Nearly 10 lakh private cars will daily stay off Delhi roads once the odd-even formula is enforced with drastic reduction in traffic flow expected to significantly reduce the high-level of pollution in the city.There are over 19 lakh private four-wheelers registered in Delhi and nearly half of these will go off the roads with the implementation of AAP government’s ambitious odd-even formula.

Acting on a tip-off, officials of Bidhannagar Police Commissionerate carried out a raid at a community hall in the DD block, rented out for weddings and arrested the male and female actors, camera persons, director, and technicians of the porn movie. Of the total 28 arrested, seven are female and 21 are male.The police have also arrested the landlord for renting out the community hall without the production of any valid documents.“These people shoot x-rated movies and upload it on several sites. The filmmakers have collaborated with people in Delhi who upload these movies on the internet after they are shot in Kolkata. Delhiites may have to cough up a fine of Rs 2,000 for violating the odd-even rule as the AAP government’s transport department has proposed a penalty scheme during the 15-day trial period of road-rationing experiment starting January 1. Sources said that the final proposal has been submitted to the government and Chief Minister Arvind Kejriwal will soon take a final call on this issue.The Delhi government had recently asked the department to prepare a proposal to finalise the penalty that will have to be paid for the violation of odd-even rules.<!– Dna_Article_Middle_300x250_BTF –>As per the transport department’s proposal, under Section 115 of Motor Vehicle Act, government has powers to restrict the use of vehicles and the violation of this rule would entail punishment of Rs 2,000 as prescribed under Section 194 of the Act, said an official.”A proposal of imposing a fine of Rs 2,000 for violating odd-even rules has been sent to government. CM will take a decision in a review meeting soon to be held on odd-even scheme. Once government gives its nod to proposal, it will be sent to Lt Governor for his approval,” a source said.They also said that government was also contemplating to give special powers to the traffic police, as it was delegated during Commonwealth Games 2010 to implement the odd-even formula so that cops can “strictly” prosecute drivers.To curb rising pollution level in the national capital, the AAP government has decided to introduce odd-even scheme to be implemented starting January 1. The government said that as per the plan a one-time financial grant of Rs 10,000 will be given to the youth and a sewing machine will be arranged for him so that he can rent a tailor shop.”Government has already submitted its report in the court on the rehabilitation of the juvenile convict who has turned 20-year-old now,” said a senior government official.The official noted that the government will act as per the existing Juvenile Justice Act. With practices like “fudging” of data and “inflated” costs prevailing, the Comptroller and Auditor General (CAG) has found there is an “institutionalised exaggeration” of figures about children benefiting from Mid Day Meal (MDM) scheme.In a report tabled in the Parliament on Friday the CAG also found that often food was being prepared in unhygienic conditions exposing children to health hazards.The auditor also observed a trend as per which the enrolment of children in schools providing mid-day meals is showing a “consistent” decline which it said indicates that more and more people are seeking better education and not just food.<!– Dna_Article_Middle_300x250_BTF –>The CAG in the report said the mechanism in place for assimilating data on the number of children availing meals was seriously compromised and the percentage of actual children as gathered from various sources was consistently lower than that furnished by the states to the HRD Ministry.The audit, it said “evidenced an institutional exaggeration of figures” regarding students taking meals, “irregular diversion or theft of grains, inflated transportation costs and fudging of data which point to widespread leakages.”The data it suggested should be examined through independent checks and a system of surprise checks should be introduced.In its report the CAG also said that from 14.69 crore in 2009-10, the number of children enrolled in schools covered by the MDM scheme has come down to 13.87 crore, while enrolment of children in private schools had gone up from 4.02 crore to 5.53 crore.”Clear trends were noticed, which demonstrated that the meal served its purpose only when the expectation of the parents, with respect to good education for their wards, was fulfilled,” the CAG said in its report.The audit also found was that most states had not formulated any criteria to identify poor children belonging to disadvantaged sections, whom the scheme aims to benefit. As a result this objective remained on paper only, it said.

Maliwal stressed that an analysis needs to be carried out to assess the mental health of the juvenile convict.”Some kind of a analysis needs to be done as to what kind of a reformation this man has gone through. We are hounded by emails, messages and calls from women who are feeling scared with the very fact that this man will come out in open, he could be travelling in a taxi or a bus. India needs to know what reformation he has gone through,” Maliwal said.The convict along with five others had gangraped and murdered the 23-year-old paramedical student in a moving bus, an incident that shook the nation and led to protests in the country as well as abroad. He was sentenced to three years in a reform home, a punishment which drew criticism from several quarters saying it was not adequate and disproportionate in view of the heinous crime he had committed and there were demands of he being tried in an adult court.Following the incident, government had proposed amendments to the Juvenile Justice Act, so that teenagers involved in heinous crimes can be tried as adults.

Over 6,600 posts reserved for SC/STs are lying vacant in the defence sector, the Lok Sabha was informed on Friday.As per the data given by Defence Minister Manohar Parrikar in a written reply, there are 3,430 Schedule Caste backlog vacancy in the defence establishment and 3,182 Schedule Tribe posts in the defence establishment. The maximum vacancy was in the Department of Defence Production with 2,572 posts lying unoccupied (as of April 28, 2015). It was followed by the Navy (defence civilians) with 1,971 cases, he said.<!– Dna_Article_Middle_300x250_BTF –>Parrikar said that the defence establishments have been instructed to put up their backlog vacancies of SC/ST on their respective websites. At least nine persons were injured on Thursday when an escalator malfunctioned at Girish Park metro station in Kolkata, Metro Railway officials said.The escalator in the northern end of the station was moving in upward direction when suddenly it started moving downwards at around 8.30 PM, Metro Railway Senior PRO Indrani Banerjee said. Surat police had filled a sedition case against the 22-year-old firebrand leader for allegedly inciting a fellow activist to kill policemen instead of committing suicide.His bail application in the High Court came days after the Surat district and sessions court had rejected his bail plea on December 10. However, the bail plea was rejected by the principal district judge of Surat Geeta Gopi. Later, Ahmedabad crime branch also invoked sedition charge against Hardik and five of his aides through a separate FIR filed on October 21 for allegedly inciting Patel youths to resort to violence in order to destabilise the state government.Recently, an Ambedabad sessions court here also rejected his bail plea in connection with second sedition case. Two suspected operatives of a jihadi organisation, who were allegedly planning to carry out attacks in the national capital during Christmas and New Year, were detained by the Special Cell of Delhi Police on Tuesday.The two suspected operatives are believed to be natives of Sambhal district in Uttar Pradesh. Police refused to disclose the names of the operatives and the organisation they belong to. Special Cell teams are conducting search operation at several places across UP, tracking other potential operatives of the jihadi outfit, said a police officer.<!– Dna_Article_Middle_300x250_BTF –>The two youths detained by the police were already under the Special Cell’s scanner. However, they disappeared around two years ago, following which they are suspected to have crossed the border and attended training camps in Pakistan and Afghanistan with their associates, the officer said.The two youths were detained on Tuesday from Delhi following intelligence input suggesting their presence. The police have also got certain leads suggesting that the duo, along with their associates, were allegedly planning strikes in the national capital during Christmas and New Year season, the officer said.It is also believed that the duo attended training facilities allegedly set up by LeT, the officer added. Earlier this month, the Special Cell had registered a case in connection with the presence of two suspected LeT operatives who allegedly infiltrated from PoK and were seen in the national capital, where they are allegedly hatching plans to target high profile individuals.

A fire broke out on Wednesday morning on the sixth floor of the Infinity Benchmark building in Salt Lake area that houses offices of several IT companies.No casualties have been reported. Fire Brigade sources said 50 people were evacuated from the 18-storey building after the fire broke out at 7.30 am. Seven fire tenders were rushed to the spot to douse the flames.The fire is suspected to have originated from a server room housing computer units on the north-west side of the sixth floor, the sources said.

Air India said special operations to Hyderabad and Port Blair were carried out yesterday and today. “Four aircraft that were held up at Chennai airport have left. No proposal to follow Madras HC’s observation about castrating child rapists: Govt

Government has no proposal to accommodate observations of Madras High Court of castrating those who are guilty of raping a child, the Rajya Sabha was informed today. In reply to a written question, Minister of State for Home Haribhai Parathibhai Chaudhary said the government was “aware” of the high court observation on child rapists. He was replying to a question whether the government proposes to amend existing law to accommodate the proposal of the high court. Chaudhary, however, said that there is no proposal to amend the provisions of the Indian Penal Code or Criminal Procedure Code to accommodate the stated observations. The Supreme Court on Wednesday rejected contention of the convicts in the Rajiv Gandhi assassination case seeking “rays of hope”, observing that such concept was much for the victims and their dependents who have to suffer the aftermath of the incident without any solace.”… It must be stated that such ray of hope was much more for the victims who were done to death and whose dependents were to suffer the aftermath with no solace left,” the five- judge constitutional bench headed by Chief Justice H L Dattu said.<!– Dna_Article_Middle_300x250_BTF –>”Therefore, when the dreams of such victims in whatever manner and extent it was planned, with reference to oneself, his or her dependents and everyone surrounding him was demolished in an unmindful and in some cases in a diabolic manner in total violation of the Rule of Law which is prevailing in an organised society, they (convicts) cannot be heard to say only their rays of hope should prevail and kept intact,” the bench said. It also said there was no scope for concept of ray of hope for such hardened criminals as any favour will only result in “misplaced sympathy”.”Therefore, we find no scope to apply the concept of ray of hope to come for the rescue of such hardened, heartless offenders, which if considered in their favour will only result in misplaced sympathy and again will be not in the interest of the society. Therefore, we reject the said argument outright,” the bench said.The bench, while delivering the judgement on Rajiv Gandhi assassination case, also took a strong note of those who “indulge in propagation of rescuing the convicts”. It said that “all the hope of the entire people of this country was shattered by a planned murder” of Rajiv Gandhi, “in whom people of this country reposed great faith and confidence when he was entrusted with such great responsible office in the fond hope that he will do his best to develop this country in all trusts”.Taking a note of the people seeking leniency for convicts, the bench said, “Even those who propagate for lessening the gravity of imposition of severe punishment are unmindful of such consequences and are only keen to indulge in propagation of rescuing the convicts from being meted out with appropriate punishments.””We are at a loss to understand as to for what reason or purpose such propagation is carried on and what benefit the society at large is going to derive,” it said.

A teenage girl was allegedly gangraped by her friend and three other boys, with the crime coming to light after her aunt came across the video of the incident that they had circulated on WhatsApp. All the four accused who are minors have been taken into custody, DCP (Detection) Dhananjay Kulkarni said. They were later sent to a remand home. The four boys, studying in classes IX and X, allegedly gangraped the 15-year-old girl on November 8 and made a video of the crime. They then threatened the girl not to reveal the incident or else they would post the video online, Malad police station’s senior inspector Shashank Sandbhor said. One of the accused is a friend of the girl. She had gone for studies at his home in suburban Malad, where he and three of his accomplices allegedly gangraped her, he said. <!– Dna_Article_Middle_300x250_BTF –>The accused later posted the video of the incident on the internet and some social networking sites, police said. The video later went viral on mobile messaging application WhatsApp and caught the attention of the victim’s aunt, who then informed her parents. In the plea, filed before Additional Sessions Judge N G Dave, his lawyer B M Mangukiya argued the FIR against Hardik is fabricated and the agitation led by him does not amount to sedition or waging war against government, as charged by Ahmedabad police.In the plea, it is argued that Hardik never indulged in either inciting people against government or asked them to wage war against the government as he, along with other Patel community leaders, was just demanding reservation for the community under OBC quota. In a letter written earlier this month, Prakash said that of late some “unfortunate incidents”, which are not in conformity with the spirit of measures suggested have come to the notice of UGC, inspite of guidelines issued by it. “You will agree that instances like these de-accelerate the very purpose of the type of mission and discourage women students in a majority of cases to go for further studies which is against the spirit of ‘Beti Bachao, Beti Padhao’ drive launched by the Government of India,” Prakash wrote in his letter.<!– Dna_Article_Middle_300x250_BTF –>He added that UGC is committed to zero tolerance with regard to harassment of any kind in institutions of higher education. Reports indicate that the postal department is in the process of bringing in the equipment to print these selfie stamps.This may also help bring back the old ‘snail mail’ communication and get people to writing handwritten letters.Suppose you don’t have one at the ready, you can even click it at the spot.How it works:To get your own personalised stamp you would have to fill and submit a form with the selfie and ₹300 at the Head Post Office. The Rashtriya Swayamsevak Sangh (RSS) on Friday urged the government to revise its population control policy in wake of expanding number of Muslims and Christians in the country. An RSS leader, Alok Joshi, outlined the reasons for exponential growth of the two communities and asked the government to implement the policy effectively. “We have estimated that there are three reasons for it. One reason is continuous encroachment by Bangladesh, second reason is conversion and third reason is that we have not able to make everybody accept the population control policy in equal measure. That is why we have made two demands. The population policy should be reformulated and efforts should be made to make everybody accept it in equal measures and encroachment should be stopped,” Joshi said.<!– Dna_Article_Middle_300x250_BTF –>Hindus have dropped below 80 percent of the population for the first time since independence, data showed. The RSS expressed growing concern about it. “In 1950, Muslim population was 9.8 percent in the country. It has crossed more than 14 percent in 2011. In provinces such as border state of Arunachal (Pradesh) and Manipur Christian population has expanded manifold,” Joshi added. The census data shows that Hindus declined to 79.8 percent of the country’s 1.2 billion people in 2011, from 80.5 percent a decade earlier.The share of Muslims rose to 14.2 percent from 13.4 percent in 2001 – the only major religious group to record a rise. Christians stayed at 2.3 percent and Sikhs fell to 1.7 percent from 1.9 percent.
