Come January 1, eatables in Parliament canteen to get costlier

The rate hike will apply to all MPs, officials of Lok Sabha and Rajya Sabha, media persons, security personnel as well as visitors, the statement said. Subsidy outgo on Parliament canteen is Rs 4 crore annually. On an average 8 per cent of food is consumed by MPS, 9 per cent by media, while staff and security personnel consume 50 per cent. Visitors and official meetings account for the remaining.

Centre set to allow bull taming sport ‘Jallikattu’ despite Supreme Court ban

The Supreme Court had banned using bulls for Jallikattu events or bullock-cart races across the country and directed governments and Animal Welfare Board of India to take steps to prevent the infliction of unnecessary pain or suffering on animals. The ban on Jallikattu has dampened Pongal festivities in the state, especially in southern districts where it has been a popular event for centuries, and there has been demands for facilitating its conduct.
Javadekar had earlier hinted that the Centre would consider taking steps, including amending laws to allow the sport.

Hitting at finance minister Arun Jaitley, Delhi government on Monday said there is no question of giving a “clean chit” to him when an investigation into its alleged financial irregularities is yet to start.”No clean chit has been given to anyone in Delhi cricket body investigation. The enquiry is yet to begin,” Delhi’s deputy chief minister Manish Sisodia.The BJP said the AAP government should apologise to Jaitley for charging him with corruption in DDCA even though its own report found nothing culpable against him.Sisodia raised a number of questions on financial irregularities in DDCA’s functioning and in giving tenders for work already done.”Election commission of DDCA, Serious Fraud Investigation Office (SFIO), and fact finding committee have found scams involving crores of rupees. How fake companies were created and given tenders and how payments were given for work which had already been done,” he asked.”The election commission reports also say that private cricket academies are being run under the umbrella of DDCA. Odd-even formula: Delhi govt conducts trial run with 750 private buses

On December 4, the Arvind Kejriwal government had announced that 4,000 buses will be “general” buses while 2,000 buses to be taken from schools after their duty hours will have 50 per cent seats reserved for women. The government recently issued a helpline — 011-23370209, for applicants who want to register with this new bus service.

Christmas festivities grip nation

A spirit of festivity pervaded across the country as midnight masses, resonance of carols and merriment ushered in Christmas on Friday. As bells tolled, worshipers thronged churches and cathedrals decorated with twinkling lights for the midnight service to celebrate the birth of Jesus Christ. Sparkling Christmas trees and gift items adorned marketplaces that wore a festive look as community feasts, exchange of greetings and colourful processions marked the occasion.Traditional Christmas carols rendered the air festive with gospel bands enthralling the merry-makers with songs like ‘Jingle Bells’, ‘Oh Holy Night’ and ‘Santa Claus Is Coming to Town’. It was a busy day for Santa Claus, the man in red with a flowing white beard, who went from place to place cheering the revellers.Delhi tuned to a celebratory note with the yuletide spirit reflecting in tastefully decked up churches and santa caps dotting busy marketplaces across the national capital. Chief Minister Arvind Kejriwal took part in the festivities by visiting the Sacred Heart Cathedral and wishing the people.The festivity imbibed by non-Christians was expressed through greetings on social media as well participating in X-Mas parties thrown on the day. People used WhatsApp, Facebook and other online means of communication to send Christmas greetings to their families and loved ones.Redemption, rejoicing, feasting and singing marked the occasion in the North-East which has sizeable Christians. Christmas was celebrated throughout Meghalaya with midnight services in churches and tourists and locals exchanging greetings and gifts with friends and relatives.Meghalaya’s capital Shillong was decked up with government and private buildings as well as streets being illuminated and decorated with Christmas trees, banners and festoons. A special programme for the hearing-impaired believers was organised in one of the oldest churches in Shillong at Police Bazaar.While in the Garo Hills region Christmas celebration and preparation for the New Year were going on, Tura town was illuminated with different coloured lights. In Nagaland, believers offered prayers for peace and unity in the Naga society. The rural areas too were illuminated with decorations for the festive season to culminate on the New Year.Midnight masses across all churches in Goa marked the commencement of Christmas celebrations in the state, where one-third of the population is from Catholic faith. Streets leading to the coastal villages were jammed with the vehicles as tourist inflow is also on rise for Christmas and New Year.While tourists were busy partying on the beaches, the local people were seen attending midnight masses, followed by Christmas celebrations in their parish. Traditional dance parties were also organised at various places.Cribs indicating the life of Lord Jesus were set up all across the state in front of the houses. “The biggest crib you will find at Velsao (a beach village 45 kms away from Panaji). Youths are busy getting crib sets of every size. Amid frequent face offs between the government and opposition, Finance Minister Arun Jaitley on Wednesday said political discourse in the country has become “more vulgar”.”Though extremely popular to say, the anti-corruption law must be made more and more stringent and more and more unreasonable. That is the more popular way these days in politics, particularly when political discourse also tends to become more vulgar,” Jaitley, under fierce opposition attack over alleged irregularities in Delhi’s cricket body, said delivering the annual Intelligence Bureau lecture.<!– Dna_Article_Middle_300x250_BTF –>Jaitley’s comments came amidst the ongoing tussle between the Arvind Kejriwal government and the Centre over alleged corruption in the Delhi and District Cricket Association where he was the president for about 13 years till 2013. Suspended BJP MP Kirti Azad too alleged there were financial irregularities in the DDCA when Jaitley was at its helm.Jaitley has refuted the allegations and filed civil and criminal defamation cases against five AAP leaders, including Kejriwal. About “continuing mandamus”, Jaitley said the whole idea behind the move was to make sure that investigating agency does its job.”This process has gone on for two decades and you have cases of economic offences which are investigated by several agencies, state police, CBI and other agencies which requires an introspection and analytic view, a continuing mandamus alerts the investigation,” he said. Continuing Mandamus is a writ of Mandamus issued to a lower authority by the higher authority in general public interest asking the officer or the authority to perform its task expeditiously for an unstipulated period of time for preventing miscarriage of justice.The Finance Minister said there are not too many cases in which investigating agencies in a case involving continuing mandamus have ended investigation in favour of the accused. “The golden rule which most investigating agencies follow is that if a court is conducting a continuing mandamus, it is easier to file a charge sheet and let the court decide whether evidence exists or not,” he said.Therefore, Jaitley said, after 20 years of this experiment, a call has to be taken, including by the courts, whether the imbalance between a fair investigation and rights of the accused have been created by an institution of continuing mandamus.It is an instrument which can be used rarely in cases where there is reason to apprehend that an honest investigation is not being carried out. “To make continuing mandamus a regular practice, may have a tendency to create an imbalance in the criminal jurisprudence due to the reasoning adopted in the judgement of cases,” he said.

To curb rising pollution level in the national capital, the Delhi government has decided to introduce odd-even scheme to be implemented starting from January 1. A trial of the scheme will run till January 15.According to the government’s plan, it will run 6,000 additional buses to accommodate numbers of passengers after the implementation of odd-even scheme. Nearly 10 lakh private cars will daily stay off Delhi roads once the odd-even formula is enforced with drastic reduction in traffic flow expected to significantly reduce the high-level of pollution in the city.There are over 19 lakh private four-wheelers registered in Delhi and nearly half of these will go off the roads with the implementation of AAP government’s ambitious odd-even formula.

A day before the juvenile convicted in the December 16 gang-rape of a young paramedic Jyoti Singh, known as Nirbhaya, is to be released after three years in a remand home in New Delhi, a protest led by the victim’s parents erupted outside the home. It culminated, on Saturday evening, in the detention of Nirbhaya’s parents and others by the Delhi police, even as the former juvenile was shifted from his north Delhi correctional institute to an “undisclosed location” outside the capital. Whether they are in an observational home for a few days in judicial custody, or a remand home for a few years after conviction, no amount of counselling and intervention will help unless they have a support system when they go out.”Though we have engaged mental health experts to understand the children’s’ psyche, what they’re dealing with, they go back to same, unchanged, circumstances outside the institute,” said the officer. “They find that what they have been taught and counselled on doesn’t work in these communities. They and their parents need support systems, so they know who to turn to when they need help. Right now, they don’t have that, and their families have no resources to get them help.”Children don’t realise the consequence of the habits they pick up, till they turn into addictions, the officer added, or criminal behaviour. Often they are trapped by their circumstances. We can teach them, said the officer, to recognise their mistakes, and right from wrong, so that hopefully they will be able to choose their path outside.However, counselling has shown to help these juveniles settle into law-abiding lives after they leave these correctional facilities.Bharti Ali, co-founder of the NGO HAQ: Centre for Child Rights, said that with minimal counselling they had been able to reduce the rate of repeat offenses to half, in the cases they dealt with. This juvenile too, she added, had received counselling, but could have got more. “He was witness to something extremely brutal on 16 December, and he needed help getting over that,” she said.Both Ali and the officer refrained from commenting on what would happen to the former juvenile after his release. Ali did add that the society needed to have “faith” in the juvenile justice system, and in the state’s claim that it would monitor his mental health.

In the wake of a CBI raid at the office of the Delhi chief minister’s secretary and the lodging of two FIRs against the Vigilance Secretary, an IAS officers’ body on Saturday met Arvind Kejriwal seeking a “conducive atmosphere” that would allow them to work in a “free and neutral manner”. December 16 gangrape victim’s parents and scores of other activists were detained by Delhi police on Saturday for protesting outside the remand home. They were released a few hours later. The juvenile convict in the case is scheduled to be released tomorrow from the correction home and Nirbhaya’s parents were protesting against it.Delhi CM Arvind Kejriwal on Saturday tweeted that this action by Delhi police is unacceptable and that he has spoken to the Chief Secretary of Delhi to talk to the Police commissioner and get them released.The juvenile convict on Saturday was shifted from the remand home to an undisclosed location amid concerns that there was threat to his life, and several agencies are keeping an eye on the matter, said a highly-placed source.Brushing aside the public outcry against his release, Delhi High court on Friday had said BJP leader Subramanian Swamy’s plea seeking stay on the release of juvenile convict cannot be allowed as the statutory and existing law was coming in its way.Nirbhaya’s parents have expressed disappointment in the Delhi HC’s judgement and said that justice was not meted out to them.”Crime has won and we have lost (jurm jeet gaya, hum haar gaye). Although we haven’t seen him, nor met him, but despite all our efforts, a criminal will walk free,” said a dejected Asha Devi, mother of the victim on Friday.The mother, who waited for the order alongwith her husband Badri Singh Pandey, in the court, said, “Despite all our efforts for three years, our government and our courts have released a criminal. The assurance we were given was that we will get justice but that has not been delivered. We are very disappointed,” she had said about the order of the Bench which also directed the Juvenile Justice Board (JJB) to interact with the convict, his parents and concerned officials of Department of Women and Child Development regarding his “rehabilitation and social mainstreaming”.Delhi government has said it had submitted a rehabilitation plan for the juvenile convict in December 16 gangrape case. The government said that as per the plan, a one-time financial grant of Rs 10,000 will be given to the youth and a sewing machine will be arranged for him so that he can rent a tailor shop.The convict, who is now 21, is to release on December 20 after his three years stay in the observation home as part of the sentence for the offence of rape.(With Agency Inputs)

A few days ago, a Secretary of the Delhi Government was searched and arrested after being caught red handed for allegedly accepting a bribe. The CBI had conducted the operation. The Delhi Government welcomed the move.Four days later, another official close to the Chief Minister was searched for an alleged offence which related to the pre-Kejriwal period. The Chief Minister raised two pleas. First, that it violates the federal structure of the Constitution. In addition, the Chief Minister used unacceptable adjectives against the Prime Minister and, second, he questioned the purpose of the search and tried to divert attention by linking it to the Delhi Cricket body rather than alleged corruption of this official.FederalismFederalism is not a one way stream. It is not always that the Union Government challenges the spirit of federalism. A State or a Union Territory, by its unacceptable conduct, can also be a threat to federalism. During the UPA Government, the Delhi Government, with no police or investigative powers, registered an FIR against two Union Cabinet Ministers of the UPA Government for voluntarily implementing a decision of the Cabinet. If State Governments start investigating decisions of the Union Cabinet there can be no greater threat to federalism. Delhi is a Union Territory with no Police powers. I had, on 12th February, 2013, written a blog and, as Leader of Opposition, condemned this violation of federalism by the Union Territory of Delhi.If the Union Government were to consider using against the Delhi Chief Minister the adjectives that Mr. Kejriwal used against the Prime Minister, it would be legitimate to contend that this is not in consonance with the federal spirit. When two Chief Ministers, Mamata Banerjee Ji and Nitish Kumar Babu, supported Mr. Kejriwal, notwithstanding the use of highly objectionable words against the Prime Minister, can it be in consonance with the federal spirit? The two Chief Ministers need to redeem themselves by publicly distancing themselves from Mr. Kejriwal’s vocabulary.Now that the heat and dust of the search of an IAS officer’s room has settled down, it is clear that the search had nothing to do with either the Chief Minister or his room. An official was being searched for an alleged offence in his earlier capacities. The CBI has adequately clarified that. Notwithstanding that, an actually false propaganda is being repeated continuously. Why should the Chief Minister place himself as a shield in front of an official who is facing investigation? Why should two eminent Chief Ministers lend themselves to support the blatant falsehood of Delhi’s Chief Minister?The DDCAIt is a part of propaganda technique to deflect attention when you yourselves are in the dock. Finding himself acting as a shield to cover an officer under investigation, the Delhi Chief Minister has attempted to focus attention on me. He repeats endlessly that I misled the Parliament on the Delhi raid and that he has a series of allegations to make against me in relation to my tenure as President of the DDCA – Delhi’s cricket body. The Congress transiently joined Mr. Kejriwal’s company for the reason that its own leaders are in the dock for more than one reason.Even though I am not concerned with cricket administration since 2013, a Member of Parliament has been writing to various governmental bodies with regard to Delhi’s cricket affairs. The UPA Government seized upon the opportunity and referred the complaints to the SFIO which investigated all his complaints over a period of time and submitted a detailed Report on 21st March 2013. The Report concluded in relation to the DDCA being registered under the Companies Act, that:- “thus, in a nutshell, there are certain irregularities / non-compliance or technical violations, but no fraud (was) noticed as alleged”.These technical and procedural violations were all compoundable and were compounded by Members against whom they were alleged. The SFIO, under the UPA regime, investigated and could not find a shred of evidence against me. No personal allegation was ever made against me nor did I ever feel the need of contradicting it. There are fake allegations such as escalation of cost of construction of a stadium. When work expands, cost escalations are integral. A brand new 42,000 capacity world class stadium was constructed by the EPIL, a public sector body at a total cost of around Rs.114 crores. At the same time, the UPA Government renovated two stadiums. The Jawahar Lal Nehru stadium was renovated at a cost of over Rs.900 crores and Dhyan Chand stadium was renovated at a cost of over Rs. 600 crores. I have felt the need for stating the above in order to counter any unsubstantiated, non-specific allegations. I have left cricket administration in 2013. I believe ‘Saare Jahaan Se Achha, Hindustan Humara’. The soil of Bengal belongs to the legacy of Rabindranath, Nazrul, Dwijendralal Roy. CBI raids: Centre will not be able to terrorise us, says AAP

Deputy Chief Minister Manish Sisodia, after a high-level meeting attended by Kejriwal and all Cabinet Ministers, “openly challenged” Prime Minister Narendra Modi to dig out anything against the AAP ministers, saying there should not be any misconception that the Centre will be able to “terrorise us”.

The way Congress used to misuse CBI, BJP is doing the same.
