A Class 9 school girl was gangraped, tortured and strangled to death by four men in Uttar Pradesh’s Aligarh, according to an NDTV report.The 17-year-old girl was on her way to school on a bicycle when four men on bikes accosted her, dragged to a sugarcane field in the Harduaganj area of the city, where the men allegedly raped and brutalized her before strangling her with her dupatta.Her mutilated body was found several hours later by villagers, who held back the police from removing it, alleging inaction.The villagers were furious and four policemen were subsequently attacked. In a bid to garner support for the 2017 Assembly polls, Samajwadi Party on Sunday kickstarted “Gaon Gaon Akhilesh” campaign to connect with the people.Over a dozen vehicles and cyclists started the campaign flagged off by party general secretary Arvind Singh Gope and spokesman Rajendra Chowdhury at a programme here at the SP office. “The campaign is an attempt to reach to the people and inform them about the welfare schemes launched by the Uttar Pradesh government. A division bench of chief justice Dr DY Chandrachud and justice S N Shukla here gave this order on December 17 on a pending PIL of a social activist Nutan Thakur seeking a direction for quashing of the said allotment order, along with action against concerned officers.

The Allahabad high court has directed Uttar Pradesh government to file a reply within two weeks to a PIL against cabinet minister Azam Khan in alleged transfer of 1500 sq yards of government land and building of Maulana Jauhar Ali Shodh Sansthan at Rampur to his Maulana Jauhar Ali Trust at an abnormally low annual lease rent.A division bench of chief justice Dr DY Chandrachud and justice S N Shukla here gave this order on December 17 on a pending PIL of a social activist Nutan Thakur seeking a direction for quashing of the said allotment order, along with action against concerned officers. Two suspected operatives of a jihadi organisation, who were allegedly planning to carry out attacks in the national capital during Christmas and New Year, were detained by the Special Cell of Delhi Police on Tuesday.The two suspected operatives are believed to be natives of Sambhal district in Uttar Pradesh. Police refused to disclose the names of the operatives and the organisation they belong to. Special Cell teams are conducting search operation at several places across UP, tracking other potential operatives of the jihadi outfit, said a police officer.<!– Dna_Article_Middle_300x250_BTF –>The two youths detained by the police were already under the Special Cell’s scanner. However, they disappeared around two years ago, following which they are suspected to have crossed the border and attended training camps in Pakistan and Afghanistan with their associates, the officer said.The two youths were detained on Tuesday from Delhi following intelligence input suggesting their presence. The police have also got certain leads suggesting that the duo, along with their associates, were allegedly planning strikes in the national capital during Christmas and New Year season, the officer said.It is also believed that the duo attended training facilities allegedly set up by LeT, the officer added. Earlier this month, the Special Cell had registered a case in connection with the presence of two suspected LeT operatives who allegedly infiltrated from PoK and were seen in the national capital, where they are allegedly hatching plans to target high profile individuals.

Three more arrested in double murder case

According to the Kandivli police, the three arrested on Tuesday are Vijay Rajbhar, Azaad Rajbhar and Pradeep Rajbhar. Police sources said all three accused were allegedly present at the workshop along with Shivkumar and wanted accused Vidhyadhar Rajbhar when the murder took place.

The Kandivli police on Tuesday arrested three more persons in connection with the murder of renowned artist Hema Upadhyay and her lawyer Harish Bhambhani. The trio was arrested hours after one of the main suspect, Shivkumar Rajbhar, was arrested by Mumbai police in a joint operation with Uttar Pradesh Special Task Force (STF), in Varanasi on Monday. According to the Kandivli police, the three arrested on Tuesday are Vijay Rajbhar, Azaad Rajbhar and Pradeep Rajbhar. Police sources said all three accused were allegedly present at the workshop along with Shivkumar and wanted accused Vidhyadhar Rajbhar when the murder took place. “The trio was placed under arrest for their involvement in the murder of Hema and Bhambhani. The trio knew the arrested accused Shivkumar and all of them trace their roots to Varanasi in Uttar Pradesh,” said an officer privy to the investigation on condition of anonymity.<!– Dna_Article_Middle_300x250_BTF –> The investigations have revealed that Hema and Bhambhani were allegedly smothered to death in the metal fabrication workshop in Charkop area of Kandivali. “We have got four accused in our custody and Shivkumar have already confessed to his role in crime,” said a police officer. He added, “We have also recovered ATM cards, library cards, etc belonging to Hema and Bhambhani, from Shivkumar, proving his involvement in the crime. We are yet to ascertain the exact motive behind the murder and that would be clear once we have Vidhyadhar in our custody. A massive manhunt has been launched to arrest him.” The Kandivli police booked the trio for murder, destruction of evidence and criminal conspiracy and produced them before the local magistrate court which remanded them in police custody till December 19. Bodies of Upadhyay (43) and her counsel Bhambani (65) were found in Kandivli nullah on Saturday evening. Upadhyay and Bhambhani were reportedly missing since Friday evening and man missing complaints were registered at Santacruz and Matunga police stations respectively by their relatives. During the course of the investigation, the Mumbai police ascertained that Upadhyay and Bhambhani were last seen together leaving Upadhyay’s studio on Veer Desai road in Andheri (W). Upadhyay had in 2010 filed for divorce from an estranged Chintan, accusing him of domestic violence. The family court had passed a decree in favour of Chintan, which Upadhyay had challenged in the Bombay High Court. Bhambhani was representing her in the case. The celebrated artist couple was in news when Upadhyay filed a criminal case against Chintan in 2013 for sketching obscene paintings on the walls of their bedroom.

The marathon meeting to appoint a new Lokayukta in Uttar Pradesh remained inconclusive on Tuesday as the selection committee failed to reach a consensus.The three-member selection committee comprising Chief Minister Akhilesh Yadav, Chief Justice of Allahabad High Court DY Chandrachud and Leader of the Opposition in the Assembly Swami Prasad Maurya could not hammer out a name and will meet on Wednesday again, a senior official said. The meeting, which began at 6 PM, continued for almost five hours to meet a Supreme Court deadline.<!– Dna_Article_Middle_300x250_BTF –>The emergency meeting was held a day after the apex court pulled up the state government for not appointing Lokayukta in the state despite its directions and ordered compliance by December 16, saying it seemed that appointing authorities have their “own agenda”.The present ombudsman Justice N K Mehtrotra has already spent nine years in office.Pulling up the state government for not appointing Lokayukta in the state despite its directions, a bench comprising Justices Ranjan Gogoi and N V Ramana said, “Why do you not appoint the Lokayukta? Why has our order not been complied with? Why can’t the Chief Minister, the Governor and the Chief Justice (of the High Court) sort this out?””We don’t mince words. It seems, each one of you have your own agenda… you make the appointment by Wednesday,” it said, fixing the petitions on the issue for hearing on December 16.Earlier in the day, the Governor told reporters that the state will have a new ombudsman tonight as a meeting had been convened this evening to hammer out the issue. The last meeting of the selection committee held on September 27 to appointment new Lokayukta remained inconclusive with High Court Chief Justice questioning the validity of the process after a Bill was passed in the state assembly.HC Chief Justice Chandrachud was of the view that as a Bill was passed in the state assembly, deciding name of Lokayukta could amount to its contempt. He suggested to take a legal opinion for the same. The UP Assembly had passed the Uttar Pradesh Lokayukta and Up-Lokayukta (Amendment) Bill, 2015, to amend Lokayukta Act dropping Allahabad High Court Chief Justice from the selection committee.The bill proposed that the committee be made a four-member body comprising the CM, Leader of the Opposition, Speaker and a retired judge who would be selected in consultation with the CM and Speaker. Before this, the Supreme Court had on July 23 asked the government to suggest a name for new Lokayukta by August 23 after which the government finalised the name of former justice Raveendra Singh Yadav and sent it to the Raj Bhawan for the first time on August 5.The state government and the Governor have not been on the same page on Yadav’s nomination and the file recommending his name moved back and forth nearly half a dozen times between Raj Bhawan and the state government. The amendment was passed after the Governor refused to accept the appointment on the grounds that a proper meeting of the selection committee was not held and also the Allahabad HC Chief Justice had expressed reservations in view of Singh’s proximity to the ruling Samajwadi Party.The bill is still awaiting the Governor’s assent. With no consensus over his name, Yadav had opted out of the race for the key post by sending a letter to the chief minister.

Crematorium near Taj: Supreme Court seeks ‘comprehensive plan’ from Uttar Pradesh government

The Supreme Court on Monday asked the Uttar Pradesh government to submit a comprehensive plan on reduction of carbon level near the Taj Mahal with the use of technology by modernising an 18th century crematorium near the world heritage site.A bench comprising Justices T S Thakur and C Nagappan took note of the submission of the state government that it would not be feasible to relocate the crematorium and rather asked the authorities to make people aware so that they use the electric crematorium.<!– Dna_Article_Middle_300x250_BTF –>The bench sought a response from the state government within six weeks on the issue after it informed the court that it has planned to promote the electric crematorium and make it’s use free from the next year for people to choose it over traditional method to lit funeral pyres.The court, meanwhile, gave permission to the state government to fell 281 trees for widening of the Agra-Lucknow Expressway after the state assured it that it will plant 2800 trees as compensatory plantation as mandated by rules.The bench was hearing the matter after taking it into account a letter written by an apex court judge, Justice Kurien Joseph, pointing out that the Taj was under threat from pollution due to smoke emanating from the crematorium.On November 16, the apex court had directed the Uttar Pradesh government to consider shifting of the crematorium.It had noted that despite several previous orders to the Agra Nagar Nigam and Agra Development Authority, “nothing meaningful” has been done and the public crematorium continues to be at present location resulting in possible damage to the historic monument.Justice Joseph’s letter stated that he along with his family had visited the Taj in September. During his visit, he noted that the emissions arising from the cremation ground may damage the monument’s white marble.In his letter, Justice Joseph had also proposed that the authorities be directed to relocate the crematorium to some other place in order to protect the site.

Mumbai police on Monday detained a key suspect from Varanasi in Uttar Pradesh in connection with the double murder case of well-known installation artist Hema Upadhyaya and her lawyer Harish Bhambhani on the basis of information provided by three already under detention since Sunday.The suspect, identified as Shivkumar Rajbhar alias Sadhu, was tracked down and detained by a Mumbai police team which had rushed to the temple town on Sunday following inputs that the culprits might have fled to Uttar Pradesh.”We haven not arrested but detained Shivkumar Rajbhar alias Sadhu in Varanasi,” Mumbai Joint Commissioner of Police (Law and Order) Deven Bharti told PTI.<!– Dna_Article_Middle_300x250_BTF –>Police had detained on Monday Azad Rajbhar, Pradeep Rajbhar and Vijay Rajbhar in Mumbai in connection with the sensational twin-murder. Based on information provided by the trio, the police detained Sadhu, who is suspected to have played a key role in the murder of the artist and her lawyer, police said.Three detained from Mumbai are in the business of manufacturing and selling fibre glass, which was used by Hema and her estranged husband Chintan Upadhyaya, also an artist, for their installations, said an officer privy to details of the probe. One among them had called up Hema on her mobile phone before her murder, police said.The bodies of Hema (43) and Bhambhani (65), their hands and feet tied with ropes, were recovered stuffed in cardboard boxes from a drain in suburban Kandivali on Saturday following which police were called in. Their body samples have been sent for chemical analysis and autopsy reports are awaited, a senior police officer said.”As per our probe their bodies (in boxes) were transported in a tempo from suburban Juhu to Kandivali (W),” DCP (Detection) Dhananjay Kulkarni said.Police have also quizzed the driver of the vehicle who dumped the boxes in the drain thinking they contained broken antiques. The statement of the transporter has been recorded, police said.Earlier, the police had on Saturday recorded the statement of the watchman at Hema’s apartment on Juhu Tara Road and her domestic servant Lalit Mandal. Hema’s husband Chintan, who was in Delhi and arrived in the city yesterday, was also questioned by the Crime Branch.The Baroda-born artist, who was locked in bitter divorce proceedings with her husband, had in 2013 filed a case against Chintan, alleging he painted obscene pictures of women on the walls of their matrimonial home in Mumbai to harass her. Bhambani had represented Hema in the case.According to police, Hema’s domestic help had filed a missing complaint at Santacruz police station on Saturday after she did not return home whole of Friday. Bhambhani’s younger daughter Anita had also filed a similar complaint at Matunga police station the same day.Hema was last seen by the watchman of her apartment building at 11 am on Friday. According to Anita, Bhambhani had left his King Circle home in Matunga to meet Hema at around 6.30 PM on Friday. Investigators said Bhambhani met Hema at her art studio in Andheri around 8.30 PM on Friday before talking to his wife on phone. Thereafter the Bhambhani family could not establish any contact with him despite calling him several times.Police suspect that an unidentified person known to the duo had called the lawyer to give fresh evidence in a property dispute involving Hema, who was suspected to have been strangled with Bhambhani by the perpetrators of the crime.Additional Commissioner of Police (North Region) Fatehsingh Patil claimed his team was “very close” to cracking the case.. Police said Bhambhani’s car, in which he had left for the meeting, is still to be traced.

It had also directed the state government to take steps for selecting new incumbent of Lokayukta Justice (retd) N K Mehrotra within six months.The apex court had in July this year taken note of a contempt petition alleging non-compliance of its on April 24, 2014 order and directed the state to do the needful within 30 days.The contempt plea, filed by Sachidanand Gupta, had alleged disobedience by the state government. The National Green Tribunal (NGT) passed some significant orders on Thursday relating to conservation of river Ganga, rafting and camping in Uttarakhand. The green court has banned camping activity from Kaudiyala to Rishikesh in Uttarakhand with immediate effect while it has allowed rafting in the river.Further, the bench also banned mechanised riverbed mining in Ganga up to Haridwar and put in place a complete prohibition on use of plastic in the 140-km belt between Gaumukh and Haridwar. This ban will come into effect from February 1 next year and its violation will attract a fine of Rs.5,000.<!– Dna_Article_Middle_300x250_BTF –>River rafting on the banks of Ganga from Shivpuri to Rishikesh is a popular tourist attraction in Uttarakhand and the Tribunal had stopped rafting activity for a while now. Petitioners against rafting activity had claimed that rafting camps being temporary in nature did not have adequate sewage and sanitation facilities and led to disturbance in the river and wildlife ecology.Petitioners had added that a lot of trash is left behind as there is consumption of food and alcohol. While allowing resumption of rafting, NGT observed that it does not harm the environment and hence should be permitted but with a caveat that the rafting camps in Uttarakhand should be temporary in nature and will be allowed only on identified sites.To ensure this the Tribunal has entrusted state governments the task of monitoring and regulating rafting activity. It asked the state governments of Uttarakhand and Uttar Pradesh to create actions plans for identifying rafting camps.With regards to banning plastic, it also added that between Gaumukh and Haridwar all ashrams, dharamshalas will have to be mindful about solid waste management. Any kind of dumping of waste in Ganga from these sites would attract environment compensation, the green court said.

The central government is awaiting a report it had sought from the Akhilesh Yadav dispensation to ascertain factual position and action taken by the state in the Dadri lynching incident, Lok Sabha was informed on Wednesday.”As law and order is a state subject, a report has been called for ascertaining the factual position, comments and action taken by the state government, which is still awaited,” Union Minister of State for Minority Affairs Mukhtar Abbas Naqvi said in written reply to a question. The minister was asked if the National Commission for Minorities (NCM) had, in its report on the incident, stated whether the killing was “pre-mediated” and if the episode was a result of planning in which a “sacred” place like temple was used for “exhorting” people of a community to attack a “hapless” family.<!– Dna_Article_Middle_300x250_BTF –>He was also asked about the Ministry’s reaction to the Commission findings and steps it took/proposes to take on the panel’s recommendations. Examination will not be conducted,” he said.According to media reports, the state government is taking special precautionary measures after intelligence warnings that terrorists might target pilgrim spots, railway stations and other unknown spots. A direction was issued by the government to beef up the security following the Dadri lynching incident and security drills were conducted with the help of bomb squads.An intercept shared by Intelligence Bureau and other intelligence agencies around mid-October with Uttar Pradesh police had stated that terror groups were trying to activate sleeper cells in various cities to launch bomb attacks.Subsequently, police across the state had been put on high alert following the five-page intercept, which also contained a list of targets, including top VHP leaders. The CM said arrangements will be made for ensuring better training of jawans for effective policing and working, especially to meet new challenges.

Kolkata: The Special Task Force of Kolkata Police on Sunday arrested three persons from the southern part of the city for their alleged links to Pakistan’s Inter Services Intelligence (ISI).

The trio — contract labourer of the Garden Reach Shipbuilders and Engineers Ltd Irshad Ansari (51), his son Asfaq Ansari (23) and relative Mohammed Jahangir — were arrested this afternoon from the Dr Sudhir Bose Road in the Iqbalpur police station area in the southern part of the city, a senior STF officer said.

Besides several documents revealing their links to the ISI, the STF also recovered Fake Indian Currency Note (FICN) of a face value Rs two lakh from Irshad and Rs 1.5 lakh from his son Asfaq and Jahangir respectively, he said.

The police claimed that both Irshad and Jahangir were working for the Pakistani spy agency for more than 10 years and that they were passing on information from the country.

The role of Asfaq, who is a second year BA student of a south Kolkata college, is yet to be ascertained, he said.

“They had been visiting Pakistan for several years and there they were trained by the ISI for this specific service. We are investigating further into their roles,” he said.

Asked whether these trio had any connection with a Pakistani agent arrested by the Uttar Pradesh STF in Meerut, the officer said: “We cannot neglect that also. We will get in touch with the UP STF.”

The GRSE is one of the country’s leading shipyards which mainly builds and repairs commercial and naval vessels.

With ‘due’ respect: Maharashtra has highest debt, Tamil Nadu sees most increase

India’s most industrialised state, Maharashtra, has the largest debt of Rs 338,730 crore ($51 billion) among India’s states, but the southern state of Tamil Nadu—an industrial growth centre—has seen the maximum increase in debt (92%) over the past five years, according to an IndiaSpend analysis of state budgets.

There are two ways of looking at this indebtedness: it could either be funding a humming state economy or could be indicative of a profligate government living beyond its means.

Debt is often used by governments to meet the gap between income and expenditure. The government borrows either to meet plan expenditure- for example, building roads and dams, or non-plan expenditure, such as paying salaries or making interest payments.

While plan expenditure is more productive and leads to further revenue, debt created for non-plan expenditure is unproductive.

The debt for all major states has increased 66% over the past five years from Rs 16,48,650 crore ($358 billion) in 2010 to Rs 27,33,630 crore ($414 billion) in 2015.

Maharashtra with the highest outstanding liabilities is followed by Uttar Pradesh with Rs 2,93,620 crore ($44 billion) and West Bengal with Rs 2,80,440 crore ($42 billion).

Tamil Nadu has borrowed money at the quickest annual pace, 92%, followed by Karnataka with 85% and Andhra Pradesh with 78%.

Debt not bad if economic growth follows

Debt, per se, is not bad, if the state’s economic growth can sustain and service it. So, the key matrix to check is the debt as a percentage of the state’s gross domestic product (GDP) or total economic output.

West Bengal, Punjab and Uttar Pradesh have the highest debt-to-GDP ratios.

The good news over the past five years is that the debt-to-GDP ratio for all the states has come down from 25.5% to 21.2%.

In West Bengal, despite the increase in outstanding liabilities, the debt-to-GDP ratio has declined, which means the state’s GDP is growing at a fast clip.

That, however, cannot be said for Andhra Pradesh. The state has seen a 78% increase in outstanding liabilities, but its debt-to-GDP ratio is constant at 25%. The debt-to-GDP ratio was lowest in 2012 at 22.5%.

Maharashtra has the highest outstanding liabilities but does not feature among the top 10 states with a high debt-to-GDP ratio. The debt-to-GSDP ratio for Maharashtra at 20.2% is lower than the national average of 21.2%.

Similarly, although Tamil Nadu is fast adding debt, its debt-to-GDP ratio at 20% is lower than the national average. This shows that the state’s GDP is growing despite the high growth in debt.

With debt comes interest

Once you borrow, you have to pay back with interest. Most states service debt from tax income. And a good measure of debt servicing is a lower ratio as a percentage of revenue expenditure.

Most states have seen a decline in interest payments, except Tamil Nadu which has seen an increase from 10.5% in 2012-13 to 11.6% in 2014-15.

IndiaSpend had earlier reported how states such as West Bengal, Punjab and Gujarat have been consistently spending huge amounts on interest payments.

The trend remains unchanged in 2014-2015 with the three states retaining the top spots. However, the encouraging sign is that there has been a reduction in interest payments as a percentage of revenue expenditure for all three states.

Saharanpur (UP): Rahul Gandhi on Monday took potshots at Prime Minister Narendra Modi on his foreign trips, saying while the PM was busy flying abroad Congress stood with farmers and labourers even as he launched a ‘padayatra’ to highlight the plight of sugarcane farmers in Uttar Pradesh.

He also took a dig at Modi’s ‘achche din’ slogan, asking where have those promised good days gone, saying Congress good days will come once farmers, labourers and the poor felt good.

“When Narendra Modi is flying to England, Rahul Gandhi is standing here amongst you in your fields. I want to tell you that we are with you. Congress is standing with you and will die and keep standing with you,” he said, addressing the farmers ahead of starting his ‘padayatra’.

Rahul, who was seen standing next to controversial Congress MLA Imran Masood, who was jailed in March last year for his hate speech against Modi, said, “We don’t want such an India where the poor, farmers and oppressed are unhappy. We don’t want a suit-buit government. We want that India should be of the poor, labourers and small people.”

Taking a dig at the Prime Minister, he said, “When Lok Sabha elections were held a lot of people supported Narendra Modi. He claimed that he will change India. He does not even remember his own slogan of ‘achche din ayenge’. When we talk of ‘achche din’ people laugh across the country. Where are those good days?”.

“He travels abroad, flies to London, Singapore, America, but good days have not come. In India, ‘achche din’ will only come when farmers, labourers, poor, dalits, tribals will have good days. Only then will good days come for Congress,” he said.

Talking about Uttar Pradesh, he asked chief minister Akhilesh Yadav to come forward and keep up to his promise of bringing a change in the state by resolving the farmers’ issue of their pending payments of sugarcane and restarting the sugar mills.

“Akhilesh Yadavji, you claimed to belong to the new generation and promised to change Uttar Pradesh. You still have one-and-a-half years time to change Uttar Pradesh. Go amidst farmers and resolve the sugarcane issue, give money to farmers, start the shut sugar mills and provide jobs to youth,” he said.

In an apparent dig at Modi and BJP, Rahul said for him everyone was one and an Indian, be it from any religion or caste. “I don’t divide people and work to unite them and will continue to do so,” he said.

The Congress vice president also highlighted how the farmers were not welcome in banks that laid a red carpet for the rich and how the Congress-led UPA waived off Rs 70,000 crore of farmers’ loans.

He said the government launched the world’s biggest job scheme in MNREGA that provided guaranteed jobs to the poor and gave crores of money in the hands of the poor.

Government asks 6 states to submit report on drought situation

The Ministry asked the governments of Bihar, Uttar Pradesh, Odisha, Jharkhand, Telangana and Andhra Pradesh to apprise the Centre about the number of drought-affected districts and whether drought has been declared in these areas or not.

The Government on Thursday asked six states, including Uttar Pradesh and Bihar, to immediately inform the Centre about drought-affected districts and submit memorandum seeking financial assistance.”In view of a sustained dry spell during the last Kharif season, as also in the early Rabi period in some part of the country, the Centre has asked the affected states to submit memorandum for drought assistance immediately”, the Agriculture Ministry said in a statement. Senior officials of Uttar Pradesh and Delhi Police are puzzled and shocked, after an assistant commissioner of police allegedly committed suicide at his residence in Noida area of National Capital Region.According to the investigation so far, the ACP shot himself following an argument with his wife who after seeing her husband die right in front of her eyes jumped from the fourth floor of the apartment building. She is currently undergoing treatment and is said to be in a critical condition.Initially, Delhi Police was speculating that the ACP, identified as Amit Singh (30), might have been having issues with his wife Sarita. But the subsequent investigation so far has revealed that the couple was not facing any marital discord. In fact officials told dna that the couple had recently gone for a holiday in Uttar Pradesh and visited Sarita’s parents as well. Another senior police officer of special cell even told dna that cop had met him the same morning and ‘was in a very good mood’.<!– Dna_Article_Middle_300x250_BTF –>The parents of the couple, who had arrived in Delhi for the cremation, told police that not even once had the couple fought during their three years of marriage. Sarita’s parents have even told cops that they were not only close to Singh but also his family. Once he was back at his residence, he took out his service revolver and shot himself. The wife is suspected to have jumped soon after leaving behind the 18-month-old girl at home. The girl was later taken into preventive care by the UP police. Investigators are now waiting for Sarita to recover so that her statement could be recorded.Amit, had been posted as an ACP in Eastern Delhi and was transferred to the Special Cell in 2014. The unit is considered one of the most elite part of the Delhi police force and specialises in counter terrorism. While it is yet to be known what led Amit to take this extreme step, senior police officials of Delhi police told dna that work pressure coupled with domestic issues can sometimes be too much for cops who often find themselves working overtime and under harsh conditions. No in-house counsellorsA senior police officer also said that every year nearly 2-3 lower ranking police officials take their lives due to varied reasons but Amit’s case was the second time that a senior official had done so. “We do not have in-house counsellors or government designated therapists who could talk to police officials. Police operates in a harsh environment and sometimes this can get to them. On top of this, the masculinity and posturing attached with being a cop often deters police officials from approaching us with their problems. This is a real problem,” said a senior police official.

Police also heard cries of a child when they were inspecting the flat and immediately informed seniors. The child has been taken into preventive custody and relatives of the couple have been informed,” said Kiran S, SSP Noida. While senior officials of the Special Cell could not be reached, sources in the unit said that the suicide might be a result of a domestic issue. UP police however said that they have launched an investigation into the case and facts of the case will emerge simultaneously.

The Supreme Court has dismissed the Delhi government’s appeal seeking death penalty for the killers of Nitish Katara, reports PTI. Vikas and Vishal Yadav, serving 30 years jail term for brutally killing Nitish Katara in 2002, had on October 9 escaped death penalty, with the Supreme Court ruling it out, rejecting the plea of the victim’s mother Neelam Katara who termed it as a ‘rarest of rare’ crime.”What they (Yadavs) did cannot be condoned, but it (the offence) is not so heinous and abhorring that warrants death,” a bench of justices JS Khehar and R Banumathi said. Acid attack on Russian: Sushma Swaraj seeks report from UP govt

The 23-year-old Russian national had suffered 46 per cent burn injuries after a local youth threw acid on her on November 13 in Nand Nagar area of Varanasi.

External Affairs Minister Sushma Swaraj has sought a report from the Uttar Pradesh government on the incident of acid attack on a Russian woman in Varanasi. “As I learnt about the acid attack on the Russian girl in Varanasi, I asked for a report from UP Government,” Swaraj said in a tweet. They had a quarrel over the issue after which Srivastav threw acid on her,” Senior Superintendent of Police Akash Kulhary had said.Srivastav’s mother heard the woman’s cries and rushed her to hospital.On the next day, Srivastav, who had fled to Allahabad after committing the crime, was nabbed when he came back to visit the victim in the hospital, Kulhary said. A guilt-ridden Srivastav said at a press conference called by police, “I really feel shameful for my act, I don’t know whether I would ever be able to meet her in my life.” The victim was admitted to Safdarjung Hospital in Delhi yesterday.Varanasi District Magistrate Rajmani Yadav told PTI that her health condition is stated to be stable. He also said that UP Chief Minister Akhilesh Yadav sanctioned Rs 5 lakh from the CM Relief Fund for the woman’s treatment.

His remarks came a day after an Uttar Pradesh minister suggested a Grand Alliance involving ruling Samajwadi Party and Mayawati-led BSP for the upcoming assembly polls in the state similar to the one in Bihar where rivals RJD chief Lalu Prasad and JD(U) leader Nitish Kumar came together and decimated BJP.

Like Bihar, BJP had swept Uttar Pradesh also in Lok Sabha election last year and the party is hoping that it will return to power in the politically crucial state after nearly 15 years.

The Chief Minster, who was here on a private visit, said people in Bihar had given their decision in favour of development. In UP panchyat polls, they have favoured Samajwadi Party’s development plank, Akhilesh Yadav said.

“We will contest the 2017 assembly polls on the plank of development as we have ensured progess in every nook and corner of the state,” he said.

The grand secular alliance in Bihar comprising RJD, JD-U and Congress secured over two-third majority in the 243-member Bihar House, winning 178 seats in the just-concluded assembly polls in the state. RJD got 80 seats, JD-U 71 and Congress 27.

BJP-led NDA managed just 58 seats. BJP itself won 53 while its three allies LJP, Rashtriya Lok Samata Party and Hindustani Awam Morcha together secured only 5.

In Barananki, UP minister Fareed Mahfooz Kidwai had suggested that his party SP and BSP form a ‘grand alliance’ for 2017 Assembly polls to defeat BJP.

“God willing, a grand alliance will come into being here also (like in Bihar) and we will definitely defeat BJP and form our government,” he had said.

To a question if SP and BSP, which are arch rivals in UP politics, can come together on the lines of Bihar, Kidwai had said, “It is my wish”.

The assembly poll victory in Bihar dealt a blow to BJP and Prime Minister Narendra Modi.

Samajwadi Party chief Mulayam Singh Yadav had played the role of a peacemaker between the two backward class heavyweights – RJD chief Lalu Prasad and his friend-turned-foe JD(U) leader Nitish Kumar– and they decided to contest the 2015 Bihar polls together.

However, Samajwadi Party had later pulled out of the Grand Alliance.

Netaji lived in several parts of UP from 1950s to 1980s, claims book

London: A book released in the UK has claimed that an unseen holy man who lived in several parts of Uttar Pradesh from 1950s to 1980s was in fact Netaji Subhash Chandra Bose in disguise.

The book – What Happened to Netaji? – by former journalist Anuj Dhar details three prominent theories of Bose’s death before zeroing in on what has come to be known as the Faizabad angle to the Bose mystery.

“A source with a direct access to a highest-level contact in the government told me, strictly on the condition of anonymity, that the Prime Minister of India had in his possession an ultra secret file which held the key to unravelling the Bose mystery,” Dhar said.

That file, according to the author who has investigated this matter for 15 years, contains an admission that the holy man “Bhagwanji” of Faizabad was indeed Bose and that the government maintained contact with him.

“Emissaries, including UP state and central ministers, and intelligence operatives would be sent to him to pay courtesies, seek his advice on various matters and keep an eye on him,” Dhar writes.

The book claims that negative DNA tests concerning the teeth belonging to Bhagwanji were result of fudging by the authorities.

It also dismissed BJP leader Subramanian Swamy’s claim that Netaji was killed in the erstwhile USSR, maintaining that Soviet Union had actually granted asylum to Netaji.

Going into the reasons why Bhagwanji did not surface, Dhar writes that “it is an entangled issue involving interrelated conundrums, for which there are no quick and simple answers”.

He has quoted Bhagwanji saying that his emergence was “not in India’s interest”.

What Happened to Netaji was released at India Club in central London in the presence of the former Mayor of Harrow, Mrinal Choudhury and president of the Netaji Subhas Foundation UK Suhas Khale.

Meeting long-pending demands, Prime Minister Narendra Modi announced last month that the government will start unveiling the secret files related to Bose from 23 January next year, raising hopes about solving the seven-decade-old mystery about his disappearance.

Modi said that “there is no need to strangle history” as he met Bose’s family members and told them that he would also urge foreign governments to declassify files on Bose available with them by writing to them and personally taking it up with their leaders, beginning with Russia in December.

A Public Interest Litigation was on Wednesday filed in the Allahabad High Court charging Uttar Pradesh government with adopting a “discriminatory” compensation policy and citing the hefty solatium granted to the family of Akhlaq who was lynched by a mob in Dadri as a case in point.The PIL was filed by a Mathura-based advocate Ritesh Chaudhary who questioned the state government’s decision to allot four plots of land in addition to Rs 45 lakh as compensation to family members of Akhlaq who was beaten to death by a mob over rumours over beef consumption.<!– Dna_Article_Middle_300x250_BTF –>The petitioner has contended that there has been no uniformity in the amount offered by way of compensation by the state government to victims of various tragedies and it appeared that there was “discrimination” on the basis of caste and religion of the deceased. The Supreme Court on Monday directed Uttar Pradesh government to constitute a committee which would accept and decide the applications from candidates seeking appointment as primary teachers on the ground that they have been successful in Teacher Eligibility Test (TET). A bench, comprising Justices Dipak Misra and U U Lalit, asked the Secretary of Basic Shiksha Board of the state to set up a panel for the purposes of recruitment of teachers within three weeks.The court also finalised the issues, to be decided by it, which included as to whether the marks obtained in TET can be the sole criterion for appointment as teachers. The apex court, hearing a batch of appeals against the Allahabad High Court’s decision to strike down UP’s decision to regularise contractual teachers in primary schools, however, today did not pass any order. The bench also directed Uttar Pradesh government to inform it about the total number of vacancies for teachers on December 7, the next date of hearing. A special three-judge High Court bench had quashed the amendments brought in the state education department’s rules whereby nearly 1.71 lakh contractual teachers, popularly known as “Shiksha Mitras”, were being regularised. The court had ruled that the state government’s move violated the norms laid down by National Council for Teachers’ Education (NCTE) as well as the provisions of Right to Education Act, 2010. Nearly 59,000 contractual teachers were regularized in the first phase in June, 2014 followed by another 73,000 in the second phase in June this year.

Indian intelligence agencies would certainly have used Rajan in order to nab Dawood. This particular opportunity has been lost with the arrest of Chhota Rajan. CBI reaches out to students affected by Vyapam scam to further probe

Students from colleges of Indore, Gwalior, Jabalpur, Bhopal, Rajasthan and Uttar Pradesh were contacted by officials of the agency.

In a bid to further their probe in to Vyapam scam, Central Bureau of Investigation has ‘reached out’ to students who have been affected by the massive education and recruitment fraud that involves several senior politicians, businessmen and officials of the Madhya Pradesh government. According to sources in the agency, the students were contacted by CBI earlier this week. The contacted students include both arrested and currently on bail, expelled, currently in judicial custody and those whose admission process got halted once the scam surfaced. “There are many students who were involved and affected by the alleged scam. The agency has been taking over the FIR’s lodged by the Madhya Pradesh Police and simultaneously preparing a list of students that could be contacted for furthering the probe. Cases of malpractice in Vyapam scam had been reported since 1995, and the first FIR was found in 2000, but the full scale of the scam came to light in 2013 when Indore police arrested 20 people from various city hotels, who had allegedly come to MP to impersonate local candidates in the PMT exam scheduled on July 7 that year.Documents accessed by dna show that how MP police’s raid on Indore’s Hotel Partik on July 7, 2013 had brought them face to face with a student who identified himself as Rishikesh Tyagi. As police had intelligence that the said student was an impersonator appearing for the PMT exam instead of the original candidate, it took only one question to blow of the lid from the massive scam. Over the next two years 2,000 persons were arrested by the MP government constituted special task force.Several of the arrested persons included impersonators also called as ‘scorers’ who belonged from Kanpur, Etawah, Jhansi, Sahranpur and other places in UP. Many ‘scorers’ came from Rajasthan and Bihar, too and middlemen, who had contacts in governments, offered them anything between Rs1.5 lakh-2 lakh. The probe agency now is looking into both the middlemen and contact persons who are yet to be arrested.According to agency sources, these scorers were brought from their hometown to MP by second rung middlemen who would also make them stay in private accommodations instead of hotels. The agency is looking into who the private homes belong to and what kind of an arrangement existed between their owners and these middlemen. CBI has begun probe into the murder of a prime witness in a rape case against self-styled godman Asaram, and got all documents from the local police here.According to SHO of Newmandi police station AK Singh, all papers in connection with the Akhil Gupta murder case were handed over to the CBI on Friday. The National Commission for Schedule Castes on Friday issued notices to the Uttar Pradesh DGP and the Delhi Police Commissioner, directing them to register FIR against Union minister V K Singh for his dog remarks on Dalit killing in Faridabad which drew sharp criticism and demands for his sacking.Taking suo motu cognisance of his comments, the NCSC also asked Uttar Pradesh Police to submit an action taken report within 10 days based on its directive of filing an FIR against the Union minister.<!– Dna_Article_Middle_300x250_BTF –>”Notices have been issued to DGP Uttar Pradesh and SSP Ghaziabad to register FIR against Singh. Puniya said Haryana has always been “notorious” for atrocities on Dalits and that there has been over 200 per cent increase in such cases in the state.”Violence against Dalits has increased from 117 in 2000 to 500 last year (in Haryana). These cases had taken place during rule of previous regime and is taking place now as well,” he said.Verka said that there was a “rift” going on between Dalit and Thakurs in Sunped area for the past one year. He said the Haryana administration has been asked to identify policemen who were responsible for providing security to the Dalit families in Sunped.

The Dashanan temple was built by Maharaj Guru Prasad Shukl of Unnav district about 147 years ago. Hindu mythology portrays Ravana in different shades; one of which is that Dashanan who was a true disciple of lord Shiva, was the biggest scholar of the time too. It is said that Ravana was first to know that to appease lord Shiva, he must worship Durga. Ravana was, therefore, established here as a keeper to all incarnations of goddess Durga. Born on Dashawin (10th day), he died on the very day too. After the mannequin of Ravana is set on fire, the gates of temple are closed for one year until Dusshera next year.
