Pakistan plan to import electricity from India stalled due to extremist sentiments, says report

Islamabad: Energy-starved Pakistan’s plan to import up to 4,000 megawatts of electricity from India has been stalled amid rising anti-Pakistan and extremist sentiments in India, a media report said.

“How can we push for electricity import [from India] when those at the helm of affairs in India are taking an extremely anti-Pakistan posture?” a senior official from the Ministry of Water and Power told Dawn newspaper.

The Narendra Modi administration is not only taking a hawkish stance against Pakistan, but is also refusing to come to the negotiating table and is encouraging extremist groups to attack Pakistani visitors, including singers, writers and sportsmen, he said.

Water and Power Minister Khawaja Asif told the Senate last week that Pakistani and Indian officials had discussed plans for importing 500 MW from India in April 2012.

Two years after these discussions, officials from Adani Enterprises Ltd of India visited Pakistan in April 2014 to discuss matters related to the import.

In the written statement, the minister detailed how AEL had submitted a draft to the ministry, proposing the export of 500-800MWs in two-three years as a starting point, recommending an eventual scale-up to 3500-4000MWs.

“But no further progress was made in this regard,” Asif said.

Pakistan is facing shortfall in in electricity and planning to also import electricity from Iran and the Central Asia.

It is believed that import from India would be cheaper and fast due to short distance and similar infrastructures on both sides of the border.

Three months after the Enforcement Directorate registered two cases of money laundering against NCP leader and former Maharashtra PWD minister Chhagan Bhujbal, the Central agency on Wednesday attached some assets of the Chamankar Enterprises, the firm he allegedly favoured. The contract of construction of new Maharashtra Sadan in Delhi was awarded to Chamankar Enterprises when Bhujbal was the minister. Reportedly the contracts were awarded without following the rules and in return the firms and trusts controlled by Bhujbal family received kickbacks. “We have attached fixed deposits and properties of Chamankar Enterprises worth Rs 17.35 crore,” said an ED official here, adding that this was the first attachment of assets in the case in which Krishna, Pranita and Prassanna Chamankar have been named in the initial complaint report.<!– Dna_Article_Middle_300x250_BTF –>Nobody has been arrested yet, they said.Earlier the agency had registered two ‘Enforcement Case Information Reports’ under the Prevention of Money Laundering Act against Bhujbal for alleged illegal transactions to the tune of Rs 900 crore. India’s Adani in talks with Softbank, Foxconn on $3 billion solar plan | Reuters

NEW DELHI India’s Adani Group is in talks with Japan’s Softbank (9984.T) and Foxconn (2354.TW), maker of Apple’s iPhone, to secure investment in a $3 billion project to make solar cells and panels in the country, two sources with knowledge of the matter said.

Prime Minister Narendra Modi‘s government expects clean energy to yield business worth $160 billion in India in the next five years, based on the country’s power generation targets.

Softbank, Foxconn and Bharti Enterprises have already pledged to invest about $20 billion in solar projects in India. A new deal with Adani, one of the country’s largest conglomerates, would boost Modi’s efforts to promote manufacturing and create sorely needed jobs.

One of the sources, who is involved in the negotiations, said that over the past few weeks, the billionaire founder of the mines-to-power Adani Group, Gautam Adani, had held talks with Softbank Chairman Masayoshi Son and Foxconn head Terry Gou.

“(Adani) are talking to Softbank, they are talking to Foxconn. They may partner with both of them. Something will be finalised in the coming few months,” the source said.

Both sources said the deal was yet to be finalised. Under the current discussions, Softbank and Foxconn, which have a string of planned and executed in investments in India, could directly inject money into the project.

Foxconn Technology Group, Softbank and Adani all declined to comment.

One of the sources said the talks had gathered pace after Adani and U.S. solar power company SunEdison (SUNE.N) two months ago ended a $4 billion agreement struck earlier this year, on a similar project.

“That deal could not mature,” said the India-based source. “They were charging too much on the technology fee.”

A SunEdison spokesman declined to comment.

HERE COMES THE SUN

Under the planned project, Adani is looking to set up a plant to produce 3 gigawatts (GW) of solar cells and panels, probably in Modi’s home state of Gujarat by 2020, said the source. Adani is based in the state and is said to be close to the prime minister.

The first phase of 1 GW will be completed by 2018 and the company has already started buying equipment for it.

India is relying on renewables to fight climate change rather than committing to emission cuts like China, arguing that any target could hinder economic growth vital to lifting millions of its people out of poverty.

Modi has set clean-energy targets including raising solar capacity fivefold to 100 gigawatts (GW) by 2022, as India’s peak power demand doubles over the next five years from about 140 GW now.

But most of the investment in the sector is expected to come either from foreign investors or companies such as SunEdision, Trina (TSL.N) and First Solar (FSLR.O).

15-year-old girl allegedly gang-raped by six persons in Mumbai, all accused arrested

Mumbai: A 15-year-old girl was allegedly gang-raped by six persons at a shop in suburban Chembur in the wee hours of Wednesday and all the accused were arrested, police said.

According to police, the incident took place around 2.30 am inside a lottery shop named ‘Harsha Enterprises’ located in Pestom Sagar Colony in Chembur.

The lottery shop, which was opened on Monday, is owned by underworld gangster Chhota Rajan’s associate Vimal Rattesar, they said, adding that one Rajesh Rajusth is the caretaker of the shop.

The alleged crime came to light after a rickshaw driver, who dropped a customer at a building located opposite the lottery shop early Wednesday morning, informed the police.

“When the driver heard a woman’s cries coming from inside the shop, he alerted the police and told them that something fishy was going on inside,” Senior Inspector of Tilak Nagar police station Bhagwat Sonavane said.

A police van, which was on the night patrol in the area, rushed to the shop and caught all the six accused from the spot, he said.

During the course of investigation, police found that Rajusth had thrown a party late last night for his bodyguards and other people working for him to celebrate the launch of the lottery shop.

The arrested accused had also brought liquor and made the minor victim consume alcohol and asked her to dance on some film numbers before sexually assaulting her, police said.

“Police are trying to find out whether the girl had gone to the shop with one of the arrested accused, whom she knew,
or whether she was forcefully brought there with the intention to gang rape,” Sonavane added.

Rajusth, along with his bodyguard Vinod was also present inside the shop till 1.30 am and police suspect their involvement in the crime. “Police are on the lookout for Rajusth and his bodyguard Vinod,” Sonavane said.

The victim has been admitted to Rajawadi hospital in Ghatkopar East and the accused were arrested under relevant sections of the IPC and Protection of Children from Sexual Offences (POSCO) Act.

All the accused are residents of Lal Dongar area in Chembur Naka.

Further investigation in the case on, police said.

The Madhya Pradesh High Court has admitted a petition seeking stripping of the Bharat Ratna awarded to cricket icon Sachin Tendulkar for allegedly using the “fame” of the honour in “earning money by endorsing commercial products”.A high court bench comprising Chief Justice A M Khanwilkar and Justice K K Trivedi yesterday issued a directive to Assistant Solicitor General to find out if there are any Supreme Court guidelines (do’s and dont’s) for Bharat Ratna awardees and get back to it in a week’s time.<!– Dna_Article_Middle_300x250_BTF –>The petitioner V K Naswah, a resident of Bhopal, stated that Sachin is a popular figure as has accomplished many a world record in the game of cricket for the country.Naswah accused Sachin of exploiting the “fame” of the highest civilian award to promote commercial products and earn money which he said was against the dignity, legacy, and tenets of the highest civilian award.Naswah said that Sachin should return the award on moral ground and if he fails to do so the central government should strip him of the honour.Sachin recommends more than 12 brands including Aviva Life Insurance, Boost (malt-based nutrition drink), MRF, Luminous and realtor Amit Enterprises.He retired from all forms of cricket last November.

R-Cap to begin talks with foreign partners for insurance biz

New Delhi: Expecting the passage of Insurance Bill to bring in $8-10 billion of foreign capital into the industry, Reliance Capital on Thursday said it would soon begin talks with foreign partners for its insurance ventures.

Beside giving additional stake to its existing foreign partner Nippon Life in life insurance venture, the group also expects to close deals for bringing in new partners for its general and health insurance businesses soon.

Welcoming the passage of Insurance Bill in the Parliament this evening, Reliance Capital CEO Sam Ghosh told PTI it will help the industry attract the much-needed capital and expand the insurance penetration across the country.

“This is a huge positive and is expected to bring in USD 8-10 billion capital in the industry which will in turn help the industry to significantly improve insurance penetration in the country.

“We will be initiating dialogue with our partners in life insurance for increasing their stake and also hope to close the partners for our General insurance and health insurance businesses soon,” he added.

Reliance Capital’s unit Reliance Life Insurance already has Japan’s Nippon Life as a foreign partner with 26 per cent stake, which has earlier said it is willing to hike its stake to 49 per cent as and when the law permits.

The passage of the bill was welcomed by many other players as well.

Bajaj Capital’s MD Sanjiv Bajaj said that the bill will play a great role in determining the future of insurance industry and its growth, and “there are likely to be many interesting moves in the sector in the time to come.”

Religare Enterprises’ Group CEO Shachindra Nath said the Parliament’s nod to the Insurance bill “has finally ushered in a long pending reform and paved the way to hike FDI in insurance to 49 per cent.

“This will surely send a positive signal to global insurance players in particular and foreign investors in general. A number of foreign partners have been eagerly waiting to raise their stake in domestic insurance ventures and Parliament’s approval today will facilitate this much needed investment flow,” he added.

Royal Sundaram Alliance Insurance Co Ltd MD Ajay Bimbhet termed the passing of Insurance Bill “a historic move for the Indian insurance industry”.

“Universal health being one of the primary motives of the new government, we can expect a sizeable FDI inflow into the Indian insurance industry. The investments would be channelled towards product innovations and to increase market penetration. With better economic conditions now, we can expect a double-digit growth for the entire industry. We remain optimistic on the development,” he added.

Supreme Court upholds quota for bank workers during promotions

In a significant judgment, the supreme court has ruled that SC and ST employees in public sector banks are entitled to reservation in the promotion of officer grade and directed banks to provide quota for these employees in the Promotion from Management Grade Scale-I (Scale-I) upto Scale VI officers. What happens if there aren’t SC/ST applicants?While disposing of a batch of petitions on the issue, the court, however, clarified that promotion in the officers cadre cannot be given on the ground of non-adequate representation of SC/ST employees. What dis Central Bank want?The court rejected the Central Bank of India ‘s argument that there is no rule of reservation for promotion in the Class A (Class-I) to the posts having basic salary of more than Rs 5,700 and their promotion should be based on the standard of performance.According the bank, the rule of reservation is followed for promotions from clerical grade to the lowest rank in the officer Grade (scale-I) but for above scale only a concession for promotion is provided for officers belonging to SC/ST category,but there is no mandatory provision of reservation. What prompted SC ruling?A bench of justices Chelamenswar and AK Sikri has allowed the pleas of SC and ST bank employees while relying on an office memorandum of the Department of Public Enterprises issued on November 8, 2004 under which, the salary limit has been revised from Rs 5,700 to Rs 18,300 as per the 5th Central Pay Commission and in the case of Public Sector Undertakings like banks the limit is fixed at Rs 20,800.”…..The said pay ceiling is achieved in the appellant Banks only when an officer reaches Scale-VII. As a result, the policy of no reservation in the matter of promotion is applicable only from Scale-VII and above. It, therefore, clearly follows that insofar as promotion from Scale-I to Scale-II, Scale-II to Scale-III, Scale-III to Scale-IV, Scale-IV to Scale-V, Scale-V to Scale-VI are concerned, reservation is to be provided. The appellant Banks, therefore, cannot take umbrage under the Memorandum (1997) and deny reservation in favour of SC/ST employees while carrying out promotions upto to Scale-VI,” the bench said. What worries banks?The bench rejected the bank’s contention that grant of reservation in promotion from Scale-I level onwards would affect efficiency and the officers belonging to SC/ST have been promoted only on the basis of their own merit/performance.
