After going on a spree of cancelling FCRA registration of more than 10,000 fake and non-compliant NGOs, the Centre has introduced new set of rules that have made it mandatory for NGOs to upload and file details of foreign contribution received and utilised every quarter.Earlier, the NGOs were required to file these details on an annual basis. Fee for various services will be paid through a dedicated payment gateway.The condition of applying for renewal one year before the expiry of existing registration certificate for associations implementing multi-year project has been removed in the new rules.The NGOs who do not receive or utilise foreign contribution in a financial year will not be required to submit certificate from Chartered Accountant and audited statement of accounts with annual return.Requirement of seeking prior permission for change of name, aims and objects, address of the association, change of bank/ account, change in governing body members, etc. has also been relaxed to only intimation through FCRA online service.Seeking details of functionaries of the association in annual return has been also been done away with. Secret IB report Sources said this has been added as a consequence to the secret IB report that gave adverse comments on several NGOs that had taken anti-mining and anti-nuclear power plant stand during the UPA-II regime. Launching the new FCRA portal, union home minister Rajnath Singh hoped that the new initiative will offer the genuine applicants seamless services of FCRA with adequate ease and facilitation.
The National Green Tribunal (NGT) on Friday ordered the Delhi government to not register any new diesel vehicle from now on. The order, probably the first such in India, came from a bench headed by Justice Swatanter Kumar on a petition by Vardhaman Kaushik.The bench specifically asked the Delhi and Union governments to not buy diesel vehicles. “We direct the government to take a conscientious decision with regard to not buying diesel vehicles, whether by the central or the state government. “We direct all public authorities, corporations, DDA, police and other public departments to prepare an action plan for phasing out diesel vehicles, particularly trucks being used by these bodies,” the bench said. <!– Dna_Article_Middle_300x250_BTF –>The Tribunal then told the Delhi government and the Centre: be ready with your action plans by January 6. Earlier this year, the NGT had passed an order for condemning 10-year-old diesel vehicles and 15-year old petrol vehicles. In its eight-page order on Friday, the bench said: “As an interim measure, till the next date of posting, subject to hearing all concerned parties, we direct that diesel vehicles of more than 10 years, as already directed, as well as new diesel vehicles would not be registered in NCT, Delhi.” This order, it said, has to be implemented with its earlier ones such as prohibition on burning of waste and dumping of construction waste on roads. Chaturvedi, an Indian Forest Services officer, had pledged to donate the Rs19 lakh cash award to the medical institute for the treatment of poor patients.On 21 September, he had sent a check to be deposited into the account of the Director AIIMS. However, in his letter to the PM, dated 5 December, he wrote that AIIMS had not deposited this amount and the matter had been kept pending on “flimsy grounds”. The Delhi High Court on Monday asked the city government to file its report regarding the status of the application of Jessica Lal murder case convict Manu Sharma, seeking a month-long parole to appear in LLB semester exams. “Delhi government is directed to file the status report regarding the parole application of the petitioner (Sharma) on or before December 10. Jail authorities are also directed to file the nominal role of the petitioner,” a bench of Justice Ashutosh Kumar said.During the brief hearing, senior standing counsel Rahul Mehra, appearing for Delhi government, said that the state government was not opposing the plea of Sharma and it has been forwarded to competent authority that is Lieutenant Governor (LG) on November 5. Senior advocate Sudhir Nandrajog, appearing for Sharma, said that the examination is slated to commence from December 28 but before that Sharma has to appear for two days Personal Contact Programme starting from December 11.<!– Dna_Article_Middle_300x250_BTF –>Earlier on November 26, the court had issued notice to Delhi government and sought its response on Sharma’s plea. The trial court had acquitted him, but the Delhi High Court had reversed it and the Supreme Court had upheld the life sentence in April 2010. Lall was shot dead by Sharma after she had refused to serve him liquor at the Tamarind Court restaurant owned by socialite Bina Ramani at Qutub Colonnade in south Delhi’s Mehrauli.
“They have now taken delayed steps to some extent,” he told reporters here and added that “they are satisfying the affected people to the extent possible.”
Hitting out at ruling AIADMK for “delayed” relief measures to flood-affected people, DMK chief Karunanidhi on Sunday said his party has started distributing relief without depending on the state. In an embarrassment for the police, the Rohini Court also rapped them for bringing such charges against the Model Town MLA. Earlier, on November 26, Akhilesh Tripathi was held in a 2013 case of rioting and criminal intimidation and sent to judicial custody for a day, the fifth lawmaker of the ruling party to be arrested.In 2013, an FIR was registered against Tripathi, Rahul Kumar, Vikas Mandal, Inder Vikram Singh and Kanhaiya Kumar Jha for alleged offences under Sections 147 (punishment for rioting), 148 (rioting armed with deadly weapon), 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object), 323 (causing simple hurt) and 506 (criminal intimidation) of the IPC. <!– Dna_Article_Middle_300x250_BTF –>Speaking to Janta Ka Reporter, Tripathi said that this verdict should come as a lesson to the Delhi Police. Jayalalithaa will conduct an aerial survey of flood affected areas of Chennai, Kanchipuram and Tiruvallu on Thursday.There is water logging in many parts of Chennai due to heavy rains and normal lives remains disrupted. More than 500 people have so far been evacuated in flood-hit Tamil Nadu by several National Disaster Response Force (NDRF) teams, claimed OP Singh, NDRF Director General (DG), on Wednesday. “The teams have evacuated more than 500 people so far. Five Chetak helicopters are also operating from Tambaram. In addition, four MI-17 – two each at Bangalore and Nagpur – are on standby.The National Disaster Management Authority will coordinate the relief activities on behalf of the Centre. The authority has a round-the-clock Toll Free helpline number 1078 for this purpose.Heavy rains and water overflowing above the danger level at Railway Bridges in Chennai-Gudur section has impacted the functioning of trains following which the South Central Railway (SCR) has cancelled 12 trains and assured full refunds of fare for the same.Meanwhile, Tambaram railway station in Chennai has been turned into a makeshift shelter for the stranded passengers there. Chennai Airport will remain closed till Friday. From Thursday, Chennai bound flights will be landing at INS Rajali Airbase of Indian Navy at Arakonam which is about 60 kilometers from Chennai.

Twelve trains leaving Chennai Egmore were already cancelled yesterday due to water overflowing on railway tracks between Villupuram – Tambaram section. The Chennai Corporation had yesterday announced emergency contact numbers for all the regional zones in the city for the people to contact in case of any emergency due to the floods.

Underworld don Dawood Ibrahim has bases in Pakistan though he keeps shifting his location from time to time, Lok Sabha was informed on Tuesday. The 2.40 minute video clip shows audience creating ruckus, while a few people questioning the family as to why they could not stand for the national anthem when they can sit for four hours to watch the movie. The incident apparently took place at PVR, Kurla in Mumbai. BJP on Monday expelled senior leader Hari Om from the party’s primary membership for six years after he criticised the party’s actions, including forming the coalition government with PDP. BJP state president and MP Jugal Kishore Sharma expelled Hari Om for “gross indiscipline, anti-party activities and un-repentance for his misconduct” after receiving his reply to a show cause notice issued to him on November 5.”Having received your response to the show cause notice, pertaining to your acts of gross indiscipline and anti-party activities, issued on 05.11.2015 and received by you on the same date, your un-repentance for your misconduct is writ large in your reply,” Sharma said in a letter to Hari Om. “Therefore, keeping in view your anti-party conduct and totally unsatisfactorily explanation, you are hereby expelled from the primary membership of BJP for six years,” he added.<!– Dna_Article_Middle_300x250_BTF –>Earlier, the party had served a show cause notice on Hari Om who recently criticised the party’s actions, including alliance with PDP for forming government in the state, saying it amounted to “gross indiscipline and misconduct”.

Tightening its noose around grade A and B officers aged above 50, the Maharashtra government has set up a committee to examine their performance. The committee is expected to look into their confidential service records and merit them on the basis of performance and integrity. “There is a provision for compulsory retirement, offered to those whose performance has deteriorated with age or lack integrity,” pointed out a senior officer. “This is to ensure that senior officers do not start taking job lightly. Citing SC judgments, DoPT had said that “integrity of an employee, action or decisions taken by the employee which do not appear to be above board, complaints received against him or suspicious property transactions, for which sufficient evidence may not be there to initiate departmental proceedings” should be the factors considered to decide on prematurely retiring an officer. “Similarly, reports of conduct unbecoming of a government servant may also form basis for compulsorily retirement,” the DoPT says, citing a 2002 SC judgment that said government has absolute right to compulsorily retire an official who obstructs the efficiency in public services. “The officer would live by reputation built around him,” DoPT says citing another SC order which says conduct and reputation of an officer must not be such that his continuance “would be a menace to public service and injurious to public interest”. “For better administration, it is necessary to chop off dead wood,” says another 2001 SC order cited by DoPT in its letter, saying it should be seen if recent promotions of the officer in last five years were on basis of seniority-cum-fitness and not on the basis of merit.

Shyamvar Rai, arrested driver of prime accused Indrani Mukerjea in connection with the sensational Sheena Bora murder case, has recorded his statement before a court in Mumbai.”The court recorded Rai’s statement under the provisions of Section 164 of Criminal Procedure Code, which unlike a police statement is admissible in court,” a CBI official said on Thursday. On November 3, Indrani had given her consent for voice sample tests to be conducted on her.The CBI had earlier moved an application before the magistrate seeking her voice samples saying that it had got hold of some call recordings which purportedly featured her voice, and therefore a verification was needed.Indrani, Khanna and Rai were arrested in August on the charge of murdering Sheena and disposing off her body in a Raigad forest in April 2012, about 84 kms from Mumbai. 24-year-old Sheena was allegedly strangled in a car, then her body was burnt before being dumped in the forest.Indrani was recently hospitalised after her platelet count dipped drastically. However, doctors at JJ hospital had made it clear that she had not contracted dengue as suspected. On October 2, Indrani was taken to J J from Byculla womens’ prison in an unconscious state, fuelling speculation that she had overdosed on anti-depressant drugs. But the probe by Inspector General (prisons) ruled out the possibility of drug overdose, poisoning or suicide bid.Later, she was discharged and sent back to jail.

You may call it a Diwali gift — Prime Minister Narendra Modi on Saturday announced a massive development package of Rs80,000 crore for the flood-devastated Jammu and Kashmir. The package, according to the state government, is in addition to around Rs35,000 crore being spent on the upgradation of Srinagar-Jammu National highway. It will also be over and above Rs30,000 crore normal annual plan assistance for Jammu and Kashmir. This is the highest package announced by the centre for Jammu and Kashmir in the last 25 years. Last year I was surprised when she gave me Rs5,000 and told me to give it to the flood affected people of Kashmir”, he said. Two brothers arrested in connection with a recent incident of sacrilege here were released on Monday, with police now saying there was not enough evidence against them, a day after the case was handed over to CBI by the Punjab government. Their release came after Punjab police moved an application under Section 169 of CrPC (deficient evidence) in the court of Judicial Magistrate Satish Kumar here. “We don’t require their judicial custody, but they will remain part of the probe,” ADGP IPS Sahota said.Rupinder Singh and Jaswinder Singh, brothers of Panjgrain Khurd village, were arrested by police in connection with the first incident of sacrilege of holy book at Bargari village in Faridkot that had triggered protests by Sikhs and hardliners across Punjab. Shivkartar Singh, advocate of both the brothers, said police had moved an application before the court here stating that they don’t have sufficient evidence against the duo. “Both the brothers have been released from the Fardikot jail this evening,” he said.<!– Dna_Article_Middle_300x250_BTF –>Earlier, the brothers alongwith their family members and activists of Sikh organisations, including hardliners had claimed that the two were falsely implicated by police in the sacrilege case. Home Minister Rajnath Singh on Sunday asserted that the Bharatiya Janata Party (BJP)-led NDA Government won’t function on the basis of religion or caste, but on the basis of ‘humanity and justice’. “Whoever thinks intolerance has increased in the country, should give us their suggestion and the government will surely consider that. Not only intolerance but fear and apathy has also risen in the society at large which is dividing it. “This situation is prevailing because there is dialogue deficit between the government and some sections of the society, which should be resolved as soon as possible,” Satyarthi told PTI on the sidelines of an event held at Tata Institute of Social Sciences (TISS) here. “Not only in India but the rising intolerance is a worldwide phenomenon. Once it accepts reference for an audit, it must be respected, the official said. The discoms — Tata Power Delhi Distribution Ltd (TPDDL), BSES Rajdhani Power Ltd and BSES Yamuna Power Ltd — had challenged the AAP government’s decision on January 7, 2014, of ordering a CAG audit of their accounts. The discoms had also challenged an order of a single judge of the High Court, who had refused to stall the CAG audit.The single judge, in his January 24, 2014 order, had also asked the discoms to “fully cooperate with CAG in the audit process”. While allowing the discoms’ pleas today, the court dismissed a PIL filed by NGO United RWAs Joint Action (URJA) which had sought an audit of the discoms’ accounts by CAG. Earlier, the city government had told the court that a CAG audit of the private discoms here was necessary as these companies discharged “public function”.The discoms are a 51:49 joint venture between the private companies and the Delhi government. The government had said it was not trying to stop their (discoms) functioning or interfere in it, but was only trying to bring them under public audit, as 49 per cent stake in the discoms was held by the Delhi government which has also infused capital in these companies.

A case has been registered by CBI against former Delhi Minister Asim Ahmed Khan in connection with a case of alleged bribery. Patel quota agitation leader Hardik Patel, arrested by the city crime branch on the charges of sedition and waging war against the government, on Monday filed a plea in the Gujarat High Court seeking to have the FIR against him quashed. The petition, filed by his lawyer B M Mangukia, said the First Information. Report was vague and was only aimed at suppressing the agitation of the Patel community for reservation in OBC category. His actions did not amount to sedition or waging war against the government, it said. Pakistani Ranger on Saturday resumed unprovoked firing along the Line of Control in the Samba sector of Jammu and Kashmir. The rangers started firing about 9.15PM using small arms, said BSF sources. According to reports, intermittent firing from the Pakistan side is on, while Indian forces are retaliating heavily. Earlier, firing by the Pakistani troops had begun on Friday night continued into early Saturday morning. Earlier, the apex court had stayed the amended provisions of the law and sought the state’s reply in four weeks.The amended law fixes matriculation as essential qualification for general candidates contesting panchayat elections, while the qualification for women (general) and Scheduled Caste candidates has been fixed at Class VIII.However, in case of a woman candidate belonging to SC category contesting election for the post of Panch (panchayat head), the minimum qualification would be Class V.The lawyer for the petitioner had said that 83 per cent of Dalit women and 71 per cent women in general and 56 per cent men would be excluded from contesting the panchayat polls by this law, which affected fundamental rights of the candidates.

An FIR against rationalist free-thinker and writer KS Bhagwan was filed on Wednesday in Mangalore for hurting religious sentiments. Earlier on Wednesday, a man working as a hostel warden and priest was arrested at Hubballi in north Karnataka for allegedly making threat calls to Karnataka Sahitya Academy for choosing KS Bhagwan for annual Honorary Awards for Lifetime Achievement for 2013. The arrested person was tracked down on Tuesday through the mobile phone used by him, police said on Wednesday.<!– Dna_Article_Middle_300x250_BTF –>Following the announcement of the award, which will be presented to Bhagwan and others on November 7 in Dharwad, Sahitya Academy had complained about receiving a threatening call. Recently a letter threatening Bhagwan was delivered to his residence at Mysuru, which came close on the heels of the murder of another noted Kannada progressive thinker and scholar M M Kalburgi in Dharwad.Bhagwan had incurred the wrath of right-wing activists after he allegedly disparaged the Bhagawad Gita while speaking at a programme in Mysuru in February this year.
Chennai: Directing the centre to issue suitable direction to manufacturers of helmets for two wheelers to provide “helmet lock” as a component and not as an accessory, the Madras High Court on Tuesday said “two helmets should be given to people at the time of purchase of a vehicle.
Justice N Kirubakaran, whose order has led wearing of helmet mandatory in Tamil Nadu since July 1, also said celebrities too could be roped in to popularise the mandatory helmet rule.
Underlining the relevant sections of Motor Vehicle Act, which mandated providing helmets to two wheeler riders, the judge asked the centre to ensure that two-wheeler manufacturers provide helmets conforming to the Bureau of Indian Standards (BIS).
If helmet is provided by the manufacturer, it will prevent use of sub-standard headgears, the judge said.
The judge, while accepting that there was a practical difficulty in safeguarding the helmet, said “a helmet lock will solve the apprehension of the people of losing helmets.”
Earlier, the state government had filed a compliance report giving details of the number of two wheeler accident cases registered, deaths (with/without helmet) and number of cases registered for non-wearing of helmets between June, 2015 and September 15, 2015.
On perusal of the report, Justice Kirubakaran observed that the number of deaths “drastically came down” from 582 in June to 498 in July.
The Union Ministry of Surface Transport had earlier submitted details regarding standard designs and details of helmets.
The judge posted the matter to October 13 for further hearing.

Delhi cabinet minister Sandeep Kumar on Saturday apologised for his controversial remarks that he had made against the government hospital doctors for refusing the dengue patients. “I apologise if anyone was hurt because of my comments. I did not mean to hurt anyone with my words. My comments were not for all the doctors, it was for the doctors who misbehave with the patients,” Sandeep Kumar said. Earlier on Friday, while addressing a meet of Dalit Muslim Ekta Conference, the Delhi minister stirred a controversy, saying the government hospitals don’t have the audacity to refuse the dengue patients. “The people in the government hospitals don’t have the audacity (aukaat) to refuse the dengue patients, we will cancel their licences. However, the one acquitted has been cleared of all the charges. None of the arrested accused, however, looked Kashmiri. So they dropped the pressure cooker theory and said the accused had used a rexene bag.”According to the police, highly sophisticated explosives had ripped through the first-class general compartments of seven suburban trains, all headed towards distant western/northern suburbs. Two of the blasts – in Mahim and Borivali – took place while the trains were nearing the stations. The remaining took place in trains moving away from the platforms. The explosions were so powerful that they ripped the double-layered steel roofs and sides of each of the seven compartments, throwing injured and dead passengers out.At Mahim and Borivali stations, apart from the passengers in the compartment, the explosions killed and injured people waiting on the platforms and even those travelling by trains in opposite directions. A few panicked passengers had jumped off the trains on hearing the explosions, only to get killed under the trains on the tracks.The quantum of punishment will be announced on September 14, Monday, by the judge after hearing arguments of the both sides.

Earlier in the day, Additional Chief Secretary (ACS), Home, K P Bakshi, maintained that Sheena Bora is just another murder case for the government, reportedly succumbing to media pressure. By evening, Bakshi released a fresh statement saying, “Sheena Bora murder case investigation will continue to be monitored by Rakesh Maria even after his elevation and transfer.”<!– Dna_Article_Middle_300x250_BTF –> Bakshi also claimed that Maria’s transfer was not sudden and it was a routine one, which was due for a while. “No decision in the government is sudden. However, he admitted that the process was advanced by 22 days as the government did not want major changes to occur at the peak of the festive season. “It is routine practice for the home department to make promotions in September. If I would not have taken the CM’s approval yesterday, it would have got delayed by mid-September, as the CM is leaving for Japan tomorrow and that would have been too close to the festive season,” he said. Bakshi hinted that Maria himself preferred a comparatively relaxed profile. “Sometimes, officers who have served on posts with so much pressure want to move to a lesser hectic profile,” he said. Commenting on the appointment of Ahmad Javed, who is due for retirement in January 2016, Bakshi said that it has been done purely on the basis of seniority. “Javed is a very competent and senior officer and the selection has been purely on merit and seniority,” he added. Earlier in the day, Bakshi ,when repeatedly asked if the transfer has anything to do with Maria’s excess interest in the Sheena Bora murder case probe, said: “If an officer is taking too much personal interest in a case, it’s not the government’s job to say anything to him.” When asked if an officer with DG rank taking over the Mumbai commissioner’s post means the post has been upgraded to that rank, Bakshi said it’s a temporary arrangement. “On several occasions, posts and ranks have been interchanged to suit the requirement not only in Maharashtra but all over the country,” he said.

A resident of Pulwama in south Kashmir, Bhat was placed under arrest on September one by NIA which is probing the case in which two Lashkar-e-Taiba terrorists from Pakistan attacked a BSF bus in Jammu’s Udhampur and killed its two personnel. Kolkata: Mumbai Police interrogated Siddharth Das, who was in a relationship with Indrani Mukerjea, at his Durganagar residence in northern fringes of the city this evening in connection with Sheena Bora murder case.
According to officers of the Dum Dum police station, three officers of Mumbai Police reached Das’ residence at around 8 pm and questioned him, which was on till late this evening.
“Whether Das will be arrested or detained, depends on the Mumbai Police. They are trying to dig deep into Das’ role, if there is any, in the murder case,” a senior police officer said.
On whether Mumbai Police was contemplating interrogating Das in the presence of Indrani, the officer said “that could be a probability. They sought our help and we are extending all possible assistance.”
Siddharth Das has claimed to be Sheena Bora’s biological father. Earlier in the day, a Mumbai Police team seized a laptop and papers related to bank accounts and investments of Indrani Mukerjea’s former husband and co-accused Sanjeev Khanna in the Sheena Bora murder case from his residence in Hastings area in the southern part of the city.

The Supreme Court on Friday pulled up the government for the mismatch between the “wonderful” welfare schemes for children belonging to lower strata of society and their implementation, saying the ground reality was “completely different”. “All the ideas you have seems OK. Government of India has wonderful laws, ideas and schemes but the things are different on the ground,” a social justice bench comprising justices Madan B Lokur and U U Lalit said. The observations came while Additional Solicitor General Tushar Mehta informed the court about the schemes which the government has formulated for the welfare of children. The ASG said the government had introduced a scheme named Sabla in 2010-11 on a pilot basis, which was being implemented in 205 districts across all states and union territories.<!– Dna_Article_Middle_300x250_BTF –>Sabla aims at all-round development of adolescent girls of 11-18 years by making them “self-reliant”. The scheme has two components of nutrition and non-nutrition with the former aiming at improving the health and nutrition status of the adolescent girls, the latter addresses their developmental needs. “It is a wonderful scheme but what is happening? You people do a lot of work, make plans but what happens? Ground realities are completely different,” the bench said.The apex court also expressed concern over non-filling up of vacancies, including for the post of Chairperson of the National Commission for Protection of Child Rights (NCPCR), despite its directions. Earlier, the court had slammed the Centre for its “casual” approach towards missing children and imposed a fine on it for not complying with its directions like providing the status of such children across the country. Referring to the statutory provision on vacancies, it had said the Chairperson of NCPCR and its members were required to be appointed within 90 days of the posts falling vacant.

The Gujarat High Court on Friday slammed the state police on the Patel quota violence saying they transgressed the law by committing atrocities on people and told the government that restoration of peace should be on high priority. The two judge bench of acting Chief Justice Jayant Patel and Justice N V Anjaria while admitting a PIL directed the state government to place a report on what actions it has taken against errant policemen. “The state must make police aware about their powers. What about the police atrocities and what actions you intend to take against the errant officers? Females were also beaten by male officers. Police should not transgress the law,” the court sought to know.<!– Dna_Article_Middle_300x250_BTF –>The PIL filed by city-based Prakash Kapadia sought court’s direction to the state government to control the situation and to take steps against police personnel claiming they had committed atrocities on people after widespread violence broke out in Gujarat due to arrest of the Patel community leader agitating for OBC quota, Hardik Patel. “Restoration of peace (in Gujarat) should stand high on priority,” the court told state home secretary P K Taneja who was summoned.The state government submitted that it proposes to take action action against the errant officers. The court then directed the state to report to the court what action it plans to take on September 3, next date of hearing. The high court said that there should be no shielding of police personnel. Earlier today, the High Court asked the home secretary to remain present in the court to clarify the state’s actions in connection with the PIL.The petitioner had demanded immediate actions by the government as the festival of Rakshabandhan is on August 29. Following the court’s direction, home secretary Taneja appeared and filed the state government’s reply stating actions taken by them to restore peace in the violence hit Gujarat.
