MoEF and WII to begin captive breeding of Great Indian Bustard

Annually, GIB lays one egg and two eggs on some rare occasions. But with proper nutrition, ideal location, temperatures, food and management they can produce more than two eggs per year. The ministry has envisaged that about 25-50 eggs of GIB will be collected from wild habitats over a period of five years. These eggs will be incubated, hatched and their chicks will be reared to achieve a breeding population target of 50-100.The union environment ministry has approved a budget of Rs.33.85 crore for the project. While Rs.81.7 lakh has been sanctioned for Rajasthan, Maharashtra will receive Rs.1.38 crore. Gujarat’s share of Rs.1.10 crore is still under process.

Has Separatist Syedah Asiya Andrabi got Islamic State links?

Pro-Pakistan Dukhtaran-e-Milat (DeM) leader Syedah Asiya Andrabi is under fire.Three Hyderabad youths, who were arrested by the Maharashtra Anti-Terrorism Squad (ATS) last week at the Nagpur airport, have told the Telangana police that they were on their way to Srinagar to meet Andrabi, who would have facilitated their onward journey to join the Islamic State (IS).The three cousins, Mohammad Abdullah Basit, Syed Omer Farooq Hussaini and Maaz Hasan Farooq, are in their 20s.They told the police that Andrabi was to have helped them cross over to Pakistan-occupied Kashmir (PoK) for their onward journey to the Middle East.The Hyderabad police had said that the youths were motivated by IS propaganda online and were caught and counselled last year. The three were planning to join IS by crossing over to PoK en route to Afghanistan, Syria and Iraq.The police have booked the trio under Sections 121 (waging or attempt to wage war against the state), 121-A (conspiracy to wage war), 120 (B) (criminal conspiracy) of the Indian Penal Code, and the Unlawful Activities (Prevention) Act.The police said the three are related to former Student Islamic Movement of India (SIMI) president Syed Salahuddin, who was killed in a road accident in Hyderabad last year.Andrabi, however, denied any links with the trio, claiming an attempt is being made to tarnish her image and implicate her in fabricated cases. “My name is being dragged unnecessarily. I do not know any of the persons in Hyderabad. A concerted effort is being made to tarnish my image. I came to know about the arrest of the three youths through newspaper reports,” Andrabi told dna.Andrabi, however, admitted that she knew Syed Salahudin and had attended his programmes.She said if the state government orders a probe, her innocence would be proved. “Let them probe and it will prove that I stand nowhere in the picture,” she saidInspector general of police, Kashmir Zone, Syed Javid Mujtaba Gillani, said that they have officially got no intimation about the arrest of the threes youth and their revelations about Andrabi. “They (Hyderabad police) have not communicated to my office. I am not sure if they have communicated to the director general’s office,” he said.The arrest of the youths come in the backdrop of several incidents of IS flag-hoisting in Srinagar, particularly after Friday prayers in old city.The police had picked up several youths since the hoisting of flags last year, but investigations have not revealed any organisational structure of the outfit in the valley. Over 40% faculty posts for OBC in higher education institutions lying vacant

The activists and academicians working for the rights of the reserved category candidates, however, feel that it is the lack of sincere effort and a conscious conspiracy by the institutions and the government that these posts are lying vacant. “It is hard to believe that 40 percent of seats are vacant. Non availability of a suitable candidate is a routine assessment by the government,” said Rajya Sabha MP D Raja.
Raja also alleged that it is the mindset of the establishments towards the reserved classes that these posts do not get filled up.Dalit activist Paul Divakar also blames the prevailing prejudices against the OBCs and other backward classes. “The institutions give a second class treatment to these candidates. Instead to make them suitable for the mainstream the institutions should bear the cost so that the OBCs can get adapted into the mainstream,” said Divakar of the National Campaign for Dalit Human Rights.BJP leader Udit Raj who also represents the community blames the premium institutions. “Instead of providing them a cushion so that they can compete with the mainstream, institutions adopt a discriminatory policy,” said Raj.

Eco-sensitive zones to sink by 60% of Western Ghats?

If the states have their way, nearly 60% of the eco-sensitive, protected area of the Western Ghats, also known as water tower of peninsular India, will be thrown open for development and commercial projects. Five states located along the Western Ghats – Maharashtra, Karnataka, Goa, Gujarat and Kerala – have recommended to retain only 20,000 sq km as eco-sensitive area (ESA) and release the rest 36,285 sq.km for development. Among the six Western Ghats states, Tamil Nadu is yet to submit its recommendations on ESA areas to the Centre.A Central government appointed committee led by K Kasturirangan had recommended 56,825 sq km as ESA, nearly three times more than what the states have stated. The Centre too had notified 56,825 sq.km area as ESA in a draft notification in September this year. Western Ghats is one of the eight biodiversity hotspots in the world and is also a UNESCO world heritage site.In their detailed reports on ESAs, the states have rejected most findings and recommendations of the Kasturirangan report, pushing for opening the Ghats to development and commercial activities. The state governments were unhappy with the Kasturirangan report and thus the Central government had allowed them to physically verify their ESAs.The Kasturirangan report had identified ESAs on the basis of natural landscape and cultural landscape. The natural landscape comprises of natural vegetation, forests, water bodies, hills and sacred groves while cultural landscape comprises of human dominated land use of settlements, agricultural land, horticulture and other plantations.For example, the report had identified 4,156 villages across six states as ESA, but the five state governments, in their recommendations, demarcated only 1,666 villages. Each state government has shot down prohibitions suggested in the Kasturirangan report on issues such as mining, township development and forest plantations.An analysis of the state reports by dna shows that broadly they have vouched for inclusion of only contiguous forests that are already notified along with non-forest private lands areas while excluding plantations, industrial zones and even non-cultivable agricultural land.Gujarat, however, is the only state to have increased its ESA area.The ground reality, the states’ reports claim, is that most villages across Ghats rejected the ESA tag, as they feared for loss of livelihood. The reports say that villagers were victims of misinformation campaigns. The villagers, reports said, termed the concept of ESAs as ‘government land grab’.Speaking on the state reports, veteran ecologist Madhav Gadgil, who headed the first Central panel to have given a road-map for conservation of the Ghats, said, “The process states have followed to demarcate ESAs is more important than the area they have retained. It is a flawed process from several angles and most crucially, there is little people’s participation.”He added, “So called ground-truthing exercises involved gathering only select few groups of influential locals across villages. Also, I got first-hand reports of misinformation campaigns that were spread against the concept of ESAs.”While analysing the state reports, dna found each state government has used different approaches for giving ESA tag to villages. As per the Kasturirangan report, villages having more than 20% natural landscape were to be counted as ecologically sensitive. Maharashtra, which has the second largest ESA area has reduced the number of ESA villages from 2,154 to 1,254, reducing the protected area of Ghats to 6,719.3 sq.km.In Maharashtra, the government excluded a total of 879 villages for being isolated, distant from the contiguous, elevated range of the Ghats and for having less than 20% natural landscape. ESA villages that are home to industrial zones have been excluded without studying their pollution load on water resources.In Karnataka, the government thought it more ‘practical’ and ‘rational’ to count only those villages with 50% or more natural landscape and that already fall in the buffer zone of sanctuaries and national parks as ESAs. Karnataka has whittled down ESA villages to 153 from 1,553, shrinking the protected area to 2,020.01 sq.km.Once Tamil Nadu submits its report, MoEF&CC will deliberate on recommendations of all states and map ESA villages using satellite maps. For instance, a bottle of high-end whiskey which costs Rs 5,000 in a wine shop may be sold for around Rs 2,500 by these people with the bottle containing mid-range liquor,” said a senior state excise department official.<!– Dna_Article_Middle_300x250_BTF –>Earlier this month, the state excise flying squad raided a building in Andheri (West) and arrested six people involved in manufacturing and sale of duplicate Indian Made Foreign Liquor (IMFL). They also seized bottles of premium whiskey brands and raw material.The prime target of these rackets, which make a killing due to the margins involved, is the neo-rich class which seeks to shift from low quality liquor to premium brands but is unable to distinguish between original and duplicate versions.Liquor smugglers also try to cash in on the higher demand for liquor by bringing in duty-evaded alcohol from neighbouring states Goa and Daman, which have liberal excise duty regimes than Maharashtra, leading to cheaper goods.The flying squad also intercepted 500 boxes of duty-evaded IMFL and beer, which were brought into Maharashtra from Goa and Madhya Pradesh, and arrested two people. The stash, which is worth Rs18 lakh, includes 350 boxes of whiskey and 150 boxes of a popular brand of strong beer.Sources said a huge racket involved in this business exists in and around Mumbai. The kingpins and foot soldiers of this illegal business rent premises on a temporary basis in Bandra, Santa Cruz, Khar, Vile Parle, Andheri and Goregaon and prepare duplicate liquor.These counterfeiters purchase empty bottles from bhangar (scrap) shops or order original-looking replicas of bottles and caps from other countries which are then brought to Maharashtra via neighbouring states.Though it is mandatory for all retail outlets to smash bottles of premium imported brands, like scotch and single malts, and deface or remove labels from empty IMFL bottles to prevent their misuse, it is difficult to ensure that individual consumers followed suit.”It is necessary for people to purchase liquor from authorised wine shops because there are chances that bootleggers may be bottling cheap quality alcohol in bottles of premium brands and passing them off as originals. Such liquor may also be harmful for health,” said a senior state excise official.

Family of Ayaz Sultan, who, security agencies suspect, left the country to join terror outfit Islamic State, had contacted him on Wednesday afternoon. The family members said they had contacted Ayaz on at least three occasions since he disappeared, but he did not respond to them. According to his brother-in-law Majid Shaikh, “Ayaz was online on WhatsApp on Wednesday, his last seen was 12.42pm. He was also online last Friday. We dropped him several messages and WhatsApp calls on his number, but he didn’t get back to us. Though his phone is switched off, he has internet access. His mother too pleaded with him to come back as the family is facing a lot of trouble because of his disappearance. He has not returned since,” said Majid. When there was no word from Ayaz and his phone was switched off, the family contacted Ayaz’s sister in Kuwait. She told them that Ayaz had not come there. That’s when they started getting worried and lodged a missing complaint with the Malwani police. Ayaz used to regularly hang out with Wajid Shaikh, Mohsin Shaikh and one Moin from the same locality. The family then started making inquiries with Wajid and Mohsin. “Mohsin told me that Ayaz had taken Rs10,000 from him. Wajid too was unaware of Ayaz’s whereabouts. We later learnt that on December 15 Wajid, Mohsin and one Noor Mohammed have left their homes. Ayaz never told me what he did with Rs1 lakh his mother gave him,” said Majid. “Ayaz was the only well-educated person in the family, knowledgeable about computer… His family told the police that they had noticed change in his behaviour, he used to stay isolated and would mostly stay out of the house. At home too, he would spend most of his time on his mobile phone, which had an internet connection. We are not ruling out his chances of having left the country,” said an officer from Maharashtra Anti-Terrorism Squad.

A day after the Nagpur bench of Bombay High Court cancelled the temporary bail of Delhi University professor Dr GN Saibaba, his wife on Thursday expressed her apprehension about the further deterioration of her husband’s health. The visibly bold-looking Vasantha could not control her emotions at a press conference in Delhi. She said her husband is in a better position today because of her sincere effort to provide him adequate treatment. The 90% disabled, wheelchair-bound professor’s wife said that before his arrest Saibaba’s both hands were working properly, but due to his over-14-month incarceration in the high security anda cell in Nagpur Central jail, his left hand is now barely functioning.<!– Dna_Article_Middle_300x250_BTF –> “I would like to sue the people responsible for his worsening health… He needs absolute care and attention. How will that be possible if he goes back to jail?” she asked. She expressed her anguish over the high court order which ignored the English professor’s health and said that besides physiotherapy for his physical disability, Saibaba has been getting treatment for high blood pressure, heart ailment and also for the stones in both of his kidneys and the gall bladder. The family had to shift to Vasant Kunj near the Spinal Injury Centre for Saibaba’s frequent treatment for his spinal problem. Recounting the Maharashtra police raid at their house earlier, Vasantha said, “Raids were conducted at our house without any search warrant. My husband was fighting for the rights of poor tribals in Chhattisgarh, which has resulted him to be linked with Maoists.” On Wednesday, the high court rejected Saibaba’s plea for regular bail and directed him to surrender within 48 hours before the court concerned. Meanwhile, civil rights activists and eminent academicians from the Delhi University have criticised the court order terming it as “prejudice” and saying “the judiciary needs accountability for such type of orders”. Regarding the court’s notice to writer Arundhati Roy’s article over Saibaba’s arrest, they said, “It is an attack on the civil liberties.” Last June, the Mumbai police had arrested him for his alleged links with Maoists after questioning him more than four times at his residence. A division bench headed by Bombay High Court chief justice had granted him interim bail which was again extended in September till December.

Anyone found guilty under this section shall be punished with imprisonment of either description for a term which may extend to ten years and shall be liable to fine. Stating that the state government is not in favour of reopening of dance bars, Maharashtra Chief Minister Devendra Fadanvis on Wednesday told the Legislative Assembly that his government is framing new set of rules for these establishments. Believe it or not, unprotected sex, especially among MSM (men having sex with men), is one of the main reasons behind the spread of HIV/AIDS. The data, released by the Ministry of Health and Family Welfare on Friday, also shows a decline in trend of HIV infections across the country. According to the figures, among the causes behind new infections, as high as 95% is attributed to MSM category. It points out that the risk-factor and vulnarabily were found to be high among this group. It is of utmost importance that MSM groups indulge in safe sex to prevent HIV transmission.” She further said, “Every man registered in this target intervention (TI) group has up to four to five male partners. If even one male strays to unsafe sex, the chances of transmitting HIV to the other partners increase by upto five times.” Agrees Dr Shrikala Acharya, the additional project director in Mumbai Districts AIDS Control Society. Stating that Mumbai scenario is the same, she said: “This high-risk group do not come out in open due to various reasons, including social stigma. With advancement in technology, it has become even more difficult to reach out to this high-risk group. ” Recently, World Health Organisation, to create awareness about HIV/AIDS observed December 1 as World Aids Day, where this year’s theme was ‘Getting to zero-zero new infection, zero discrimination and zero AIDS related death’. But experts feel that to achieve zero infection, we need to concentrate on MSM category living with HIV to prevent new infection cases. Officials say they are facing the same issues in reaching out to trans-gender (TG) category for awareness. “Both TGs and MSMs are rebellious in nature. While TGs on daily basis have 13 to 15 clients and refuse to use condoms, MSMs remain hidden and are difficult to tap,” said another official from MSACS. Kaur said the transgender population remains a major part of this segment. “TGs are mostly illiterate and don’t have any other occupation. No one hires them. Most take to begging and commercial sex to earn a livelihood. We need to look into the basic factors too,” said Kaur. The following major factors/reasons have been identified with respect to HIV/AIDS transmission: Unprotected sexual intercourse including Men who have sex with Men (95%). HIV infected pregnant women to her foetus or infant before, during or after birth (3%). Use of improperly sterilized needles and syringes that have been in contact with infected blood can transmit HIV (0.9%). Transfusion of infected blood, blood products & transplantation of HIV infected organs or tissues (0.1%). Non-specified factors (1%).

New Year gift to home buyers: Maharashtra government unlikely to hike RR rates

In what could well be termed a new year gift to the home buyers, the Maharashtra government, it is learnt, has decided not to increase the ready reckoner (RR) rates in 2016. The move, in view of the perennial glut in the property market, is expected to help stabilise the property prices. The stamp duty and registration are charges imposed on the government rates. According to senior state officials, the government increases the RR rates annually on the eve of the new year. After efforts to contact revenue minister Eknath Khadse for reaction failed, dna spoke to his senior official, who said they are getting the feedback that there is no scope for a rise in RR rate.<!– Dna_Article_Middle_300x250_BTF –> “We have decided to support the real estate industry so that the slowing market could be revived. There is also an opinion that such a move may deprive the government of huge chunk of revenue. The final decision is yet to be taken,” said the official on condition of anonymity. Kapoor said it’s high time the government take a step further and slash the RR rates. “That will ease the property market in real sense. Shailesh Puranik, MD, Puranik Developer welcomed the government move. He said the stamp duty has already been increased and increasing the RR rates doesn’t make sense. “There is no movement in the market. The government decision will bring the cheer in the market,” he said. He further said that RBI has also made some positive changes in the lending calculations formula that will also give more relief further. “As a result, the interest rates of the home loan and other loans are likely to come down. It will be a double bonanza for the consumers and developers. By this decision, the positivity will be enthused in the market,” Puranik added.

Police on Monday filed a charge sheet in a local court against Sameer Gaikwad, an activist of right- wing outfit Sanatan Sanstha, arrested in connection with the murder of Communist leader Govind Pansare.Gaikwad, who was arrested on September 16 in connection with the murder of Pansare, is in judicial custody till December 18. The 392-page charge sheet, filed by police before judicial magistrate R D Dange, mentions a list of 77 witnesses.Pansare, a veteran CPI leader, and his wife were shot by two unidentified motorcycle-borne persons in Kolhapur in February this year. While his wife survived, Pansare later died in a Mumbai hospital. He was one of the leaders who spearheaded the anti-toll movement in Kolhapur district of western Maharashtra. Eminent farmers’ leader and founder of ‘Shetkari Sanghatana’ Sharad Joshi died of old age today.He was 81.Joshi floated Shetkari Sanghatana a non political union of farmers in 1979 to fight for farmers’ cause and hogged limelight with an agitation of onion growers in 1980 to demand remunerative prices for the produce.He was also member of Parliament from Maharashtra in the Rajya Sabha from 2004-10. In your life, a fighting spirit can be seen. Did you get this from your mother?My mother and father both. My mother was from a common family. She rebelled against the social norms of those times and educated herself. My father was in service but he was associated with the Satyashodhak movement and with Karmaveer Bhaurao Patil, a senior figure in educational sector. It is but natural that these things nourished our minds.Your family has a Peasants and Workers Party (PWP) background. Your mother was a PWP local board member and your brother-in-law is ND Patil. Still, you were attracted to the Congress.My mother was not a PWP local board member. She was elected to the Pune local board in 1936-37 for the first time as a Congress nominee. Around 1948, when the Congress went into the hands of Kakasaheb Gadgil and others in Maharashtra, a section of the party who thought intensely about rural areas felt uneasy. Yeshwantrao (Chavan) was part of that but never quit the Congress. Shankarrao More, Keshavrao Jedhe and others started PWP. When did you first meet him?In my childhood, my house had photographs of Stalin, Lenin and Karl Marx but my attraction to the Left did not last long. This attracted me to Yeshwantrao.You took decisions which would hurt politically but were progressive with long-term social ramifications. Of these, one was the renaming of the Marathwada university. Did it hurt you politically?100 per cent. Marathwada was educationally backward. The first educational complex in Aurangabad was Dr Babasaheb Ambedkar’s Milind College. In Aurangabad university, the academic council unanimously decided to rename it after Babasaheb instead of Marathwada. A recommendation was made to the state but no implementation was done during the tenure of the three chief ministers. Then in Marathwada and Vidarbha, the Dalit Panther and such organisations raised the demand and were upset that Mahatma Phule, Punjabrao Deshmukh and Chhatrapati Shivaji Maharaj’s names were given (to institutions) but despite the academic council’s unanimous decision, Ambedkar’s name was not given. This made me uneasy. I discussed the issue with my cabinet colleagues and SM Joshi gave me the moral strength. We took a decision but that very evening, houses of Dalits were set on fire. They were killed in Aurangabad, Nanded and other places. I had to suspend the decision in the next few days. It was a painful moment.Looking back, what would you call your most revolutionary decision?This can be one such decision. After the suspension, I lost my chief minister’s post and I had to pay the price in my base – Marathwada. When I became the CM in the 1980s, I realised that I had not taken the youth and people from villages into confidence before the decision. I rectified the mistake and took the decision again. The new generation welcomed it.What happened in 1978? The prevailing phrase then was you stabbed (Vasantdada Patil) in the back.The Congress was divided then. There was one Congress led by Indiraji (Gandhi) and one under Swarn Singh and Bramhanand Reddy. In Maharashtra, Yeshwantrao Chavan was our leader and he, Vasantrao Naik, Vasantraodada Patil were a part of the Swarn Singh Congress or Congress (S). We fought polls against each other but the two formed a government to keep the then Janata Party out. Vasantdada was the chief minister from our side and Nashikrao Tirpude was the deputy chief minister. From Day One, the government was not unified. In Delhi, Abasaheb Kulkarni, Annasaheb Shinde and others met at Yeshwantraoji’s place and concluded that we had to exit the government. The responsibility was handed over to me. Accordingly, I, Sushilkumar Shinde, Sundarrao Solankhe and Datta Meghe resigned as ministers. Chandrashekhar, our friend, declared support for us.Yeshwantrao telephoned me and asked me not to form the government. I agreed but Kisan Veer took the phone from me and since they were very close, told Yeshwantrao that if we back down, the political lives of these youth would be devastated and asked me to go ahead and form the government.This back-stabbing allegation has stuck to you. Do you think it would have been better if this has not happened?If this had not happened, the Congress would not have survived here.You went on to the Shiv Sena’s platform in 1984. What had happened then?In those days, textile mills defined Mumbai’s economy and were staffed by people from rural Maharashtra and Konkan. Firebrand leader Dr Datta Samant called for a textile strike. If Samant’s leadership was accepted by the textile sector, the mills would have gradually shut down on the pretext of strikes, and thousands would have been jobless. George Fernandes, myself asnd Balasaheb Thackeray decided to join hands to take the strike out of Samant’s hands. We succeeded then but unfortunately what we feared eventually happened.Modi made irresponsible, below the belt statements during elections. He should not have lowered the dignity of the PM’s post. In my 50 years of politics, I never saw Jawaharlal Nehru, VP Singh and Manmohan Singh use Modi like languageYou rejoined the Congress in Aurangabad in 1986. Is it true that Rajiv Gandhi kept you waiting for one-and-a-half years? He did not mention your name even once in his speech. Why?After Indira Gandhi’s death, Rajiv Gandhi expressed a wish that I should work with him. When I went for final darshan at her home in Delh and offered my condolences to Rajiv, he held my hand and said, “Sharad, I think enough is enough. Now the time has come, we have to work together.” I said we are with you in your crisis. Then polls were declared and we fought separately. I had no desire to contest the Lok Sabha polls and was the leader of the Opposition. There was a sympathy wave in Rajiv’s favour and there were doubts if the Opposition could survive. In those circumstances, to increase my colleagues’ confidence, I decided to contest. We met regularly. This cemented the decision to join hands and he assigned the responsibility to Arun Nehru. Arun told me in the first meeting that he was not amenable to me returning to the Congress as it would hurt both. But since the leader had said this, we had to finalise the modalities. We decided on the Aurangabad meeting. It is true that Rajiv Gandhi did not take my name but I was told that the family never took names on party platforms. So I never felt anything about it.Why did you clash with people close to you, such as Sonia Gandhi, Vasantdada Patil, and your contemporaries in the Congress, such as Antulay?All of them supported me later. Coming to Rajiv Gandhi, when we came together, I was not holding any post. I was in Goa when he called me at 3.30am and in his typical style asked me what I was doing. I said one sleeps at 3.30 in the morning. I asked him what he was doing. He said he was working. I said you are the prime minister, you have no choice, you have to work. He called me to Delhi. When I reached there, I was called to his home from the airport and was asked to take charge as the chief minister the next day. Shankarrao Chavan was the CM but had been moved to the centre.Do you think if this serpentine journey had been avoided, this Marathi manoos would have become the prime minsiter in 1991?I do not think so. In each of these times, there were reasons for the crisis. You spoke about Sonia Gandhi, now our relations are good. When the issue of making her the (Congress) president came up, we all felt that Sitaram Kesari had to be replaced. This included me, Anthony, Ghulam Nabi Azad and some more Congressmen. But one thing rankled me. When I was in Maharashtra, a meeting of the Congress parliamentary party was called and Pranab da (Mukherjee) put forth a proposal to change the Constitution so that an individual who was not a member of Lok Sabha or Rajya Sabha could be the leader of the parliamentary party. After this was done, Soniaji was given the leadership of the Congress parliamentary party. It was decided that the opinions of all in the working committee members would be sought. (PA) Sangma, who was close to Sonia Gandhi, said if leadership is given to you, there will be opposition and the Congress will have to pay the price. Tariq Anwar supported it. I felt these questions would surely come up but we can answer them. The meeting was later adjourned. I took a flight to Pune. At the airport, journalists surrounded me and said that Sonia Gandhi had resigned before the Congress office after we spoke about this. There were demonstrations outside the Congress office and demands were made to expel three of us. We three then met in Delhi and prepared a detailed letter for Sonia Gandhi, in which we said we are not opposed to her foreign origins, but these questions will come up. After getting the letter, the working committee expelled us for six years. We then formed the NCP.Mayawati, Mamata Banerjee, Jayalalitha and Biju Patnaik came to power in their states on their own. The NCP, however, never managed to cross 70-75 seats in the 288 member Vidhan Sabha. Why?We are in the 50-69 range. Our weakness includes Mumbai, which has 36 Vidhan Sabha seats. NCP’s base is rural and consists of the Marathi manoos. But the Marathi manoos in Mumbai and Thane is connected to the Shiv Sena.This base that you are talking of has a caste colour, despite the leader being progressive. Why?Our support base essentially consists of farming communities in Marathwada and western Maharashtra, which are largely Marathas. But we have many people (from other communities). Jaidutta Ksirsagar is a Teli and opposition leader Dhananjay Munde is a Vanjari.If someone opens his mind, such as Aamir Khan, people attack him. He is Muslim, therefore, a soft target for these fringe elementsYou had warned about the impact of drought in the coming summer. You were the agriculture minister for years, your party was in power and when the Congress was in government, your loyalists held portfolios of irrigation and power. Despite this, why weren’t the problems around agriculture in Maharashtra solved?In Maharashtra, agriculture faces limitations regarding water. Expert committees said 65 per cent of the state will stay rain-fed. Maharashtra has the largest number of dams in India but due to the scarcity of water, the problems have not been solved.Are you promoting dynastic politics in NCP?I do not believe in dynastic politics. We are very much clear that people have to choose their leaders. Anyone in our party who is ready to work hard, is capable of expanding the party base and has a knack to solve people’s issues can be a leader. There are several in our party who are capable of leading. Late home minister RR Patil was one of them. Unfortunately he is no more. Besides, Jayant Patil, Dlip Valse Patil, Ajit Pawar, Jaydutta Kshirsagar and so on are there.But you have to choose only one as party leader?The above-mentioned leaders have the potential to lead the party. When the party workers feel that this leader can add more votes, he will be elected and accepted as a natural leader. Why people had to chose Indira Gandhi? Because she helped them get elected. She was a crowd puller. Same is the case with BJP’s Atal Bihari Vajpayee. In the recent general elections, BJP leaders and workers chose Narendra Modi as their leader, despite having a senior leader like LK Advani.After Bihar elections result, do you think that the third front is again getting stronger? Will such a jumbo alliance succeed?I was 100 per cent sure the combination of Nitish Kumar, Lalu Prasad and Congress will win the elections. The reason is that each one has its stronghold and solid base. If the Congress and NCP come together against the BJP, we will surely defeat the BJP and can come to power. If the regional parties come together in respective states, they can give a strong fight to the BJP. That can change the political picture of the entire country.Do you think that in Uttar Pradesh also, Mulayam Singh Yadav and Mayawati will come together?Not all, they will never come together. There is a possibility of the Congress and SP coming together or BSP and Congress and left forces may join hands.You had said that the mid-term poll was likely to happen?The mid-term elections will not take place at the centre because Narendra Modi has enough numbers to run a stable government. I predicted mid-term poll in Maharashtra because BJP had no majority and was surviving on the props of Shiv Sena. I think the BMC elections scheduled in 2017 will be a turning point for the state politics. BMC is crucial for the Sena. In BMC, Sena is in a strong position. At the same time, the BJP is also spreading its base so there is likely to be a stiff competition between Sena and BJP. That will widen the rift and finally cause the separation. In reality, the BJP leaders do not want to remain with the Sena. But after the Bihar elections, BJP may start adjusting with the Sena and digest its arrogance and accept its demands.Many people have returned their government awards in protest against the intolerance in the country. What is your take on it?People’s opinion and government’s stand are two different things. A recent controversial statement by former Army chief VK Singh, now a central minister, was unfortunate. Some one from BJP also said if you are eating beef, then you should go to Pakistan. These statements were made by the ruling party leaders as well as by people who are in the government. The sad part is no one is there to contain them. If someone opens his mind, such as Aamir Khan, people attack him. He is Muslim, therefore, a soft target for these fringe elements. I read that BJP president Amit Shah warned these fringe elements. If it is true then it is the right step. The PM must have also have given suggestions to contain these elements. I did not find anything wrong with artists returning their awards.Modi had come to Baramati during Lok Sabha elections and lambasted NCP. He even called it the Naturalist Corrupt Party. Now the same Modi is praising you.Modi made irresponsible, below the belt statements during elections. He was the prime ministerial candidate. He should not have lowered the dignity of the post. In my 50 years of politics, I never saw Jawaharlal Nehru, VP Singh and Manmohan Singh use Modi like language. During his tours, it is Modi’s responsibility to maintain the dignity of the country and its people.

Hyderabadi girl who was in contact with arrested IOC official under watch for ISIS connection

She was in regular touch with many sympathisers of the terrorist group. The condition of veteran CPI leader AB Bardhan, who was admitted to a hospital in New Delhi on Monday after he suffered a paralytic stroke, is “critical but stable”, CPI said on Friday.”Senior CPI leader Bardhan, a veteran of Left movement who was admitted to GB Pant Hospital after he complained of breathlessness, continues to be critical but stable. He had brain haemorrhage,” CPI said in a statement. But, before that any suspected radicalised youth is questioned at length to ascertain about the level of involvement with the IS recruiters and propagandists.So far 23 Indian youths have joined IS of which six have reportedly been killed in IS territory. Legal experts on Thursday described the Bombay High Court verdict acquitting Bollywood superstar Salman Khan in the hit-and-run case as shocking and said “the faith of common man in the judicial system has been shaken.”Prosecutor Pradeep Gharat, who led the prosecution in the case in the trial court, termed the high court verdict as “shocking”, while leading criminal lawyer Abha Singh said “the faith of common man in the judicial system has been shaken.”<!– Dna_Article_Middle_300x250_BTF –>”It is shocking, but I will reserve my comment till I see the entire judgement copy,” Gharat, who had secured a five-year jail sentence for the actor, said.The judgement should be challenged in the Supreme Court as the Bombay High court totally reversed the order of the trial court, Gharat said.Lawyer Abha Singh said the High Court could have sent the case back to the sessions court to remove anomalies rather than giving benefit of technical hitches to Salman and acquitting him. Under section 386 of CrPc, the high court has the powers to refer the case back to the sessions court to remove anomalies, Singh added. 300 people living with HIV to march for their rights in Mumbai

More than 300 people living with HIV in Mumbai will be marching from Churchgate station to Azad Maidan on the occasion of International Human Rights Day to highlight unmet needs in the current National Aids Control Programme.According to activists and the HIV+, the problems include delayed funding to community-based organisations (CBOs) to implement prevention programmes, disrupted supply of needles, syringes and condoms, unavailability of gold standard test, like routine viral load for treatment, monitoring and shortage of HIV medicines and tools in Maharashtra.<!– Dna_Article_Middle_300x250_BTF –>“This year, till now, most organisations have just received grants for only two months since April because of the change in routing of funds from the Centre to the state treasury instead of the State Aids Control Society. The delays in disbursing the funds has affected the targeted intervention programmes in the last two years,” said Eldred Tellis, spokesperson of Mumbai Aids Forum and director of Sankalp Rehabilitation Trust.The CBOs have time and again expressed concern about the situation as failing to provide funds and other resources might increase the number of new cases, particularly among the young.“Last year on World Aids Day, we had organised the march highlighting the “high levels” of stock-outs and shortages of HIV medicines and tools in Maharashtra. Nothing has changed… Even this year we came across several incidents of shortage in medicines and kits and delay in switching to second line medicines,” said Ramesh Bhandari, spokesperson for HIV+ support group.Mumbai alone has over 50,000 people living with HIV, who depend on these government-run centres for their antiretroviral therapy (ART). However, the regular shortage is either forcing them to return frequently, is interrupting their treatment or pushing them to buy from the private market at much higher prices.As far as the treatment is concerned, second line ART is only available at JJ hospital. CBOs demand the decentralisation of second line antiretrovirals to make the treatment accessible to more. People living with HIV need a baseline Viral Load, a tool essential for identifying those who are failing treatment and need to be switched to different drugs.Tellis informed that an RTI application filed in June revealed that not a single viral load test was done from July 2014 to February 2015 due to non-availability of kits. In April 2015, again there were no kits available for conducting the test and the next month only one kit was available.“The current apathy of the Centre and the state with regard to health represents a major threat to the right to health of the HIV+. This is the reason we are marching on International Human Rights Day,” said Dr Anitha Chettiar, resident project officer at Eduljee Framjee Allbless Niramay Niketan.Officials from Maharashtra State Aids Control Society and Mumbai Districts Aids Control Society accept that funds are a problem but add that they are in the process of streamlining everything and have spoken to the higher-ups.

Swachh Maharashtra Fund to better sanitation facilities

On the lines of the Swachh Bharat Tax, Maharashtra is planning a Swachh Maharashtra Kosh (Fund). Money raised for this fund will be utilised to improve the sanitation facilities across the state. However, it is not known whether the state will impose an additional Swachh Maharashtra Tax.”Donors in the cleanliness fund will also get tax rebate” said a senior government official.Chief minister Devendra Fadnavis will be the president of the Swachh Maharashtra Kosh. The central government has already imposed a 0.5% Swachh Bharat Tax.<!– Dna_Article_Middle_300x250_BTF –>The urban development department has issued a notification saying that the Swachh Bharat drive has been implemented successfully in the state.”Under this drive, the government has decided to make Maharashtra free of open defecation by 2018. The government needs more funds and they have to be raised from various resources,” the notification said.Maharashtra Pradesh Congress Committee spokesperson Sachin Sawant said that instead of fulfilling the promises during election time, the BJP-led government is indulging in pick-pocketing.”They should not put additional tax burden on the common man. The central government has already imposed the cleanliness tax. The government should clarify what exactly they intend by this Swachh Maharashtra Kosh notification? If there is additional burden on the people, we will vehemently oppose it,” Sawant said.Swachh Maharashtra Kosh will be headed by Fadnavis, while the water supply and sanitation minister, minister of state for urban development, chief secretary, finance secretary and urban development secretary will be members.The National Institution for Transforming India (NITI) commission had asked to set up the Kosh on the lines of Swachh Bharat Kosh. “To meet the target and make the cleanliness drive successful, authorities have to raise funds, apart from central and state funds.National and international organisations can contribute to the Kosh. The donations, which the government gets under the Corporate Social Responsibility activities, will be added to this fund. “Earnings from immovable properties and interest on fixed deposits will also be used for the cleanliness drive in Maharashtra,” the notification said.

Delhi Zaika, earlier hotel Rounak Afroz, is located at a short distance from Dawood’s house in Dambarwala building in Pakmodia Street where his younger brother Iqbal Kaskar resides. “Our only competitor was Durhani Trust which works for redevelopment work in Bhendi Bazar. The bidding went on for one-and-half hours and finally our bid for Rs 4.28 crore was accepted in open auction,” Balakrishnan told reporters. The reserve price of the property was Rs 1.18 crore. “My NGO wants this property (eatery on Pakmodia) to help underprivileged women and children of Bhendi Bazar to learn computers. This will help the people in society and give a strong message to gangsters like Dawood that Indians are not afraid of him and he can no longer unleash terror in the country,” he said. When asked about funding for the property, which he has to manage within a month, Balakrishnan said he would arrange money from the common people of the country.

Veteran CPI leader AB Bardhan’s condition still critical

The condition of veteran CPI leader AB Bardhan, who was admitted to a hospital here on Monday after he suffered a paralytic stroke, is “critical, but fighting”, the Left party said on Wednesday. “Senior leader AB Bardhan, a veteran of Left movement was admitted to GB Pant Hospital after he complained of breathlessness, is still critical but fighting. He had brain hemorrhage,” CPI said in a statement. You acted against the contractors, but what about your own officials? BMC chief Ajoy Mehta could hardly have missed the message when Maharashtra Lokayukta Justice MG Tahaliyani on Tuesday issued a notice to him and launched its own probe into the Rs150 crore ‘desilting scam’. Tahaliyani has sought a report from Mehta seeking details of the action taken against errant civic officials and engineers involved in the scam. A dna report dated September 27, 2015 on the desilting scam is also part of the Lokayukta’s notice. Mehta is expected to reply to the notice issued under section 10 of the Lokayukta and Upa Lokayukta Act 1971 on Wednesday.<!– Dna_Article_Middle_300x250_BTF –> “We have issued a notice to the municipal commissioner taking suo moto cognizance of the desilting scam. We have called for a preliminary report from him. Criminal action has been taken against contractors and FIRs have been registered too. However, we want to know what action has been taken against errant officials. If we are not satisfied with the municipal commissioner’s reply, we will launch a thorough investigation,” Tahaliyani told dna. Officials said this was the first such move in recent times where the Lokayukta had launched an inquiry into a major civic issue. After the BMC’s high-level probe into the scam nailed shoddy work by its contractors, the BMC ordered blacklisting of all contractors involved in desilting work. Mehta also asked the BMC to register FIRs against all 24 contractors and start departmental enquiries against errant officials. Following an interim report, Mehta had suspended 14 officials and registered FIRs against three contractors in connection with the scam. While 10 engineers from the Storm Water Drain (SWD) department were suspended, the civic body also suspended Chief Engineer (Vigilance) Uday Murudkar, six sub-engineers, four assistant engineers and three supervisors from the SWD department. However, FIRs were not registered against any officials. “The scam could not have been executed without involvement of civic officials. If needed, we will conduct a probe and recommend action against those found guilty to the municipal commissioner. We are awaiting the BMC chief’s reply to decide on further course of action,” Tahaliyani added. The BMC’s probe report had stated that not only did contractors do sub-standard work, but openly cheated the BMC by inflating desilting claims when in reality, no work had taken place. According to officials, almost all contractors involved in desilting work duped the BMC. The BMC probe panel led by additional municipal commissioner Sanjay Deshmukh examined records of trips that the contractors’ trucks made from various drains in the city to the designated dumping grounds. The final report, which took over three months to be completed, was submitted to Mehta last week. BMC’s claims of being rain-ready were washed away with a heavy downpour on June 18 and 19. The civic body had reportedly spent Rs150 crore on the preparations, but not just the low-lying areas, several other localities were water-logged. Following the floods, Mehta ordered a probe into the desilting operations. The report claimed that there were irregularities in 65 to 70% of the work. The report also nails 20 civic officials from the SWD and Vigilance department. Mehta could not be reached for comment.

The government is expected to shut down children’s homes that do not meet the basic infrastructure criteria as per the Juvenile Justice Act. It is also likely to stop release of grants to those who are not up to the mark.Highly-placed sources said children’s homes across the state have been classified under three categories — A, B and C. Grants from government will be continued only to those falling in ‘A’ category, whereas those in ‘B’ would be given a chance to improve their infrastructure but no grants. However, those falling in ‘C’ category will be shut down soon. As of today, the department pays Rs900 per month per child to the children’s homes.<!– Dna_Article_Middle_300x250_BTF –>The final order/government resolution announcing it is expected to come out soon.This August, the women and child development department had ordered a detailed inquiry into the living conditions of the children in these homes. Once the report is out, stringent action will be taken against those in the last category,” said a senior officer.As per the Act, children’s homes should have a fairly large physical space for reception of children, besides attached bathing and toilet facilities. The homes for transit care should have the minimum facilities of boarding and lodging and provide for fulfillment of basic needs in terms of clothing, food, health care and nutrition, as well as additional facilities for education, vocational training and recreation.Also, the home managements were told to ensure that biometric machines are put in place in all the centres to know the exact count of children in every home, and every child living in such a home must enrol for Aadhaar.”This is important as the department pays the management an allowance of Rs900 per month per child. Therefore, it is vital to know the exact number of children to prevent corruption,” the officer said.Sources claimed that the initiative to conduct such an inquiry was taken by minister Pankaja Munde herself. There are approximately 1,100 children’s homes across Maharashtra. In 2012, the Centre had made it mandatory for all children’s homes in India to be registered under the Act even if they have a licence under any other law.

Sex workers from Maharashtra’s Ahmednagar district dipped into their savings and survived on just one meal a day to collect Rs 1 lakh, that was donated by them on Monday towards relief work in rain-ravaged Chennai. The sex workers handed over a cheque of Rs 1 lakh to District Collector Anil Kawade at an event organised by NGO Snehalaya in Ahmednagar, about 250km from here. “These women were restless since the last four days, when they came to know of the deluge in Chennai. Veteran communist leader AB Bardhan was hospitalised in New Delhi on Monday morning after he suffered a paralytic stroke.92-year old Bardhan, who lives in the CPI Headquarters in Delhi, felt uneasy around 0800 hours and then lost consciousness. He was immediately rushed to the G B Pant Hospital in central Delhi, CPI leader Atul Kumar Anjaan said.He described Bardhan’s condition as “critical” and said the former General Secretary of the Communist Party of India was admitted in the emergency wing and being taken care of by senior doctors. Bardhan’s wife, a professor in Nagpur University, died in 1986. In November, during an exercise to test India’s readiness for a militant attack, teams of coast guards approached Mumbai and surrounding areas by sea, just as assailants did before deadly strikes in 2008. Several teams slipped through undetected.Officials say the response to the mock assault in Maharashtra was not a disaster, but the shortcomings it exposed were a reminder of India’s vulnerability to the kind of violence that hit Mumbai seven years ago, when 166 people were killed, and Paris in November. “There was a mixed result,” said a navy spokesman in Mumbai, describing the mid-November exercise that, by coincidence, came days after gunmen targeted Paris on November 13, killing 130. “We do find weaknesses, but over the years the number of people who can go through (our defences) is much less.”<!– Dna_Article_Middle_300x250_BTF –>The atrocity in France drew immediate comparisons with events in Mumbai in 2008, when 10 gunmen landed on the city’s shores by boat, split into pairs and attacked various high-profile sites using semi-automatic weapons. After prolonged resistance and reluctance of senior officers to accept posts in tribal and Naxal-hit areas, the Maharashtra government has now deputed a fresh batch of Indian Administrative Services (IAS) officers in the most sensitive and backward areas, including Gadchiroli, to expedite the development backlog. Eight 2013 batch officers, including a woman and two tribals, took charge as assistant collectors-cum-project officers for the Integrated Tribal Development Project (ITDP) in eight different areas on December 2. For the first time, the government has deputed IAS officers for the ITDP job. A highly placed official from the tribal development department confirmed the development. “All the officers have been briefed about the challenges in the area,” said the official. He added, “Chief minister Devendra Phadnavis decided to fill in these vacancies in the most sensitive areas with fresh batch of officers so that better and transparent services to the tribal community could be rendered immediately. These most sensitive ITDP Offices are Nashik, Kalwan, Taloda, Jawhar, Dahanu, Dharni, Kinwat, Pandharkavda, Gadchiroli, Aheri and Bhamragad. Various posts of ITDP project officers have been lying vacant for many months. Senior babus have always been reluctant to take up the postings in these sensitive zones, despite a government resolution (GR) of 2002, which makes special provisions for expeditious and timely deployment of staff in tribal habitations and Naxal-dominated areas. This has adversely affected the services in these areas.Last year, the Nagpur bench of Bombay High Court had ruled that employees who never worked in tribal or Naxal-affected areas should be posted there at least once during the course of their service. The court also said that “those already working there for over three years should be transferred to other places”. “Things didn’t improve even then. Even the newly created Palghar district, which is a tribal dominated area, is struggling to get all the key posts filled,” admitted an official.The Congress-NCP government had set aside Rs1,000 crore for the integrated development of the Naxal belt across state. But every year, it came to notice, that they could not utilise the entire amount, which then lapsed. “Often, the projects undertaken in the Naxal belt were caught in the bureaucratic hurdle, thus defeating the very purpose of the special package,” said a source. The key issues which are of concern are lack of education and employment in the region. For instance, out of nearly 20,300 sanctioned posts of teachers and non-teaching staff in 29 projects, over 5,700 are lying vacant, according to the government figures.

State advocate general Shreehari Aney’s call for referendum on the issue of Vidarbha statehood kicked up a row on the eve of winter session of the state legislature on Sunday, with the Opposition demanding his resignation and chief minister Fadnavis opining that Aney has the right to express his personal views in a public function.Aney, meanwhile, clarified that he is willing to resign as AG if asked by the Governor.Aney, during a function in Nagpur on Saturday, in which a book penned by him was released, had said that public opinion on carving out a separate Vidarbha state should be ascertained by the way of referendum. Leaders of opposition in state assembly and legislative council, Radhakrishna Vikhe-Patil (Congress) and Dhananjay Munde (NCP) respectively, took serious exception to the AG’s statement.<!– Dna_Article_Middle_300x250_BTF –>While Vikhe-Patil accused Aney of insulting the 106 martyrs who laid down their lives in the agitation for unified Maharashtra, Munde said that advocate general’s statement is against the interest of the state and by doing so he was violating the pledge he has taken while assuming office. Vikhe-Patil said Aney should not forget that he was advocate general of Maharashtra and not Vidarbha.Aney, when contacted, maintained that he has not insulted the martyrs and maintained that as far as the referendum was concerned, he and his family members have been expressing this opinion for the last three generations. He further said that his ‘personal opinion’ has nothing to do in discharging his duty as advocate general of Maharashtra state.Chief minister Fadnavis made it clear that he was not aware as to what Aney’s statement during the book release function was, but he has seen Aney making a statement on TV channels in which he made it clear that his personal views would not come in between his duty as AG and the interests of the state. Fadnavis said that an AG also has the right to stick to his personal opinions. What AG had said :”If 51% people vote in favour of statehood, then the Centre should create a separate Vidarbha state. I know for sure that more than 80% people in the region will vote in favour of it, the reason why the Centre does not have the courage to go in for a referendum,” AG Shreehari Aney said at a function to release his book ‘Vidarbha Gatha’ (The saga of Vidarbha) in Nagpur on Saturday.

Maharashtra Chief Minister Devendra Fadnavis on Sunday asked the opposition parties not to politicise the drought situation in the state and said his government stood firmly behind the crisis. Meanwhile, distancing himself from the controversy over referendum remarks by Maharashtra Advocate General Shihari Aney on separate Vidarbha, Fadnavis said he has not heard the comments made on Saturday but today heard Aney saying he will protect the interest of Maharashtra in his capacity as state AG.

“Let’s not talk about caste— I have nothing to do with it,” says Nagraj Manjule, the name which has become synonymous with award-winning film Fandry. A poet, director and also an actor, Manjule said that Fandry—meaning pig in the nomadic Kaibadi language—was always his first choice and a conscious decision for the title. Manjule won the Best Director award for the film at the first edition of Ajeenkya DY Patil University Filmfare Awards 2014 (Marathi) held on November 20, 2015, at Thane.Born in a small village in Solapur district of Maharashtra, Manjule says that he experienced caste discrimination right from childhood. “It was always there. It is omnipresent. I have experienced it all my life,” he says.<!– Dna_Article_Middle_300x250_BTF –>After his first short film Pistulya won a national award a few years ago, Manjule wanted to do some more work on caste-based discrimination. “I was never very serious about studies. I was always an average student, having fun with friends. It was only after I failed my Class X exams that I began reading. I used to read novels, poems and a lot more since we didn’t have a television in those days. So the only pastime was reading,” he explains as he draws parallels between his school life and that of the lead character in Fandry. He went on to complete Masters in Marathi Literature from Pune University.Manjule doesn’t agree that caste system is prevalent only in the villages of India. “It is very much present in the cities too. Only the format is different in the cities,” he says. He, however, is quick to tell us that he doesn’t like the ‘Dalit’ tag that goes with literature produced by the Dalit authors. “Why do you need it? Humanity is the largest truth of life. Then why do you need to use these tags? They are discriminating by themselves,” he opines.Aren’t things gradually changing though? “Definitely,” he answers, adding, “The change is very slow. But yes, it is coming.”When asked about casting non-actors in Fandry, he says that it wasn’t at all difficult to make them act. “It is a director’s job and that is what I did. They are rather more realistic than the professional actors,” he explains.When asked about his upcoming movie Sairat, he only says that it is a love story and that he wouldn’t want to give away further details right now.Given his interest in the subject of caste and his recent success, Manjule has become a role model. He, however, immediately rejects the label, saying, “I don’t think this helps. No one can learn anything from reading my message. Everyone has independent ideas. I don’t believe in these things about giving anyone any message.”

Every 5th food sample tested in India is adulterated, UP most guilty state

One out of every five samples of food items tested by public food safety labs in the country has been found “adulterated and misbranded”, with maximum in Uttar Pradesh followed by Punjab and Madhya Pradesh.Over Rs 10.93 crore penalty has been imposed in 2,795 cases, while culprits have been convicted in 1,402 cases so far this year, according to the testing report of public laboratories released by the Food Safety Standards Authority of India (FSSAI).As per the report compiled by the state governments, food safety labs received 83,265 samples, of which 74,010 were tested till November 24, 2015. Out of the tested samples, the labs found 14,599 samples were “adulterated and misbranded”, the data showed.<!– Dna_Article_Middle_300x250_BTF –>A maximum 4,119 samples were found adulterated and misbranded in Uttar Pradesh, followed by Punjab (1,458), Madhya Pradesh (1,412), Gujarat (1,243), Maharashtra (1,162) and Tamil Nadu (1,047). The penalty of Rs 10.93 crore has been imposed in 2,795 cases, and maximum fine of Rs 5.98 crore was imposed for cases reported in Uttar Pradesh.As many as 2,676 criminal cases and 7,860 civil suits were registered, of which convictions were reported in 1,402 cases, the report added. Issues related to quality of food and FSSAI came into the limelight after it imposed the ban on Maggi in June this year, which was later lifted by the Bombay High Court.In August this year, the Supreme Court junked the FSSAI’s advisory that asked manufacturers to get clearance for products even if the ingredients were already approved or deemed safe. The government is also mulling Rs 1,750-crore proposal to strengthen central food regulator FSSAI as well as state bodies.

Maharashtra government puts up all 529 tribal schools for corporate adoption

The Maharashtra government plans to rope in the private sector for running all the 529 tribal residential schools (ashram shalas). The move follows the government’s realisation that it won’t be able to run them well – even after spending Rs 1,200 crore annually. Nearly 2 lakh scheduled tribe children study in these schools – mostly in Thane, Palghar, Gondia, Chandrapur and Gadchiroli.The situation in these schools is so bad that the tribal development department itself has been sending a large number of tribal kids to private schools, citing “better integration”.<!– Dna_Article_Middle_300x250_BTF –>The state has already sounded out over 60 corporate houses, including Reliance Industries, Aditya Birla Group, Tata, Coal India and Piramal Group, at a meeting presided over by chief minister Devendra Fadnavis on December 3.At the meeting, the department requested corporate houses to adopt these schools under their Corporate Social Responsibility (CSR). The move is aimed at improving the conditions of these ailing schools and making them RTE (Right to Education)-compliant.A presentation on the schools’ deficiencies was made at the meeting by tribal secretary Rajagopal Devara. Confirming the development, Devara told dna: “We received an overwhelming response from most corporate houses. The department would soon finalise the allotment of schools.”A recent government survey of tribal residential schools had revealed their pathetic condition. The outcome of the survey has embarrassed the tribal department so much that it is yet to make the findings public.The government has made it clear to the business houses that it is not financial help that it is looking for. “We are seeking their managerial skills to run the schools in a better way by identifying the requirements and the right approach in addressing the gaps and making them RTE-compliant,” said Devara.The corporate houses are expected to help set up hostels, toilets, bathrooms, sports facilities, computer rooms, labs, libraries and kitchens. Teaching-learning material, life skill trainings, career counselling and vocational training are other areas.The business houses were told that they can adopt as many schools as they want. The 491 hostels for ST students are also equally sick. “Even aided ashram schools, which cater to 2.5 lakh kids, are in a bad shape and the government must close them down”, said a teacher from a Thane tribal school.10.1% population in Maharashtra falls under the ST category – the second-largest in the country.
