Centre set to allow bull taming sport ‘Jallikattu’ despite Supreme Court ban

The Supreme Court had banned using bulls for Jallikattu events or bullock-cart races across the country and directed governments and Animal Welfare Board of India to take steps to prevent the infliction of unnecessary pain or suffering on animals. The ban on Jallikattu has dampened Pongal festivities in the state, especially in southern districts where it has been a popular event for centuries, and there has been demands for facilitating its conduct.
Javadekar had earlier hinted that the Centre would consider taking steps, including amending laws to allow the sport.

No clean chit to Arun Jaitley: Manish Sisodia

Hitting at finance minister Arun Jaitley, Delhi government on Monday said there is no question of giving a “clean chit” to him when an investigation into its alleged financial irregularities is yet to start.”No clean chit has been given to anyone in Delhi cricket body investigation. The enquiry is yet to begin,” Delhi’s deputy chief minister Manish Sisodia. The BJP said the AAP government should apologise to Jaitley for charging him with corruption in DDCA even though its own report found nothing culpable against him.Sisodia raised a number of questions on financial irregularities in DDCA’s functioning and in giving tenders for work already done.”Election commission of DDCA, Serious Fraud Investigation Office (SFIO), and fact finding committee have found scams involving crores of rupees. How fake companies were created and given tenders and how payments were given for work which had already been done,” he asked.”The election commission reports also say that private cricket academies are being run under the umbrella of DDCA. There is no scope for students of school and colleges to participate in league matches of DDCA,” he said.Sisodia said an inquiry commission headed by former solicitor general Gopal Subramaniam that the city government set up has yet to start its probe, and that Jaitley would have a lot to answer for.Chief Minister Arvind Kejriwal also said he would not apologise for targeting Finance Minister Arun Jaitley on the DDCA issue as his government’s panel did not give anybody a clean chit. The Chief Minister tweeted, “BJP almost begging me for an apology, won’t oblige them. I am all for peace: Amarinder Singh on PM Modi’s Lahore visit

“Captain (Amarinder) has rightly said that you need to make a distinction between the desire to normalize relations with Pakistan and the manner in which you want to do. It the manner in which Prime Minister is attempting to do it is undermining India’s national security, it is undermining our strategic interest,” Tewari said. “PM needs to tell people what really has changed between India and Pakistan. Have they (Pakistan) decided to handover Dawood Ibrahim to you… have they decided to expedite 26/11 trial…,” he said.

Christmas festivities grip nation

A spirit of festivity pervaded across the country as midnight masses, resonance of carols and merriment ushered in Christmas on Friday. As bells tolled, worshipers thronged churches and cathedrals decorated with twinkling lights for the midnight service to celebrate the birth of Jesus Christ. Sparkling Christmas trees and gift items adorned marketplaces that wore a festive look as community feasts, exchange of greetings and colourful processions marked the occasion.Traditional Christmas carols rendered the air festive with gospel bands enthralling the merry-makers with songs like ‘Jingle Bells’, ‘Oh Holy Night’ and ‘Santa Claus Is Coming to Town’. It was a busy day for Santa Claus, the man in red with a flowing white beard, who went from place to place cheering the revellers.Delhi tuned to a celebratory note with the yuletide spirit reflecting in tastefully decked up churches and santa caps dotting busy marketplaces across the national capital. Chief Minister Arvind Kejriwal took part in the festivities by visiting the Sacred Heart Cathedral and wishing the people. The festivity imbibed by non-Christians was expressed through greetings on social media as well participating in X-Mas parties thrown on the day. People used WhatsApp, Facebook and other online means of communication to send Christmas greetings to their families and loved ones.Redemption, rejoicing, feasting and singing marked the occasion in the North-East which has sizeable Christians. Christmas was celebrated throughout Meghalaya with midnight services in churches and tourists and locals exchanging greetings and gifts with friends and relatives.Meghalaya’s capital Shillong was decked up with government and private buildings as well as streets being illuminated and decorated with Christmas trees, banners and festoons. A special programme for the hearing-impaired believers was organised in one of the oldest churches in Shillong at Police Bazaar. While in the Garo Hills region Christmas celebration and preparation for the New Year were going on, Tura town was illuminated with different coloured lights. In Nagaland, believers offered prayers for peace and unity in the Naga society. The rural areas too were illuminated with decorations for the festive season to culminate on the New Year.Midnight masses across all churches in Goa marked the commencement of Christmas celebrations in the state, where one-third of the population is from Catholic faith. Streets leading to the coastal villages were jammed with the vehicles as tourist inflow is also on rise for Christmas and New Year. While tourists were busy partying on the beaches, the local people were seen attending midnight masses, followed by Christmas celebrations in their parish. Traditional dance parties were also organised at various places.Cribs indicating the life of Lord Jesus were set up all across the state in front of the houses. “The biggest crib you will find at Velsao (a beach village 45 kms away from Panaji). Youths are busy getting crib sets of every size. A few of them have a touch of innovation,” said John Rodrigues, a parishioner with Mary Immaculate Conception Church, Panaji.<!– /11440465/Dna_Article_Middle_300x250_BTF –>

Jung wrote to the Home Ministry saying that the Commission of Inquiry Act, 1952 allows only states and Centre to order a commission of inquiry and Delhi, a union territory can only do so in partnership with Centre.

In what seems like a beginning yet another fight between Arvind Kejriwal’s government and Najeeb Jung, the Lieutenant governor has called state’s move to order an independent inquiry into the Delhi cricket body (DDCA) an legally invalid, reports India Today.Jung wrote to the Home Ministry saying that the Commission of Inquiry Act, 1952 allows only states and Centre to order a commission of inquiry and Delhi, a union territory can only do so in partnership with Centre.Kejriwal has reacted saying that he objects to the letter leaked to the media. Also read: DDCA scam – RSS unhappy with way BJP dealt with Kirti Azad vs Arun Jaitley row<!– Dna_Article_Middle_300x250_BTF –>”It is serious if LG office is leaking letter. Jaitley is currently under attack from opposition over alleged involvment in the DDCA scam

Arun Jaitley

Amid frequent face offs between the government and opposition, Finance Minister Arun Jaitley on Wednesday said political discourse in the country has become “more vulgar”.”Though extremely popular to say, the anti-corruption law must be made more and more stringent and more and more unreasonable. That is the more popular way these days in politics, particularly when political discourse also tends to become more vulgar,” Jaitley, under fierce opposition attack over alleged irregularities in Delhi’s cricket body, said delivering the annual Intelligence Bureau lecture.<!– Dna_Article_Middle_300x250_BTF –>Jaitley’s comments came amidst the ongoing tussle between the Arvind Kejriwal government and the Centre over alleged corruption in the Delhi and District Cricket Association where he was the president for about 13 years till 2013. Suspended BJP MP Kirti Azad too alleged there were financial irregularities in the DDCA when Jaitley was at its helm.Jaitley has refuted the allegations and filed civil and criminal defamation cases against five AAP leaders, including Kejriwal. About “continuing mandamus”, Jaitley said the whole idea behind the move was to make sure that investigating agency does its job.”This process has gone on for two decades and you have cases of economic offences which are investigated by several agencies, state police, CBI and other agencies which requires an introspection and analytic view, a continuing mandamus alerts the investigation,” he said. Continuing Mandamus is a writ of Mandamus issued to a lower authority by the higher authority in general public interest asking the officer or the authority to perform its task expeditiously for an unstipulated period of time for preventing miscarriage of justice. The Finance Minister said there are not too many cases in which investigating agencies in a case involving continuing mandamus have ended investigation in favour of the accused. “The golden rule which most investigating agencies follow is that if a court is conducting a continuing mandamus, it is easier to file a charge sheet and let the court decide whether evidence exists or not,” he said. Therefore, Jaitley said, after 20 years of this experiment, a call has to be taken, including by the courts, whether the imbalance between a fair investigation and rights of the accused have been created by an institution of continuing mandamus. It is an instrument which can be used rarely in cases where there is reason to apprehend that an honest investigation is not being carried out. “To make continuing mandamus a regular practice, may have a tendency to create an imbalance in the criminal jurisprudence due to the reasoning adopted in the judgement of cases,” he said.

Women drivers and CNG-certified vehicles are likely to be given exemption from Delhi government’s ambitious odd-even scheme coming into force from January 1 in the national capital. During the 15-day trial, motorcycles and emergency vehicles including ambulance, PCR, fire tenders, will also not come under the ambit of road-rationing experiment.Chief Minister Arvind Kejriwal will announce the blue print of the odd-even scheme on Thursday which aims to prevent rising pollution in the city.”Women drivers will be exempted under the scheme but they will be penalised if any male member is travelling along. Women drivers travelling only with female members will also not be considered a violation,” sources said.<!– Dna_Article_Middle_300x250_BTF –>They said that according to the plan, owners of CNG-fitted cars will need to show prescribed stickers. Violation of the odd-even rule will attract a penalty of Rs 2,000.”Vehicles from other states entering Delhi will also come under the ambit of odd-even scheme. Government has also given an exemption to bikes from its ambitious plan,” they also said.Earlier this month, Kejriwal had announced that he, his ministers and all government officials will follow odd-even scheme. To curb rising pollution level in the national capital, the Delhi government has decided to introduce odd-even scheme to be implemented starting from January 1. A trial of the scheme will run till January 15.According to the government’s plan, it will run 6,000 additional buses to accommodate numbers of passengers after the implementation of odd-even scheme. Nearly 10 lakh private cars will daily stay off Delhi roads once the odd-even formula is enforced with drastic reduction in traffic flow expected to significantly reduce the high-level of pollution in the city. There are over 19 lakh private four-wheelers registered in Delhi and nearly half of these will go off the roads with the implementation of AAP government’s ambitious odd-even formula.

Congress leader Digvijay Singh on Wednesday took a dig at the BJP in the wake Kirti Azad’s suspension from the party and asked whether Shatrughan Sinha would be next on the firing line.

Delhi CM Arvind Kejriwal has slammed the move saying honest voices were being muzzled by the party. “There is no democracy in BJP. Honest voices are muzzled to protect corruption.”Congress leader Digvijay Singh on Wednesday took a dig at the BJP in the wake Kirti Azad’s suspension from the party and asked whether Shatrughan Sinha would be next on the firing line. “Kirti Azad suspended by BJP. His crime? Raised issue of corruption in DDCA with facts. “Is this going to be the fate of all those in the BJP who raise issue of corruption? First Ram Jethmalani and now Kirti. Next Shatrughan Sinha?” Singh said on Twitter. The Congress’ reaction came after BJP MP and former cricketer Kirti Azad was today suspended by party chief Amit Shah for publicly targeting Finance Minister Arun Jaitley with allegations of irregularities in Delhi’s cricket body DDCA. Congress spokesman Gaurav Gogoi also tweeted: “Where is zero tolerance against corruption? PM Modi protecting the accused – first Vyapam, then Lalit Modi, then PDS scam. Now DDCA scam #KirtiAzad”. Randeep Suhrewal also said, “My Way or Highway- “Being Anti Corruption is Being Anti-BJP!” Is this now the PM’s New Slogan?”

In an apparent reference to Aam Aadmi Party (AAP) chief Arvind Kejriwal coming down on Prime Minister Narendra Modi while demanding resignation, the Bharatiya Janata Party (BJP) on Wednesday said that they don’t pay much attention to a party makes no sense.

In an apparent reference to Aam Aadmi Party (AAP) chief Arvind Kejriwal coming down on Prime Minister Narendra Modi while demanding resignation, the Bharatiya Janata Party (BJP) on Wednesday said that they don’t pay much attention to a party makes no sense.”This is a nonsense party and we don’t pay much importance to them. They are unable to digest their food if they don’t put allegations on us,” Union Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi told ANI.<!– Dna_Article_Middle_300x250_BTF –> “If we see then everyday there is a false and baseless allegation by Aam Aadmi Party against one or the other minister. As far as Arun Jaitley is concerned, he has always been honest. If they will see the ground, they will stop making statement in the air,” he added. On a day when Prime Minister Modi defended Union Finance Minister Arun Jaitley, who has been accused by the AAP of corruption in Delhi’s cricket body, the DDCA, Chief Minister Arvind Kejriwal came down heavily on the Prime Minister and demanded his resignation saying the CBI raid at his office was conducted to ‘help’ Arun Jaitley.Speaking at the Delhi assembly, Kejriwal added, “BJP leaders have told me in private, whenever my name is taken, Prime Minister Modi’s blood boils.”

Sisodia claimed that during the raid, enquiries were made by the probe agency’s officials about people who had visited Chief Minister Arvind Kejriwal and each and every file kept in a CMO room was looked into in the “garb” of investigating Principal Secretary Rajendra Kumar

Manish Sisodia

The CBI raids in the Delhi Secretariat was “purely” aimed at scrutinising files related to alleged irregularities in Delhi and District Cricket Association (DDCA), Deputy Chief Minister Manish Sisodia said on Tuesday during the special session of the Delhi Assembly.Sisodia claimed that during the raid, enquiries were made by the probe agency’s officials about people who had visited Chief Minister Arvind Kejriwal and each and every file kept in a CMO room was looked into in the “garb” of investigating Principal Secretary Rajendra Kumar. Incidentally, Kumar was seated in the visitors’ gallery of the Assembly during the proceedings.<!– Dna_Article_Middle_300x250_BTF –>When her turn to speak came, AAP MLA Alka Lamba heaped praises on him, saying, “We are proud of an officer like you.” Amid protests by Leader of Opposition Vijender Gupta, Sisodia, flanked by Kejriwal, moved a resolution on the floor of the Assembly to constitute a Commission of Inquiry to probe the alleged corruption in DDCA. The Deputy Chief Minister said that internal committee of the Delhi Government, after talking to stakeholders, had prepared its report which “pointed fingers at Arun Jaitley”.The report of the government-constituted three-member committee “established Jaitley’s role” in the alleged DDCA irregularities, Sisodia said, adding, “There was massive corruption during Jaitley’s tenure and he tried to save those who committed those acts.” Following a CBI raid in Delhi Secretariat in connection with charges against Kumar, AAP has been claiming that the central agency carried out the searches to target the AAP chief and was looking for a file relating to alleged graft in DDCA.Since then, the party has been demanding resignation of Jaitley from the Union Cabinet. “The raid was purely to check what action plan was being prepared against corruption in DDCA. When we started raising the issue in the media, former cricketers raised their voice and spoke against the leaders of their own party,” Sisodia said referring to BJP MP Kirti Azad, a former cricketer.Reiterating allegations that are being made by AAP since last week’s raid, Sisodia claimed that the CBI had particularly raided the room where “files signed by the Chief Minister, and those to be signed” are kept. “I want to state this with full responsibility that there’s no office of Principal Secretary as such. It comes under the CM’s office. And there would anyway be no old files in CM’s office. It was a shameful incident,” he said.Sisodia claimed that government has the requisite power to constitute such a Commission of Inquiry to probe alleged corruption in DDCA “as sport falls in the state list”. The Kejriwal government had set up an inquiry committee to probe alleged irregularities in DDCA which had submitted its report.

“Arun Jaitley will come through with flying colours in the same manner as L K Advani did in Hawala case,” the Prime Minister said at a weekly meeting of the BJP Parliamentary Party.

Reacting to the District Cricket Administration (DDCA) controversy for the first time, Prime Minister Narendra Modi on Tuesday told BJP lawmakers that Finance Minister Arun Jaitley would “come through with flying colours,” from the controversy. “Arun Jaitley will come through with flying colours in the same manner as LK Advani did in Hawala case,” the Prime Minister said at a weekly meeting of the BJP Parliamentary Party. The Prime Minister also said that the Congress is raking up manufactured allegations to defame the government, said Union Minister Venkaiah Naidu, quoting Modi.<!– Dna_Article_Middle_300x250_BTF –>Meanwhile, the Delhi High Court has issued a notice to CM Arvind Kejriwal and five AAP leaders on a defamation suit filed by Jaitley against them. The political slugfest over DDCA affairs intensified on Monday after Finance Minister Arun Jaitley filed a criminal defamation complaint against Delhi Chief Minister Arvind Kejriwal and five other leaders of AAP for allegedly defaming him in the DDCA controversy before a Delhi court which took cognisance on his plea.Escalating the issue, BJP MP Kirti Azad, who has been indirectly cornering Finance Minister Arun Jaitley, late on Monday night called Jaitley a ‘napunsak’ in a tweet. However, later he claimed his Twitter account had been hacked. The one member Commission of Enquiry will be headed by former Solicitor General Gopal Subramanium.Meanwhile, undeterred by Finance Minister Arun Jaitley’s decision to slap civil defamation cases against Arvind Kejriwal and his AAP colleagues for allegedly defaming him in connection with the DDCA controversy, the Aam Aadmi Party (AAP) on Tuesday said it is neither ‘scared’ nor ‘threatened’.

The official said Kejriwal will seek day-to-day hearing in the case.<!– Dna_Article_Middle_300x250_BTF –>Earlier, a defiant Kejriwal asserted that the Aam Aadmi Party will not be scared by defamation suits against him and other AAP leaders by Jaitley and asked him to prove his innocence before the one-man Commission of Inquiry announced by Delhi Government to probe alleged irregularities in the Delhi and District Cricket Association. The Chief Minister also slammed BJP for protecting the Finance Minister despite facing charges of alleged irregularities during his tenure as DDCA chief for around 13 years till 2013.”I would have taken resignation if there were so much evidence against any of my ministers as I had taken the resignation of Jitender Singh Tomar and Asim Khan. BJP is shamelessly defending Jaitley,” he said. The Chief Minister’s decision to brazen it out became clear last night itself as the other AAP leaders named by Jaitley in his defamation suit had stuck to their guns and continued to target the Finance Minister.”Setting aside his ministerial responsibilities, Jaitley ji is making the rounds of the courts. But we won’t let the matter get buried this time around. We will continue to hold him corrupt in DDCA affairs,” AAP leader Sanjay Singh said.

Delhi Chief Minister Arvind Kejriwal on Monday wrote to Prime Minister Narendra Modi seeking his cooperation on the ‘odd-even’ initiative, and said directives or a public appeal by him in this regard would have a “major impact”.In a letter, Kejriwal apprised the Prime Minister that he, along with his colleagues, would carpool to office during the January 1-15 period when the vehicle rationing scheme will kick in and urged Modi to request Union ministers and secretaries to do the same. Kejriwal said the AAP government had to resort to the “unexpected and disagreeable decision” in order to mitigate air pollution in Delhi, which has assumed “dreadful proportions”.<!– Dna_Article_Middle_300x250_BTF –>”People will surely have to face some difficulties in the wake of its implementation… We are all answerable for this problem and we can find out a solution together only,” Kejriwal wrote in the letter.”The Delhi government is taking a lot of steps in this regard and has decided to implement the odd-even measures on an experimental basis. The blueprint is being worked out but it has already been decided that autos, cabs, public transport, ambulances, and emergency vehicles will be out of its ambit,” he added.Kejriwal, who has cycled on designated stretches during the past car-free days in the city, said if the experiment meets success then “we may repeat it in the future”.”I want to request you through this letter to inspire your ministers and secretaries to observe the same. This will send out a good message to the residents of Delhi and our efforts will get support. I believe that if there is a directive or appeal from your side to follow or comply with these rules than it will have a major impact,” Kejriwal wrote. In a radical step to curb air pollution, the Kejriwal government had announced earlier this month that private vehicles bearing odd and even registration numbers will be allowed to ply only on alternate days starting January 1.

Youths protest against the release of juvenile in Nirbhaya case
Manit
dna
A day before the juvenile convicted in the December 16 gang-rape of a young paramedic Jyoti Singh, known as Nirbhaya, is to be released after three years in a remand home in New Delhi, a protest led by the victim’s parents erupted outside the home. It culminated, on Saturday evening, in the detention of Nirbhaya’s parents and others by the Delhi police, even as the former juvenile was shifted from his north Delhi correctional institute to an “undisclosed location” outside the capital. Sources said the juvenile has been kept under observation of an NGO under protection of Delhi Police amid concerns that there is threat to his life.<!– Dna_Article_Middle_300x250_BTF –>Delhi chief minister Arvind Kejriwal angrily tweeted that he was shocked at the police action and had asked the chief secretary to talk to the police commissioner. Later in the evening, Jyoti’s parents were released. The protest was another symptom of the anxiety gripping the capital over the juvenile’s release. A recent demonstration held by certain civil society groups and the Centre for Social Research spoke out strongly against his release, asking for proof that he had “reformed”. They also asked for protection for Jyoti’s parents.Delhi Commission for Women chairperson Swati Maliwal wrote to the President Pranab Mukherjee, Chief Justice of India TS Thakur and the Principal Magistrate of the Juvenile Justice Board, Murari Prasad Singh, asking for a stay on the boy’s release.Amidst this furore, there have been some voices asking people to give the justice system a chance, especially in the light of the after care provision where the boy would be monitored periodically for two years. This provision is for those who are recognised as no longer in conflict with the law but are in need of care and protection till they get back on their feet. A senior officer with one of the city’s remand homes told dna that this includes providing accommodation with a group of peers, certain financial support till the person in question is able to provide for themselves. The officer added, based on his experience of dealing with juveniles, that everything a child becomes is formed by the society they have grown up in, all what they have been exposed to. Whether they are in an observational home for a few days in judicial custody, or a remand home for a few years after conviction, no amount of counselling and intervention will help unless they have a support system when they go out.”Though we have engaged mental health experts to understand the children’s’ psyche, what they’re dealing with, they go back to same, unchanged, circumstances outside the institute,” said the officer. “They find that what they have been taught and counselled on doesn’t work in these communities. They and their parents need support systems, so they know who to turn to when they need help. Right now, they don’t have that, and their families have no resources to get them help.”Children don’t realise the consequence of the habits they pick up, till they turn into addictions, the officer added, or criminal behaviour. Often they are trapped by their circumstances. We can teach them, said the officer, to recognise their mistakes, and right from wrong, so that hopefully they will be able to choose their path outside. However, counselling has shown to help these juveniles settle into law-abiding lives after they leave these correctional facilities.Bharti Ali, co-founder of the NGO HAQ: Centre for Child Rights, said that with minimal counselling they had been able to reduce the rate of repeat offenses to half, in the cases they dealt with. This juvenile too, she added, had received counselling, but could have got more. “He was witness to something extremely brutal on 16 December, and he needed help getting over that,” she said. Both Ali and the officer refrained from commenting on what would happen to the former juvenile after his release. Ali did add that the society needed to have “faith” in the juvenile justice system, and in the state’s claim that it would monitor his mental health.

In the wake of a CBI raid at the office of the Delhi chief minister’s secretary and the lodging of two FIRs against the Vigilance Secretary, an IAS officers’ body on Saturday met Arvind Kejriwal seeking a “conducive atmosphere” that would allow them to work in a “free and neutral manner”. The babus demanded an “institutional mechanism” for dealing with bona fide policy decisions and administrative actions. The association also sought an appointment with Lt Governor Najeeb Jung and the Union Home Secretary to take up issues concerning bureaucrats.<!– Dna_Article_Middle_300x250_BTF –>”There has to be an institutional mechanism… The Chief Minister has assured us that he will create a conducive atmosphere for officers to work in a free and neutral manner,” said A Anbarasu, secretary of the AGMUT cadre IAS Officers’ Association.According to the association, the chief minister assured them that he would do all that is required to strengthen the institutional mechanisms. The officers claimed they were being victimised due to the tussle between the Centre and AAP government in Delhi. They added that they want to work in a free, fair and neutral manner. On December 17, Delhi Home Minister Satyendar Jain had tweeted, “Centre now demoralised many Delhi government officials, many of whom fear they might be targeted just for working with the Kejriwal govt (sic).”On Wednesday, the IAS officers had also convened a meeting chaired by Chief Secretary KK Sharma at Delhi Secretariat, a few days after CBI raids at the office of Kejriwal’s secretary Rajendra Kumar and the registration of two FIRs against Vigilance Secretary Chetan B Sanghi in an alleged corruption case.Following the CBI raids, Kejriwal had slammed the Centre for targeting him and said that the investigation against Kumar was just an excuse. The Centre and Delhi government have been at loggerheads over several issues, including the transfer and posting of bureaucrats, Commission of Inquiry in alleged CNG fitness Scam, control of the Anti-Corruption Branch.

December 16 gangrape victim’s parents and scores of other activists were detained by Delhi police on Saturday for protesting outside the remand home. They were released a few hours later. The juvenile convict in the case is scheduled to be released tomorrow from the correction home and Nirbhaya’s parents were protesting against it.Delhi CM Arvind Kejriwal on Saturday tweeted that this action by Delhi police is unacceptable and that he has spoken to the Chief Secretary of Delhi to talk to the Police commissioner and get them released. The juvenile convict on Saturday was shifted from the remand home to an undisclosed location amid concerns that there was threat to his life, and several agencies are keeping an eye on the matter, said a highly-placed source.Brushing aside the public outcry against his release, Delhi High court on Friday had said BJP leader Subramanian Swamy’s plea seeking stay on the release of juvenile convict cannot be allowed as the statutory and existing law was coming in its way.Nirbhaya’s parents have expressed disappointment in the Delhi HC’s judgement and said that justice was not meted out to them.”Crime has won and we have lost (jurm jeet gaya, hum haar gaye). Although we haven’t seen him, nor met him, but despite all our efforts, a criminal will walk free,” said a dejected Asha Devi, mother of the victim on Friday. The mother, who waited for the order alongwith her husband Badri Singh Pandey, in the court, said, “Despite all our efforts for three years, our government and our courts have released a criminal. The assurance we were given was that we will get justice but that has not been delivered. We are very disappointed,” she had said about the order of the Bench which also directed the Juvenile Justice Board (JJB) to interact with the convict, his parents and concerned officials of Department of Women and Child Development regarding his “rehabilitation and social mainstreaming”.Delhi government has said it had submitted a rehabilitation plan for the juvenile convict in December 16 gangrape case. The government said that as per the plan, a one-time financial grant of Rs 10,000 will be given to the youth and a sewing machine will be arranged for him so that he can rent a tailor shop. The convict, who is now 21, is to release on December 20 after his three years stay in the observation home as part of the sentence for the offence of rape.(With Agency Inputs)

Ramdev says that he has not forgotten the issue.

Yoga guru Ramdev on Friday expressed dissatisfaction over NDA government’s initiatives to bring back black money from foreign countries but hoped that the Narendra Modi government will soon act on the issue.”I have spoken to Modi and Finance Minister Arun Jaitely. We have not forgotten the issue, but are giving time to Modi government. I hope he will bring back black money,” Ramdev told reporters here. Commenting on the CBI raids at Principal Sectary’s office in Delhi, Ramdev said, “It is for the first time that any CM (Arvind Kejriwal) is standing by an officer crossing his level of dignity.”<!– Dna_Article_Middle_300x250_BTF –>On Kejriwal’s attack on Jaitely, Ramdev said, “I have never heard any thing against his (Jaitley) integrity. Its unfortunate that such charges are levelled against him. I think charges against anyone should have some weight.” Speaking about the issue of intolerance, Ramdev said that it was a political matter as the fabric of the country was such that it takes along both Hindus and Muslims. The Yoga guru, who was here to inaugurate a Patanjali mega store said that from next year “they will focus on exports worth thousands of crores.” He also expressed his desire to open a chain of schools, disseminating both vedic and modern education. On allegations against Patanjali products, Ramdev said that there were elements promoting foreign products and those who oppose his ideology could go to any extent to damage “our reputation”.

AAP v/s Jaitley: Here’s what Arun Jaitley has to say about Arvind Kejriwal’s allegations

Free speech is unquestionably a pre-eminent Fundamental Right, but does free speech include the right to speak only falsehood? The Delhi Chief Minister, Mr. Arvind Kejriwal, seems to believe in untruth and defamation, delivered in a language that borders on hysteria.

File Photo

Replying to Arvind Kejriwal and Aam Aadmi party’s allegations, Union Finance Minister Arun Jaitley wrote a blog post titled Falsehood as Free Speech on Facebook bashing Delhi CM, Arvind Kejriwal and rejected charges of corruption. In the post, he claimed that the allegations of corruption were wrong while it was wrong to use the free speech argument to speak falsehoods. He also claimed that the CBI didn’t raid Arvind Kejriwal’s office, that he’d left cricket administration in 2013 and questioned Mamata Banerjee and Nitish Kumar’s support for Arvind Kejriwal. <!– Dna_Article_Middle_300x250_BTF –>Full Text of Arun Jaitley’s Facebook post: FALSEHOOD AS FREE SPEECHFree speech is unquestionably a pre-eminent Fundamental Right, but does free speech include the right to speak only falsehood? The Delhi Chief Minister, Mr. Arvind Kejriwal, seems to believe in untruth and defamation, delivered in a language that borders on hysteria. A few days ago, a Secretary of the Delhi Government was searched and arrested after being caught red handed for allegedly accepting a bribe. The CBI had conducted the operation. The Delhi Government welcomed the move.Four days later, another official close to the Chief Minister was searched for an alleged offence which related to the pre-Kejriwal period. The Chief Minister raised two pleas. First, that it violates the federal structure of the Constitution. In addition, the Chief Minister used unacceptable adjectives against the Prime Minister and, second, he questioned the purpose of the search and tried to divert attention by linking it to the Delhi Cricket body rather than alleged corruption of this official.FederalismFederalism is not a one way stream. It is not always that the Union Government challenges the spirit of federalism. A State or a Union Territory, by its unacceptable conduct, can also be a threat to federalism. During the UPA Government, the Delhi Government, with no police or investigative powers, registered an FIR against two Union Cabinet Ministers of the UPA Government for voluntarily implementing a decision of the Cabinet. If State Governments start investigating decisions of the Union Cabinet there can be no greater threat to federalism. Delhi is a Union Territory with no Police powers. I had, on 12th February, 2013, written a blog and, as Leader of Opposition, condemned this violation of federalism by the Union Territory of Delhi. If the Union Government were to consider using against the Delhi Chief Minister the adjectives that Mr. Kejriwal used against the Prime Minister, it would be legitimate to contend that this is not in consonance with the federal spirit. When two Chief Ministers, Mamata Banerjee Ji and Nitish Kumar Babu, supported Mr. Kejriwal, notwithstanding the use of highly objectionable words against the Prime Minister, can it be in consonance with the federal spirit? The two Chief Ministers need to redeem themselves by publicly distancing themselves from Mr. Kejriwal’s vocabulary. Now that the heat and dust of the search of an IAS officer’s room has settled down, it is clear that the search had nothing to do with either the Chief Minister or his room. An official was being searched for an alleged offence in his earlier capacities. The CBI has adequately clarified that. Notwithstanding that, an actually false propaganda is being repeated continuously. Why should the Chief Minister place himself as a shield in front of an official who is facing investigation? Why should two eminent Chief Ministers lend themselves to support the blatant falsehood of Delhi’s Chief Minister? The DDCAIt is a part of propaganda technique to deflect attention when you yourselves are in the dock. Finding himself acting as a shield to cover an officer under investigation, the Delhi Chief Minister has attempted to focus attention on me. He repeats endlessly that I misled the Parliament on the Delhi raid and that he has a series of allegations to make against me in relation to my tenure as President of the DDCA – Delhi’s cricket body. The Congress transiently joined Mr. Kejriwal’s company for the reason that its own leaders are in the dock for more than one reason.Even though I am not concerned with cricket administration since 2013, a Member of Parliament has been writing to various governmental bodies with regard to Delhi’s cricket affairs. The UPA Government seized upon the opportunity and referred the complaints to the SFIO which investigated all his complaints over a period of time and submitted a detailed Report on 21st March 2013. The Report concluded in relation to the DDCA being registered under the Companies Act, that:- “thus, in a nutshell, there are certain irregularities / non-compliance or technical violations, but no fraud (was) noticed as alleged”.These technical and procedural violations were all compoundable and were compounded by Members against whom they were alleged. The SFIO, under the UPA regime, investigated and could not find a shred of evidence against me. No personal allegation was ever made against me nor did I ever feel the need of contradicting it. There are fake allegations such as escalation of cost of construction of a stadium. When work expands, cost escalations are integral. A brand new 42,000 capacity world class stadium was constructed by the EPIL, a public sector body at a total cost of around Rs.114 crores. At the same time, the UPA Government renovated two stadiums. The Jawahar Lal Nehru stadium was renovated at a cost of over Rs.900 crores and Dhyan Chand stadium was renovated at a cost of over Rs. 600 crores. I have felt the need for stating the above in order to counter any unsubstantiated, non-specific allegations. I have left cricket administration in 2013. By referring to some facts of 2014 and 2015, he can’t drag me in.FALSEHOOD AS FREE SPEECHFree speech is unquestionably a pre-eminent Fundamental Right, but does free speech include…

There was high drama in New Delhi as Arvind Kejriwal claimed that his office was raided by the CBI. Calling Prime Minister Modi a ‘psychopath and coward’, he received support from fellow Chief Ministers Mamata Banerjee and Nitish Kumar. Meanwhile Arun Jaitley denied any allegations. “The office of the chief minister of Delhi has not been raided. The raid has nothing to do with Mr Arvind Kejriwal or his tenure as chief minister. TMC not engaged in politics of religion, says West Bengal CM Mamata Banerjee

In a veiled attack on the BJP, West Bengal Chief Minister Mamata Banerjee on Tuesday said that unlike “some parties” TMC was not engaged in religion-based politics.”Trinamool Congress is not like some parties which love to use religion for petty politics. I believe ‘Saare Jahaan Se Achha, Hindustan Humara’. The soil of Bengal belongs to the legacy of Rabindranath, Nazrul, Dwijendralal Roy. We believe in unity not hatred,” she said.Further, expressing “shock” at CBI raid at the office and residence of Delhi chief minister Arvind Kejriwal’s Principal Secretary, Banerjee said the agency’s move was beyond her understanding.<!– Dna_Article_Middle_300x250_BTF –>”Today they have send the CBI to raid the office of Delhi CM. I am shocked! Why are they doing this?” she said.Addressing a rally at the Gajole college ground, 35 kms off Malda, Banerjee claimed that despite the Centre taking away a major chunk of its revenue as interest on loans, the state’s assets have increased by 600 per cent in the last four years.”Growth in Bengal’s asset has increased by 600 per cent in the last four years. Let them stop taking our taxes. We do not need their funds. We are asking for our right. The state revenue has increased from Rs 21,000 crore to Rs 40,000 crore,” Banerjee said, adding that if there was not a huge outgo of the state’s revenue, lakhs of people could have been provided jobs.”We are paying for the sins of the CPI-M. They imposed a debt burden on the youth. Neither the Congress nor the BJP helped us,” she told the meeting.Banerjee said during her visit to Delhi she had also raised the issue of bad condition of national highways in the state. She also said that West Bengal was self-sufficient in power, claiming, “we are developing ‘power bank’. We will export power to other states in future.”

In the midst of its biggest face-off with the Modi dispensation yet, a combative AAP government rejected claims of CBI and the Centre that Chief Minister Arvind Kejriwal was not the target of today’s raid and insisted a room having “key” files and affidavits in his office were thoroghly examined by the agency.Deputy Chief Minister Manish Sisodia, after a high-level meeting attended by Kejriwal and all Cabinet Ministers, “openly challenged” Prime Minister Narendra Modi to dig out anything against the AAP ministers, saying there should not be any misconception that the Centre will be able to “terrorise us”.<!– Dna_Article_Middle_300x250_BTF –>”This is an open challenge. Seek as many details as you want on any act of corruption that has been committed in the past and we will you provide you all the necessary files. But if you target Kejriwal under the excuse of probing his Secretary, then you will never succeed,” Sisodia told reporters. The Deputy Chief Minister said when the CBI did not get anything against Kejriwal, they started saying that his Principal Secretary was raided. Also read: Delhi CM Arvind Kejriwal protests CBI raids at his office, dubs PM Modi a ‘coward’ and ‘psychopath'”Why the files of the relevant departments allegedly complicit in the matter were not examined ? They should not have the misconception that they will be able to terrorise us. We won’t be scared by these tactics like other state governments do. We won’t spare those who are trying to threaten honest officials working with us,” said Sisodia. The CBI said it carried out searches at Kumar’s office at the Delhi Secretariat and not that of the Chief Minister. Kumar, like Kejriwal is an IIT alumnus, and has been accused by CBI of favouring private companies in awarding government contracts from 2007-2014.”All this while, from 2006 you did not act. Now all of a sudden your own official files a complaint to the ACB, not even to the CM, and you swing into action. CBI is spreading terror against an honest CM and a popularly elected government. The way Congress used to misuse CBI, BJP is doing the same. If you train your guns at the CM from an official’s shoulder, we will strongly protest,” said Sisodia. When asked about Kejriwal calling Modi a “coward and psychopath”, Sisodia said, “You seek apology for your karma and we will apologise for our words.”

“The CBI (conducts) raids only when they receive a credible complaint and they want to investigate the corruption. Does Arvind Kejriwal want to protect corruption,” asked Javadekar.

The Aam Aadmi Party (AAP) on Tuesday alleged that a ‘dictator’ Prime Minister Narendra Modi was using the Central Bureau of Investigation (CBI) as a ‘political instrument’ to suppress the opposition.”The CBI is being used as a political instrument by Mr. Modi, who has turned into a dictator after realising that he has lost popular support in the country. I am amazed that the media of the country believes that Chief Minister’s office has not been raided. If the media believes that this is no violation of the federal structure in the country than I am sorry. It is an attack on the democratic fabric of the country,” AAP spokesperson Deepak Bajpai told ANI.<!– Dna_Article_Middle_300x250_BTF –>”A dictator is ruling this country and the people of the country will not take it lying down they will come out and respond,” he added.Bajpai further said the people of the country will stand up and respond to Prime Minister Modi-led NDA Government at the Centre. The government, however, justified the CBI raid on the Delhi Secretariat with Minister of State for Environment and Forests Prakash Javadekar alleging that the hypocrisy of AAP stands exposed.Javadekar dubbed Delhi Chief Minister Arvind Kejriwal’s reaction on the CBI raid as ‘atrocious’.”The CBI (conducts) raids only when they receive a credible complaint and they want to investigate the corruption. Does Arvind Kejriwal want to protect corruption,” asked Javadekar.”Instead of immediately taking action against his own officials, who are found for corruption, he is accusing the Prime Minister. This is worst kind of politics,” he added.Javadekar alleged this is the worst scenario Delhi has ever witnessed as a sitting Chief Minister is protecting corruption.Refuting Kejriwal’s allegation on the raid on Chief Minister’s office, the CBI has said that the raid was conducted on the Principal Secretary’s office following a warrant.Kejriwal has accused the CBI of ‘lying’ and asserted that the investigating agency was looking at the files in the Chief Minister’s office.

Delhi minister calls Modi ‘psychopath’

Arvind Kejriwal blames Prime Minister Narendra Modi for a “raid” on his office, calling him a “coward and a psychopath”.

Shakur Basti demolition: Delhi HC pulls up authorities, calls it ‘pathetic act’

The bench also asked the Delhi government to “coordinate with the authorities and provide every possible support they can to people who have been put to risk of life in this winter”.

Stepping into the demolition row, the Delhi High Court on Monday came down heavily on the Railway Ministry and police for razing of a slum cluster in west Delhi and directed the authorities to immediately rehabilitate over 5,000 people rendered homeless in this biting cold.A bench of justices S Muralidhar and Vibhu Bakhru further said this is a “pathetic act” as “peoples’ lives are involved and we cannot be so casual”. “It is dire situation where life and liberty of the people are in grave danger,” the bench said, noting that an infant had died though railways has claimed that the incident had “nothing” to do with the demolition. Taking note that the counsel for railways have failed to produce the relevant communication on which police went to demolish the slum at Shakur Basti here on Saturday, the court asked them to file their report before December 16 on the way they have and will be rehabilitating those who were rendered homeless.<!– Dna_Article_Middle_300x250_BTF –>The bench also asked the Delhi government to “coordinate with the authorities and provide every possible support they can to people who have been put to risk of life in this winter”. Senior standing counsel Rahul Mehra, appearing for Delhi government, agreed to it and said, “what needs to be done, we will do as we are not shying away from our duty”. He further said Chief Minister Arvind Kejriwal himself is monitoring the issue and has ordered a magisterial inquiry into the demolition drive and death of the six-month-old girl. The court’s direction came on a public interest litigation filed by senior congress leader Ajay Maken, who sought that the ministry and Delhi police should be restrained from carrying out any further eviction or harassment of people living in Shakur Basti until all appropriate rehabilitation has been provided. Maken, through his counsel Aman Panwar also informed the court that besides ministry and police, Delhi Urban Shelter Improvement Board (DUSIB) should ensure that all displaced persons are immediately rehabilitated in temporary relief camps and shelter homes.Congress vice president Rahul Gandhi has also attacked the Centre and Kejriwal government over the razing of a slum, as he visited the site today and assured the homeless that he will fight their “battle”. The high court also said that there should be no further “violence” against those who have been left homeless. It asked the railways to give a survey report of the people living at Shakur Basti along with the number of people affected and who all can be rehabilitated. The court also issued notice to the ministry, Delhi police, DUSIB and Delhi government directing them to file replies on the plea, which alleged that the demolition drive was done in “complete haste”. The plea said that the “demolition is in violation of the Master Plan Delhi 2021…”. The court asked what was the “tearing hurry to demolish the cluster in December”.”You really don’t care about people, you just want to remove them. It is really a pathetic act. The attitude has to change. I do not know what the person thinks while passing such orders and the police also straightway follow such directions,” the bench said, adding that “every minute they are spending in the open is dangerous for them”.It said that how can people be evicted without having any rehabilitation plan. It asked the Delhi government to ensure that the children are given education during the rehabilitation program. All the concerned agencies have been told to give blankets, shelter, food, medicines to those rendered homeless. Meanwhile, the counsel for railways said Shakur Basti land was for building platforms and notices were issued to them in March

No demolition without rehabilitation, says Kejriwal after meeting Suresh Prabhu

Railways had undertaken a demolition drive at Shakurbasti on Satuday removing about 1,200 slums and shops in the area. The drive caused a storm over the death of a child in the area

Enraged over a railway demolition drive in west Delhi that has been blamed for the death of a 6-month-old infant, Chief Minister Arvind Kejriwal on Monday met Railway Minister Suresh Prabhu, announcing that there will be no further slum demolitions without rehabilitation.”In principle, it was decided that there will be no demolition anywhere without rehabilitation in the coming days,” Kejriwal said after meeting Prabhu. The Chief Minister along with Deputy Chief Minister Manish Sisodia and senior Delhi government officials met Prabhu at Rail Bhawan here. The meeting lasted for about 30 minutes. “If any land is required for whichever railways projects, they should give us a schedule and Delhi government will first rehabilitate them before demolition,” Kejriwal said.<!– Dna_Article_Middle_300x250_BTF –>Railways had undertaken a demolition drive at Shakurbasti on Satuday removing about 1,200 slums and shops in the area. The drive caused a storm over the death of a child in the area. While Delhi government alleged that the child died during the drive, Railways maintained that the toddler died much before the removal of encroachment. Describing the meeting with Prabhu as “very good”, Delhi CM said, “It was a good discussion. He (Prabhu) had very positive attitude.”Kejriwal noted that Railways will have to provide a list of the city land to be used for rail projects to the government. “It was decided that railways will give us the schedule in the next three/four years wherever railways wanted land for its development. Delhi government will first rehabilitate them as per its rehabilitation policy. We will give houses to them to shift,” he said. Senior railway officials had met Kejriwal yesterday explaining the need for the removal of encroachment on railway land.Railways, on its part, maintained that the removal of “fresh encroachment” was necessary for expanding the infrastructure and that the action was taken in the slum area after sending three notices, the first one being with March 14, 2015 deadline.”Currently we have given 594 houses to shift them in a peaceful manner with police. First rehabilitation and then the land will be transferred after being vacated,” Kejriwal reiterated. “I have said, within five years, the government as per the policy, will rehabilitate those vacated, either in the same spot or nearby areas. Then the land will be handed over to Railways,” he added.

Railway Minister Suresh Prabhu denies Kejriwal’s claim, says child died ‘before’ slum demolition

Amidst the blame game, Suresh Prabhu claims that the child died before the demolition had even begun.

Railway Minister Suresh Prabhu on Monday reiterated his stand that the six-month-old child had died before the demolition in Shakur Basti and not during the drive.Prabhu made his statement in the Lok Sabha on the encroachment drives where around 500 jhuggis were razed to the ground.”The child has died much before the demolition drive began and the encroachers did not vacate the place despite repeated notices. Such encroachments are the main source of garbage and safety hazard. Will meet Delhi Chief Minister today to discuss tackling encroachment in other areas too,” Prabhu said in his statement.<!– Dna_Article_Middle_300x250_BTF –>Chief Minister Arvind Kejriwal had earlier demanded that a murder case be registered against the officers who were responsible for the demolition which caused the child’s death.”Railways have demolished 500 shanties in this extreme cold. One child has died. God will never forgive them. Had instructed the local SDM to arrange for food and shelter. They did not arrange the same, so have suspended them,” an enraged Kejriwal said in a series of tweets.Meanwhile, Congress vice president Rahul Gandhi visited the demolition site on Monday and held the Delhi Government and the Prime Minister Narendra Modi-led Centre responsible for the razing of the slum, while assuring the homeless slum dwellers that they would be provided aid at the earliest.”Call me if they try to break your homes again and I promise I won’t let it happen. I will help you in every way possible. You know we are not in power, it is Modi ji and Kejriwal ji who are at power. Your fight is our fight,” Rahul told the slum dwellers.”There is a way of doing these things and the law has clearly been broken here. The Modi Government and the Delhi Government are involved here and now they are engaged in a blame game. What they should be doing is help the hungry and the people in pain. They need to ensure rehabilitation and provide them shelter,” he added.Kejriwal had earlier hit out at Rahul for accusing the Delhi Government for the demolition and called him a ‘child’.”Rahul Gandhi is still a child. I don’t think his party has told him that that Indian Railways comes the Centre and not the Delhi Government,” Kejriwal tweeted.

Shakur Basti demolition: AAP govt orders probe, Kejriwal to take up the issue with Suresh Prabhu

After meeting the evicted dwellers, Kejriwal said that those people had been living there since 1992-94, but in one moment, Railway demolished the shanties.

People collect their belongings after a demolition drive carried out by railways in Shakur Basti of Delhi on Sunday

Delhi Chief Minister Arvind Kejriwal will take up the demolition drive in Shakur basti and death of a baby at the site with Railway Minister Suresh Prabhu as he was not satisfied with the ministry officials’ response.”In the meeting, Railway officials told the CM said that there is no rehabilitation scheme before demolition. The Chief Minister completely rejected the claims of the Railways,” said a Delhi Government official. After meeting the evicted dwellers, Kejriwal said that those people had been living there since 1992-94, but in one moment, Railway demolished the shanties. “Those who have done this (demolition of shanties) are not humans, instead they are animals and bestial,” Kejriwal said.<!– Dna_Article_Middle_300x250_BTF –>Sources said that the Railway officials failed to give satisfactory response in the meeting with the Delhi CM. “Railway officials failed to give satisfactory response as to why demolition drive was carried out when asked whether it was an emergency project,” sources said. They added when Kejriwal asked why proper rehabilitation measure was not taken before demolition, Railway officials said they will inform the their Board and Ministry about it.”CM was not happy with the Railway officials’ response and he would take up the matter with Railway Minister,” sources also said. The Delhi government ordered a magisterial probe into the demolition of 1200 slum units at Shakur Basti in West Delhi and planned to move court seeking FIR against those who ordered the action citing the Special Provision Act according to which no demolition can be carried out until government needs land urgently. The railways, on its part, said the removal of “fresh encroachment” was necessary for expanding the infrastructure and that the action had been taken after three notices, the first one with the March 14, 2015 deadline.A six-month-old baby died in one of the slum units, which the railways insisted had “nothing to do with removal of encroachments”, claiming that it occurred two hours before the demolition started at 12 pm. Police said prima facie the baby died due to suffocation after a heap of clothes fell on it when the parents were preparing to clear out of the jhuggi and hence no case was registered. The baby’s grandmother, however, said it was wrong on the part of the railways to deny any connection of the demolition drive with the death of the child, saying “the officials never informed us in advance”. “They had made a plan to demolish the shanty and had surrounded the area. There was chaos and when police started chasing us, we started running and in that moment the luggage fell on the child and he died after that. Had they informed us in advance, we would have not come in their way,” the victim’s grandmother said, adding “As police started chasing us and throwing our items, we panicked. We want rehabilitation.” Kejriwal, who visited the site late last night, slammed the railways for undertaking the demolition drive at a time when the temperature saw a sharp drop. He ordered officials to immediately provide blankets and food to those who were rendered homeless following the drive.Earlier in the day he told the reporters, “A child has died here. It is a very sad thing and I think that a murder case should be registered against the officers. Compensation will be taken from them. It should be deducted from the salaries of the officers who have conducted these raids.” In a series of tweets, Kejriwal had said, “Railways have demolished 500 shanties in this extreme cold. One child has died. God will never forgive them. Had instructed the local SDM to arrange for food and shelter. They did not arrange the same, so have suspended them.”The Chief Minister said that he had spoken to Union Railways Minister Suresh Prabhu, who was “not aware of this operation. He was also shocked. In a statement released later in the evening, the Delhi government blamed the railways for demolishing the shanties in Shakur Basti “without any survey/rehabilitation plan for the slum dwellers leaving them without shelter in cold weather.” “This is against the provisions of extant Slum and J J Rehabilitation and Relocation Policy of GNCTD. This policy has been framed as per the provisions of DUSIB Act, 2010; Special Provisions Act, 2011, Master Plan of Delhi 2021 and various landmark judgements of Supreme Court of India and High Court of Delhi,” it said. The AAP government also said this demolition is against the decisions taken in the meetings held between Chief Minister Arvind Kejriwal and senior railway officers on May 8 and September 22 this year. “The Delhi Slum and J J Rehabilitation and Relocation Policy envisages that shanties in Delhi will not be demolished without rehabilitation of eligible dwellers as per provisions of the said policy. “Whether the dwellers are eligible for rehabilitation or not can be ascertained only after the joint survey and eligibility determination by Delhi Urban Shelter Improvement Board (DUSIB) and Land Owing Agency, which in this case is Railways. But unfortunately no such survey was conducted by Railways before carrying out this demolition,” it said.It also alleged that railways did not even inform DUSIB about the demolition “thereby causing a great hardship to the dwellers as even the relief arrangement such as food and water etc. could not made for the victims of this demolition.”

Chetan Bhagat gets trolled after claiming that Delhi’s odd-even car policy is unfair to men

Apparently the Delhi government is mulling exempting women drivers who are alone from the odd-even rule. This hasn’t gone down well with Chetan Bhagat.

Chetan Bhagat

Since the AAP-ruled Delhi government decided to implement the odd-even number car rule in the national capital, Bhagat has been staunch in his criticism of the decision, through a series of tweets. The odd-even scheme for plying of private vehicles in the city will be in force from 8 am-8 pm from January 1 for an initial period of 15 days and there will be no restrictions on vehicular movement on Sundays, the Delhi government has said.Union Home Minister Rajnath Singh has also assured Arvind Kejriwal of full assistance in enforcing the odd-even scheme in the city.<!– Dna_Article_Middle_300x250_BTF –>As many as 4000 additional buses will be pressed into service by Delhi government, as part of its efforts to strengthen the public transport, from January 1, when the odd-even scheme for plying of private vehicles will come into force.Read: When Chetan Bhagat got trolled for commenting on #DelhiOddEvenLogicBhagat though doesn’t seem to be able to get over the issue. On Thursday, he went a step further in his criticism and tweeted, ” So odd-even rule doesn’t apply to women only cars, for safety. Because men, you know, can never be robbed, attacked, feel unsafe or killed.”Bhagat obviously feels that the special exemption granted to women isn’t fair to men. But at least this time, the novelist might have created unnecessary furore. Those who commented on his tweet certainly thought the novelist was taking a cheap shot.I am not sure of the veracity of this claim, but it’s a massive put down.Shree Manu dismisses Chetan Bhagat’s worries.Laxit Parsana reminds Bhagat that he lives in Mumbai and Kejriwal doesn’t.Anil Acharya is candid about what he thinks of Bhagat’s comment.Jules Derek has some advice for Bhagat:Bharat Kavade agrees.(The fake) Yash Chopra asks Chetan an interesting question.Zeeshan warns Bhagat not to destroy his image.Nitin Chavan exposes the absurdity of Bhagat’s logic.Bandy Banerjee asks Bhagat to offer solutions instead of criticising.
While Chetan Bhagat got more support than ridicule when he first spoke out against those claiming that intolerance was growing in India, he seems to be losing support quickly now. Even his initial opposition to the odd-even car rule was far better received than his latest tweet. Perhaps he really needs to introspect for once.

Members pointed out that while victims of communal riots are paid compensation, no such practice followed by the Centre for dalits.Controversy had erupted over Delhi police personnel entering Kerala House on October 26 following a complaint that cow meat was being served there. Kerala Chief Minister Oommen Chandy and his Delhi counterpart Arvind Kejriwal had condemned the “raid”. Though Kerala House said cow meat was never on its menu, it stopped serving even buffalo meat for a couple of days.Delhi Police Commissioner BS Bassi had claimed the canteen was not raided and that the police were merely taking “preventive measures” based on a PCR call. The incident had come close on the heels of lynching of a Muslim man at Bishada village near Dadri in Uttar Pradesh over rumours that he and his family had eaten and store beef.Police had detained Hindu Sena chief Vishnu Gupta for allegedly making a false complaint about beef being served at Kerala House.”Parliament did not run but the Standing Comtee (Committee) on Home Affairs had a purposive two-hour meeting. Delhi government may allow women’s vehicles to ply on all days of the week

Fraught with criticism over its decision to allow plying of odd and even numbered vehicles on alternate days of the week from day one of 2016 –especially from who cited safety concerns –the Arvind Kejriwal government may allow women’s vehicles to ply on all days of the week.Sources told dna that while the plan is at a preliminary stage, the government is contemplating to allow private vehicles driven by women on all days of the week, given that the capital is still unsafe for women commuting alone.<!– Dna_Article_Middle_300x250_BTF –>According to sources, the government is also planning to fix certain hours in a day –ranging from morning peak hours to evening—when commuters will have to follow the rule, instead of making it a 24-hour rule. Moreover, Delhi’s roads will be opened to all vehicles on Sunday, when most people venture out of their homes. The plan in its current form would be applicable for private vehicles, including for ministers and officials working with the Delhi government. Public and commercial vehicles will be excluded from the plan. The government has already set up a steering committee headed by Delhi PWD minister Satyendra Jain with representatives of other departments concerned. The committee will study suggestions received by citizens and come up with a blueprint of the plan in the next two weeks. On the other hand, Jain and transport minister Gopal Rai had different views as far as plying of two-wheelers were concerned, but sources said the plan would start with cars, following which two-wheelers would also be brought in its ambit. In a radio advertisement which is likely to go on-air from Tuesday, chief minister Arvind Kejriwal, requests citizens to go for car pooling as a measure to curb pollution in Delhi, at least for 15 days. “Let’s try it out for 15 days from January 1. If you face a lot of inconvenience, we will stop it. I wouldn’t do anything against your wish,” he says, urging people to send their ideas at [email protected] Will two-wheelers be allowed?Delhi Home Minister Satyendar Jain on Monday said that the ‘odd-even’ formula will not be applicable to two-wheelers in the national capital and the restriction extends only to the plying of private vehicles, including those entering from other states. A government spokesperson, however, said that exemption for two-wheelers was just a suggestion and a final decision is yet to be taken in this regard.”The odd-even (number plate) formula will be applicable only to private cars plying in Delhi. For now, the movement of two-wheelers, taxis, autos will be not be restricted on alternate days,” the minister said. He also said that private cars from other states entering Delhi shall come under this formula that will be effective from January 1. But the spokesperson said regarding the policy for two- wheelers that, “The government has been receiving many suggestions from people on the implementation of the formula. Till the government puts a blueprint on this out in the public domain, it is just speculation. Government has not taken a final decision in this regard.”

Surveys show AAP winning 2017 Punjab election with huge margin: Arvind Kejriwal

Delhi’s ‘odd-even formula’: Twitter mocks Kejriwal govt’s anti-pollution move

New Delhi will soon ban private cars from its roads on alternate days, according to their registration numbers, in an attempt to improve air quality in the world’s most polluted city.
