CBI claimed to have got materials that indicate irregularities in the recruitment process done in Delhi government through ICSIL, and said it is contemplating to expand the ambit of probe against Rajendra Kumar, principal secretary to Delhi Chief Minister Arvind Kejriwal.Agency sources said they had recovered four files pertaining to recruitment in the Delhi government. In one of the files pertaining to data entry operators’ recruitment, several pages were found to be missing. This prompted the agency to dig deep into the recruitment process. CBI is currently probing five instances of alleged corruption against Kumar spanning over a period of five years from 2009 to 2014 when he served in the Delhi government in various capacities.<!– Dna_Article_Middle_300x250_BTF –>The sources said probe may be expanded further and may involve much more officers and recruitment processes as well. They said nothing has been finalised and any further action will depend on details which might emerge during further questioning of Kumar. CBI has claimed to have recovered five voice recordings from the email account of Rajendra Kumar, Secretary to Delhi Chief Minister Arvind Kejriwal, purportedly carrying his oral instructions to allegedly influence contracts in favour of Endeavour Systems.CBI sources on Wednesday said that Kumar who initially refused to share his email password to sleuths during his detailed examination had later provided the details. The sources claimed that scrutiny of his email account resulted in discovery of five audio recordings pertaining to the period of 2011-13 which carry his purported instructions to the officers handling tenders and contracts to allegedly manipulate and favour Endeavour Systems, which is also named in the FIR.<!– Dna_Article_Middle_300x250_BTF –>The voice samples of Kumar, a 1989-batch IAS officer of AGMUT cadre, have been taken as per legal procedures and matched forensically, the sources claimed adding that the said conversations could bring more people into scrutiny. But there are some decisions at the gram sabha level, district and state,” he said.He said the Delhi model cannot be applied anywhere else as there are multiple agencies and “no single command”.Highlighting the issue of land acquisition, Kejriwal said when the Delhi government planned to procure new buses it needed around 500 acres of land.”But the DDA asked for Rs 4 crore per acre. Now, the total cost of buses is less than the cost of land required. The DDA gives land only for building school. For even building a hospital or university, the Delhi government has to shell out Rs 4 to 10 crore,” Kejriwal said.

In a sign of growing bonhomie between the two leaders, Delhi Chief Minister Arvind Kejriwal today met his West Bengal counterpart Mamata Banerjee here.The meeting took place at Parliament House during which Banerjee introduced several of her party’s MPs to the Delhi Chief Minister. The meeting assumes significance in the run up to Assembly polls scheduled next year in West Bengal. AAP announces money for more mohalla clinics

The government said today, after a cabinet meeting, that “the average OPD attendance in this clinic 140 patients with peak attendance of 230”.

The Aam Aadmi Party government in New Delhi announced, on Tuesday, allocation of Rs 209 crore to set up 1000 “Aam Aadmi Mohalla Clinics” in the city. After opening the first of their projected 1,000 clinics in a resettlement colony in West Delhi in July, the AAP government’s announcement is finally another push to their ambitious plans for improving the public health infrastructure in Delhi.The mohalla clinic has been a pet project of the government, with health minister Satyendra Jain having expressed previously complete confidence in the concept, and his other plans for the city’s health. However, currently Delhi’s hospitals are overburdened with surge after surge of patients needing primary medical aid. The mohalla clinics, if successful, could plug this gap in the system, relieving hospitals. Such was the hope expressed by many officials in the central health ministry to dna, albeit anonymously, when the first mohalla clinic opened.The AAP government, in its annual budget earlier this year, gave health the second highest allotment of Rs 4,787 crore.

OROP row intensifies as war veterans to start returning medals today

New Delhi: War veterans will start returning their medals from Tuesday to protest government notification on implementation of ‘one rank-one pension’, which they have rejected, even as they on Monday hit back at Defence Minister Manohar Parrikar for his comments that not all their demands can be met.

“We have one and only demand and that is OROP. It was the government who inserted provisions that has made the issue complicated. We want OROP as per the definition. No junior should get more pension than his senior.

“In protest against the government notification, we will start returning our medals from tomorrow. On November 10-11, ex-servicemen across the country will start returning their medals. They have already informed the District Magistrates about this,” Group Captain VK Gandhi (retd), general secretary of Indian Ex-servicemen Movement (IESM), said.

The government had on Saturday formally notified the OROP scheme for the over 24 lakh ex-servicemen and six lakh war widows in the country, which was rejected by the protesting ex-servicemen.

Parrikar had said earlier in the day that everyone has the right to make a demand in democracy but not all demands can be fulfilled. He said “maximum” demands of the veterans have been fulfilled and that the judicial commission to be set up by the government will look into their “problems”.

In Delhi, the medals will be returned outside Terminal 1 of the Indira Gandhi International Airport (IGIA) on Tuesday, Gandhi said, adding selecting crowded places for the purpose was meant to educate the common man about the issue.

The protesting ex-servicemen also met Delhi Chief Minister Arvind Kejriwal and briefed him about the OROP notification.

“He called us today and asked us to brief him about the government notification. He has said in coming days he will take up the issue, address press conference and also visit the protesting ex-servicemen at Jantar Mantar,” Gandhi said after meeting Kejriwal.

As part of its efforts towards cleaning the river and promoting tourism, the Delhi government will hold its “first-ever” Yamuna Aarti at Kudesia Ghat on November 13, which will be on the lines of the famous Ganga Aarti held in either Varanasi or Rishikesh.According to officials from the Water and Tourism department, 11 priests from Varanasi have been invited to conduct the first ever ‘Yamuna Aarti’ in the national capital on November 13, same day as ‘Bhai Dooj’.”The aim of the event is to showcase the cleaner and brighter side of the Yamuna and also promote its banks as a spiritual destination for visitors,” said the official Delhi Chief Minister Arvind Kejriwal will be the chief guest of the event while his deputy Manish Sisodia will be the guest of honour. AAP govt’s transfers 26 women nurses out of Tihar prisons hospital for their safety

The move, however, has not gone down well with the women nurses who have called for a revoke of the transfer.

Acting on a quick and a remedial measure of sorts, the AAP government transferred 26 women nurses posted at Delhi’s Tihar prisons hospital, after a woman doctor was allegedly molested by an inmate recently.The Delhi health department has decided to move the nurses placed with Tihar’s prisons hospital to Deen Dayal Upadhyay Hospital. Male staff from the hospital will replace the nurses at Tihar’s hospital, according to an order issued by Superintendent (HR-Nursing).The move, however, has not gone down well with the women nurses who have called for a revoke of the transfer. Asked about the transfers and the nurses’ demands for its revocation, Maliwal said she has received the report from the jail authorities and would be able to comment only after studying it, in a few days.
Nurses call for cancellation of order The government move has drawn the ire of women nurses posted at Tihar, who said that if they are not safe inside the largest complex of prisons in South Asia, where else they will be. Kejriwal urges MCD mayors to meet demands of striking workers

New Delhi: Delhi Chief Minister Arvind Kejriwal on Friday rejected claims that the Delhi government owes money to the civic bodies and instead asked the DDA, which comes under the Centre, to release Rs 1,500 crore as property tax to the MCDs.

In an open letter released in newspapers, Kejriwal sought to “clear the air” about the government’s role in the ongoing strike of sanitation workers saying it has released Rs 511 crore extra to the corporations this year as compared to the previous year.

Kejriwal said the notion that the workers of East Delhi Municipal Corporation were on strike due to non payment of salaries was wrong.

“This strike is over their regularisation, and clearing their 10-15 year old dues and few other demands.”

“The government has already paid the full amount to the corporations. Last year till October Rs 1859 crore was paid.

This year Rs 2370 crore has been paid which is Rs 511 crore more than last year.

“The corporations are to get Rs 1500 crore from DDA as property tax. Both DDA and the corporations are under the Centre. Our request is that the amount should be released soon,” he said.

The Chief Minister appealed to the mayors of the three civic bodies to meet the demands of the workers as soon as possible and urged the striking workers to withdraw their agitation “as the people of Delhi are facing a lot of trouble.”

On Monday, Geeta called on Prime Minister Narendra Modi in the evening after sharing the dais with the External Affairs Minister Sushma Swaraj while interacting with the media on reaching India after over a decade.

Modi thanked Bilquis Edhi, the founder of the Karachi-based Edhi Foundation, for taking care of Geeta during her stay in Pakistan. He also announced to offer Rs. one crore to the foundation.

Sushma Swaraj also expressed her gratitude to the Pakistan government and the non-governmental organisation that took care of the young woman all these years.

As Delhi celebrates car-free day, CM Arvind Kejriwal leads cycle rally

New Delhi: Delhi Chief Minister Arvind Kejriwal led a cycle rally here on the capital’s first Car Free Day on Thursday, and said travelling needs to be made safe.

Over 100 cyclists joined Kejriwal in the rally held between the 17th century Red Fort in Old Delhi and India Gate, a World War I monument. He was accompanied by his ministers and other bureaucrats.

New Delhi: Delhi Chief Minister Arvind Kejriwal on Friday requested the Narendra Modi government to fight the dengue menace together instead of indulging in political rivalry.

“My request to the central government — can’t we fight on these issues after two months? Let us fight dengue for now,” the chief minister tweeted.

His comments came after Delhi Lt Governor Najib Jung sent memorandum to government officials, asking them not to follow the Delhi government’s orders. It declared the government’s orders as “illegal and void”.

Kejriwal said: “Received “Memorandum” from LG (Najeeb Jung), in which he says that he has issued instructions from central government.”

A memorandum from Jung’s office dated September 17 was sent to all officers placed with the Delhi government, including officers of the All India Services, head of departments and others.

According to the memorandum: “The government of India has taken note of the current constitutional position in Delhi and major instances of violation of the constitution, law and rules.”

It said the change in pay structure of Delhi, Andaman and Nicobar Islands Civil Service (DANICS) officers according to the government of India was “illegal and ab initio void”.

The memorandum also added that if any officer complied with the “illegal” orders, disciplinary action and recovery of financial loss caused to the government would follow.

“The orders declared illegal by the government of India should not be complied with. Should any officer choose to do so, both disciplinary action for compliance of illegal orders, and recovery of financial loss caused to the government as a result of such action, would follow,” it said.
