Gurgaon girl kidnapped outside her college, freed after 7 hours

In a shocking incident, a 19-year-old girl was allegedly abducted in full public view by three men and driven away in a car outside the Dronacharya Government College (DSD) here on Monday morning. Police rescued the girl and have booked the three accused under various sections of IPC.The entire incident was captured on closed-circuit television (CCTV) cameras installed outside the college. It shows a young man, apparently known to the young woman, entering the college premises through a broken wall at 9:45am and calling her. As soon as the girl appears close to the wall, he took her across towards his associates who were waiting by the car. She is then dragged inside the car, which immediately drove off.The CCTV visuals also showed the resistance put up by the young woman, by frantically trying to kick open the back door on the driver’s side. This, along with what can be presumed to be cries of help, alerted two passers-by who gave the car a chase. In the first information report (FIR) lodged at the city police station, the witnesses claimed they saw the car driving off in the direction of the old Gurgaon railway station.The police control room registered a case of a possible kidnapping and immediately swung into action. Investigation carried out by ASI Satendra led to the recovery of the girl within seven hours of her abduction.According to Navdeep Singh Virk, commissioner of police, Gurgaon, the three accused were known to the girl and have been identified as Mangal, Jasvir and Vicky, all in their twenties. Two have completed their graduation and one dropped out of college after first year. “We have detained them and an investigation is on,” he said.”We are checking their criminal history, but nothing has come up so far. In this case, we are trying to ascertain the sequence of events that led to the kidnapping. It is coming to fore that the girl knew them and some argument had ensued between them following which the accused kidnapped her,” said another police officer.The identity of the car or its owner was not immediately known since the number plate of the car was not visible. The entire incident took place over a period of less than 30 seconds, and comes close on the heels of a debate on the rise in crimes in the capital region.<!– /11440465/Dna_Article_Middle_300x250_BTF –>

An Indian-origin former MP candidate who stood for the far-right UK Independence Party in May general elections has started his own single-issue political party, calling for the UK to throw open its borders to all.Harjinder Singh, who attracted public and media interest during the last general election campaign after spending 13 hours a day waving at cars on a busy traffic junction, has now set up Open Borders Party.
At the time, he was standing as Euro-sceptic UK Independence Party’s (UKIP) parliamentary candidate for the safe Labour Party seat of Birmingham Perry Barr.The ‘Asian Image’ reported that the 38-year-old bank worker and former Conservative party activist said he had joined UKIP because it was the only group offering withdrawal from the European Union and admitted he had been “a little bit naive” about its anti-immigrant policies.He has now set up Open Borders Party, campaigning to open the UK’s doors to anyone without a criminal record or a contagious disease – so long as they pay an entry fee, and higher taxes.Singh, who joined UKIP in 2014, told the newspaper: “There’s no perfect political party. I was a little bit naive with regard to some of their (UKIP’s) other policies, as they’ve bolted some on, and those don’t represent me.”That for me is where I draw the line, but with regard to the main core party view, which is to leave the EU, UKIP were the only party saying that which is why I joined.” He claims UKIP officials tried to talk him out of his maverick move to campaign standing in the middle of one of Europe’s busiest traffic thoroughfares – the Scott Arms junction in north Birmingham.”A lot of people were saying ‘don’t stand at the Scott Arms, start knocking doors and meet people’,” he said. “I felt, here I was, a Sikh male, campaigning for UKIP with no budget meeting hundreds and hundreds of people every day.” Singh, who lost to Labour in the May polls, has signalled his intention to stand for his party in the Perry Barr seat in the next election as well. <!– /11440465/Dna_Article_Middle_300x250_BTF –>

Applications for majority of services like birth or death certificates will soon be simplified and converted into one-page form format, the government announced on Friday. Union Minister Jitendra Singh also unveiled a single-page application form for pensioners on a day being observed as ‘good governance day’ which coincides with the birthday of former Prime Minister Atal Bihari Vajpayee. “For different schemes you have voluminous forms. Today, we are releasing one-page application form for pensioners. We plan to convert all multi-page or voluminous forms to single-page within a year,” he told reporters during a press conference here. But this will be possible only when all the people have Aadhaar numbers. It will further benefit people as they will not be required to fill out basic details like their residential address, among other things,” he said.

According to the batch mate who wishes to remain unnamed, Bhatt is the second close friend he has lost to air crash related incidents. Four years ago in 2011, four persons died when a helicopter belonging to the Border Security Force crashed in the hills of Fatehpur village near Abu Road in Rajasthan. Delhi police on Wednesday petitioned the high court for shifting a case of alleged destruction of evidence in the 1997 Uphaar fire tragedy being heard by a trial court to some other judge, accusing the one currently hearing it of “hostility” towards the complainant and the state.In its plea, the police has also alleged that the sessions court judge is “conducting the case in a manner alien to law and upon his own whims and fancies”.Hearing the matter, Justice Siddharth Mridul ordered issuance of notices to Ansal brothers, the owners of Uphaar theatre, and other accused in the case. The notices issued to real estate barons Sushil and Gopal Ansal, Dharamveer Malhotra and Anoop Singh are returnable before January 5 next year.<!– Dna_Article_Middle_300x250_BTF –>The move came on a plea moved by the Delhi police seeking the transfer of the case, pending in the court of an additional sessions judge at Patiala House court in New Delhi, to some other competent court having jurisdiction.”The atmosphere in the court is unfortunately very hostile qua the complainants and the state. A court had on January 31, 2003, ordered an inquiry after some documents related to the Uphaar case had gone missing from the court’s record room. After an inquiry, the court employee was dismissed from service.

Several Opposition members wanted the Bill to be sent to the select committee first to crease out several anomalies, but withdrew their amendments for a smooth passage of the Bill. Even the Congress did not support the amendments moved by its own member Prof. M V Rajeev Gowda. The Left parties walked out in protest declaring that though they are in favour of the passage of the Bill, it should be referred to the select committee first as it deals with a very sensitive issue that should not be drowned in emotions because of public pressure. Many members also criticised the lowering of age as it went against the UN Convention on the Rights of the Child. It mandates that all children under the age of 18 years be treated equal. India is a signatory to this convention. The Bill was passed by the Lok Sabha in May after including 11 out of the 13 recommendations by the parliamentary standing committee. It now needs the final assent of the President to become an Act. Incidentally, it was Maneka Gandhi who, as a minister in 2000, had increased the age of juvenile culpability from 16 years to 18 years. What is the incident?In December 2012, 23-year-old Jyoti Singh was beaten and gang-raped in a private bus by six persons in New Delhi, of which one was a juvenile, a few months short of 18 years. The juvenile walked free after serving the maximum sentence of three years’ confinement in a reform facility. One accused died in police custody, and the other four are on death row. Veterinarian with alleged BJP affiliation among latest arrests in Dadri lynching

The Uttar Pradesh Police on Monday arrested five more persons who were allegedly part of the mob that lynched Mohamad Akhlaq in Dadri’s Bisara village in September. The number of arrested persons in the case has now risen to 15 with police looking for four more accused who were named by Shaista and Danish, children of Akhlaq.Among the latest arrested persons is the local veterinarian about whom dna had reported on December 4. The tussle between the universities and human resource development ministry over autonomy of the university system is not new.

As the government plans to fix accountability for universities in the New Education Policy (NEP), central and state level universities demand more autonomy for the universities before fixing accountability. In the North zone vice chancellors meet called by the Association of Indian Universities (AIU) in Delhi, academicians also raised concern over the rapid and unplanned expansion in the higher education sector.The tussle between the universities and human resource development ministry over autonomy of the university system is not new. The universities hold the opinion that their autonomy should not be compromised in the quest for NEP. Making a reference to the government’s decision of introducing common syllabus across universities and painting them with the same brush, eminent legal scholar and former Delhi University VC Professor Upendra Baxi said, “Treating all universities as same violates the plural and the diverse character of the university system.” Baxi’s whose fight with the government over universities autonomy goes back to the time when late Arjun Singh was the HRD minister also added that if the government wants to make the universities accountable, it has to stop interfering with their autonomy.<!– Dna_Article_Middle_300x250_BTF –>The meeting that was attended by 70 VCs from central and state universities also raised concern over HRD ministry’s pace of expansion and making announcement for establishing new universities. Singh is also the president of the AIU.Singh also added that government’s endeavour to open universities at remote locations has been a failure since good teaching faculty does not want to relocate to these places. “Any teacher would want to relocate to a place where his children get a good school, his family gets adequate health care facilities and there is a smart lifestyle attached to the city,” says Singh.To link academia to industry, the house also proposed setting up a University-Industry Council. Absence of adequate sharing and coordination between the university and industry leads to shelving of the important research work.This was the fourth of the five regional meetings of the AIU to discuss the challenges of higher education. The association will submit its report to the HRD ministry after the fifth conference scheduled in Mumbai early next year.

A day before the juvenile convicted in the December 16 gang-rape of a young paramedic Jyoti Singh, known as Nirbhaya, is to be released after three years in a remand home in New Delhi, a protest led by the victim’s parents erupted outside the home. It culminated, on Saturday evening, in the detention of Nirbhaya’s parents and others by the Delhi police, even as the former juvenile was shifted from his north Delhi correctional institute to an “undisclosed location” outside the capital. This provision is for those who are recognised as no longer in conflict with the law but are in need of care and protection till they get back on their feet. A senior officer with one of the city’s remand homes told dna that this includes providing accommodation with a group of peers, certain financial support till the person in question is able to provide for themselves.The officer added, based on his experience of dealing with juveniles, that everything a child becomes is formed by the society they have grown up in, all what they have been exposed to. Whether they are in an observational home for a few days in judicial custody, or a remand home for a few years after conviction, no amount of counselling and intervention will help unless they have a support system when they go out.”Though we have engaged mental health experts to understand the children’s’ psyche, what they’re dealing with, they go back to same, unchanged, circumstances outside the institute,” said the officer. “They find that what they have been taught and counselled on doesn’t work in these communities. They and their parents need support systems, so they know who to turn to when they need help. Right now, they don’t have that, and their families have no resources to get them help.”Children don’t realise the consequence of the habits they pick up, till they turn into addictions, the officer added, or criminal behaviour. Often they are trapped by their circumstances. We can teach them, said the officer, to recognise their mistakes, and right from wrong, so that hopefully they will be able to choose their path outside.However, counselling has shown to help these juveniles settle into law-abiding lives after they leave these correctional facilities.Bharti Ali, co-founder of the NGO HAQ: Centre for Child Rights, said that with minimal counselling they had been able to reduce the rate of repeat offenses to half, in the cases they dealt with. This juvenile too, she added, had received counselling, but could have got more. “He was witness to something extremely brutal on 16 December, and he needed help getting over that,” she said.Both Ali and the officer refrained from commenting on what would happen to the former juvenile after his release. Ali did add that the society needed to have “faith” in the juvenile justice system, and in the state’s claim that it would monitor his mental health.

An FIR was lodged on Saturday by the Haryana Vigilance Bureau against the then Chairman and Chief Administrator of HUDA for alleged irregularities in allotment of industrial plots in Panchkula three years ago when the then Chief Minister Bhupinder Singh Hooda was at the body’s helm.The FIR was lodged even as Haryana Chief Minister Manohar Lal Khattar recommended CBI probe into the alleged irregularities during the previous Congress government. The Vigilance Bureau registered the case under relevant sections of the IPC and the Prevention of Corruption Act against the then Chairman of the Haryana Urban Development Authority (HUDA), a post held by Hooda, as also former IAS officer DPS Nagal and two other officials of the authority. The FIR does not mention Hooda by name but names of others — Nagal, then HUDA chief finance officer S C Kansal and another official B B Taneja, besides 13 beneficiaries, figure in it, a senior Vigilance Bureau official told PTI.<!– Dna_Article_Middle_300x250_BTF –>Hooda dubbed the move as “political vendetta” unleashed by the BJP government. “They (BJP) have unleashed political vendetta against us (the Congress leaders),” the former Chief Minister told PTI while reacting to the development. A 30-year-old man died after he allegedly jumped in front of an oncoming Metro train at Jorbagh station in New Delhi on Friday. The deceased was identified as Manjeet Singh, a resident of Sangam Vihar colony in south-east Delhi. Metro services were briefly affected because of the incident on Friday.No suicide note was recovered from the deceased and police are trying to ascertain the reason behind him taking the extreme step, said a senior police official. He went into a cocoon and his dialogue almost stopped,” said Pawar, adding that this led to a series of political disasters culminating in the 2014 defeat. The 2G spectrum scam which broke immediately after UPA-II came to power in 2009 also affected the government’s image and the Nirbhaya rape case in 2012 and the anti-corruption agitation too hurt it.The CAG’s observations about the faulty allotment of coal blocks in the 2004 to 2009 period leading to a Rs 1.85 lakh crore notional loss also led to Singh, who held charge of the ministry in the period, being put into the dock.

A preliminary investigation into the death of an Air India maintenance engineer, after getting sucked into a departing plane’s engine fans here on Wednesday night, has allegedly blamed possible lapse on part of the pilot and ground staff in following the standard operating procedure (SOP) behind the ‘human error’. The accident, as expected, has left a deep impact on the aviation industry, which can be gauged from an internal e-mail sent by Pradeep Singh Rawat, maintenance manager, Indigo, which was leaked. Rawat, who gathered preliminary information about the accident from the colleagues of the deceased, has brought out four grey areas. The most important being that “no chocks were placed after the push back” and “no clearance signal taken from the engineer before taxing out the plane towards the runway”. The mail also blamed human factors like ‘lack of patience’ and ‘hurrying’, apart from lack of proper coordination between the pilot and ground staff.<!– Dna_Article_Middle_300x250_BTF –> Drawing the sequence of events, Rawat says that flight AI 319 parked on bay 28L was pushing back for departure to Hyderabad. After push back the technician instructed the helper to remove the tow bar. The helper (ET Shinde) removed the tow bar and in all this time the technician was facing the tow truck with his back towards the engine. “In the mean time, Captain Sharma got the taxi clearance from ATC and the same was informed to him by the co-pilot. The technician was still on headset and with his back facing the engines. With no chocks placed, the aircraft started moving and sucked the technician in. The helper witness to the incident immediately sat down and got saved.” Two engineers attached with Air India, whom dna spoke to, said it is also likely that the victim may have not heard the start of engine. “It is likely that since the flight was already late, the pilots and ground staff may have been in a hurry,” pointed out an engineer on condition of anonymity. In a related development, officials from Sahar police station, who have so far registered a case of accidental death, recorded statement of atleast three witnesses who were present at the scene of mishap. The pilots who have been grounded until the completion of investigation were also subjected to alcohol test, which has come negative. “We have also asked for the CCTV clippings,” said a police officer. A team of aviation regulator and Harpreet Singh, executive director and chief of flight safety, Corporate Safety and Emergency Response at Air India are also believed to have recorded the statement of pilots and others. The aircraft communication and surveillance system is also being studied, the sources said.

Speaker Gaurishankar Agrawal allowed the discussion from 3 PM onwards.Baghel said farmers are bearing the brunt of drought in the state and alleged that the government was neither fulfilling its promise to procure paddy at support price of Rs 2,100 nor providing bonus of Rs 300 to farmers. “Scarcity of relief work and no sanctioned work under MNREGA further added woes for farmers. IAS officer Sanjay Pratap Singh and his personal assistant, arrested for allegedly accepting a bribe of Rs 2.2 lakh, were remanded on Thursday to judicial custody till December 23 by a Delhi court after the CBI said they were not required for further custodial interrogation.Singh, a 1984-batch IAS officer of AGMUT cadre, and his personal assistant Ramesh were produced before Special Judge Anju Bajaj Chandna after expiry of their seven-day police remand and the CBI moved an application requesting the court to send them in judicial custody. Singh, who was holding the post of Principal Secretary in Department of SC, ST and Minorities, has been suspended by the Delhi government.<!– Dna_Article_Middle_300x250_BTF –>CBI had earlier told the court that they would examine the bank lockers of Singh during the police custody and he was also required to be interrogated regarding the property papers recovered during the searches. CBI had alleged that out of Rs 2.2 lakh, Singh’s PA pocketed Rs 20,000.According to CBI, Singh had allegedly demanded the bribe from the owner of a firm that supplies security guards and other manpower for clearing pending bills. The two accused were arrested after the complainant had approached Chief Minister Arvind Kejriwal’s office.CBI had alleged that the businessman, whose firm supplies peons, security guards and other staff for sundry works to various agencies, had accused Singh of demanding Rs 2.2 lakh as bribe for clearing bills for services rendered by the firm.”The complainant had recently approached Chief Minister’s Office. The CM’s office then guided the complainant in trapping the official and got S P Singh arrested by CBI red handed. CBI acted on the complaint received from CM Office,” a Delhi government spokesperson had said.Both the accused have denied all the allegations.

The Akhilesh government even took the unseemly step of passing a Bill in the UP Assembly to divest the CJ of this power. However, the Governor had refused to sanction this Bill. The government finally dropped the idea after the Governor had returned Justice Yadav’s file a record four times.

Among many, her spirit continued to live, and in tribute she was given the name ‘Nirbhaya’ or brave heart. I only know that he has committed a brutal crime and there should be no age limit for punishment,” Asha said.She also put forth four demands from a public platform that the five accused including the juvenile convict should be sentenced to death, fast-track courts be set up in all the courts to offer speedy justice to sexual assault victims, amendments to the Juveniles Justice Act be passed and utilisation of Nirbhaya Fund for setting up high quality forensic labs in all states.Celebrities like Javed Akhtar, Shabana Azmi, Delhi Congress chief spokesperson Sharmistha Mukherjee, and various women’s groups had gathered at the Jantar Mantar to pay homage to the girl and agreed that it was the certainty of justice which can bring about a change.The Jantar Mantar street after the incident had virtually turned into a public memorial for her, with people flocking in from all parts of the city to light up a candle or offer a prayer in her memory, with many moved to tears, recalling the brutality the young girl was subjected to. Today also, candle light vigils, prayer meetings and a series of other events marked three years of the heinous gangrape and death of the girl, that left the nation benumbed.

Supreme Court appoints Justice Virendra Singh as UP Lokayukta

The bench regretted that its several orders have not been “heeded” by the constitutional functionaries — the chief minister, the leader of opposition and the chief justice of the Allahabad high court.

In an unusual order, the Supreme Court on Wednesday exercised its constitutional authority and appointed formed High Court judge, Justice Virendra Singh, as Lokayukta of Uttar Pradesh after the state government failed to comply with its directives.In an embarrassment for the SP government in Uttar Pradesh, the bench examined a list of nominees and ordered the appointment.”The failure of constitutional functionaries to comply with the orders of the highest court of the land is deeply regretted and astonishing,” a bench headed by Justice Ranjan Gogoi said, adding, “We, therefore, proceed to exercise our right under Article 142 of the Constitution to remedy the situation by passing an appropriate order.” The court said that it appoints Justice Singh as Lokayukta and asked the state government to file a report by December 20 indicating compliance of its order.<!– Dna_Article_Middle_300x250_BTF –>The bench regretted that its several orders have not been “heeded” by the constitutional functionaries — the chief minister, the leader of opposition and the chief justice of the Allahabad high court.In the forenoon, the bench took strong note of the submission of senior advocate Kapil Sibal, appearing for the state government, that though it had shortlisted five names but no consensus has been arrived at on a specific person.The bench then asked Sibal to provide the names by 12.30 PM itself and said, “we know how to get our orders complied with”.The law provides that a high-powered committee of the chief minister, the leader of opposition and the chief justice of the concerned high court together appoints the chief of the state ombudsman.Earlier on December 14, the apex court had rapped the UP government for not appointing Lokayukta in the state despite its directions, saying it seemed that appointing authorities have their “own agenda”.The bench was hearing the pleas filed by Mahendra Kumar Jain and lawyer Radhakant Tripathi seeking a direction to the state to appoint the Lokayukta at the earliest in pursuance of the Supreme Court orders.
