BJP loses 7 out of 10 urban bodies to the Congress in Chattisgarh

In nagar panchayats, Congress’ Foharabai Meri won from Maro, Mausam Jaya from Konta and Kameshwar Gautam from Bhopalpatanam. BJP won from only three nagar panchayats of Bhairmgarh (Bijapur district), Narharpur (Kanker) and Premnagar (Surajpur) with Dasrath Sarbuliya, Bhopesh Netam and Dularbai Shandilya defeating their rivals on these seats, respectively. The party has won 88 out of 121 wards in ten urban bodies (as counting of votes is underway in Bhilai), followed by the Congress (62) and independents (21). The victory came as a relief for the Congress which lost the Mayoral post to the BJP in Birgaon municipal corporation poll held last month.

Hema Malini given promised land after 20 years by Maha govt, opposition still questions move

Hema Malini had first approached the state government with a request for a plot in 1996. “Land to the trust was first sanctioned to me by late Bal Thackeray during the then Sena-BJP government rule,” she said. “However, later, the plot was marked under CRZ and I sought another plot. I pursued the matter with then Chief Ministers Vilasrao Deshmukh, Sushilkumar Shinde and Prithviraj Chavan,” the BJP MP had said recently. “I want the school to be a platform for children to learn, teach and perform classical dance,” the actress added.

2016 may be a watershed year in Indo-Pak ties

If the year-end turned out well for India-Pakistan relations, 2016 holds greater prospects. After Prime Minister Narendra Modi’s surprise visit to Lahore, he is set to meet his Pakistani counterpart Nawaz Sharif in the Swiss city of Davos, on the margins of the World Economic Forum between January 20 and 23.This is the third meeting between the two leaders in less than two months – the first being in Paris. It will take place a few days after the meeting of the foreign secretaries in Islamabad on January 15.Both prime ministers will have another opportunity to meet in Washington in March. US president Barack Obama has invited both the leaders for the Nuclear Security Summit to be held on March 31 and April 1.Experts here believe that the frequent summit meetings are designed to put pressure on bureaucrats to carve out a road map for peace, ahead of Modi’s tete-a tete in Islamabad with Sharif in September, on the sidelines of the SAARC summit.Insiders believe that a combination of factors pushed the Modi government into chalking a new line, cloaked in optics and symbolism.Western nudges, fears of extremism in South Asia, security situation in Kashmir, repeated requests by J&K chief minister Mufti Mohammad Sayeed and worries of disruptions to a thaw – all played a part. Also, after repeated setbacks, the US and Russia appear to have concluded that the recent peace attempts between the Afghan government and the Taliban represent the last opportunity for a resolution in Afghanistan.Given Pakistan’s centrality in bringing the Taliban to the negotiating table, the US has, for weeks, been nudging New Delhi and Islamabad to resume dialogue, last suspended in 2013.US president Barack Obama, in October and November, had hosted both Nawaz Sharif and his army chief Raheel Sharif. The US secured an assurance from both that they were keen on avoiding exacerbation of tensions with India. While welcoming Modi’s diplomatic outreach, the J&K CM recalls that during his October 15 meeting with Modi, he had conveyed to the latter that development and success of his PDP-BJP coalition was linked to peace with Pakistan.”I was assured that an effort was on,” he said.Pakistan’s recent appointment of a former army general, Naseer Khan Janjua, as its national security adviser, has also opened a fresh window for early negotiations on terrorism and cross-border violence.”That the Pakistan NSA represents the views of his military establishment is good because the shadow-boxing is over,” said former Indian high commissioner to Pakistan G Parthasarathy. The “mother of all coups” – Ambassador M K Bhadrakumar described Modi’s December 25 visit to Lahore – also had an important fall-out.Modi’s optics have succeeded in convincing Pakistani leaders once again that a hardline BJP was more decisive than the Congress.Congress prime ministers, right from Rajiv Gandhi to Narasimha Rao to Manmohan Singh, despite having agreed to settle issues like Siachen and Jammu and Kashmir, backed out because of indecision.Ministry of External Affairs officials concede that what Modi had achieved was something Manmohan had dreamt of for a decade, but was not allowed by his own party – the Congress.<!– /11440465/Dna_Article_Middle_300x250_BTF –>

Centre contradicting own stand on DDCA probe: AAP

Taking a jibe at BJP, AAP’s Delhi unit secretary Dilip Pandey said the saffron party had given Jaitley a clean chit merely on claims made by a “two-member committee of spokespersons”. “The committee, whose report which the BJP is citing was in public domain since November 17, did not have the mandate to name anyone. Its aim was to find out irregularities in the DDCA. The BJP should not claim Jaitley has been given a clean chit,” Pandey said.

“Any party or group that stands in the way of attempts to achieve peace are enemies of the people of South Asia. The leadership in India and Pakistan should invite and involve all the stakeholders – especially the people of Kashmir – to contribute and be a part of this process. The rabble-rousers should be reined in so that issues can be addressed and peace becomes the order of the day in the South Asian region,” he said.

Mann Ki Baat: Mason gets PM Modi’s praise for building toilets for free

Referring to Dileep, he said, “He is a regular mason but he has taken a novel initiative. It has been highlighted by a newspaper and I would like to share it with you. Hailing from a small village, Dileep Singh Malviya has decided that if somebody provides the materials for building a toilet, he will not charge for his labour and do it for free. And he has made 100 toilets till now, believing that it is his scared duty….My heartfelt congratulations to Dileep Singh Malviya. We here pessimistic views about the country sometimes. But there are hundreds of such Dileep Singh’s who are in their own way doing good for the country. They are the strength of the country. They are the county’s hope. Initiatives like these take the country forward on the path of development so it is natural that we feel proud of Dileep Singh and take pride in his effort in Mann Ki Baat,” the PM said.

Congress remarks on PM Modi’s Lahore visit unfortunate, BJP hits back

BJP on Friday hit back at Congress over its suggestions that Prime Minister Narendra Modi’s visit to Pakistan was “pre-arranged” at an industrialist’s initiative, and said it was “unfortunate” that the country has an opposition like it which sees negative in all “positive efforts”.Welcoming Modi’s visit which has taken the country by “pleasant surprise”, BJP said the Prime Minister has taken a bold step and only a strong leader like Modi can do so.”Such an allegation by Congress is absolutely incorrect and in bad taste. This is unfortunate that the country has an opposition like this today. People have hopes from Modi and he has in a short span of time brought about a paradigm shift in India’s relationship with the outside world,” party secretary Shrikant Sharma said.Modi decided to go to Lahore after his Pakistani counterpart extended an invitation to him which he accepted, Sharma said. Calling it an “out of box” initiative, Sharma said Modi had been taking such steps and cited his decision to invite the head of governments of the SAARC countries and his meeting with Sharif in Paris recently. He recalled that BJP stalwart and the then Prime Minister Atal Bihari Vajpayee had also taken a similar exercise with his Lahore bus journey. Modi has been of the view that there should be easy and informal relations among SAARC countries like what exist between the EU and ASEAN nations, he said, adding that this is besides the conventional diplomacy.Sharma also cited Modi’s initiative in building an alliance of Solar energy-rich countries at Paris climate change conference to buttress his point. Congress leader Anand Sharma criticising Modi’s visit said, the meeting between Modi and Sharif was “pre-arranged” by a businessman. <!– /11440465/Dna_Article_Middle_300x250_BTF –>

A day after his suspension, defiant Azad maintained that his fight was only against ‘corruption’ in the DDCA and not against any individual.

Member of Parliament Kirti Azad, who was expelled from the Bharatiya Janata Party (BJP) over his tirade against Finance Minister Arun Jaitley in connection with irregularities in the Delhi and District Cricket Association (DDCA), on Thursday sought Prime Minister Narendra Modi’s intervene into the matter. He said he would seek a court-monitored probe into the alleged DDCA irregularities. Speaking to reporters here, Azad said he would file a Public Interest Litigation (PIL) in his personal capacity on the DDCA issue, and warned that people ‘will be in trouble’. <!– Dna_Article_Middle_300x250_BTF –>A day after his suspension, defiant Azad maintained that his fight was only against ‘corruption’ in the DDCA and not against any individual. Jaitley in his Facebook post today titled ‘Stray Thoughts After the Winter Session’ has castigated Congress strategy of disrupting Parliament session after session

Mallikarjun Kharge

Hitting back at Union Finance Minister Arun Jaitley who blamed Congress for the washout of Parliament session, leader of the opposition party in Lok Sabha Mallikarjun Kharge on Thursday said people who don’t believe in Nehru’s philosophy have no right to talk about his legacy.”People who don’t believe in Nehru’s philosophy have no right to take Nehru’s name and legacy,” Kharge told reporters here in response to a question on Jaitley’s Facebook post chiding Congress for disruptions and invoking Nehru’s legacy. He said that despite pleading several times, “they did not celebrate Nehru’s 125th birth anniversary properly and such people have no right to talk.”<!– Dna_Article_Middle_300x250_BTF –>Jaitley in his Facebook post today titled ‘Stray Thoughts After the Winter Session’ has castigated Congress strategy of disrupting Parliament session after session. Crediting Nehru for laying down healthy precedents in the initial years of Indian democracy, he said, “The current generation in control of Congress will find a place in history of having weakened what their ancestors established.” On Jaitley criticising the language used by Delhi Chief Minister Arvind Kejriwal, Kharge said, “BJP is indirectly responsible for the creation of Kejriwal… I can’t say much about it because he (Kejriwal) is their own product.”Responding to BJP’s allegation about competition between Rahul Gandhi and Kejriwal to target Prime Minister Narendra Modi, Kharge said the ruling party these days wants to drag Congress vice president’s name in every issue. “…probably these days Rahulji is even appearing in their dreams, this is the problem,” he said sarcastically. Not willing to react on reports that BJP’s Margdarshak Mandal is seeking inquiry against Jaitley on DDCA row following the suspension of party MP Kirti Azad, Kharge said it was an internal matter of their party. “But we also demand an inquiry into the issues that have been brought out by Kirti Azad,” he said.In response to a question about parliamentarians seeking close to 100 per cent pay hike when Parliament did not function, he said, “I don’t know. I have not received any bill regarding it. As soon as it comes I will send my comments.” Responding to a question on Ram Mandir issue, he said such issues were raised whenever elections are approaching. Stating that Congress had always believed and followed adult franchise model, Kharge said some BJP ruled states like Haryana and Rajasthan were trying to restrict it by baring the illiterate from contesting panchayat polls and thereby trying to “snatch away” rights enjoyed by the poor.He said there was no level playing ground for such restriction as India was not a hundred per cent literate country. The Supreme Court had recently upheld the validity of amendments in a Haryana law which fixes various criteria including minimum educational qualification for candidates contesting panchayat polls. Asked whether Congress will challenge this verdict, Kharge said, “…I will discuss this in the party. Definitely, I will take it up.”

Congress wondered whether suspending a party member who “exposed” corruption is the new meaning of promised “achche din”, a reference to PM’s poll slogan .

Rahul Gandhi on Thursday led Congress’ all out attack on Prime Minister Narendra Modi over BJP MP Kirti Azad’s suspension as it questioned the PM’s “silence” on alleged corruption in DDCA and accused him of “shielding” Finance Minister Arun Jaitley. The opposition party also hailed Azad as “whistleblower” ruing that instead of taking purposive action in the matter, the BJP leadership thought it fit to “shoot down the messenger”. It wondered whether suspending a party member who “exposed” corruption is the new meaning of promised “achche din”, a reference to PM’s poll slogan .<!– Dna_Article_Middle_300x250_BTF –>Pillorying the Prime Minister over his “na khaoonga na khaney doonga” election slogan, Gandhi said, “During election campaign, Modi spoke about scams and said he would not allow corruption. But now scams are taking place and the latest is the cricket scam, and the MP who raised it has been suspended (from the BJP).” “Modi used to say ‘na khaoonga, na khaney doonga’ (will not engage in corruption myself, nor will allow others). But today he is silent. People have started losing faith,” he said while returnig from his two-day visit to Amethi. At the AICC briefing in Delhi, former Law Minister Ashwini Kumar questioned the NDA government over its “benchmark on corruption” reminding the BJP that it used to make an issue of such incidents during the UPA regime.”Amidst expectations of a fair and credible probe into the DDCA scam and demands that the Prime Minister sack his Finance Minister Arun Jaitley to ensure probity in public life, Modi has done the opposite. The Congress party is forced to ask as to why are the Prime Minister and BJP shielding, supporting and protecting perpetrators of corruption,” Kumar told reporters. Rahul said Modi should take action and conduct inquiry into affairs of Delhi and District Cricket Association(DDCA)of which Jaitley was the president for 13 years till 2013. His remarks came a day after BJP cracked the whip and suspended cricketer-turned-MP Azad, charging him with indulging in anti-party activities and accusing him of “colluding” with Congress and AAP to bring it to “disrepute”. Under relentless attack from Delhi Chief Minister Arvind Kejriwal and AAP leaders on alleged corruption in Delhi cricket body DDCA, Jaitley today accused him and AAP leaders of lowering the level of public discourse saying vulgarity is not a right available to people in positions. In a sharp retort, Congress leader Pramod Tiwari said that while AAP has “lowered the dignity” in speech, the BJP has “lowered the dignity in action”. “Having cited the example of L K Advani, who had resigned from the Cabinet pending the High Court decision in the Hawala case, why is the Prime Minister not asking his Finance Minister to emulate the example of Advani. “Considering the benchmark established by the BJP during the UPA government for seeking the resignation of UPA Minister, why the double standards now,” Kumar said.

Unlike their last meeting on November 10 when they had issued a scathing statement against the party leadership, there was no immediate public comment this time round with sources close to them saying that they will raise their issues at an “opportune” time and forum.<!– Dna_Article_Middle_300x250_BTF –>Asked if the issue of suspension of Azad from BJP after he attacked Finance Minister Arun Jaitley over alleged corruption in Delhi cricket body came up for discussion, a veteran said, “It should be obvious, considering the background of the meeting.” He, however, declined to divulge any details. Advani, Kumar and Sinha drove down to Joshi’s residence at around noon and were in a huddle for close to an hour. “We met. We had tea,” Kumar said as he left after the meeting, declining to elaborate.Azad had sought intervention of the ‘margdarshak mandal’, comprising Advani, Joshi, Atal Bihari Vajpayee, Prime Minister Narendra Modi and Home Minister Rajnath Singh, which was formed by BJP president Amit Shah after he took over the party reins. It has never met since its formation and was criticised as a move to sideline Advani and Joshi.Sources close to the veterans said they were also not happy with the party’s response to their concerns. An impression was given by the leadership that they were reaching out to them but in reality nothing concrete has happened, they said. The four leaders had launched a sharp attack on the leadership on Diwali eve, saying BJP had been “emasculated” in one year and demanded accountability for its massive loss in the Bihar elections.Senior party leaders, including Jaitley and Home Minister Rajnath Singh, had met Advani later. BJP general secretary Ram Madhav had subsequently said the matter was a “closed chapter”, suggesting that the party had reached out to them to address their issues.Cracking the whip yesterday, BJP suspended Azad, who has been leading a campaign against Jaitley on alleged corruption in DDCA, charging him with anti-party activities and accusing him of “colluding” with Congress and AAP to bring it into “disrepute”. Nitish and Rashtriya Lok Dal (RLD) president Ajit Singh are reported to have already joined hands after preliminary discussions in this regard in Delhi on Monday. Sources say that the Congress would also readily be part of this alliance, though the ruling Samajwadi Party (SP) in UP could be kept out of this anti-BJP alignment.

Buoyed by the landslide victory of the anti-BJP ‘maha gathbandhan’ (grand alliance) in the Bihar Assembly election, Bihar Chief Minister and Janata Dal (United) leader Nitish Kumar has already started sewing up a similar coalition in Uttar Pradesh in preparation for the 2017 UP Assembly election.Nitish and Rashtriya Lok Dal (RLD) president Ajit Singh are reported to have already joined hands after preliminary discussions in this regard in Delhi on Monday. We have been together in the (erstwhile) Janata Dal and have no reservations about forging an alliance for UP,” JD (U) general secretary KC Tyagi told India 24×7 TV channel of Zee Media in Delhi on Wednesday while fielding questions about the prospective alliance.Sources said Tyagi had already been entrusted the task of organizing a joint rally of the RLD and JD (U) in west UP after the Parliament session ends. Nitish is expected to announce the formation of the ‘maha gathbandhan’ at this rally. “The assent of the Congress would be obtained in the meantime,” a senior RLD leader told dna.UP RLD chief Suresh Niranjan told reporters in Allahabad that his party was indeed exploring a tie-up with the JD (U) and the Congress. “We want to repeat the success of the Bihar experiment in UP, too,” he said. The RLD and Congress had contested the 2012 UP Assembly election in alliance. But, the alignment did not continue in the 2014 Lok Sabha election. However, political watchers feel that after the BJP sweeping the parliamentary poll, it would be a matter of political expediency for parties like the JD (U) and RLD to align with the Congress to put up a joint front against the saffron brigade. One queer development in this entire scheme of things is the underlying resistance to including the SP in the proposed grand alliance. The reason for this is obviously the manner in which the SP deserted the ‘maha gathbandhan’ in Bihar, allegedly to help the BJP.For its part, the SP says it doesn’t need any alliance for a repeat victory in UP. “Our party is preparing to contest the election alone and we are confident that we will return with an even bigger victory this time,” SP MP and Mulayam’s nephew Dharmendra Yadav told reporters. The Congress is also being cautious for the time being. “As of now, we are preparing to contest the UP election alone. But let Nitish ji come up with his proposal. The Congress leadership will consider it and take a decision,” said Congress Rajya Sabha MP Pramod Tiwari.

Opposition members voiced concern over reports of two truck loads of stones for construction of the temple having arrived in Ayodhya earlier this week.

The Ayodhya temple row on Wednesday rocked the Rajya Sabha with Congress, BSP and JD (U) accusing the BJP and RSS of trying to divide Uttar Pradesh on communal lines ahead of the 2017 assembly elections in the state, a charge rejected by the ruling party at the Centre. Raising the issue during Zero Hour, K C Tyagi (JD-U) said the circumstances for a communally-charged atmosphere are being created ahead of assembly elections in Uttar Pradesh.Opposition members voiced concern over reports of two truck loads of stones for construction of the temple having arrived in Ayodhya earlier this week. Such activities are being planned “only to charge up the atmosphere,” he said, quoting a reported statement by Mahant Nritya Gopal Das that there was a “signal” from the Modi government that the temple will be built “now”. Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said stone carving for construction of the temple has been going at a site 1.5 km away from the disputed site since 1990. The government and the BJP are of the view that the court decision on the dispute should be accepted, he said.<!– Dna_Article_Middle_300x250_BTF –>There was no ban on carving of stones and the religious leaders quoted have been living in Ayodhya, he said, adding that stone carving does not mean that the temple was being built. “Please wait for court decision. All of us should respect it,” he said. Outside Parliament, BSP supremo Mayawati told reporters that “this has been the agenda of BJP and RSS for a long time. But the Government of India should apply brakes on such people.”But more than BJP, she used the opportunity to slam her arch rival, the ruling Samajwadi Party in Uttar Pradesh, saying if the Supreme Court order to maintain status quo on the site is violated, then the “SP will be responsible as the ruling party.” The former Uttar Pradesh CM said it is the responsibility of the ruling party in the state to ensure that the SC directions are not violated. “In such a scenario, nothing wrong should be allowed to take place,” she said. Congress Rajya Sabha MP from Uttar Pradesh Pramod Tiwari claimed that BJP and its affiliates rake up such issues before every assembly election, especially in UP. “Be it shila pujan or rath yatra, BJP tries to draw a communal divide before every assembly election, especially in Uttar Pradesh. JD(U) President Sharad Yadav said though BJP tries to divide people on communal lines every time, “this time the people have understood their design”. “They divide people on communal lines before elections. But this time the people have understood their design. Like we did in Bihar, we would counter them in Uttar Pradesh,” he said. BJP MP from Gorakhpur in UP Adityanath rejected the charge that the party was raking up the temple issue again

Intensifying his attack on the Modi government over price rise, Congress vice-president Rahul Gandhi on said ‘achhe din’ has come only for the Prime Minister and not the common man.”The aam aadmi is groaning under unprecedented price rise. It is no achhe din (good times) for them. It is achhe din only for the Prime Minister,” he said on the first day of his two-day visit to his Amethi Lok Sabha constituency. Rahul, who led the opposition attack against the NDA government within and outside Parliament, said only his party was fighting strongly against BJP on the price front.<!– Dna_Article_Middle_300x250_BTF –>”BJP is responsible for the unprecedented price rise in the country,” he said, adding, “inflation is at its peak. Nothing has been done for farmers and the youth”. Addressing a few roadside meetings, including at Nigoha and Chatoh, he asked village heads to raise their voice against cancellation of food park and paper mill projects in Amethi and said Congress wanted all welfare schemes of the Centre and the state to be implemented through gram pradhans.Later, at a meeting of newly elected village heads at Ramsapur village in Chatoh block, Rahul said, “We could have changed the face of Amethi through mega food park and Hindustan Paper Mill and these projects would have provided employment to 15,000-20,000 people. Land was given for these projects, but BJP doesn’t want that a food park or paper mill is set up here.” He said 40 different factories were to be set up in the food park, which would have benefited farmers the most, but all hopes have been dashed. “We want the village heads to raise their voice against this. Besides, they should protest curtailment of their rights,” he said.Noting that the modern panchayati raj system was the brainchild of his father and former Prime Minister Rajiv Gandhi, Rahul said Congress favoured more powers for village heads. He claimed various laws enacted by the previous Congress governments gave more powers to village heads, unlike the legislations brought by the Modi government. The Congress leader alleged the Modi government thrice tried to finish the land acquisition law brought by the UPA government but every time the move was blocked by his party. Rahul interacted with village heads on different issues, during which a gram pradhan asked him about the logic behind fixing minimum educational qualification by Haryana government for contesting panchayat elections. The Congress leader appeared to be in agreement with the decision of Haryana’s BJP government when he said a village head should have some minimum educational qualification to bring about development of the village. He also enquired about progress of MNREGA scheme, another pet project of the erstwhile Congress-led UPA government. Earlier at Nigoha, Rahul said that during the Lok Sabha election campaign Modi had promised to deposit Rs 15 lakh in every person’s account after bringing back the black money stashed away abroad. “Has it been deposited?” he asked sarcastically.Promising to carry on development work in his Lok Sabha constituency, he said, “We will complete development works in Amethi. We will fight unitedly as a single person cannot continue the struggle alone.” There was minor trouble during Rahul’s visit when Congress workers clashed with each other after one car hit another. Two people were injured in the clash.

Amit Shah erms all the allegations levelled by AAP against Jaitley as ‘baseless and far from truth’

Union finance minister Arun Jaitley versus BJP MP Kirti Azad battle over financial irregularities in DDCA resonated on the floor of Lok Sabha on Monday. While the Congress was demanding his resignation, as Jaitley dubbed the charges against him as baseless, Azad, who was sitting in the treasury benches, demanded a time bound SIT-monitored CBI probe into his allegations.A day after Azad held a press conference on the DDCA issue, he raised the issue in the House, again stopping short of naming Jaitley, who had headed the DDCA for 13 years.”Modi government is against corruption. That is why CBI is probing DDCA’s activities between 2008 and 2013. Everybody knows who the president was during this time,”Azad said.<!– Dna_Article_Middle_300x250_BTF –>Azad was allowed to speak without interruptions. Azad had met Shah two days before he held the press conference on Sunday. However, he went ahead with his plans.Union ministers have been coming to Jaitley’s defence, but on the question on whether action would be taken against Azad, they said it was for the party president to take a call. In a show of support for him, five union ministers– JP Nadda, Dharmendra Pradhan, Smriti Irani, Piyush Goel and Rajyavardhan Rathore– accompanied him to Patiala House Courts to file a statement in a criminal defamation case against AAP leaders.”Jaitley does not need a certificate from anyone. The attack from within the BJP comes close on the heels of the castigation of the leadership by party veterans in the wake of the Bihar debacle. In the House, Congress members shouted slogans demanding Jaitley’s resignation. “The charges (against me) are baseless and wrong. This is all I have to say,” Jaitley said. While reeling out details of the construction of the Ferozeshah Kotla stadium in Delhi, he said the Serious Fraud Investigation Office (SFIO) report did not find any fault with the expenditure and “accepted” the cost incurred.Congress’s KC Venugopal, who raised the issue, claimed that there were “gross irregularities” in DDCA when Jaitley headed it and alleged his involvement and said Azad’s press conference gave “solid evidence of irregularities” in DDCA. He said the construction work at Ferozshah Kotla had cost Rs 114 cr against the estimate of Rs 24 cr and alleged that it was forced escalation and that there was no record of tender in many cases.”He (Jaitley) is also involved in the scam. We demand a JPC probe and resignation of Jaitley,” he said.Jaitley said that it cost Rs 114 cr to build Kotla stadium, which was merely a “field” prior to the construction, and hit out at the Congress, saying the Nehru stadium was renovated at a cost of Rs 900 cr and the Dhyanchand stadium for Rs 600 cr. The Kotla stadium has a seating capacity of 42000, the Dhyanchad staidum steats only 14000 people. At one point when the Congress members started protesting, Jaitley angrily said “sit down…. You should have courage to listen.” Congress staged a walkout, as the treasury benches booed it. Attack from within the party The DDCA issue could bring to the fore fissures in the party. After seeing several days of adjournments, the Rajya Sabha on Monday unanimously passed Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Amendment bill in a matter of minutes and that too through a voice vote and without any debate. The BJP was keen to get the bill through, especially to undo the damage done by RSS chief Mohan Bhagwat’s remarks given during Bihar polls that were dubbed as anti-Dalit quota by the opposition. The party also thinks that the passage of the bill would improve its image among Dalits that in turn could brighten its prospects during the UP state assembly elections due in 2017.<!– Dna_Article_Middle_300x250_BTF –>Of late BJP has been taking lot of brickbats for being intolerant and insensitive towards Dalits, especially after union minister V K Singh’s remarks given on the purported killing of two Dalit girls in Haryana recently.Deputy Chairman P J Kurien took up the SC and ST (Prevention of Atrocities) Amendment Bill, 2015 that aims to prohibit the commission of offences against members of the SCs and STs and adds provisions for establishing special courts for the trial cases of such offences and the rehabilitation of victims, in the second half of day.The sudden change in the atmosphere of the upper house that until recently failed to transact any business because of frequent pandemonium, prompted the deputy chairman Kurien to observe, “There is perfect calm and tranquility. Everybody is cool. A cool breeze is blowing. I don’t know where this breeze is coming from.”The amended bill adds new categories of actions to be treated as offences committed by non SCs and STs and amends certain existing categories. Impeding certain activities related to voting especially vote or not vote for a particular candidate will also be considered an offence. The new offences include – Garlanding SCs and STs with footwear; Compelling to do manual scavenging or dispose carry animal or human carcasses; Abusing SCs/STs in public by caste name; Disrespecting any deceased SCs/STs person held in high esteem or attempting to promote feelings of ill-will against SCs/STs and threatening or imposing economic and social boycott. The offences in case of sexual exploiting of SC or ST woman would include – Using acts, words or gestures of a sexual nature against SC/ST woman; Touching an SC/ST woman intentionally in a sexual manner without her consent; Practice of dedicating an SC/ST woman as a devadasi to a temple.Other actions that will be considered as an offence are Preventing SCs/STs using common property resources, entering any places of public worship that is open to the public, and entering an education or health institution. In case of any violation of any provisions mentioned in this act the courts will presume that the accused non SC/ST person was aware of the caste or tribal identity of the victim, unless it is proved. The bill also adds provision specifying duties of public servants which includes, registering a FIR or complaint, public servant must read out the information given oral complaint by SC/ST person before taking the signature of the victim and giving copy of this information to the victim. It should be noted that parent Act has provision mentioning that public servant (non SC/ST) neglecting his duties related to SCs/STs will be punished with imprisonment for a term of 6 months to 1 year. The Bill adds provision specifying establishment of exclusive Special Court and Special Court at the district level to try offences mentioned under this Act. Exclusive Public Prosecutor and Public Prosecutor will be appointed for every Exclusive Special Court and Special Court.A new chapter added to the bill dealing with the rights of victims and witness mentions that it shall be the duty of the state to make arrangements for the protection of victims and their dependents and the witnesses. It also mentions that state should specify a scheme to ensure the implementation of rights of victims and witnesses.

Union finance minister Arun Jaitley on Monday filed a criminal defamation case against Delhi chief minister Arvind Kejriwal and five others at the Patiala House Court here. The matter was heard in front of a packed courtroom, where Chief Metropolitan Magistrate (CMM) Sanjay Khandelwal took cognizance of the offence and set the next date of hearing on January 5, 2016. A recording of the pre-summoning evidence will be done that day, following which the court will summon Kejriwal and others on merit. Earlier in the day, senior advocate Manik Dogra, representing Jaitley, also filed a civil suit in the High Court (HC) seeking Rs 10 crore in damages. The hearing on this matter has been listed for Tuesday.<!– Dna_Article_Middle_300x250_BTF –> Senior advocate Sidharth Luthra, who presented the case for Jaitley in court brought charges against six leaders from the Aam Aadmi Party (AAP) that included Kejriwal, Deepak Bajpai, Ashutosh Bhardwaj, Raghav Chadha, Kumar Vishwas and Sanjay Singh. The lawyer argued that “the defendant did not take a single penny” from the Delhi and District Cricket Association – a body Jaitley headed for 13 years. In the complaint, Luthra asserted: “The accused persons individually and collectively undertook a false and defamatory campaign against Jaitley and his family members.” He also said that “Jaitley came from a distinguished family of lawyers and he has no family member who has even one paisa interest in business.” The complaint, filed by Jaitely, was, thus, as a private individual. Almost the entire cabinet and several top brass of the Bharatiya Janata Party (BJP) leadership flanked Jaitley, who personally came to the court to file the suit. Present in the court were Smriti Irani, Union human resource development minister; Venkaiah Naidu, Union minister of urban development, housing and urban poverty alleviation and parliamentary affairs; J P Nadda, Union minister of health and family welfare; Piyush Goel, minster of state for power, among other senior party leaders. The Patiala House District Court saw heavy security, with companies of the Central Reserve Police Force (CRPF) maintaining law and order as several hundred party members shouted slogans in favour of the BJP and against the AAP.
