, he started having physical relations with her.When she got pregnant, he reiterating that he would marry her after she gives birth to their child but when she divorced her husband, Naim started ignoring her and later went missing. In 2012, when she went to his native place in his search, she got to know that the man was already married and had kids.Police said the woman was illiterate and had no means to maintain herself as well as the minor child and took shelter in a government shelter home. Feeling cheated and exploited, she lodged a complaint at Bindapur Police Station in south west Delhi this February. During trial, Naim had denied the allegations.

On Sunday at Kamakshipalya, a goods truck hit a four and a half year old girl. Around 9:30 am, Bhagya, the daughter Sugappa and Devamma, was playing near the Siddivinayaka temple.A report in The New Indian Express states that the truck driver had unloaded his vehicle of food items for a hotel and was reversing the truck. He didn’t notice the young girl and allegedly ran over her says the report. Bhagya was rushed to the hospital immediately by the locals but she was said to have been brought dead. An embarrassed Railways on Friday cancelled an exam at 12 centres and ordered an inquiry after differently-abled aspirants faced a harrowing time as their examination centres were located in on higher floors in buildings with no lifts or ramps.Railway Minister Suresh Prabhu ordered a probe after it was alleged that many disabled candidates could not reach the centres on Thursday for an online recruitment test which was held on the second and third floors of buildings with no lifts or ramps. Some parents even had to carry their wards up the stairs for the exam which was organised by the Railways Recruitment Board on the orders of the Supreme Court as part of a special recruitment drive to fill up more than 450 seats.<!– Dna_Article_Middle_300x250_BTF –>”Ordered to fix responsibility, if lapse in dealing with differentially abled, whom we respect & several schemes are in works for them,” Prabhu posted on microblogging site, Twitter.Railways have cancelled the examination at about 12 centres where inconvenience to candidates was reported, Railway Spokesperson Anil Saxena said.”All those who have faced problems in reaching the exam centres or failed to make it will be given another chance to reappear. The new date of examination will be intimated to them soon,” he said.There were 142 exam centres for about 1.5 lakh candidates across the country. Railways have blamed the private agency which was hired to suggest centres for the online examination for wrong selection of test venues. Put gradation list of deemed varsities on site, Supreme Court to NAAC

The Supreme Court on Thursday asked the National Assessment and Accreditation Council (NAAC) to put in the public domain within three days the gradation of deemed universities done by it.A bench comprising Justices Dipak Misra and Shiva Kirti Singh was informed by Additional Solicitor General Maninder Singh that the NAAC has considered various aspects including self-appraisal report of these universities and put the information regarding their gradation on the website.”Let us know the NAAC grading. If someone is left out and aggrieved, then we will ask Union of India, UGC and the NAAC to look into it,” the bench said while fixing the batch of petitions for hearing in third week of January next year.<!– Dna_Article_Middle_300x250_BTF –>The apex court had earlier asked all deemed universities to file their “self-appraisal report” with the NAAC for award of grades. Pakistan interfering in mobile phone operations in Jammu & Kashmir: Aircel

Pakistan is resorting to cellular interference in some areas of Jammu and Kashmir and operators working in the state have taken up the issue with the Centre, a leading telecom company said on Thursday.”We have highlighted the issue with the government and the government is supporting us on that. There is the issue of interference and the government will find a solution to it shortly,” Anil Gupta, Regional Business Head, North, Aircel, said. Testing of the interference in those areas has been done and government is supporting us in testing. Security at the Prime Minister Narendra Modi’s residence was beefed up for few tense moments late on Wednesday evening after gunshots were fired in close vicinity of 7 Race Course road. According to police, the tense situation was diffused after it came to fore that the gunshots were fired accidentally from a service weapon belonging to a constable.The constable was part of a Police Control Room van team that was making rounds outside the PM Modi’s residence. A senior police official told dna that the constable’s weapon accidentally went off when he was trying to place it inside the van. No injuries were from the scene.<!– Dna_Article_Middle_300x250_BTF –>The incident took place when the van was nearing the PM’s residence at 7 Race Course road which has a heavy security presence. The area is guarded by Delhi police as well as officials of the CRPF. We have called in the concerned constable and are currently trying to establish what went wrong. The weapon must ideally be locked and in this case it wasn’t so,” said the senior police officer. No Indian casualty has been reported in the dreadful terror attacks in France that killed at least 127 people and injured nearly 200 others, External Affairs Minister Sushma Swaraj said on Saturday.”I have spoken to Indian Ambassador in France. He has informed me that all Indians are safe. 15-year-old Dalit girl gangraped in Muzaffarnagar

A 15-year-old Dalit girl was allegedly gangraped by three persons in the neighbouring Shamli district, police said.According to SHO Naresh Yadav, a case has been registered against three persons, two of whom have been identified as Digvijay Singh and Sumit.The identity of the third accused is being ascertained even as the victim has been sent for a medical examination, police said, adding that the alleged incident took place in Ghasoli village under Kandhla police station.The complaint lodged by the victim’s father said that the minor girl had gone to the fields to collect fodder when the three youths caught hold of her. It was alleged that the trio raped her and also threatened her against speaking to anybody about the episode. Two Indians were among three persons injured when unidentified gunmen opened fire at a security patrol in Saudi Arabia’s troubled eastern Qatif region, an official said on Tuesday.An Interior Ministry spokesman said a traffic patrol at Alkhwaildieh district in Shia-dominated Qatif came under heavy fire from a farming area, wounding a policeman and two Indian passers-by last evening.The injured were rushed to the hospital and their condition was stated to be stable, state-run Saudi Press Agency quoted the official as saying. The meteorological department has cautioned that pollution level during Diwali night is expected to be “severe” due to bursting of firecrackers and advised those persons with heart and lung diseases to stay indoors.According to System of Air Quality, Weather Forecasting and Research (SAFAR), an agency of Ministry of Earth Science responsible to track pollution levels the national capital said, November 12-13 is expected to witness dense haze formation. The Diwali this year is falling on November 11.
