At times, there could be bonafide mistakes. But when cases are registered against officials, it gives the world an impression that they are corrupt,” an official said, adding that it not only causes severe damage to their reputation, but also brings huge stress to them and their family.”Even before a conclusion is arrived at, people jump the gun and call the officer corrupt,”the official said.Another official said that lieutenant governor Najeeb Jung had earlier sent a directive that all complaints will have to be looked by the vigilance department first before being forwarded to the ACB.”However, in the current situation, the directive is not being followed and ACB is directly registering all complaints,” the official said.According to officials, since Delhi is not a state, setting up the institutional mechanism is the only option to protect bureaucrats from getting caught in the Delhi government-Centre war.According to sources, while Kejriwal told the officials that the Delhi government will support them if they are targeted, setting up an institutional mechanism will need the support of the Centre.”The CM said he can implement our suggestion, if the Centre agrees,” an official said.Since the ACB in Delhi is controlled by the Centre, the association will also meet the union home secretary and Jung next week with the suggestion.The move comes after the recent raids at secretary to Delhi Cm Rajendra Kumar’s office and home by the CBI and after a case was registered by the ACB against vigilance secretary Chetan B Sanghi, on old complaints.

Prime Minister Narendra Modi on Saturday reviewed country’s security situation, especially on terrorism and women safety, with top police officers and took briefing from them during the annual conference of DGPs and IGs being held in Kutch. On the second day of the conference, the Prime Minister attended various theme-based sessions where officers shared insightful presentations.Earlier in the morning, the Prime Minister attended the morning Yoga session along with the delegates and Directors General of Police (DGPs) and Inspector General (IGs) of Police from various states and central police organisations. He also witnessed the sunrise at the white Rann.Theme-based presentations on various aspects of policing marked the day as the Prime Minister joined the deliberations, an official statement said. Modi observed and listened to the interactions on security-related matters including terrorism, cyber-security, digital technology, women’s safety and disaster management. Congress spokesperson for Goa Sunil Kawthankar had earlier alleged that Parsekar was working “in favour of the mining companies”. However, Parsekar clarified that his efforts were only to solve the bottleneck so that jobs in the mining industry are saved.In a veiled reference to Congress leaders, the Chief Minister said there are many, who provoke the stakeholders like truckers to strike and ensure that the exports are not resumed.”Considering the plummeting iron ore prices, some of the mining companies hesitate to continue their business in Goa,” he said.The mining industry in the state had been put on hold for around three years by the Supreme Court owing to allegations of illegalities. An Inquiry Commission led by Justice M B Shah had said illegal mining worth Rs 35,000 crore was reported in Goa from 2005-2012.

December 16 gangrape victim’s parents and scores of other activists were detained by Delhi police on Saturday for protesting outside the remand home. They were released a few hours later. Though our interaction with Vidyadhar was very limited, he seemed to be a very simple person and used to keep to himself. Coast Guard deputy inspector general (DIG) B K Loshali, who ‘ordered’ the blowing up of a Pakistani boat on the intervening night of December 31 and January 1, 2015, has been dismissed from service. “Court martial was carried out on Saturday evening as per the outcome of the Board of Inquiry that went on for over three months,” said an officer. Loshali was found guilty of all charges during the inquiry that was held in Mumbai. A year ago, during New Year night, a Pakistani fishing boat with four occupants, suspected to be having terror links, went up in flames. This led to a diplomatic row between India and Pakistan, with India maintaining that the boat had suspected terrorists and they themselves blew up the boat.<!– Dna_Article_Middle_300x250_BTF –> But on February 15, Loshali, while addressing officers of the Coast Guard and a private company, claimed that he ordered that the boat be destroyed. “I was there at Gandhinagar, and I told at night, ‘blow the boat off. Soon after, the defence ministry removed him from the position of Chief of Staff, North West, and attached him to the force’s Gandhinagar-based regional headquarters.

The YSRCP yesterday alleged that some TDP leaders are involved in the case.”There are reports which point out that the perpetrators of the crime have links with TDP leaders and are supporters of the ruling party and there are efforts to cover up the issue, but we demand that the culprits should be brought to book,” YSRCP spokesperson K Parthasarathi told reporters here. The Criminal Law (Amendment) Act, passed in 2013, provides for amendment of Indian Penal Code, Indian Evidence Act, and Code of Criminal Procedure-1973, on laws related to sexual offences. It was originally an Ordinance promulgated by President Pranab Mukherjee in April 2013, following protests in connection with the 2012 Delhi gang rape case.

Joshi (81), who is credited for laying down an alternate paradigm and philosophy in agrarian economics and politics by espousing greater economic freedom and access to markets and technologies for farmers, passed away at his Bopodi residence. He will be cremated at 1.45pm at the Vaikunth crematorium on Tuesday. The Indian Railways, which has drawn major flak for demolishing slums in an anti-encroachment drive in Shakur Basti here, said on Sunday that the notice to vacate the shanties was given a long while ago. “We had given notice in March, September to vacate but they didn’t. We had no police support then,” said Delhi divisional railway manager (DRM) Arun Arora. “We have a joint report including police, RPF and our engineering officer’s signatures. We have informed this to Delhi Chief Minister today,” he added. More than 500 slums were demolished in an anti-encroachment drive conducted by the Indian Railways in Shakur Basti on Saturday. Slum residents created an uproar after a child was found dead. Acting on a confidential tip-off, a joint task force from the Delhi police laid a trap and captured 22-year-old Ravi Shokeen, the prime accused in the murders of ex-MLA Bharat Singh and his driver Vipin Chaudhary late on Friday evening. Police personnel apprehended Shokeen at a CNG petrol Pump at Rajiv Chowk, Gurgaon and confiscated an English pistol and four live cartridges that were found upon his person at the time of the arrest.Shokeen alias Chuja is a sharpshooter and was considered to be the mastermind and executor of Chaudhary’s killing on December 8, 2015. Shokeen, along with three others, carefully planned and laid out a honey trap for Chaudhary that lured him near near Japanese Park in Sector 12 of outer Delhi’s Rohini sub-city where he was shot dead. Seven years from now, passengers travelling between Mumbai and Ahmedabad will cover the 505 km in two-and half hours, as India and Japan on Saturday clinched an agreement to build the first bullet train network in the country in this stretch for Rs 98,000 crore. Visiting Japanese prime minister Shinzo Abe, along with Prime Minister Narendra Modi, supervised the signing of a number of pacts, including the civil nuclear energy agreement. Foreign secretary S Jaishankar said projects worth more than $35 billion have been identified for Japanese investments. Referring to the pacts signed, Modi said: “No less historic is the decision to introduce High-Speed Rail on the Mumbai-Ahmedabad sector through Shinkansen, known for speed, reliability and safety”.<!– Dna_Article_Middle_300x250_BTF –> He praised Abe’s extraordinary package of approximately $12 billion and technical assistance on very easy terms. Later, Jaishankar said the renewed cost has been pegged at $15 billion. He said Japan will provide 80% funds for the project at 0.1% interest rate for 50 years. This means India will have to pay approximately Rs 200 crore annually as interest to Japan, once the project is ready. Recalling his last visit to the country, Modi said Japan committed an investment of $35 billion. “The figure had surprised many at that time, but today, within a short time span, unimaginable progress had been made, and the contours of this investment were beginning to get visible on the ground,” he said. The two sides also inked other agreements — one on transfer of defence equipment and technology and another on security measures for protection of classified military information. Terming the defence pacts as “decisive steps in our security cooperation”, Modi said they will deepen the defence relations and promote defence manufacturing in India. “This builds on our decision to expand staff talks to all three wings of the Armed Forces and make Japan a partner in Malabar Naval Exercises,” he added. The two leaders also issued a joint statement on ‘India and Japan Vision 2025.’ Modi also announced ‘visa on arrival’ to Japanese citizens from March 1, 2016.” Without refering to China, Modi said, India and Japan will work together in East Asia Summit to promote an inclusive, balanced and open regional architecture and maritime security in the region. Among the international issues, Modi and Abe discussed North Korea’s contentious nuclear programme and expressed concern over that country’s continued development of nuclear weapons and ballistic missile programmes, including its uranium enrichment activities. Later, the two prime ministers flew to Varanasi, where Abe witnessed a Ganga Aarti. Varanasi and Kyoto municipal corporations also signed a twin-city agreement, called Kashi-Kyoto agreement. Under the defence deals, the two sides will share technology, equipment and military information. But the long-awaited sale of Japanese aircraft in a deal worth about $1.1 billion was not concluded. In the absence of a nuclear deal with Japan, US firms the GE-Hitachi and Westinghouse are not able to conclude commitments in India, as they have now Japanese owners. While both sides agreed to work towards cooperation in civil-nuclear technology, they stopped short of signing an agreement, citing outstanding technical and legal differences.India and Japan have been negotiating a nuclear energy deal since Japan’s ally, the US, opened the way for nuclear commerce with India despite its atomic bomb programme and shunning of the global Non-Proliferation Treaty (NPT).

In a bizarre turn of events, a 46-year-old man became unconscious and collapsed in an Agartala-bound flight on Saturday, minutes after he boarded the plane and was declared brought dead by doctors at a hospital. A resident of Agartala, Hasan Ali had come here for availing medical treatment. This afternoon, he boarded an Agartala bound flight via Kolkata to go back to his native town after completion of treatment, airport officials said. However, soon after he boarded the flight, he became unconscious and collapsed. He was rushed to a hospital where doctors declared him brought dead, they said. A lower court in Delhi on Saturday acquitted AAP Akhilesh Tripathi of a two year old rioting case, reports Janta Ka Reporter. In an embarrassment for the police, the Rohini Court also rapped them for bringing such charges against the Model Town MLA. Earlier, on November 26, Akhilesh Tripathi was held in a 2013 case of rioting and criminal intimidation and sent to judicial custody for a day, the fifth lawmaker of the ruling party to be arrested.In 2013, an FIR was registered against Tripathi, Rahul Kumar, Vikas Mandal, Inder Vikram Singh and Kanhaiya Kumar Jha for alleged offences under Sections 147 (punishment for rioting), 148 (rioting armed with deadly weapon), 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object), 323 (causing simple hurt) and 506 (criminal intimidation) of the IPC. <!– Dna_Article_Middle_300x250_BTF –>Speaking to Janta Ka Reporter, Tripathi said that this verdict should come as a lesson to the Delhi Police. Singapore to provide US $75,000 assistance to flood-hit Chennai

Tamil Nadu Health Secretary Radhakrishnan told mediapersons that the government has been assisting all private hospitals that sought help in shifting patients to other locations and the hospital and generators would be arranged if help was sought. However, 14 bodies were brought to Royapettah Government Hospital here.Fishing activity came to a standstill as the sea is very rough in the delta district of Nagapattinam. The district administration has announced that all educational institutions will remain closed on Saturday. West Bengal: School teacher held for raping student for 3 months

A 50-year-old teacher of a private school was arrested on Sunday on the charge of raping a 12-year-old student at Bagdogra in Darjeeling district, police said.The teacher, Saroj Das, allegedly clicked some obscene photos of the girl some months ago and started black-mailing her with them. He has been raping the girl for the past three months, according to the police complaint lodged in this regard.Police said the girl did not want to go to school for sometime, and after much persuasion by her family members, disclosed everything on Saturday. A case has been registered under the Prevention of Atrocities against SC/ST Act against Vijayadharani. A top police official said FIRs had been filed and they are inquiring into the complaints, but declined to state if action was being contemplated.

Dubai tourism to promote Kerala as top tourist destination

Thiruvananthapuram: Dubai Tourism has decided to promote Kerala as a destination, a top official said after meeting Chief Minister Oommen Chandy on Saturday.

Director of Dubai Tourism Majid Al Marri, on his first visit to Kerala along with his deputy, and Mr Oommen Chandy had an aerial view of the tourism sites in and around the capital district for an hour.

“We saw a bit of the places and the Jatayupara Adventure Park is impressive. We are planning to promote Kerala in Dubai. In future, we would also look for investing here. This is our first visit to Kerala and we will return with plans,” said Mr Marri after the meeting.

Mr Oommen Chandy told the media that this was an exploratory visit for having a feel of Kerala.

“What we are working out is a comprehensive plan to work jointly to promote our state in Dubai. They will come back soon,” the chief minister added.

The Rs. 100 crore Jatayupara Adventure Park, located about 30 km from the capital city, which the Dubai team saw is set up among hard rocky mountains as tall as 1,000 feet and spread out over 30 acres of land.

The park, conceived and developed under the supervision of sculptor and film director Rajiv Anchal, will be opened very soon.

It includes 40 activities associated with rock climbing and will function under trained and certified staff.

Shipping minister Nitin Gadkari on Saturday announced that centre was keen on offering a scenic island with a lighthouse and yoga on the beach to yoga guru Baba Ramdev, reports an English daily. The island would be developed as a resort that would make an ideal tourist hub for short-duration stays along with yoga, for domestic and foreign visitors. The event was organised by industry body PHDCCI, where Gadkari spoke about the ministry’s proposal of developing 70 such islands with lighthouses as tourist destinations, that they as yoga centres would attract a lot of tourists. He also mentioned that renowned ad filmmaker Prahlad Kakkar has also shown keen interest in developing two islands in Andaman Nicobar Island and Lakshadweep, which would be made on public-private partnership (PPP) basis.<!– Dna_Article_Middle_300x250_BTF –>”We have put proposals for Cinque Island in Andaman and Nicobar, and Minicoy Island in Lakshadweep to develop eco-friendly resorts only to promote water sports and diving. Indian drugmaker Biocon’s revenue could hit $1 bln in 4 years – MD | Reuters

ABU DHABI India’s biggest biotech firm Biocon Ltd expects revenue to double to $1 billion in four years as it expands in Europe and the United States with new products, its chairperson and managing director said on Saturday.

In a tie-up with U.S. generic drugmaker Mylan NV, the Bengaluru-based biopharmaceutical firm has five biosimilar products – almost identical copies of original drugs – entering global regulatory approval stage which is expected to take about 18-20 months.

“We forecast that by financial year 2019 our revenues will be $1 billion with 25 percent coming from research and 75 percent from rest of our business,” Kiran Mazumdar-Shaw told Reuters on a business visit to Abu Dhabi.

Biocon’s revenues were a little less than $500 million for fiscal 2014-15, she said.

Of the 70 percent of the products that it exports, the United States and Europe account for 50 percent.

Biocon has invested over $200 million in research and development to develop biosimilars at its Malaysia facility, currently in its commissioning phase, she said.

The firm has lost business in some Middle East markets due to turmoil in the region, particularly Syria where Biocon had high sales.

Sales in Lebanon, Egypt and Iran also fell but there were signs of recovery in Egypt, said Shaw, who started Biocon out of a garage in 1978 in Bangalore.

She declined to give specific sales figures for Syria or the other Middle East markets. The Middle East and north Africa markets account for about 6 percent of Biocon’s exports.

To offset those markets, Biocon has been focusing through aggressive marketing in north African markets such as Algeria, Morocco and Tunisia as well as markets in central and south-east Asia and Latin America.

Shaw also said Biocon could divest further in its research and manufacturing arm Syngene in 2016 once the latter reaches strong growth.

“It won’t happen this fiscal, we are looking at next year,” she said without giving details.

Biocon has a stake of 74 percent in Syngene after it divested 11 percent via an initial public offering.

Experts optimistic Tut’s tomb may conceal Egypt’s lost queen | Reuters

LUXOR, Egypt Chances are high that the tomb of Ancient Egypt’s boy-king Tutankhamun has passages to a hidden chamber, which may be the last resting place of the lost Queen Nefertiti, experts said on Saturday.

There is huge international interest in Nefertiti, who died in the 14th century B.C. and is thought to be Tutankhamun’s stepmother, and confirmation of her final resting place would be the most remarkable Egyptian archaeological find this century.

New evidence from the radar imaging taken so far is to be sent to a team in Japan for analysis. The results are expected to be announced in a month.

“We said earlier there was a 60 percent chance there is something behind the walls. But now after the initial reading of the scans, we are saying now its 90 percent likely there is something behind the walls,” Egyptian Antiquities Minister Mamdouh al-Damaty told a news conference.

He said he expected to reach the other side of the tomb’s wall within three months.

Discovery of Nefertiti, whose chiselled cheek-bones and regal beauty were immortalised in a 3,300-year old bust now in a Berlin museum, would shed fresh light on what remains a mysterious period of Egyptian history.

It could also be a boon for Egypt’s ailing tourism industry, which has suffered near endless setbacks since the uprising that toppled autocrat Hosni Mubarak in 2011 and which is a vital source of foreign currency.

“There is, in fact, an empty space behind the wall based on radar, which is very accurate, there is no doubt,” Japanese radar specialist Hirokatsu Watanabe said, his hand hovering over a fuzzy blue radar scan he said indicated the presence of a false wall. The size of the cavity is not known.

DAMAGE RISK

British Egyptologist Nicholas Reeves, leading the investigation, said last month he believed Tutankhamun’s mausoleum was originally occupied by Nefertiti and that she had lain undisturbed behind what he believes is a partition wall.

But at the news conference with Damaty on Saturday, Reeves warned that even the most minor of incisions in the wall could wreak damage to an inner chamber that may have been hermetically sealed for so many years.

“The key is to excavate slowly and carefully and record well. The fact is this isn’t a race. All archaeology is disruption. We can’t go back and re-do it, so we have to do it well in the first place,” Reeves said.

“I’m feeling more certain today than I expected to be,” he said outside the Howard Carter House, a site named after the British archaeologist propelled to international celebrity for his discovery of the Tutankhamun tomb in 1922.

King Tut, as he is affectionately known, died around 1323 B.C. His intact tomb, complete with his famous golden burial mask, was discovered in the Valley of the Kings in Luxor.

Experts have long sought to understand why Tut’s tomb was smaller than that of other pharaohs and why its shape was more in keeping with that of the Egyptian queens of the time.

Egyptologists remain uncertain over where Nefertiti died and was buried. She was long believed to have passed away during her husband’s reign, suggesting she could be buried in Amarna, where her bust was found in 1912, some 400 km north of Luxor.

More recently, most experts, including Reeves, have come to believe she outlived Akhenaten, who may have been Tut’s father, but changed her name and may have briefly ruled Egypt.

“Research doesn’t always translate into reality. But it looks like we’re headed in the right direction, and our investigations are going well,” said Reeves.

Jamia Milia Islamia’s media coordinator Mukesh Ranjan on Saturday said that he has not come across any reports of protests against invitation to Prime Minister Narendra Modi to the university’s convocation and expressed hope that the former would grace the occasion with his presence. “I am not aware of such reports of protest. In the past, we have been inviting constitutional authorities for our annual convocation,” Ranjan said. “This time, we have extended our invitation to the Prime Minister to visit us for the convocation. We are hopeful that we will have an opportunity to host him on the campus,” he added.<!– Dna_Article_Middle_300x250_BTF –>Unconfirmed reports earlier said that the varsity’s invitation to Prime Minister Modi for the convocation had triggered a strong reaction among some of the alumni and that they had written to the Vice Chancellor urging him to withdraw it in view of the comments made by the former against the university in 2008.Prime Minister Modi had criticised Jamia in 2008 after the Batla House encounter in September that year. Jamia had earlier this month sent an invitation to the Prime Minister to be the chief guest at its annual convocation this year. However, the varsity authorities have not received any acceptance or acknowledgment from the PMO so far in this regard.
