How do you think the Congress will fare at the polls?
I think it all depends on the electoral formation. We cannot make any predictions today without knowing who is on which side, how many formations are there and the relative strength of the formation. I think Bihar has clearly shown us that electoral arithmetic works and consistently Tamil Nadu has shown that larger alliances have a clear edge over other formations. If you read the papers today, my information is as good as ours. Everybody is keeping their options open so we need to see how the alliances form.

Govt seeks Parliament nod to spend additional Rs 56,256 crore for defence pension, Clean India Mission

The government on Friday sought Parliament approval for an additional Rs 56,256.32 crore mainly towards defence pension and Swachh Bharat mission in the second batch of supplementary demands as part of grants for 2015-16 to meet the expenditure.However, the net cash outgo will aggregate to only Rs 18,195.4 crore, while the rest of the amount would be matched by savings and enhanced recoveries. The second batch of Supplementary Demands for Grants 2015-16 was tabled in Parliament by Finance Minister Arun Jaitley. “Proposals involving net cash outgo aggregate to Rs 18,195.4 crore and gross additional expenditure, matched by savings of the Ministries/Departments or by enhanced receipts/recoveries aggregates to Rs 38,059.78 crore”, the supplementary demands said.<!– Dna_Article_Middle_300x250_BTF –>The supplementary demands have also earmarked an additional Rs 5,735.4 crore for “meeting expenditure towards increased rate of relief on pensions and growth in pensions” for retired defence personnel.Government has sought an additional Rs 196.28 crore for clearing pending claims for maintenance of Prime Minister’s aircraft, pending bills on account of foreign travel expenses of Cabinet ministers and secret service expenditure of National Security Council Secretariat.The demands include Rs 2,169 crore towards Swachh Bharat Mission, Rs 3,000 crore towards Pradhan Mantari Gramin Sadak Yojna, and Rs 2,500 crore towards irrigation scheme. Jaitley also sought an additional Rs 952 crore towards loan to Fertilisers and Chemicals Travancore Ltd and Rs 344 crore for financial relief to ITI Ltd. The supplementary demands have also sought additional Rs 300 crore for Polavaram Irrigation Project in terms of support under the Andhra Pradesh Reorganisation Act. The second batch of the demands for grants includes proposals for “technical supplementary grants/appropriations’ for Rs 38,059.78 crore which are matched by additional receipts/recoveries or corresponding savings of Ministers/ Departments.The technical supplementary demands for grants include Rs 10,000 crore for providing ‘Ways and Means Advances’ to Food Corporation of India to meet cash flow requirements towards procurement of food grains for targeted public distribution system.The technical supplementary demands also include Rs 5,528.56 crore for Ministry of Road Transport and Highways, Rs 1,000 crore for Ministry of New and Renewable Energy and Rs 8,968.4 crore for Ministry of Rural Development.Besides, token provision of Rs 1.14 crore has also been sought, Rs 1 lakh each item of expenditure, for enabling re- appropriation of savings in cases involving new services or new instrument of services.

Nirmal Bharat Abhiyan total failure: CAG

Strap: Rs 10,000 crore spent in the last five years has not shown adequate results, CAG report finds

Swachh Bharat Abhiyan, the successor to Nirmal Bharat Abhiyan, is an even more ambitious project

The Comptroller and Audit General of India (CAG) announced the tabling of 12 reports (of the promised 25) in the parliament on Tuesday. One of the tabled reports that focused on the Total Sanitation Campaign or Nirmal Bharat Abhiyan found alarming discrepancies in fund allocation and its misuse and also a clear failure in the implementation of the sanitation programme.According to the report, almost 60.69% Indians defecate in public – the highest in the world. At a time where India is being touted as one of the fastest growing economies, we are still struggling with basic sanitation. According to the report “Progress on Drinking Water and Sanitation: 2012” submitted by UNICEF and WHO, Pakistan and Bangladesh feature higher on the list of improved sanitation with 34% and 58% respectively. Among the Asian countries, Sri Lanka topped the list with 94%.<!– Dna_Article_Middle_300x250_BTF –>Sanitation was one of the Millennium Goals adopted by India which culminates at the end of this year. The Central Rural Sanitation Programme – the first structured programme for rural sanitation, was started in 1986 and has been remodified in many avatars since. The latest avatar now known as The Swachh Bharat Mission, Prime Minister Narendra Modi’s pet project. Though, whether the declaration and goal for 100% eradication of defecation in India by 2019 will be achieved is yet to be seen.According to the CAG report, a few of the major reasons for the failure in our sanitation programme can be attributed to the lack of intent on the implementation level, effective monitoring and periodic evaluation of the programme. There was a lack of date integrity submitted by the ministries concerned forcing the auditors to deal with and interpret four different sets of data with conflicting numbers.Among the major findings in the report, it was stated that against an objective of constructing 426.32 lakh and 469.76 lakh Individual Household Latrines (IHHL) for Below Poverty Line (BPL) and Above Poverty Line (APL) project districts could construct only 52.15% and 44.18% respectively. In 53 districts that were audited for this purpose, it was found that 33% of the toilets were defunct due to poor quality of construction, incomplete structure, non-maintenance etc.Another disturbing find was that in the past five years, almost Rs. 10,000 crores has been spent on rural sanitation with not much to show for results. There have also been cases of financial irregularities, improper disbursement of funds, diversion of funds for other unrelated activities and even misappropriation of the allocated funds. Almost Rs 2.28 crore was misappropriated in six states (Assam, Andhra Pradesh, Odisha, Gujarat, Karnataka and Maharashtra) while cases of suspected misappropriation to the tune of Rs 25.33 was found in four states namely: Andhra Pradesh, Jharkand and Manipur.Where funds were allocated, it was found in that in the case of nine states, an amount of Rs 212.14 crore remained parked and unutilized at the implementation level for periods ranging from four months to 29 months. It was also noted that the accrued interest of Rs 5.58 crore accrued on the scheme fund was not accounted for.To get a wholesome view of the matter dna spoke to Dr. Bindeshwar Pathak, an Indian sociologist and founder of Sulabh International, who said that for the Prime Minister to achieve 100% sanitation by 2019, he must allocate Rs 3.60 lakh crore. “To build a decent toilet, one needs Rs 25,000-Rs 30,000, anything cheaper will be shoddy and of no use.”Pathak, who has won various accolades on the national and international level including a Padma Bhushan for his work on hygiene and sanitation also states that with proper motivation and will, the government is capable of providing a toilet in every household should they assign at the very minimum one labourer per village who will build at a rate of 20 toilers per month.In it’s conclusion, CAG report number 28 strongly urges the ministry to step up its drive for Information, Education and Communication that will result in a rise in demand for toilets and basic sanitation. It also advises on the need to rope in various corporate houses and tie-up with their Corporate Social Responsibility (CSR) initiatives to spread the word. Effective monitoring and periodic evaluation of the programme which was found missing is now of paramount concern. If India our country must compete with the world, the report finds that it must step up intensify its efforts by realistic planning and implementation, large scale information, behavioral changes in the target population and overall governance at the grassroot level. While the current prime minister does seem active on this front, auditors feel these initiatives though welcome are far to late in coming.

Nearly Rs 10,000 crore was spent on the rural sanitation programme by the Central government in the five years covered by audit and large scale diversions, wastages and irregularities were noted, it said.”More than 30 per cent of individual household latrines were defunct/non-functional for reasons like poor quality of construction, incomplete structure, non- maintenance,” it pointed out.It said unless implementation is based on realistic planning and is backed by large scale information, education and communication campaigns to bring about behavioural changes in the target population and overall governance at the grass root level improves, mere deployment of resources may not have any significant impact. The CAG has also recommended ensuring data integrity which alone can provide reliable periodic status check and timely remedial measures. It said convergence with related programmes like NRHM is necessary and an effective mechanism for independent evaluations is required to achieve desired goal of Swachh Bharat.The first structured programme for rural sanitation, the Central Rural Sanitation Programme, was started in 1986. Total Sanitation Campaign (TSC) was started with the main objective of providing access to toilets to all by 2012 and providing sanitation facilities for all schools and anganwadis by March 2013.In 2012, TSC was further transformed in Nirmal Bharat Abhiyan (NBA) with modified objective of achieving the vision of Nirmal Bharat by 2022 thus effectively shifting the sanitation targets by nearly a decade, the report pointed out. Rahul Gandhi fumbles for answers to queries from Bengaluru students, left embarrassed

The first outreach programme of Rahul Gandhi, a year-and-half after the Congress was thrown out of power and he occupied opposition benches, at Mount Carmel College in Bangalore left him hugely embarrassed.

By the time the over-an-hour interaction – his opening statement and a question and answer session ended – it was clear that the Congress vice president, who kept on stressing on one word “conversation” with all concerned and position of women in society at large, was clearly out of sync with the popular pulse, at least those in this metropolis.

The questions were so pointed that Rahul for the first time accepted that GST was a good reformist bill and the Congress would support it if the government was inclined to engage with them and address “three concerns” including capping of taxes proposed in the bill.

Rahul seemed ill-prepared to handle questions which came from the young girls. It was part of the format of the programme. Unfortunately for him, the big embarrassing moment came when responding to his question whether the Swachh Bharat campaign was working the students responded with a loud “Yes”.

Surprised by the response, he said he would ask a different question: “You think Make in India is good”? Again there was a loud “Yes” for answer. Rahul was clearly stumped not just by their approval of Prime Minister Narendra Modi’s Make in India programme but also the ferocity with which the students responded. “You think so!” he said. Then he asked: do you think youth are getting jobs in India? The answer was a mix of ‘Yes’ and ‘No’. But Rahul heard ‘No’ for all the three questions he asked. He then added that BJP idea had not worked.

This session must be particularly revealing to Rahul and the Congress because for the better part of his opening statement he had blasted the prime minister, the BJP and the RSS. He kept on targeting Modi, saying the government at the Centre was being run by one man and the PMO was controlling it all. By contrast, he (Rahul) stood for dialogue, discussion conversation. He also said in the early part of his life he had been mostly in the company of women – grandmother, mother and sister – and realised that problem in this country was that the women did not get the respect and position they deserved.

But the kind of questions that came indicated that the most girls were not convinced with Rahul’s argument on goodness of the Congress party and evilness of Modi and the BJP.

Interestingly, after he came out of the convention hall, he told media persons that he got no clear view on Swachh Bharat. “Half of them said nothing has happened, some said something has happened.” On Make in India, he said most said “No”, some said ‘’Yes”. The Congress vice-president was perhaps unmindful of the fact that his interaction was broadcast live on all national channels, apparently on feed provided by his party itself.

Sample the questions that came to Rahul from young girl students. The first question from a girl from North-East was: Why no conversation was held with Iron Sahrmila during her years long fast?

Second, you talk about Suit Boot (Modi) government but what’s wrong with that if it brings development and achieves economic growt?

Third, GST, an important economic reform bill was piloted by the Congress but why is the party stalling it when it is moved by the BJP?
Fourth, why is the opposition stalling Parliament merely for opposing the government?

Fifth, why the youth was going either to the BJP or to the AAP and not to the Congress party?

Sixth, does aligning with the RJD in Bihar not mean that the Congress is compromising with corruption?

Seven, why after several years of Congress rule both at the centre and in states, North-East has been left neglected (the girl asking question referred to a particular stretch in Assam).

Such questions continued. Rahul response was not very coherent. He blamed Modi government for all the prevailing ills. For N-E alienation, he blamed the Modi government for withdrawing special status category to these states. For aligning with Lalu he deviated to say prime minister was killing RTI and to Vasundhara Raje and Shivraj Singh Chouhan. He did refer to Digvijaya Singh about half a dozen times.

He obviously had a rough landing at Mount Carmel College, Bangalore, a place which could have provided him an ideal launching pad to set the “intolerance” agenda against the Modi government in motion for the Winter Session which starts on Thursday.

India is firmly vested in the belief that robust economic growth is the key to development. To this end, we have the new economic vision – Make in India, Digital India, Skill India, Smart Cities, Jan Dhan Yojana (banking the unbanked), cooperative federalism and efforts to increase the ease of doing business. Interestingly, a common thread runs through all of these policies set to put India on it’s chartered path – its reliance on a productive demography.India’s new vision rests on the hope that its demographic profile translates into a demographic ‘dividend’. This assumes that the young will grow healthy, get an education, gather skills, and remain in good health and high productivity through their middle years to retirement. It is this equation that is sine qua non to India’s development optimism.<!– Dna_Article_Middle_300x250_BTF –>But therein also lies the challenge.Each year over 12 lakh children in India still don’t make it to their fifth birthdays. Diseases such as pneumonia and diarrhoea, the leading killers of children under the age of five, claim nearly 800 lives every day. What’s more, being exposed to these diseases increases children’s risk of malnutrition making survival even more difficult, let alone allowing them to flourish into able-bodied productive citizens.Presuming the children do survive these initial horrors, the effects of such early afflictions cause substantial long-term consequences. The early and repeated onslaught of these diseases negatively impacts even the cognitive development in children, thereby rendering them unable to grow into a healthy, productive adults, and keeping them trapped in the vicious cycle of poverty.Research has long established that tools such as vaccines are a vital component of early childhood interventions that, in addition to preventing the onset of infections among children, can help improve education, health and economic outcomes. However, several Indian children, often those most vulnerable to these diseases, are unable to access these vaccines because they are not on the national programme and only available on the private market at prohibitive prices. In fact, many children in hard to reach areas and from poor communities do not receive even the vaccines that are available through the programme.Related read: Vaccination will never die, says infectious disease specialist Neha ParanjapeAs a paediatrician, I am moved to believe that access to vaccines can be that life-affirming sentence of social justice, permitting each child an equal shot at life. Moreover, by preventing disease, vaccines reduce healthcare costs and avert lost productivity. One study estimated that by introducing and scaling up coverage of just three vaccines—Hib, PCV, and rotavirus—India could realise Rs. 3621.4 crore each year in economic benefits and avert a large number of needless child deaths.The government certainly recognises the positive and disproportionate impact vaccines can have on its public health system and has been doing its utmost to ensure that crucial life-saving vaccines become available and accessible. In July 2014, the government announced its plans to expand the national immunisation programme to introduce four new vaccines including one against rotavirus diarrhoea. This year, the government also endeavoured to strengthen the reach of its immunisation programme so that all children are fully immunised. The Mission Indradhanush campaign is targeting 201 districts with the largest numbers of unvaccinated and partially vaccinated children across the country. Gauging from the achievements of the first phase, this campaign needs to be looked at as a substantial gain for India’s public health system.Good immunisation coverage rate is a critical indicator of a robust healthcare infrastructure and also helps indicate results for equity, human rights and child survival. Global experience suggests immunisation coverage is almost proxy for the health of communities and countries. In fact, for the health-related Goal 3 of the recently ratified Sustainable Development Goals, there is growing consensus in the health community that an immunisation indicator will deftly help monitor progress on several health targets.And as we know, well begun is half done.Given the enormity of India’s development task and its proclaimed reliance on its demography, it is in India’s best interests to ensure that a comprehensive preventive approach, which includes new vaccines against both, pneumonia and diarrhoea—the largest killers of India’s children under the age of five—is judiciously adopted. This approach must include complementary interventions such as breastfeeding, nutrition, safe drinking water, handwashing, hygiene, reducing indoor air pollution and zinc supplementation. The ‘Swachh Bharat Abhiyaan’ is that important initiative complementing this work.Having its hopes pinned on a demographic dividend is no stretch of India’s collective imagination. More than half of India’s population is under the age of 25 years and 65% of the population is below the age of 35. Globally, every fifth person below 25 years of age is an Indian. At the current rate, India will retain the bulk of its young and middle-aged population for the next two decades. This is the cohort that will usher India to great heights.There is no replacement for a healthy start to life and India’s children need to remain protected against all diseases preventable by vaccines, especially for the country to sustain the trajectory of growth till 2040. Its demographic profile will in fact only translate into a ‘dividend’ if this young workforce is appropriately empowered, and good health is a critical component of this package of empowerment.The country has to assume leadership to ensure that it continues to prioritise all steps necessary to prevent disease and death in our young ones and that essentially includes both existing and new vaccines. We will need to dedicate adequate financial and technical resources to do this. For the rest, we must continue to support our leaders as they work out this equation.

World Toilet Day: World’s first ever toilet college to be operational from March 2016

World Toilet College, being touted as the first such effort being made internationally, will be operational from March next year, its developers announced on Thursday on the occasion of United Nations World Toilet Day.The first such college, being built with an intention to share knowledge about toilets including its modelling in scientific manners and creating awareness amongst public towards giving up open defecation in line with Swachh Bharat Abhiyan, will come up in Rishikesh, they said.Informing about the initiative during a conference organised by Jagran Pehel to mark the Day, the developers – Parmarth Niketan, World Toilet Organisation (WTO), makers of Dettol and Harpic RB South Asia – said the college will be open for all those who want to learn and train others in know-how of toilets.<!– Dna_Article_Middle_300x250_BTF –>”This college is being developed to impart knowledge relating to toilets. There are so many people working on the issue in the country. All of them need to be given a single platform. All the knowledge has to be brought together.”A toilet is being built for every 30 seconds. We have built enough temples, now people need to be trained in constructing toilets,” Swami Chidanand Saraswati said.He further said the developers aim to target young children “as they can be easily honed”, but added admissions will be open for all “whomsoever is interested in working on the issue”.”We want people with interest in eradicating the problem of open defecation to join us. We are trying to see we do not charge fees to those who want to learn from here,” he said.The first facility at Rishikesh will have a capacity of training 1000 students to begin with, he said. Nanda recalled Kalam’s association with IIMA.”He was a dear fried of this institute. His association with this institute was from his early days, when he worked with our founding father Vikram Sarabhai in Mumbai. In recent years, despite his busy schedule, Kalam would make it a point to come to IIMA every year and interact with students,” he said.Kalam, the ‘missile man’ who became popular as ‘People’s President’ died on July 27 after he suffered a massive cardiac arrest and collapsed during a lecture at the IIM in Shillong.

New Delhi: Cricket icon Sachin Tendulkar has lent his voice to Swachh Bharat anthem, created under a government initiative to make the “Clean India” campaign a public movement.

The anthem, composed by musical trio Shankar-Ehsaan-Loy and sung by Shankar Mahadevan and others, will be released on October 2, marking one year of the launch of Swachh Bharat campaign on Mahatma Gandhi’s birth anniversary.

Celebrities have come together to create a Swachh Bharat anthem aimed at enthusing and inspiring citizens to join hands in realising the collective dream of a “clean India”, said a senior Urban Development Ministry official.

They have responded enthusiastically to the Prime Minister’s call for a “jan andolan” (public movement) to make the Swachh
Bharat Mission successful, he added.

The anthem song written by lyricist Prasoon Joshi will also feature a video being produced by Mukesh Bhatt.

Tendulkar has contributed to this endeavour by reciting a few lines that will feature in the anthem, as well as providing various musical suggestions for the recording.

The audio of the song is expected to be released on the eve of Mahatma Gandhi’s birth anniversary.

Nearly 300 eunuch have been carrying out a campaign against open defecation under the Swachh Bharat Abhiyan in Madhya Pradesh, with a state minister today saying that his government’s idea to rope-in eunuchs to discourage the unhealthy practice in three districts has paid off.”The state government’s idea to rope-in eunuchs, about two years back, has brought in encouraging results. The cases of open defecation have come down in Sehore, Sagar and Vidisha districts,” state Cooperative, Social Justice, Panchayat and Rural Development Minister Gopal Bhargava told PTI.<!– Dna_Article_Middle_300x250_BTF –>The efforts of eunuchs in checking the menace of open defecation in villages of these districts have paid off, he said.About 300-odd eunuchs blow whistles in these districts whenever they see anyone defecating in open. New Delhi: Mysore has topped the Swachh Bharat rankings among 476 cities in the country with three more places from Karnataka figuring in the top 10.

Among urban local bodies in the national capital, Delhi Cantonment was ranked 15th in the list and New Delhi Municipal Corporation (NDMC) 16th, while Municipal Corporation of Delhi was at 398th position.

West Bengal has done well in the rankings with 25 cities/towns finding a place in the top 100. These rankings are based on the extent of open defecation and solid waste management practices, according to a government release.

The city of Mysore leads the cities with minimal open defecation and extensive adoption of solid waste management practices.

Thirty-nine cities from the southern states were among the top 100, followed by 27 from East, 15 from West, 12 from North and seven from the North-Eastern states.

Fifteen of the 27 capital cities surveyed figured among the top 100 performers while five were ranked beyond 300.

Bengaluru leads the list of capitals at 7th rank while Patna came at the bottom at 429th.

Among the bottom 100 cities, 74 are from North, 21 from East, three from West and two from South.

The top 10 ranked cities are Mysore, Thiruchirapalli (Tamil Nadu), Navi Mumbai, Kochi (Kerala), Hassan, Mandya and Bengaluru from Karnataka, Thiruvananthapuram, Halisahar (West Bengal), and Gangtok (Sikkim).

Damoh (Madhya Pradesh) came at the bottom at 476th, preceded by Bhind (MP), Palwal and Bhiwani — both in Haryana, Chittaurgarh (Rajasthan), Bulandshahr (UP), Neemuch (MP), Rewari (Haryana), Hindaun (Rajasthan) and Sambalpur in Odisha at 467th rank.

All the 476 Class-1 cities in 31 states and union territories, each with a population of above 1 lakh were surveyed for assessing total sanitation practices covering a set of parameters including the extent of open defecation, solid waste management, septage management, waste water treatment, drinking water quality, surface water quality of water bodies and mortality due to water born diseases. Narendra Modi’s Swachh Bharat Mission has not only failed at his constituency, Varanasi but also in the nation’s capital, Delhi.

Prime Minister Narendra Modi’s Swachh Bharat campaign that started a year back hasn’t achieved desired goals yet. In a recent assessment on cleanliness carried out by Union Urban Development Ministry, Modi’s own constituency, Varanasi ranked 418 on a list of 476 cities. Meanwhile, the capital is also on the bottom of the list. Delhi ranks 379 on the list while New Delhi Municipal Corporation ranks higher up, 16 on the list. The assessment was carried out to check on open defecation and solid waste management in municipal areas. This was done by looking at three main aspects-primary data received from municipal bodies, field inspection and interacting with people on field. They also assessed the drinking water quality, waste water management, mortality because of water-borne diseases, quality of water bodies and the status of disposal of sewage from septic tanks.<!– Dna_Article_Middle_300x250_BTF –>”This survey will help assess the present situation in these cities so that they can undertake necessary interventions to meet SBM (Swachh Bharat Mission) targets in urban areas,” a ministry spokesperson told a newspaper daily. Sardar Patel Bhawan came second with 18 points followed by the new CGA building with 17 points. Krishi Bhawan and Shastri Bhawan were at the bottom of the ratings with 8 points each while Lok Nayak Bhawan scored 10 points.Fourteen buildings in the capital scored in the range of 14 to 16 points. National Museum, a prominent tourist attraction near India Gate, ranked at 4th place with 16 points. The Urban Development Ministry has circulated the ratings to all concerned ministries and departments with a request to take remedial action for improving infrastructure and cleanliness.

The Ministry has compiled a 80-page ‘compliance report’ which included headlines and content of newspaper articles about Yoga Day. It said that the event got a very positive response from people especially on social media blogs.

The Ministry studied how it was received by the audience both nationally and internationally. An Information Ministry official said that the documents are being sent to ministers after being approved by the Prime Minister’s office. On the account of completion of a year of Modi government, the ministry had compiled a report of 900 news clippings on what Indian and International news channels had to say about the government, media reported.Media reports say that a ‘compliance report’ was also prepared on International Yoga Day. The report mentioned that more than 130 TV channels were monitored for five days until the event took place on June 21. The defaulters list comprised of four channels which did not have any shows on Yoga Day. Apart from the defaulters list there was another list made which had 14 channels under its ambit that carried ‘less number of spots than spots allocated them for airing’.Northeast channels and Urdu channels were in 100% compliance, reported media.The report said, “Most of the monitored channels gave wide coverage to the event with most of them showing more promotional spots than promised.”The Ministry compiled a 80-page compliance report which included headlines and content of newspaper articles about Yoga Day. It said that the event got a very positive response from people especially on social media blogs but it didn’t get as much response as it had got for the Swachh Bharat Abhiyan.The I&B Ministry also listed ‘top influencers’ who advertised Yoga Day mostly through tweets and influenced users on the event, say media reports.The Minstry said that 33% people ‘appreciated Modi for taking Yoga to the world and creating a world record’ while 60% posts were neutral. 5% posts were negative where people criticised the event and said that it is a mere publicity gesture, calling upon the government should focus on governance.As reported by media, a senior official said, “When the social media analytics was done on Yoga rehearsal day, 23% posts were encouraging while some said government was trying to steal limelight from important issues.” “But slowly the momentum picked up and we had over 2 lakh posts on Yoga Day alone and sentiment was largely positive or neutral”, he added.International media coverage on the event was also looked upon by a special section where reports say that Al Jazeera and Wall Street Journal complimented Narendra Modi for his efforts to globalise on Indian tradition.The idea to do this came from Information and Finance Minister Arun Jaitley and Minister of State for Information and Broadcasting, Rajyavardhan Singh Rathore, said media reports.”This government takes its communiation seriously”, a senior official said to media. “There has been a proper revamp of every media unit in the I&B Ministry under the new government and this kind of an exercise only sets more accountability and cahllenge in reaching out to as many people as we can,” he added.

NEW DELHI: People will have to shell out more from today while using mobiles, eating out and travelling as the service tax rate goes up to 14 percent.

Finance Minister Arun Jaitley in his Budget had proposed to raise service tax from 12.36 percent (including education cess) to 14 percent. The proposal takes effect from June 1.

The tax is levied on all services, expect a small negative list.

Some of the key services that will attract higher tax and hence become costlier are railways, airlines, banking, insurance, advertising, architecture, construction, credit cards, event management and tour operators.

Mobile operators and credit card companies have already started sending messages to subscribers conveying the increase in service tax rate which will have a bearing on the bills.

According to railway ministry officials, fares for First Class and AC classes in passenger trains, besides freight charges, will go up by 0.5 per cent from June 1.

“Currently, 3.7 per cent service tax is levied on train fares for AC Class, First Class and freight. This will go up to 4.2 per cent from June which means the rise is only 0.5 per cent,” the official said. Currently, there is abatement of 70 per cent on passenger services.

Jaitley had proposed to raise the service tax rate to 14 percent to facilitate a smooth transition to the Goods and Services Tax (GST) regime, which the government wants to roll out from April 2016.

Once implemented, GST will subsume service tax, excise and other local levies.

“To facilitate a smooth transition to levy of tax on services by both the Centre and the States, it is proposed to increase the present rate of service tax plus education cesses from 12.36 per cent to a consolidated rate of 14 per cent,” Jaitley had said in Budget speech.

Education cess, which is levied on service tax, will be subsumed in the service tax rate with effect from June 1.

Although the Budget also proposed a 2 per cent Swachh Bharat cess on selected services, the government is yet to come out with a notification in this regard.

First jhadoo, now yoga: Five reasons why babus are miserable under PM Modi

How often have we compared someone’s lethargy or laid-back attitude to the typical lifestyle of a government employee aka babu? But that was before Modi sarkaar. Ever since PM Modi has taken charge, the country’s babus  have been given a major image overhaul thanks to strict diktats by the PM. From keeping track of their punctuality with a bio-metric roll call system to a longer work hours, the acchey din for babus are a thing of the past.

Latest in the long list of instructions to the officials is the participation in the first ever International Day for Yoga to be held on 21 June.

The International Day of Yoga is PM Modi’s pet project, after getting the United Nations to sanction it in record time and he is going all out to make sure the maiden celebration will be memorable. Modi himself is expected to perform yoga along with his ministers such as Rajnath Singh at Rajpath in Delhi.

Now it seems that he will make sure the grand event has a sizable turnout. According to a report by The Indian Express, the health ministry has issued a circular asking all officers of the rank of under secretary and above to attend the function starting at 7 am on The International Day of Yoga. Maybe the proposed week-long yoga workshop for Central Government employees will finally be of help. But 21 June being a Sunday, this idea might not generate too much enthusiasm.

This isn’t the first time that the babus have been forced to give up a holiday to take part in a Centre-level event. Last year, the babus were made to work on Gandhi Jayanti to launch the Swachh Bharat campaign, cleaning their offices, including toilets. Needless to say, trading their files for a jhadoo didn’t go down very well with everybody.

But holidays are not the only things the babus have had to let go. Foreign trips, a huge lure of the job, have also reduced drastically, after it was made it mandatory for bureaucrats to submit an ‘outcome report’ after every foreign trip. And if they still go on any trip, even for a study tour, it has to be in economy class with a small delegation as a part of the government’s austerity drive.

To make matters worse, the daily work life of babus has also been affected due to the the 11-point list charted out to to make them work hard instead of hardly work. Work hours and days are not  restrictions for delayed work. Files have to be cleared in days (not weeks like before) and being on leave is no excuse for as one is expected to be accessible on email. Modi himself is in direct touch with several bureaucrats, sharing his number with them as well. And when the PM has you on speed dial, there is no avoiding work. In addition, Modi’s emphasis on the use of Hindi for all official work has troubled many bureaucrats, especially those from south India. So much so that a senior official in the agriculture ministry was sent back to his parent cadre after he failed to take  note in Hindi, says this Business Standard report.

Washington: Lauding Prime Minister Narendra Modi for proposing new public health standards for emissions from coal-fired power plants, former New York mayor Michael Bloomberg has said he is impressed by the Indian leader’s commitment to build a clean energy future for India.

“Congratulations to Indian Prime Minister Narendra Modi for taking such a bold step toward his vision of ‘Swach Bharat –- Clean India’ by proposing new public health standards for emissions from coal fired power plants,” said Bloomberg, the UN Secretary-General’s Special Envoy for Cities and Climate Change.

“The Prime Minister and I discussed the harmful effects of coal pollution on his visit to New York last fall, and on my visit to India last winter,” he said.

The Environment Ministry has come out with a draft notification that proposes stringent pollution norms, to be implemented in two years, for coal-based thermal power plants.

Bloomberg said, “I came away from both meetings impressed by his commitment to building a clean energy future for India while clearing its air, and this new proposal will go a long way toward achieving those goals, while also making a major contribution to the battle against climate change.”

“This is a great development not only for the people of India, but also for the global community,” Bloomberg said.

Modi govt allocates Rs 1700 crores for Swachh Bharat Abhiyan

The government has made an allocation of Rs 1700 crores for effective implementation of the Swachh Bharat Abhiyan, which was launched by Prime Minister Narendra Modi on 2 October, 2014.

However a The Times of India report said that it is unlikely that this allocation will be used in the two remaining months of the current financial year because the states still had to submit their plans and schemes to implement the project.

This development comes after the World Bank announced on 21 January that it would commit $1 billion towards the Swachh Bharat campaign.

World Bank’s country director in India Onno Ruhl said the World Bank is considering large sums of financing for that.

“The government has asked us at the highest level to prepare this with speed. So, we have teams here working flat out day and night to support.

“Given the fact that we haven’t fully completed our discussion, I wouldn’t want to commit to an amount. However it will be no less than $1 billion. So, it is a significant amount,” he told CNBC-TV18.

Apart from the Rs 1700 crore allocation and the World Bank support, the government plans to levy a cess on telecom services to create a corpus to fund the Swachh Bharat drive.

In a legal advice given to department of telecom in January, the attorney general was learned to have argued against levying Swachh Bharat Cess on telecom spectrum as it would be illegal. But he also suggested that it could be imposed on telecom services by amending the Finance Act.

The Centre on Monday nominated former cricketer VVS Laxman, badminton chief national coach Pullela Gopichand, chess player Koneru Humpy, eminent playback singer S P Balasubrahmanyam and other icons as brand ambassadors for the ‘Swachh Bharat’ campaign.The nomination was formally made by Union Urban Development Minister M Venkaiah Naidu at an event held here.The others nominated include MPs K Kavitha (TRS), Jayadev Galla (TDP), corporate personalities B V R Mohan Reddy, J A Chowdary, Rameshwar Rao and Dr Gopichand and G S Rao from the medical field, film lyricist Suddala Ashok Teja, Telugu actor Nitin and media personality Vemuri Radhakrishna.Naidu said BCCI interim president Shivlal Yadav and top-ranking Telugu actor and Janasena Party founder Pavan Kalyan have also agreed to be brand ambassadors.
