Bengal committee to take call on alliance with Congress: Sitaram Yechury

There is intense speculation in political circles over the likelihood of an alliance coming up between the CPI-M and the Congress, both are in a state of disarray, in the state ahead of the election to oust the TMC in power. The CPI-M today ended its five-day plenum which it held after a gap of 37 years to revamp the party organisation. More than 400 leaders, including politburo and central committee members, attended the plenum.

Come January 1, eatables in Parliament canteen to get costlier

The rate hike will apply to all MPs, officials of Lok Sabha and Rajya Sabha, media persons, security personnel as well as visitors, the statement said. Subsidy outgo on Parliament canteen is Rs 4 crore annually. On an average 8 per cent of food is consumed by MPS, 9 per cent by media, while staff and security personnel consume 50 per cent. Visitors and official meetings account for the remaining.

Centre set to allow bull taming sport ‘Jallikattu’ despite Supreme Court ban

The Supreme Court had banned using bulls for Jallikattu events or bullock-cart races across the country and directed governments and Animal Welfare Board of India to take steps to prevent the infliction of unnecessary pain or suffering on animals. The ban on Jallikattu has dampened Pongal festivities in the state, especially in southern districts where it has been a popular event for centuries, and there has been demands for facilitating its conduct.
Javadekar had earlier hinted that the Centre would consider taking steps, including amending laws to allow the sport.

Odd-even formula: Delhi govt conducts trial run with 750 private buses

On December 4, the Arvind Kejriwal government had announced that 4,000 buses will be “general” buses while 2,000 buses to be taken from schools after their duty hours will have 50 per cent seats reserved for women. Christmas festivities grip nation

A spirit of festivity pervaded across the country as midnight masses, resonance of carols and merriment ushered in Christmas on Friday. As bells tolled, worshipers thronged churches and cathedrals decorated with twinkling lights for the midnight service to celebrate the birth of Jesus Christ. Sparkling Christmas trees and gift items adorned marketplaces that wore a festive look as community feasts, exchange of greetings and colourful processions marked the occasion.Traditional Christmas carols rendered the air festive with gospel bands enthralling the merry-makers with songs like ‘Jingle Bells’, ‘Oh Holy Night’ and ‘Santa Claus Is Coming to Town’. It was a busy day for Santa Claus, the man in red with a flowing white beard, who went from place to place cheering the revellers.Delhi tuned to a celebratory note with the yuletide spirit reflecting in tastefully decked up churches and santa caps dotting busy marketplaces across the national capital. Chief Minister Arvind Kejriwal took part in the festivities by visiting the Sacred Heart Cathedral and wishing the people.The festivity imbibed by non-Christians was expressed through greetings on social media as well participating in X-Mas parties thrown on the day. People used WhatsApp, Facebook and other online means of communication to send Christmas greetings to their families and loved ones.Redemption, rejoicing, feasting and singing marked the occasion in the North-East which has sizeable Christians. Christmas was celebrated throughout Meghalaya with midnight services in churches and tourists and locals exchanging greetings and gifts with friends and relatives.Meghalaya’s capital Shillong was decked up with government and private buildings as well as streets being illuminated and decorated with Christmas trees, banners and festoons. A special programme for the hearing-impaired believers was organised in one of the oldest churches in Shillong at Police Bazaar.While in the Garo Hills region Christmas celebration and preparation for the New Year were going on, Tura town was illuminated with different coloured lights. In Nagaland, believers offered prayers for peace and unity in the Naga society. The rural areas too were illuminated with decorations for the festive season to culminate on the New Year.Midnight masses across all churches in Goa marked the commencement of Christmas celebrations in the state, where one-third of the population is from Catholic faith. Streets leading to the coastal villages were jammed with the vehicles as tourist inflow is also on rise for Christmas and New Year.While tourists were busy partying on the beaches, the local people were seen attending midnight masses, followed by Christmas celebrations in their parish. Continuing Mandamus is a writ of Mandamus issued to a lower authority by the higher authority in general public interest asking the officer or the authority to perform its task expeditiously for an unstipulated period of time for preventing miscarriage of justice.The Finance Minister said there are not too many cases in which investigating agencies in a case involving continuing mandamus have ended investigation in favour of the accused. “The golden rule which most investigating agencies follow is that if a court is conducting a continuing mandamus, it is easier to file a charge sheet and let the court decide whether evidence exists or not,” he said.Therefore, Jaitley said, after 20 years of this experiment, a call has to be taken, including by the courts, whether the imbalance between a fair investigation and rights of the accused have been created by an institution of continuing mandamus.It is an instrument which can be used rarely in cases where there is reason to apprehend that an honest investigation is not being carried out. “To make continuing mandamus a regular practice, may have a tendency to create an imbalance in the criminal jurisprudence due to the reasoning adopted in the judgement of cases,” he said.

A day before the juvenile convicted in the December 16 gang-rape of a young paramedic Jyoti Singh, known as Nirbhaya, is to be released after three years in a remand home in New Delhi, a protest led by the victim’s parents erupted outside the home. It culminated, on Saturday evening, in the detention of Nirbhaya’s parents and others by the Delhi police, even as the former juvenile was shifted from his north Delhi correctional institute to an “undisclosed location” outside the capital. Whether they are in an observational home for a few days in judicial custody, or a remand home for a few years after conviction, no amount of counselling and intervention will help unless they have a support system when they go out.”Though we have engaged mental health experts to understand the children’s’ psyche, what they’re dealing with, they go back to same, unchanged, circumstances outside the institute,” said the officer. “They find that what they have been taught and counselled on doesn’t work in these communities. They and their parents need support systems, so they know who to turn to when they need help. Right now, they don’t have that, and their families have no resources to get them help.”Children don’t realise the consequence of the habits they pick up, till they turn into addictions, the officer added, or criminal behaviour. Often they are trapped by their circumstances. We can teach them, said the officer, to recognise their mistakes, and right from wrong, so that hopefully they will be able to choose their path outside.However, counselling has shown to help these juveniles settle into law-abiding lives after they leave these correctional facilities.Bharti Ali, co-founder of the NGO HAQ: Centre for Child Rights, said that with minimal counselling they had been able to reduce the rate of repeat offenses to half, in the cases they dealt with. This juvenile too, she added, had received counselling, but could have got more. “He was witness to something extremely brutal on 16 December, and he needed help getting over that,” she said.Both Ali and the officer refrained from commenting on what would happen to the former juvenile after his release. Ali did add that the society needed to have “faith” in the juvenile justice system, and in the state’s claim that it would monitor his mental health.

Although we haven’t seen him, nor met him, but despite all our efforts, a criminal will walk free,” said a dejected Asha Devi, mother of the victim on Friday.The mother, who waited for the order alongwith her husband Badri Singh Pandey, in the court, said, “Despite all our efforts for three years, our government and our courts have released a criminal. The assurance we were given was that we will get justice but that has not been delivered. We are very disappointed,” she had said about the order of the Bench which also directed the Juvenile Justice Board (JJB) to interact with the convict, his parents and concerned officials of Department of Women and Child Development regarding his “rehabilitation and social mainstreaming”.Delhi government has said it had submitted a rehabilitation plan for the juvenile convict in December 16 gangrape case. The government said that as per the plan, a one-time financial grant of Rs 10,000 will be given to the youth and a sewing machine will be arranged for him so that he can rent a tailor shop.The convict, who is now 21, is to release on December 20 after his three years stay in the observation home as part of the sentence for the offence of rape.(With Agency Inputs)

Shakur Basti demolition: Delhi HC pulls up authorities, calls it ‘pathetic act’

Stepping into the demolition row, the Delhi High Court on Monday came down heavily on the Railway Ministry and police for razing of a slum cluster in west Delhi and directed the authorities to immediately rehabilitate over 5,000 people rendered homeless in this biting cold.A bench of justices S Muralidhar and Vibhu Bakhru further said this is a “pathetic act” as “peoples’ lives are involved and we cannot be so casual”. “It is dire situation where life and liberty of the people are in grave danger,” the bench said, noting that an infant had died though railways has claimed that the incident had “nothing” to do with the demolition. Taking note that the counsel for railways have failed to produce the relevant communication on which police went to demolish the slum at Shakur Basti here on Saturday, the court asked them to file their report before December 16 on the way they have and will be rehabilitating those who were rendered homeless.<!– Dna_Article_Middle_300x250_BTF –>The bench also asked the Delhi government to “coordinate with the authorities and provide every possible support they can to people who have been put to risk of life in this winter”. Maken, through his counsel Aman Panwar also informed the court that besides ministry and police, Delhi Urban Shelter Improvement Board (DUSIB) should ensure that all displaced persons are immediately rehabilitated in temporary relief camps and shelter homes.Congress vice president Rahul Gandhi has also attacked the Centre and Kejriwal government over the razing of a slum, as he visited the site today and assured the homeless that he will fight their “battle”. The high court also said that there should be no further “violence” against those who have been left homeless. It asked the railways to give a survey report of the people living at Shakur Basti along with the number of people affected and who all can be rehabilitated.The court also issued notice to the ministry, Delhi police, DUSIB and Delhi government directing them to file replies on the plea, which alleged that the demolition drive was done in “complete haste”. The plea said that the “demolition is in violation of the Master Plan Delhi 2021…”. The court asked what was the “tearing hurry to demolish the cluster in December”.”You really don’t care about people, you just want to remove them. It is really a pathetic act. The attitude has to change. I do not know what the person thinks while passing such orders and the police also straightway follow such directions,” the bench said, adding that “every minute they are spending in the open is dangerous for them”.It said that how can people be evicted without having any rehabilitation plan. It asked the Delhi government to ensure that the children are given education during the rehabilitation program. All the concerned agencies have been told to give blankets, shelter, food, medicines to those rendered homeless. Enraged over a railway demolition drive in west Delhi that has been blamed for the death of a 6-month-old infant, Chief Minister Arvind Kejriwal on Monday met Railway Minister Suresh Prabhu, announcing that there will be no further slum demolitions without rehabilitation.”In principle, it was decided that there will be no demolition anywhere without rehabilitation in the coming days,” Kejriwal said after meeting Prabhu.The Chief Minister along with Deputy Chief Minister Manish Sisodia and senior Delhi government officials met Prabhu at Rail Bhawan here. First rehabilitation and then the land will be transferred after being vacated,” Kejriwal reiterated. “I have said, within five years, the government as per the policy, will rehabilitate those vacated, either in the same spot or nearby areas. Such encroachments are the main source of garbage and safety hazard. Police said prima facie the baby died due to suffocation after a heap of clothes fell on it when the parents were preparing to clear out of the jhuggi and hence no case was registered. The baby’s grandmother, however, said it was wrong on the part of the railways to deny any connection of the demolition drive with the death of the child, saying “the officials never informed us in advance”. “They had made a plan to demolish the shanty and had surrounded the area. There was chaos and when police started chasing us, we started running and in that moment the luggage fell on the child and he died after that. Had they informed us in advance, we would have not come in their way,” the victim’s grandmother said, adding “As police started chasing us and throwing our items, we panicked. We want rehabilitation.” Kejriwal, who visited the site late last night, slammed the railways for undertaking the demolition drive at a time when the temperature saw a sharp drop. He ordered officials to immediately provide blankets and food to those who were rendered homeless following the drive.Earlier in the day he told the reporters, “A child has died here. It is a very sad thing and I think that a murder case should be registered against the officers. Compensation will be taken from them. It should be deducted from the salaries of the officers who have conducted these raids.” In a series of tweets, Kejriwal had said, “Railways have demolished 500 shanties in this extreme cold. But unfortunately no such survey was conducted by Railways before carrying out this demolition,” it said.It also alleged that railways did not even inform DUSIB about the demolition “thereby causing a great hardship to the dwellers as even the relief arrangement such as food and water etc. could not made for the victims of this demolition.”

Delhi government may allow women’s vehicles to ply on all days of the week

Fraught with criticism over its decision to allow plying of odd and even numbered vehicles on alternate days of the week from day one of 2016 –especially from who cited safety concerns –the Arvind Kejriwal government may allow women’s vehicles to ply on all days of the week.Sources told dna that while the plan is at a preliminary stage, the government is contemplating to allow private vehicles driven by women on all days of the week, given that the capital is still unsafe for women commuting alone.<!– Dna_Article_Middle_300x250_BTF –>According to sources, the government is also planning to fix certain hours in a day –ranging from morning peak hours to evening—when commuters will have to follow the rule, instead of making it a 24-hour rule.Moreover, Delhi’s roads will be opened to all vehicles on Sunday, when most people venture out of their homes.The plan in its current form would be applicable for private vehicles, including for ministers and officials working with the Delhi government. Public and commercial vehicles will be excluded from the plan.The government has already set up a steering committee headed by Delhi PWD minister Satyendra Jain with representatives of other departments concerned.
