Centre sanctions 4227 additional posts for Delhi Police

He said that the augmentation of manpower in Delhi Police will improve the effectiveness and efficiency of the force. “It will in turn improve the quality of investigation, expedite filing of charge sheets in a professional manner and also accelerate the rate of disposal of the cases,” Singh said. “The newly sanctioned posts will comprise of SI/ASI — 1409, Head Constable — 1409 and Constable — 1409. The sanction of the additional posts will be operationalised in two phases — 50 per cent posts in 2016-17 and remaining 50 per cent posts in 2017-18,” a statement from the Home Ministry said. <!– /11440465/Dna_Article_Middle_300x250_BTF –>

Nepal’s KP Oli calls up PM Modi; discusses political situation in Nepal

Prime Minister Narendra Modi on Thursday emphasised the importance of finding a durable solution based on consensus to Nepal’s political problems during a telephonic conversation with his Nepalese counterpart K P Oli.Oli called up Modi and briefed him on the political developments in his country, days after the Nepalese Cabinet decided to amend the Constitution to address keys demands of Madhesis, largely of Indian-origin, from the country’s Terai region over proportional representation and constituency delimitation.”Prime Minister emphasised the importance of finding a durable solution to the political problems facing Nepal based on consensus or ‘sahmati’,” an External Affairs Ministry release in New Delhi said, adding that Oli “briefed him on the political developments in Nepal”.According to the Nepalese premier’s press advisor Pramod Dahal, during the 20-minute conversation, Modi invited Oli to visit India. Oli accepted the invitation and said he will pay an official visit to India soon after the situation is normalised, Dahal said.Modi also extended his good wishes to the friendly people of Nepal for the New Year 2016. Oli would visit India before undertaking his trip to China, which was earlier supposed to be his maiden visit overseas, sources in the Nepal government said. The Nepalese Prime Minister extended thanks to Modi for welcoming Nepal government’s move to forward a Bill in the Parliament for amending the Constitution to address the demands raised by the agitating Madhesi Front.During the talk, the two leaders also discussed matters relating to improving relations between Nepal and India, Dahal said. Oli said he wanted to see Nepal-India relations move towards a positive direction while also drawing Modi’s attention towards the obstructions prevailing in the Nepal- India border check-points, according to Dahal.He requested Modi to make arrangements for smoothening the Raxaul-Birgunj check-point, the major trading point between the two countries. In response, Modi said he was always in favour of easing Indo-Nepal border trading points and asserted that India was not creating any obstructions in the movement in the border checkpoint, Oli’s Press Advisor added.Modi told Oli that all the border points except the Raxaul-Birgunj check-point are operating in a normal way and the obstructions were created in the Raxaul-Birgunj point due to continued protests by the agitating Madhesi parties, according to Dahal.Modi also recalled that he had instructed the External Affairs Minister to ensure that medicines reach Nepal through airlifting to avoid their scarcity due to agitations there. Sushma Swaraj promises to reunite Geeta with her parents

External Affairs Minister Sushma Swaraj has assured Geeta, the mute-deaf girl who returned to India in October this year after being stranded in Pakistan for over a decade, that the government is trying hard to locate the whereabouts of her parents.Geeta, who returned to India on October 26 after inadvertently crossing into Pakistan over a decade ago, is staying here at a facility of a hearing and speech impaired institute run by a local NGO.

In a 30-minute meeting, the Minister assured the girl that the government is employing all possible means to trace her parents to re-unite her with them,” the institute’s sign language department head Monika Punjabi Verma said on Wednesday. Geeta showed Swaraj a cloth which she had knitted after which the minister admired her talent, the sign language expert added. On December 18, the Minister had tweeted Geeta’s photographs snapped during days when she got separated from her parents, mentioning some of her birth marks, in an apparent attempt to reach her parents.On Tuesday, a 40-year-old woman from Jabalpur district of Madhya Pradesh claimed herself to be mother of Geeta. The woman, Aneesa Bi gave an application seeking permission to meet Geeta by describing her as her daughter, Najjo. According to her, she had disappeared from Gotegaon in Narsinghpur district about 13 years back. The woman also submitted a passport size photograph of her lost girl, District in-charge collector, Ashish Singh told PTI.He said Aneesa’s application was forwarded to Social Justice Department. The officer recalled receipt of four similar applications in the past staking claim for Geeta and sought permission to meet her. “These (applications) too were forwarded to Centre,” he said.Earlier, in November, a (Mahato) family from Bihar had come forward claiming that Geeta was their daughter after she felt that they were her parents. However, DNA tests conducted on her proved otherwise.Mahato claimed Geeta was his first child and her name was Heera who was lost in a fair in 2004. Meanwhile, Modi also reviewed the progress with respect to Aadhaar enrollment and its seeding with bank accounts. Linking Aadhaar with bank account will allow authentication of the beneficiary to receive Direct Benefit Transfer under various government-run schemes like MGNREGA, scholarships. Prime Minister in this regard also asked states to complete the process expeditiously.

Hitting at finance minister Arun Jaitley, Delhi government on Monday said there is no question of giving a “clean chit” to him when an investigation into its alleged financial irregularities is yet to start.”No clean chit has been given to anyone in Delhi cricket body investigation. The enquiry is yet to begin,” Delhi’s deputy chief minister Manish Sisodia.The BJP said the AAP government should apologise to Jaitley for charging him with corruption in DDCA even though its own report found nothing culpable against him.Sisodia raised a number of questions on financial irregularities in DDCA’s functioning and in giving tenders for work already done.”Election commission of DDCA, Serious Fraud Investigation Office (SFIO), and fact finding committee have found scams involving crores of rupees. How fake companies were created and given tenders and how payments were given for work which had already been done,” he asked.”The election commission reports also say that private cricket academies are being run under the umbrella of DDCA. It was at a lunch hosted by a union minister on a sunny Christmas Day that BJP spokespersons got messages at 1.39 pm that Prime Minister Narendra Modi was going to meet his Pakistani Counterpart Nawaz Sharif on his way from Kabul to Delhi.”This came as a pleasant surprise. We felt the Prime Minister had shown that he could take such out of the box decisions,” said a party leader. The conversation, which had till then revolved around former Prime Minister Atal Bihari Vajpayee whose place the BJP leaders had visited earlier in the day on his birthday, turned to Modi.”Looking forward to meeting Prime Minister Nawaz Sharif where I will drop by on my way back to Delhi,” the message conveyed to the party spokespersons from Modi said.Just minutes before that external affairs minister Sushma Swaraj got a call from Modi to tell her that during their telephone conversation, Sharif suggested that he drop in for tea and he had agreed. This was conveyed to BJP spokespersons when Swaraj called them to the ministry at 4 pm. She told spokespersons about the development and said that it was a welcome surprise for all. Swaraj said it was a spontaneous reaction and appreciated it saying there was no need for formality in relations with neighbours, spokespersons said.The Prime Minister’s Lahore visit not only created a sense of euphoria in the party but changed the mood as he stole the headlines, pushing BJP MP Kirti Azad’s suspension over the DDCA row to the backdrop.Party veteran LK Advani, who along with three other senior leaders had met a day after Azad’s suspension, and was critical of the leadership after the Bihar debacle, came out in support of Modi’s initiative. “The efforts initiated by Vajpayee ji, should be taken forward by present leaders like Modi ji and others, regarding the relationship of India and Pakistan…. The friendship between both the nations must get stronger so that both can get rid of the terror outfits which have been created in last few days,” Advani said.The BJP, which has taken a tough ideological position vis–a-vis Pakistan, has been unflinching in its support for Modi’s surprise gesture. A party leader said the Prime Minister was convinced that India cannot be a world power unless it showed flexibility in its approach towards neighbours. SAARC was the “larger circle” through which he could resolve bilateral ties, the leader said.Speaking of the ideological position of the BJP, the leader said even the RSS, the party’s ideological mentor, has accepted the alliance with the PDP in Jammu and Kashmir.On Saturday, BJP fielded party spokesperson MJ Akbar to brief the media on Modi’s Lahore stopover. “This gives us all hopes that there will be one happy consequence. And, if all goes well, the Prime Minister will undertake the visit to SAARC Summit next year,” said Akbar.Describing as extraordinary the way the peace process has been revived, he said it gave “another opportunity to write a new chapter in a difficult history. But it cannot be written by one. It requires two authors reading from the same page.”Akbar said the PM had created a “transformative moment in the subcontinent” with
his “courage, vision, skill and imagination” and that the pursuit of peace in the complex region with its history of fraught ties between the two countries required such courage.Dismissing the Congress criticism as “childish”, he said the move was “symptomatic” of the diplomatic thaw in the sub-continent”.However, in an interview released on Saturday, BJP general secretary Ram Madhav reiterated the RSS stand about “akhand Bharat”. During training they were involved in number of extracurricular activities like games, cultural functions and social services to ensure all round development of their personality.As an important part of training they were sent for trekking in Hamta Pass, Himachal Pradesh for a week. Different shades of political opinions, regions, States, communities, tribes, all find their way in the decision making process in Parliament. Parliamentary protests are not unheard of in India. In extreme cases there are precedents of disturbance in the past. But the last two sessions have witnessed a clear stand of the Congress Party that Parliament shall not be allowed to function. Most of the congress leaders, in private, have expressed helplessness over the decision of their leadership that Parliament must be disturbed continuously. The moot question which arises for the Congress Party is, ‘how does India legislate?’ The Standing Committee mechanism which worked exceedingly well since 1993, has been weakened in the Rajya Sabha, by the House repeatedly appointing Select Committees, questioning the opinions of the Standing Committee. If this tendency continues, a successful institution of Standing Committee could be hurt. The Government, therefore, has adopted an alternative option of a Joint Committee to consider the Bankruptcy Law. There are other options being suggested, such as to pass legislation without a Standing Committee or drafting laws in a manner to fit them into the definition of Money Bills. The latter two are not preferred options. The Congress Party leadership must seriously explore that its disproportionate and irrational approach in dealing with Parliament is hurting institutions. If Pandit Nehru can be credited in the initial years of our democracy of having laid down of healthy precedents being established, the current generation in control of the Congress Party will find a place in history of having weakened what their ancestors established. Has the country not lost out by delaying the GST since the last year’s Budget Session? How far is it desirable to pass important legislations on the last day without discussion? The Delhi government has issued a notification for setting up of a Commission of Inquiry, headed by former Solicitor General Gopal Subramanium, to probe alleged corruption in Delhi and District Cricket Association (DDCA) between 1992 and 2015, and asked it to submit its report within three months.The government’s move, however, may trigger another round of confrontation between the AAP dispensation led by Arvind Kejriwal and the Centre as the former had not sought approval from Lieutenant Governor Najeeb Jung for forming such a probe panel. Yesterday, the Delhi Assembly had passed a resolution to constitute the Commission of Inquiry even as Kejriwal accused Prime Minister Narendra Modi of getting the CBI raid conducted at his principal secretary’s office to protect Union Finance Minister Arun Jaitley in the alleged DDCA scam.<!– Dna_Article_Middle_300x250_BTF –>According to the notification, dated December 22, issued by the government’s Vigilance Department, the one-member Commission of Inquiry will identify any acts of omission and commission by DDCA and its office-bearers during the period between January 1, 1992 and November 30, 2015 and fix responsibility. Two days after stating that he did not consider liquor an “intoxicant”, Punjab Health Minister Surjit Kumar Jyani in a U-turn on Wednesday said that alcohol was the “root cause of all ills” and favoured a countrywide prohibition and the closure of all distilleries.After facing flak from various quarters over his bizzare remark that “I don’t think ‘sharab’ (liquor) is an intoxicant,” the senior BJP leader, sought to clarify the context in which he had made the statement.<!– Dna_Article_Middle_300x250_BTF –>Asked if he favours prohibition, the Minister addressing a press conference said, “There should be a ban.
