Merely 24 hours after the crash, a wreath laying ceremony was held in the honour of nine Border Security Force and one Sashastra Seema Bal personnel, who became victims of a BSF air crash on Tuesday morning. However, the ceremony which was attended by Home Minister Rajnath Singh, minister of state for home Kiren Rijiju, Delhi Lieutenant Governor Najeeb Jung among others, proved to be an embarrassment for Singh since anger was a dominant emotion among the family members.<!– Dna_Article_Middle_300x250_BTF –>A sentiment which could further be aggravated. dna has learnt that the crashed Ranchi-bound aircraft personnel personnel, was a second hand carrier purchased from a United States based aircraft supplier company.According to documents accessed by dna, Aircraft Type Beech Super King Air B-200 with registration number VT-BSA, was previously owned by Rangeflyers Inc, an aircraft supplier company based in Wichita in US.According to its website, Range Flyers customers include the United States government, defense contractors, airline charter and business jet operators, aircraft manufacturers, dealers, brokers and individual aircraft owners. The BSF aircraft ( serial number BB1485) that was sold to the Union Home Ministry was de-registered in the U.S in 1995 after being used by the company for more than a year. The Home Ministry purchased the aircraft the same year and was being used ever since. An email sent to Rangeflyers Inc has so far went unanswered. The company has also not responded to phone calls made by dna. Meanwhile the inconsolable family members of the victims surrounded Singh and Rijiju at the ceremony demanding an explanation for the crashes that seem to routinely affect the air wing. Colleagues, and batch mates present at the ceremony also questioned the government, its administration and their apathy towards a soldiers life. “Why does the government even bother to hire people, if all they want to do is have them killed eventually,” an officer complained. “So much money is spent in their training, for what?,” he added. Sympathy and support was drowned by Saloni, Ravinder Kumar’s daughter as she was heard accusing Singh “why did you allow them to fly in antique planes? Why does a soldier’s family have to cry everytime?” The inconsolable family members surrounded Singh and Rijiju demanding an explanation for the crashes that seem to routinely affect the air wing. Rajendra Prasad Bhatt, elder brother of deceased Deputy Commandant Bhagwati Bhatt, had just one question on his mind “What will happen to the surviving family members?” He wondered how the government would compensate the families and ensure the financial security of their future. For a batch mate, Bhatt’s death brought back suppressed memories. According to the batch mate who wishes to remain unnamed, Bhatt is the second close friend he has lost to air crash related incidents. Four years ago in 2011, four persons died when a helicopter belonging to the Border Security Force crashed in the hills of Fatehpur village near Abu Road in Rajasthan. Among them was Bhatt’s batch mate and friend Deputy Commandant Vivek Chaudhary. There were two air crashes in 2011 alone.

Only three business days are left in the winter session and government is pushing hard to pass some of the pending bills.

The deepening political crisis in Arunchal Pradesh on Friday rocked both houses of Parliament, with Congress members staging a walkout during zero hour on the issue in the Lok Sabha, and forcing repeated adjournments in the Rajya Sabha. As soon as the Lower House began proceedings, Congress MPs raised the Arunachal issue and trooped into the well and shouted slogan against the Governor. The Congress members continued their protest and shouted slogans despite Speaker Sumitra Mahajan saying many a times that the opposition should follow procedures and give notice as per the established norms. Congress president Sonia Gandhi and party leader Mallikarjun Kharge also trooped into the well later.<!– Dna_Article_Middle_300x250_BTF –>The opposition said the Speaker was not showing any ‘mercy’ towards them, and thus, they staged a walkout from the House in protest. In the Rajya Sabha, Congress members, amid pandemonium, forced repeated adjournments on the Arunachal issue. Members belonging to AIADMK, TMC and Left parties supported the Congress’ demand for the recall of the Governor. The House witnessed three adjournments in the pre-lunch session. As soon as the House took up zero hour mentions, Congress members trooped into the well in support of their demand; they also raised slogans against the Centre and the Governor. As noisy scenes continued, Deputy Chairman Prof. P J Kurien adjourned the House for 20 minutes till Noon. The situation was no different when the House resumed and again it was adjourned till 2.30 pm. Rajya Sabha Chairman Mohammed Hamid Ansari has admitted substantive motions moved by opposition parties to discuss the political developments in Arunachal Pradesh. Announcing this during zero hour, the Deputy Chairman said, only time has to be fixed for discussion on the motions.Meanwhile, Chairman Hamid Ansari called an all-party meeting in the afternoon to break the logjam. The House is facing disruptions on several issues, which have blocked the passage of key legislations, including GST Bill. Only three business days are left in the winter session and government is pushing hard to pass some of the Bills. The Chairman has reportedly called for similar powers as the Lok Sabha Speaker to take tough action against unruly MPs. It is understood that he may also call for changes in rules in this regard. Ansari’s decision came after his meeting with Prime Minister Narendra Modi Thursday.

In a new twist to the ongoing political drama, the Gauhati High Court on Thursday kept in abeyance all decisions, including the removal of Arunach Pradesh Assembly Speaker Nebam Rebia, at a special “session” on Thursday, hours after Chief Minister Nabam Tuki was “voted out” and a dissident Congressman was “elected” as CM in a hotel.Coming down heavily on the notification issued by Governor J P Rajkhowa advancing the session, Justice Hrishikesh Roy observed that prima facie it was in violation of Art 174 and 175 of the Constitution dealing with convening of the session Governor and his message to House. The court order came on a writ petition filed by the Speaker challenging the Dec 9 notification issued by the Governor advancing the Assembly session to December 16 from the scheduled day of January 24, 2016.<!– Dna_Article_Middle_300x250_BTF –>Earlier today, in a bizarre turn of events, Opposition BJP and rebel Congress MLAs got together in a local hotel to “vote out” the Nabam Tuki-led Congress government in Arunachal Pradesh and to “elect” a rebel Congress MLA as the new “chief minister”. The dramatic development came a day after they “impeached” Speaker Nabam Rebia in a make-shift “Assembly” premises in a community hall.Issuing notice, Justice Hrishikesh Roy kept in abeyance the impugned decisions including the notification issued by the Deputy Speaker restoring the membership of 14 suspended MLAs and the holding of the “session” at a new place and also the decision taken at the “session” yesterday in which the Speaker was removed. The judge allowed petitioner Kapil Sibal to implead the government of Arunachal Pradesh as a party respondent. He posted the case for next hearing on February 1, 2016.Eleven BJP MLAs and two Independent MLAs joined hands with 20 Congress rebels to meet at a conference hall of a hotel here as the Assembly premises have been sealed since Wednesday. Today, a “no confidence” motion moved by BJP MLAs and Independent MLAs was “adopted” with Deputy Speaker T Norbu Thongdok, who is also a rebel Congressman, in the Chair.A total 33 members of the 60-member house, including 20 dissident Congress MLAs, later “elected” another dissident Congressman Kalikho Pul as the new “chief minister” of the state. The Chief Minister Nabam Tuki and his 26 supporting MLAs boycotted the proceedings terming them as “illegal and unconstitutional”.The Chief Minister later wrote to President Pranab Mukherjee and Prime Minister Narendra Modi seeking their intervention to “uphold” the Constitution in the face of the “unprecedented murder” of democracy and “bypassing” of a democratically-elected government by Governor Jyoti Prashad Rajkhowa.Angry over the Governor’s action in calling a session of the Assembly bypassing the government the Congress has paralysed the Rajya Sabha for the last two days. MORE PTI UPL Yesterday, a delegation led by Congress President Sonia Gandhi met President Mukherjee in Delhi and lodged a strong protest against Rajkhowa.”It is clear that the BJP top leadership in connivance with some dissident Congress MLAs planned to destabilize the democratically-elected Congress Government in Arunachal Pradesh. This is obviously a pre-planned design involving the highest functionaries of the Central Government in this unprincipled enterprise,” the Congress chief told reporters after handing over a memorandum to the President. On Thursday’s “proceedings” were held in the new venue as the make-shift premises where Speaker Nabam Rebia was ‘impeached’ on Wednesday was vandalised by miscreants and the MLAs opposing Tuki were not allowed to enter the Assembly premises by security forces. As per directive of the Speaker, the district administration has sealed the Assembly premises since Wednesday. The MLAs then with “due consent” from Governor J P Rajkhowa shifted the venue to the conference hall of a in Naharlagun. The “session”, which was chaired by Deputy Speaker T Norbu Thongdok passed the motion by voice vote and signature consent by 33 members in the absence of 26 Congress MLAs including Tuki and his council of ministers.Thongdok announced Pul as the “new Leader of the House” and said that the “proceedings” would be sent to the Governor who would ask the new chief minister and his council of ministers to take the oath of office shortly.

Arunachal Pradesh Chief Minister Nabam Tuki on Wednesday shot off two separate letters to President Pranab Mukherjee and Prime Minister Narendra Modi seeking their intervention in the political crisis that has gripped the state. In the letters Tuki apprised them of the “unilateral decision taken by the governor by summoning the Assembly session without consulting the democratically-elected government.”As per the provisions of Article 174 of Constitution, the Governor can summon session of the Legislative Assembly only on the aid and advice of the Chief Minister and his Council of Ministers. On the contrary, the Governor, on the strength of Article 175(2) issues a message for summoning a session,” Tuki said in his letters.<!– Dna_Article_Middle_300x250_BTF –>”You are aware that message under Article 175(2) is only for a Bill and not any resolution of the members of the House. Furthermore, the Governor, not stopping by issuing this illegal order, also issues the agenda of the business to be transacted by selectively taking up pending business of removal of the Speaker to be chaired by the Deputy Speaker whereas the notice for removal of Deputy Speaker was submitted earlier to the Assembly secretariat,” he said.Tuki further added that he along with his council of ministers called on the Governor on December 15 but despite registering protest and requests urging him to reconsider his illegal order, he refused to heed to their pleadings.”In utter violation of all norms and laid down procedures, the Deputy Speaker, who stands disqualified along with some legislators convenes the illegal session with the permission of the Governor, in a badminton court and passes resolution for removal of the Speaker,” the letters said.”This is unprecedented murder of democracy and bypass of a democratically-elected government and in contravention to the provisions and ideals of the Constitution. I seek your support and timely intervention on the issue in the larger interest of the nation and to uphold the ideals as enshrined in the Constitution, the letters added.

Former Prime Minister Jawaharlal Nehru had a “tilt towards ” Sheikh Abduah and a “tilt against” Raja Hari Singh, which played a big role in “complicating” the Jammu and Kashmir issue, Gujarat Governor O P Kohli on Saturday claimed.Kohli said this at the launch of a book ‘Dr Syama Prasad Mookherjee aur Kashmir Samasya’ authored by his daughter, Ritu Kohli. “He tilted very much towards Sheikh Abdullah, while he tilted against Maharaja Hari Singh, which played a big role in complicating the Jammu and Kashmir episode,” he claimed.<!– Dna_Article_Middle_300x250_BTF –>Kohli added that there is need to place the right narration of events before the country, even as he lauded the role played by Syama Prasad Mookherjee. House row: AAP steps up attack; says Delhi top cop Bassi stopping FIR against brother

Bassi earlier said he has nothing to hide and was willing for a debate with Kejriwal

BS Bassi

Stepping up the attack on Delhi Police Commissioner BS Bassi over a controversial property in Rohini, the AAP on Saturday alleged that the top cop not only “hid” details regarding the flat but is also stopping an FIR against his brother in this connection. The party also sought to counter his “graveyard” remark, saying the Delhi Police has this record of sending residents to “graveyard” by referring to a case of an alleged custodial death. AAP posed several questions to the police chief and said the matter was being probed by the state government.AAP MLA Saurabh Bharadwaj has alleged that Bassi got a flat in the Lucky Cooperative Housing Society by flouting rules and in collusion with officers of the registrar of cooperative societies and the managing committee of the society.<!– Dna_Article_Middle_300x250_BTF –>”Is it mere coincidence that the then Registrar of Cooperative Societies), who was his next-door neighbour at Ashoka Road, bypassed all bylaws and provisions to illegally help Mr Bassi get enrolled in Lucky Cooperative Housing Society? “How did Mr Bassi know in advance about the vacancy of the said flat in the society even before it was informed by the RCS in 1989-90. Is is not connivance and a criminal conspiracy?” asked Bharadwaj. He further questioned why Bassi was given the property at the rate at which it was offered to the original allottee even though the law mandates 24 per cent equalisation charge per annum.”The bylaws of the Lucky Home Cooperative Society mandated that Bassi should have informed it about procuring another any property, but he did not do so when he procured a 500sq.m residential plot at Civil Service Officers Welfare Society in 1998. In such an event, his membership at Lucky Homes Cooperative Society would have stood cancelled. “Isn’t this a serious violation of law or is the police the commissioner so ignorant about the law?” Bharadwaj further said.He added that Bassi’s brother Ravi was obstructing the work of the Deputy Registrar of Societies and he has also lodged a compliant in this regard.”Despite the fact that the Deputy Registrar has given a complaint against Ravi Bassi for obstructing their official work, there has been no FIR against him. Is Delhi Police Commissioner above the law?” Bharadwaj said.Rejecting the allegations, Bassi had said yesterday that the property in question is “purely legitimate and was lawfully acquired”. The AAP government has indulged in “vicious propaganda”, he had charged while challenging anyone, including Delhi Chief Minister Arvind Kejriwal, to a debate on this issue. “I will have to get information and reply will be given. Commissioner of Police cannot work by hiding. (He) works standing on the streets. I have never cheated and shall never get scared of such allegations. Will take such cheats to the graveyard of the cheats,” Bassi told reporters on Friday.AAP’s Malviya Nagar MLA Somnath Bharti said that never in history has it happened that a public servant has challenged a chief minister and said he was ready to debate Bassi. Joining the attack, the party’s Seemapuri MLA, Rajender Pal Gautam further charged that “the record of Mr Bassi and his police force in sending residents of Delhi to graveyard has been fully exposed in custodial death case of 34-year-old Shahnawaz at Nandgiri in which Delhi High Court has ordered a CBI probe and described the Delhi Police set up as an attempt to save the guilty personnel”.

Rajan says banking system liquidity balanced | Reuters

MUMBAI Cash conditions in the Indian banking system are balanced and the central bank will inject long-term funds if needed, said Governor Raghuram Rajan on Tuesday.

Interbank liquidity tightened sharply in November with banks seeing large amount of deposit withdrawals by the public for festival spending. That has created a shortage of funds as this cash typically comes back to banks after a lag of few months.

Tight liquidity was one of the factors to push up the benchmark 10-year bond yield 15 basis points in November.

Rajan was speaking to analysts at a teleconference after announcing the monetary policy statement, where he kept the policy rate unchanged at 6.75 percent.

On India’s growth prospects, RBI Deputy Governor Urjit Patel said the economy was on a recovery path and is expected to pick up pace going ahead.

On the Janlokpal bill, Bhushan said the 2015 bill was different from the 2014 one in several aspects and claimed that the 2015 bill gave more say in appointment and removal of Lokpal.”The Bill has a provision of investigating Central government employees and the Centre will not allow this. Then Kejriwal will play a victim card. The 2014 Bill did not have the provision of investigating the Union government officials,” Yadav said. The AAP had shot back saying Bhushan should join the BJP for “shielding” Central government employees by opposing the clause.Referring to Kejriwal hugging RJD President Lalu Prasad during the oath taking ceremony of Bihar Chief Minister Nitish Kumar, Yadav said, “They (Kejriwal supporters) were saying nothing happens in shaking hands or hugging as it is political courtesy. Today, we see what happened due to that.” “Four years ago we were against the arrogance of the government and we do that even today. Please don’t forget that if the people bursted Narendra Modi, Manmohan Singh and Kapil Sibal bubble, they can also burst smaller bubbles,” he added. The protestors today carried placards saying, ‘Those who betray people are scared of an open public debate’, a day after Bhushan had dared Kejriwal for an open debate on the Janlokpal bill.

A day after Union minister Birender Singh opposed creation of post of Deputy Chief Minister in Haryana, state minister Captain Abhimanyu on Friday said it was the Chief Minister’s prerogative to appoint his deputy.Asked about Singh’s remarks, Abhimanyu, who is Haryana’s Finance Minister, said, “Birender is a very senior leader… he gives statements only after lot of deliberation.”Rejecting suggestions that he is in the race for the post of Deputy Chief Minister, Abhimanyu, who is the Jat face in Manohar Lal Khattar cabinet, said these are “mere speculations”. Tomorrow there would be calls for two and then for a Dalit for that post,” he said.Lashing out at Congress, Abhimanyu said it was the then Congress government in 1972 which ended the ‘One Rank One Pension’ (OROP) policy.”In the past 43 years, soldiers have suffered a loss of about Rs 3.5 lakh crore due to the decision of the Congress,” he said.

Over 2,000 ex-servicemen return medals over govt’s ‘diluted’ OROP scheme

New Delhi: Over 2,000 ex-servicemen protesting against the government’s “diluted” one-pension-one rank scheme on Tuesday returned their medals in Delhi, Haryana and Punjab, the organizations spearheading the movement claimed today as they hit back at Defence Minister Manohar Parrikar for his “unlike soldiers behaviour” remark aimed at them.

Colonel (retd) Anil Kaul, spokesman of the protesters in Delhi, said 2,000 ex-servicemen’s medals were deposited at the district collector’s office.

“The veterans had threatened to leave the medals on the road if we didn’t accept it. Hence, we accepted those,” District Collector Sanjay Kumar told reporters.

In Chandigarh, Brigadier Kiran Krishan (retd), Convener for North Haryana of Indian Ex-Servicemen Movement (IESM), a constituent of United Front of Ex-Servicemen that had led the nation-wide protest for OROP at Jantar Mantar in Delhi, said that more than 150 war veterans returned over 150 medals which were handed over to the Additional Deputy Commissioner, Panchkula.

Kaul said ex-servicemen from Ambala, Chandigarh, Moga, Jalandhar and Gurdaspur returned their medals today while those from Mumbai, Pune, Vadodara and Bangalore will follow the suit.

“Our people from Mumbai, Pune, Vadodara and Bangalore will return their medals next. By the way, this is just the trailer,” he added.

The veterans claimed over 20,000 of them have returned medals since their protest began in 2008 to press for OROP.

Kaul reacted sharply to Parrikar’s statement that the war veterans’ protest against OROP notification is “unlike that of a soldier” and said the Parrikar’s behaviour “too doesn’t behove that of a Defence Minister.

Dismissing Parrikar’s remarks that the protesters were being “misguided” and that the OROP notification issued on Saturday has been his “achievement”, the agitators shot back at the BJP leader asking him to learn English to know meanings of the two words and asked him not to “lie” to his soldiers seeking their due rights.

“He says our behaviour is unlike that of a soldier. But we feel Parrikar’s behaviour is unlike that of a Defence Minister. We have been seeking our due to rights for past 149 days. But government has found no time to listen to us.

“Hence, we have been impelled to agitate Mr Parrikar. Your notification is not what we have been talking about. Therefore, we are returning medals,” Kaul said.

Karnataka: Congress minister’s wife caught accepting bribe; BJP demands his resignation

Bengaluru: After Social Welfare Minister H Anjaneya’s wife Vijaya was caught allegedly taking a bribe from a contractor in a sting operation, leaders from the Opposition parties BJP and Janata Dal (Secular) are demanding that he resign from his post and a high-level probe be ordered into the incident.

Former Deputy Chief Minister and veteran BJP leader KS Eshwarappa said Anjaneya should immediately resign from his post.

“I would not like to talk much about whether the minister’s wife was involved in accepting bribe or not, but I would suggest the Minister to resign and Chief Minister initiate an inquiry into the issue,” he added.

A Kannada TV news channel aired footage in which a man is seen keeping currency notes on a table before Vijaya in the minister’s house.

The channel claims that the money was a bribe of Rs 7 lakh to pass a tender worth Rs 7 crore in a particular district and that it had used fake currency notes as part of its sting operation.

Unfazed by the controversy, Anjaneya defended his wife, saying it was a conspiracy to defame his image in public.

“There is no need for me to take bribe, and my wife is not of that kind. She is innocent. There is conspiracy behind this … I have not come into politics to make easy money, but serve people,” he told reporters reacting to the sting operation.

Asked who was behind the conspiracy or whether there were people belonging to his party, Anjaneya said “I cannot tell who is and who is not behind the conspiracy.”

Playing the Dalit card, Anjaneya said it was common for oppressed people to face such difficulties. “I belong to the oppressed community and it is common for us to face such situations. I have been rendering social service, which you (media and people) all have been seeing,” he said.

Reacting to the controversy, Karnataka Chief Minister Siddaramaiah said he is not aware of the sting operation and wouldn’t be in a position to talk much about it.

On the other hand, the opposition, especially the BJP demanded the resignation of either Siddaramaiah and Anjaneya.

“Siddaramaiah, who has been claiming that his government is clean, stands exposed in the sting operation. The Chief Minister must immediately resign from the post,” senior BJP leader and former Chief Minister Jagadish Shettar said.

The division is being opposed by people living in the Terai, especially the Madhesis and Tharus. They believe the new boundaries will lead to their marginalisation in Nepal. The Madhesis are mostly Brahmins, Bhumihars, Rajputs and people of similar clans residing in Nepal’s central Terai. They are both originally from Nepal and migrants from adjoining Indian states like UP and Bihar. They have close social and business links with people in India. Apart from the Madhesis, the Tharus in the western plains and the Janjatis in eastern Nepal are also against the new Constitution. Several people have died in violent protests across Nepal against the new Constitution. India fears this may lead to large scale exodus of Madhesis and their migration to UP and Bihar.

Poor farmer’s son kills himself over school fees, his video should shame us all

Hyderabad: As if deriding the self-proclaimed pro-poor credentials of the Telangana government, a 15-year-old schoolboy and son of a small farmer threw himself before a running train in Karimnagar district of Telangana after he was insulted by his teacher for not paying school fees.

Before killing himself, the boy, Santosh Reddy, made his dying declaration one that won’t be easily forgotten by recording his last message as a video on his mobile phone.

In the video addressed to his mother, Santosh, from Abbapur village of Dharmaram mandal, urged her not to wait for him and declared that he was “leaving”. He specifically mentioned that the teacher had asked him about the fee and kept many students outside the classroom over it. He was yet to pay up Rs 7,000 to the school. He was afraid of losing out the upcoming quarterly examination because of it.

Santosh said that he considered all options and that he was aware of “everything”, meaning the financial situation of the family. He recalled, in the video, that the family had paid Rs 5,000 as fees recently. He mentioned that his teacher had beaten him up on 30 September. He declared twice in the video that he was dying.

He came home from school for lunch on Wednesday and left a small note about the ‘selfie video’ he had recorded for his mother and his father Srinivas Reddy, who is a poor farmer.

The boy’s body was spotted on Thursday night.

On finding the note, the stunned parents frantically searched their relatives’ houses and lodged a complaint with the Dharmaram police. The railway police at Peddapalli, some 50 km from Dharmaram, meanwhile, received a complaint about an unidentified body on the railway tracks. The details of the missing boy matched with the recovered body.

Santosh’s father Srinivas Reddy said on Friday that he had informed the school management that he would pay the remaining fees to the school as soon as possible and he had told his son the same even on Wednesday.

District Collector of Karimnagar Nitu Kumari Prasad has ordered an enquiry into the incident. The police inquired with the students, who also told the probe panel led by Regional Joint Director of Education Balaiah, District Educational Officer K Lalitha Devi and Mandal Education Officer Rajamallaiah that 11 of them were beaten by the teacher for failing to pay.

The Deputy Superintendent of Police N Malla Reddy said that the Dharmaram police has booked a case of abetting suicide against the school management. Deputy Chief Minister of Telangana, Kadiyam Srihari, has asked DEO Lalitha Devi to initiate action against the institution.

The state, where more than 10 poor farmers are killing themselves daily, surprisingly continues to remain out of the media glare. The story of this boy should make the country take note.

Jammu and Kashmir beef ban: Two senior officers in PDP leader’s ministry sacked

Fresh protests were led by BJP after theor sacking.

Two law officers in Jammu and Kashmir were sacked on Tuesday over their alleged failure to defend the state government’s stand in the beef ban case in the high court, in an action that led to protest by BJP fuelling fresh confrontation with its coalition partner PDP.The services of the two officers–Additional Advocate General Vishal Sharma and Deputy Advocate General Parimoksh Seth– were terminated by the law department which is being held by PDP minister Basharat Bhukhari. “The government has ordered the disengagement of Additional Advocate General, Jammu, Vishal Sharma and Deputy Advocate General, Jammu, Parimoksh Seth with immediate effect,” an official spokesman said. He said the orders to this effect were issued today.<!– Dna_Article_Middle_300x250_BTF –>BJP General Secretary Narinder Singh, however, contested the state government order and said “we lodge a strong protest over the government action. This is a coalition government and the alliance partner (PDP) needs to consult us”. Earlier this month, Sharma was moved from sensitive Home department to Education department after Jammu and Kashmir High Court ordered that a little-known law passed in 1932 banning cow slaughter and the sale of beef in the state be strictly enforced. The order led to massive protests and the opposition National Conference said it would introduce a bill to bring changes in the 1932 law. Seth was one of the persons who had filed the PIL in the court which led to the directive. The PIL was filed some months before Seth was appointed as the Deputy Advocate General. The PIL had led to an embarrassing situation for the state government after its own Deputy Advocate General was listed in the litigation. Efforts to make him disassociate from the PIL failed. The court directive triggered protests in the Muslim-majority Valley with the separatists and religious groups terming it as interference in religious affairs. Main opposition National Conference will be moving a private members bill in the next state assembly session. VHP and other BJP-affiliated trade organisation have threatened an economic blockade if the matter was discussed in the state assembly, a statement which triggered an angry reaction from Kashmir Valley-based traders who also threatened to boycott purchasing goods from Jammu business houses.

Telangana govt increases ex-gratia amount to families of farmers who have committed suicide

Hyderabad: The Telangana government on Saturday decided to enhance the ex-gratia being paid to families of farmers who have committed suicide due to distress like low crop yield or indebtedness to Rs 6 lakh from Rs 1.5 lakh.

Briefing reporters after a meeting of the state cabinet, Deputy Chief Minister Kadiam Srihari said the decision to raise the ex-gratia would be effective from Saturday.

The ‘Kalyana Lakshmi’ scheme of providing help for the marriage of young women would be extended to the families of farmers who committed suicide, he said.

Srihari said that the Cabinet expressed regret that farmers are committing suicide due to deficit rainfall, low crop yield or indebtedness.

He appealed to the farmers not to take the extreme step of ending their lives.

Farmers’ suicides has, of late, become a political issue in the state with the opposition Congress, TDP and other parties alleging that hundreds of farmers have committed suicide due to distress in the last over one year since TRS assumed office.

The ruling party, however, has dismissed the allegation.

A state government release issued on September 11 said that 141 farmers have committed suicide so far and that ex-gratia was being paid to them.

Srihari said the political parties, media and NGOs should instill courage among farmers and that the issue should not be used for politics.

Highlighting that the state government has taken many pro-farmer measures, he said that seeds and fertilisers have been made available for agriculture and uninterrupted power is being supplied to the extent possible.

The government also waived farmers’ loans to the tune of Rs 17,000 crore, the Deputy CM said, adding that the government would wait till September 30 to announce various mandals as drought-hit as per Centre’s norms.

He said the Cabinet has decided to appoint 1,000 agriculture extension officers in the state in addition to 1,100 such officers who are working to serve about 41 lakh hectares of cultivable land in the state.

Ansari, who is in Cambodia for a three-day trip, travelled to Siem Reap province from the Cambodian capital of Phnom Penh to visit Angkor Wat, Ta Prohm temples and the Mekong-Ganga Textile museum. Cambodia had this year lodged a protest with India in June over a private trust’s plans to build an Angkor Wat replica in Bihar, saying it “seriously violates” the 12th century Hindu temple and a world heritage property which holds exceptional and universal value. The protest came after Cambodia’s Ministry of Foreign Affairs and International Cooperation received a report about Patna-based Mahavir Mandir Trust’s plans to construct a replica of the largest Hindu temple complex in the world. Ahead of Ansari’s visit, India had allayed Cambodian concerns over the temple being built in Bihar. “Angkor Wat Temple is the heart of Cambodia, and the Indian government stated that this construction won’t break the good relationship between both countries, and they promise to stop the company which plans to build it,” Foreign Ministry spokesman Chum Sounry was quoted as saying by the Cambodian media last week after Indian Ambassador to Cambodia Naveen Srivastava’s meeting with Deputy Prime Minister Hor Namhong. “The Ambassador told the Deputy Prime Minister that the government of India advised the private company to change the style and structure (in the blueprint) in order to avoid copying from Cambodia’s Angkor Wat temple,” the spokesman was quoted as saying. The ‘Viraat Ramayan Mandir’, to be built some 120 kms from Patna, will be 2,800 feet in length and 1,400 feet in width and its sanctum sanctoram shall be 405 feet in height, according to details available on the Trust’s website.
