2016 may be a watershed year in Indo-Pak ties

If the year-end turned out well for India-Pakistan relations, 2016 holds greater prospects. After Prime Minister Narendra Modi’s surprise visit to Lahore, he is set to meet his Pakistani counterpart Nawaz Sharif in the Swiss city of Davos, on the margins of the World Economic Forum between January 20 and 23.This is the third meeting between the two leaders in less than two months – the first being in Paris. It will take place a few days after the meeting of the foreign secretaries in Islamabad on January 15.Both prime ministers will have another opportunity to meet in Washington in March. US president Barack Obama has invited both the leaders for the Nuclear Security Summit to be held on March 31 and April 1.Experts here believe that the frequent summit meetings are designed to put pressure on bureaucrats to carve out a road map for peace, ahead of Modi’s tete-a tete in Islamabad with Sharif in September, on the sidelines of the SAARC summit.Insiders believe that a combination of factors pushed the Modi government into chalking a new line, cloaked in optics and symbolism.Western nudges, fears of extremism in South Asia, security situation in Kashmir, repeated requests by J&K chief minister Mufti Mohammad Sayeed and worries of disruptions to a thaw – all played a part. Also, after repeated setbacks, the US and Russia appear to have concluded that the recent peace attempts between the Afghan government and the Taliban represent the last opportunity for a resolution in Afghanistan.Given Pakistan’s centrality in bringing the Taliban to the negotiating table, the US has, for weeks, been nudging New Delhi and Islamabad to resume dialogue, last suspended in 2013.US president Barack Obama, in October and November, had hosted both Nawaz Sharif and his army chief Raheel Sharif. The US secured an assurance from both that they were keen on avoiding exacerbation of tensions with India. While welcoming Modi’s diplomatic outreach, the J&K CM recalls that during his October 15 meeting with Modi, he had conveyed to the latter that development and success of his PDP-BJP coalition was linked to peace with Pakistan.”I was assured that an effort was on,” he said.Pakistan’s recent appointment of a former army general, Naseer Khan Janjua, as its national security adviser, has also opened a fresh window for early negotiations on terrorism and cross-border violence.”That the Pakistan NSA represents the views of his military establishment is good because the shadow-boxing is over,” said former Indian high commissioner to Pakistan G Parthasarathy. The “mother of all coups” – Ambassador M K Bhadrakumar described Modi’s December 25 visit to Lahore – also had an important fall-out.Modi’s optics have succeeded in convincing Pakistani leaders once again that a hardline BJP was more decisive than the Congress.Congress prime ministers, right from Rajiv Gandhi to Narasimha Rao to Manmohan Singh, despite having agreed to settle issues like Siachen and Jammu and Kashmir, backed out because of indecision.Ministry of External Affairs officials concede that what Modi had achieved was something Manmohan had dreamt of for a decade, but was not allowed by his own party – the Congress.<!– /11440465/Dna_Article_Middle_300x250_BTF –>

Hurriyat cautions against possible attempts to vitiate Indo-Pak peace process

“Any party or group that stands in the way of attempts to achieve peace are enemies of the people of South Asia. The leadership in India and Pakistan should invite and involve all the stakeholders – especially the people of Kashmir – to contribute and be a part of this process. The rabble-rousers should be reined in so that issues can be addressed and peace becomes the order of the day in the South Asian region,” he said.

Congress takes jibe at PM Modi over ‘Narendra Modi Mobile App’

“It was nail-biting wait as the Prime Minister’s was on three-nation visit where he said he had breakfast in one country, lunch in another and dinner in a third country. It was dream of former Prime Minster Manmohan Singh… he said the same, but the then opposition, the BJP, opposed the trip. We heard the speech of Prime Minister and it was interesting. But more interesting was his mention that India Afghanistan relationship will be build by a bridge in Pakistan. These are two sovereign nations. Do we need bridges built by Pakistan? We are independent nations and we are capable of dealing with each other without bridges from Pakistan,” he said, adding that incursions and cross-border terrorism still persist.

I am all for peace: Amarinder Singh on PM Modi’s Lahore visit

“Captain (Amarinder) has rightly said that you need to make a distinction between the desire to normalize relations with Pakistan and the manner in which you want to do. It the manner in which Prime Minister is attempting to do it is undermining India’s national security, it is undermining our strategic interest,” Tewari said. “PM needs to tell people what really has changed between India and Pakistan. Have they (Pakistan) decided to handover Dawood Ibrahim to you… have they decided to expedite 26/11 trial…,” he said.

Rahul Gandhi needs to speak up more in Parliament: Ashok Chavan

An explanation as to why the Congress opposes certain moves will connect him directly to the people, he said. “While Sonia ji (Congress President Sonia Gandhi) prefers to meticulously plan her rally speeches as she is not very comfortable in Hindi, Rahul ji tends to take it little lightly because he is well versed with the language. This, at times, proves to be a lacunae which can be changed,” he said. He added people now tend to watch serious live debates of the Parliament and that Gandhi needs to ensure they understand the reasons behind the Congress party’s stand on various issues.

Diplomats hail move but with caution

Sumitra Kumar, senior research fellow at the premier strategic think-tank – Institute of Defence Studies and Analysis (IDSA) — however, is apprehensive about Nawaz Sharif’s manoeuvrability with regard to terror elements given that the Punjab provincial government has over the last few years been allocating considerable funds in its annual budget for the Jamaat ud Dawa. “Even faced with the improbability of making much headway on terrorism and Kashmir in the resumed dialogue, it is still important for India to engage with Pakistan. If India hopes to be taken seriously by the international community it should be seen to be managing its relationships with the neighbours earnestly,” Kumar said. Also, continuing the dialogue might tend to weaken the anti-India elements in Pakistan, he said. Besides, the experience of the last 18 months during which the dialogue was interrupted twice has brought both governments to the view that if any forward movement has to be made in improving relations they can only resort to a dialogue and nothing else,” said Kumar, an expert on Pakistan and military affairs.

Except Left, Opposition parties decry PM’s move BJP says it’s pleasant surprise

In Jammu and Kashmir, while both chief minister Mufti Mohammad Sayeed and former CM and opposition National Conference working president Omar Abdullah welcomed talks. But Omar called for sustainability in the talks, which should address skewed issues like Kashmir and other disputes once for all. In a statement here, Mufti who is recuperating after a health issue, , Mufti said he was delighted by Modi’s visit. “This is an evolutionary process and step in the right direction. It indicates Prime Minister’s resolve to enter into a long-term strategic partnership with Pakistan,” he stated. His aides recall October 15, meeting with the PM, where Mufti had conveyed that a peace with Pakistan was linked to development and progress in his state. “This initiative, besides being a great step towards improvement of bilateral relations, will also give impetus to the concept of SAARC,” he added.Congress, however, attacked the PM, alleging his endavour was not for promoting India’s national interest or to take forward the roadmap to engage with it on tackling terror but to promote private business interests. In a hurriedly convened press conference, Congress spokesperson Anand Sharma asked what assurances he got on bringing back or punishing perpetrators of 26/11 Mumbai attacks, especially Zakiu Rehman Lakhvi, and on dismantling terror syndicates in Pakistan acting against India.”Questioning the intent behind his visit, Congress rejected claims of External Affairs Minister Sushma Swaraj that the Prime Minister’s move was ‘statesman-like’ and said it was “pre-arranged” by a businessman.”We are very clear that the Prime Minister is there to promote only private business interests and not India’s national interest which should be supreme.”Diplomacy is serious, it must have gravitas and predictability. It cannot be frivolous, otherwise it will implode on Shri Narendra Modi’s face,” he told reporters. “This unannounced visit cannot be termed ‘statesman-like. Diplomacy must have seriousness and gravitas,” he said. The Congress leader questioned how many Prime Ministers or heads of states make such detours to wish birthdays, asking if any Indian Prime Minister has landed in another country in this manner in the last 67 years. He also slammed Modi and BJP for adopting a “hawkish approach” during the UPA government and termed any meeting by former Prime Minister Manmohan Singh with his Pakistani counterpart as “anti-national”. The JD (U) leader K C Tiyagi said the “friendship and betrayal cannot go hand in hand” “I am stunned and shocked. At this moment, I can think of beheaded Hemraj,” said Tyagi.Describing it a “pleasant surprise”, BJP leader Tarun Vijay called it a best Christmas gift. “PM’s move will help isolate anti-India and anti-peace forces in Pakistan. It will work like a miracle. It has clearly shown, who wants peace in the region and has put onus on other side to reciprocate, ” he said. Another spokesperson Sidharath Nag Singh said the PM’s move was one of out of box diplomatic venture, as he had invited the leaders of South Asia nations to his oath taking ceremony.

Delhi emerging as global transit hub for drugs

Officials at the NCB, by their own admission say that the high number of cases this year is reflective of successful interception by its intelligence officials, where as the real number of drugs sent through mail services within and outside India could be much higher. “We are imparting training to private courier franchises and the government agencies on how to identify and what to look for while dealing with parcels. There is much more awareness among the staff at courier and postal offices to be alert and this has helped us in high interception,” says Rohit Sharma, Delhi zonal director, NCB.

Why PM Narendra Modi’s ‘impromptu’ Pakistan visit is significant

Can PM Modi follow a similar route in other key areas and stay two steps ahead of his contemporaries, the media and the opposition. It can truly help him to set the agenda of development and firm up a legacy, which not only his cheerleaders but many dispassionate observers would sorely like him to achieve.

Congress remarks on PM Modi’s Lahore visit unfortunate, BJP hits back

BJP on Friday hit back at Congress over its suggestions that Prime Minister Narendra Modi’s visit to Pakistan was “pre-arranged” at an industrialist’s initiative, and said it was “unfortunate” that the country has an opposition like it which sees negative in all “positive efforts”.Welcoming Modi’s visit which has taken the country by “pleasant surprise”, BJP said the Prime Minister has taken a bold step and only a strong leader like Modi can do so.”Such an allegation by Congress is absolutely incorrect and in bad taste. This is unfortunate that the country has an opposition like this today. People have hopes from Modi and he has in a short span of time brought about a paradigm shift in India’s relationship with the outside world,” party secretary Shrikant Sharma said.Modi decided to go to Lahore after his Pakistani counterpart extended an invitation to him which he accepted, Sharma said. Calling it an “out of box” initiative, Sharma said Modi had been taking such steps and cited his decision to invite the head of governments of the SAARC countries and his meeting with Sharif in Paris recently. He recalled that BJP stalwart and the then Prime Minister Atal Bihari Vajpayee had also taken a similar exercise with his Lahore bus journey. Modi has been of the view that there should be easy and informal relations among SAARC countries like what exist between the EU and ASEAN nations, he said, adding that this is besides the conventional diplomacy.Sharma also cited Modi’s initiative in building an alliance of Solar energy-rich countries at Paris climate change conference to buttress his point. Congress leader Anand Sharma criticising Modi’s visit said, the meeting between Modi and Sharif was “pre-arranged” by a businessman. <!– /11440465/Dna_Article_Middle_300x250_BTF –>
